An overwhelming interest from the European countries and International Community is witnessed in investing and collaborating in this Smart City Project of India. The Automotive sector in India is adopting futuristic approach and is diligently working towards creating an ecosystem apt for electrical vehicles. The National Electric Mobility Mission Plan (NEMMP) is aiming to get 6-7 million electric vehicles on the roads by 2020. Recently the Automotive Research Association of India (ARAI) announced setting up of a Centre for excellence to evaluate electric vehicles, including battery and hybrid carriers. The government’s concern on cutting on greenhouse gases and rising pollution levels has also increased the pressure on the automotive sector to focus on research for electric vehicles and also attract global automobile majors to conduct research and development for electric cars in India. It may be noted that a joint panel of Ministers involving concerned ministries

Greeting from Project SESEI 3!

With hope that you all had a good summer break, we are pleased to bring the second edition of the our quarterly “Newsletter – Europe” having full of information and updates on the latest work being carried out in India in the area of standardization and associated policy and legislation and the new opportunities unveiled during this last quarter.

Bureau of Indian Standards is brimming with activities after BIS ACT 2016 was passed by the Government as they have drafting new rules and procedures based on the revised BIS Act 2016. These draft rules

were being discussed with the selected stakeholders and comments are being invited to finalise these Rules. It is pertinent to note that SESEI with the help and support of the Project Partners and Industry have provided its comments utilizing various forums and associations. The Indian Government is also busy conducting a lot of awareness programs on the National IPR policy and also receiving various comments on this new IPR policy.

The Smart City mission in India recently completed its first year, with Prime Minister Modi, reviewing the progress made by the Cities. The Smart City project is being asserted at every level and is being viewed as an integral part of ‘Making of Developed India’. of roads, power, renewable energy, environment and oil are working together best way to advance agenda on electric vehicles.

The Major development in the ICT sector has been the formation of independent Ministry of Electronics and Information Technology (Meity), which was earlier under the Ministry of Communications & IT. The newly formed Ministry has been entrusted with the task of promotion of the Internet, IT and IT-enabled services, provide assistance to other departments in the promotion of Digital India, Smart City, e-Governance, e-Commerce, e-Medicine, e-Infrastructure and promotion of IT education and IT-based education etc. Significantly, all the matters relating to cyber laws, administration of the Information Technology Act and other IT-related laws would also be part of the domain of this new Ministry. With the advent of the new technologies covering 5G, Cloud Computing, NFV etc. Cyber Security and Cyber laws are of high importance on the Government’s agenda. Recently a Memorandum of Understanding (MoU) was signed between Indian Computer Emergency Response Team (CERT-In) and the Ministry of Cabinet Office, UK (CERT-UK) to promote exchange of knowledge and experience in detection, resolution and prevention of security-related incidents.

Major initiatives are being taken by the Government to boost the Electronics and Power sector in the country and new incentives of tax holidays, tax exemptions are being introduced on the electronic products manufacturing and exports. The Government of India has set an ambitious target of achieving 175 GW power capacity from renewable energy resources by 2022 and out of this 60 GW has to come from wind power.

India is also inching towards becoming a top destination for R&D investments in the electronics and IT segment, beating the likes of US and Germany. As per the latest report from US-based HfS Research, India leads with 30 per cent of the global ER&D Centre and Interestingly one-third of Indian ER&D Centre announcements were driven by ‘Make in India’. Simultaneously Make in India is also being held responsible for increase in foreign investment by 46%. Smart Manufacturing and Industry 4.0 are also the current flavors actively considered.

It is also very encouraging to know that EU and India are working together to reduce carbon footprints and promote energy efficiency. The European Union has extended its cooperation to the State Government of Odisha through the EU-India Cooperation on Clean Technologies and Energy Efficiency for Eco-Cities to establish 1st grid rooftop solar project. The Carbon Trust UK will collaborate with the Bureau of Energy Efficiency (BEE), to launch Rs 5000 crore (EURO 714M) fund for promoting industrial energy efficiency. We are hopeful that the on-going efforts between India and EU on FTA will soon culminate positive outcome, enabling enhanced commercial and financial activities between the two regions. BIS notified Draft Rules based on the BIS Act 2016 A consultation meeting of stakeholders on the draft Bureau of Indian Standards (BIS) Rules, 2016 was held. The Bill was passed by the Parliament in March this year to replace the 30 year-old Bureau of Indian Standards (BIS) Act and bring more products like jewellery under the mandatory standard regime besides ending the 'Inspector Raj'. Voluntary Certification Scheme for Medical Devices Indian Certification of Medical Devices Scheme (ICMED), an indigenous quality assurance system for India manufactured medical devices was launched recently and is aimed at enhancing patient safety, to provide enhanced consumer protection along with much needed product credentials to manufacturers for instilling confidence among buyers and users.

Commerce ministry working on for mandatory standards on products – make in India To push product standardisation, the commerce ministry is looking to identify products that endanger the environment, and the safety, security and heath of human beings. According to information an inter-ministerial committee has listed 137 products on which mandatory standards will be applied on a priority basis, apart from products in food, electronics and steel categories.

Ministry of Urban Development issues Orders for the formation of SPVs States like Utter Pradesh have taken proactive steps and have got the approval in advance for constituting the SPVs for all the cities shortlisted under Smart City Mission and participating in the Challenge. This is a good practice which may be followed by other States for integrated planning with implementation of the Smart City Mission. Read More

Notification on Faster Adoption and Manufacturing of Hybrid and Electric Vehicles (FAME) Department of Heavy Industry has issued gazette notification on Faster Adoption and Manufacturing of (Hybrid &) Electric Vehicles India. Initially, there was lack of demand for electric and hybrid vehicles in the absence of demand incentives. However, due to introduction of FAME India scheme, demand of hybrid and electric vehicles started picking up.

These are among the proposals that India may implement as it seeks to make electric vehicles more ubiquitous in cities choking on diesel and petrol fumes. Automotive Research Association of India - ARAI Gets funding To Set Up EV Evaluation Centre To set up the facility at its campus in Pune, the central government has allotted Rs 80 crore to the ARAI. The move is a part of the government’s efforts to promote electric and hybrid cars, under the Faster Adoption and Manufacturing of Hybrid and Electric Vehicles (FAME) scheme. Read More

Cabinet approves National Capital Goods Policy which aims to create 21 million The Union Cabinet has approved National Capital Goods Policy aimed at increasing capital goods production from the current value of Rs 2,30,000 crore to Rs 7,50,000 crore by 2025. “The policy envisages increasing exports from the current 27% to 40% of production. It will increase the share of domestic production in India’s demand from 60% to 80% thus making India a net exporter of capital goods,” said an official statement. Read More

Government Launches Scheme for setting up 1000 MW Wind Power Project Ministry of New and Renewable Energy (MNRE) has launched Scheme for setting up of 1000 MW Wind Power Project connected to transmission network of Central Transmission Utility (CTU) with an objective to facilitate supply of wind power to the non-windy states at a price discovered through transparent bidding process. Industry association MAIT & ICA have jointly compiled and submitted set of queries on the e-Waste rules to Ministry of Environment, Forest & Climate Change. In one of the recommendation they have suggested that Central Pollution Control Board (CPCB) shall publish the methods for sampling and analysis of Hazardous Substances as listed in sub-rule(1) of rule 16 with respect to the items listed in Schedule I and II and also enlist the labs for this purpose. Cabinet approved a MoU signed between India and the Swiss Confederation for cooperation in skill development: The Union Cabinet has given its ex-post-facto approval for a Memorandum of Understanding (MoU) signed between India and the State Secretariat for Education, Research and Innovation of the Swiss Confederation for cooperation in skill development. The MoU was signed on 22.6.2016 during the visit of a delegation led by the Minister of State (Independent Charge) for Skill Development and Entrepreneurship to Switzerland from 20th – 22nd June, 2016. The MoU broadly focuses on capacity building and exchange of best practices in the area of skill development. The MoU envisions the establishment of Joint Working Group (JWG) to create, monitor and review the implementation framework for the MoU. The MoU will establish a framework for bilateral cooperation between the two countries in the area of skill development and will formalise and deepen this partnership.

Cabinet approved Agreement between the India and Croatia on Economic Cooperation: The Union Cabinet has given its approval for signing and ratification of an Agreement between India and Croatia on Economic Cooperation. India and Croatia had earlier signed an Agreement on trade and economic cooperation in September, 1994 with an aim to promote and develop bilateral trade and economic relations. Signing of the new Agreement between India and Croatia would be a step in continuity as the existing Agreement expired in November, 2009. India's bilateral trade with Croatia during 2012-13, 2013-14 and 2014-15 were US$ 152.01million, US$ 148.86 million and US$ 205.04 million respectively. The average bilateral trade growth was 17.44% during the last three years.

Bilateral Meeting between Commerce & Industry Minister and Secretary of State for Business, Innovation and Skills, UK: Commerce and Industry Minister, Smt. Nirmala Sitharaman, held a bilateral meeting with Mr. Sajid Javid, Secretary of State for Business, Innovation and Skills, UK, in New Delhi today (July 9, 2016). During the meeting, both the leaders discussed issues of mutual interest. Both sides expressed hope to take proactive steps to deepen their ties and engagement in near future. Several issues related to bilateral trade and investment were discussed. Commerce Minister said that we are happy to engage with UK to talk about trade in goods & services & investments. She said post Brexit, FTA with UK will be a fresh exercise & work on FTA with EU will continue with a re-calibarted approach. Smt. Sitharaman said we have invited Chief negotiator from UK's side to engage with our Chief negotiator to take forward the entire process.

About Project SESEI 3

SESEI stands for “Seconded European Standardization Expert in India” and is a 5 partner’s project based in New Delhi, India, with the objective to increase visibility of European standardization and promote EU/EFTA-India cooperation on standards and related issues. The Project is managed by the European Telecommunications Standards Institute (ETSI), a European Union recognized Standards Organization, and is further supported by the other two other recognized EU Standards Organizations CEN and CENELEC. The other two partners to this Project are the European Commission and the European Free Trade Association. It is a Standardization focused project, with a priority emphasis on the following sectors: ICT, Automotive, Electronic Appliances including Consumer Electronics and Smart Cities etc.
