1 Update on Standardization Activities (Generic)

1.1 Meeting of ASSOCHAM National WTO Council: 20/3/2014

A preparatory meeting was held to discuss a future Round Table on ‘Leveraging the Indian Standards and Technical Regulations to Trade and Investment Promotion’. SESEI attended the meeting with an objective to include sensitizing the stakeholders on:

• The existing Indian standards and technical regulations and how to benefit from them • Conformity processes and associated transaction costs • Harmonization of Indian and international standards • Creating capacities and effective procedures • Identifying specific ways in which industry can work with the Government e.g.

providing hardware assistance or manpower. • Setting up a permanent Cell for a regular and structured interaction between the

Government and industry on Standards.

It was informed by the council Chair that the roundtable will see the participation of senior officials from the Department of Commerce, Department of Electronics and Information Technology, Bureau of Indian Standards, Department of Telecom and members of the industry. The outcomes of the structured interaction will be presented to the Government in an outcomes paper.

SESEI highlighted need for a) National Standardization Policy or update of IS-12 covering policy of adoption and standards formulation in India b) WTO-TBT enquiry Point need to be more user friendly c) IPR policy in TSDSI d)Education about standardization e) Technology Awareness Sessions etc.

SESEI to participate at the round table and take up the points highlighted above.

2 Update on Standardization Activities (Sectorial)

2.1 Automotive

1. Auto Expo and Industry Meeting during the visit of Ms Dorothée Coucharrière, Policy Officer, DG-MOVE: 6/2/2014 and 7/2/2014

The 12th Indian Auto Exposition 2014 was organised by SIAM (Society of Indian Automobile Manufacturer), CII (Confederation of Indian Industries) and ACMA (Automotive Component Manufacturers Association of India) from 6th to 11th February 2014.

Ms Dorothée Coucharrière, Policy Officer, DG-MOVE from the European Commission, was invited by the organizers as one of the distinguished speaker at the event. Ms Coucharrière is responsible for electro-mobility and innovation and expressed keen interest in meeting with the Industry advocates working on Hybrid and Electrical Vehicle to exchange policy and standard development updates.

Accordingly, the SESEI scheduled a range of meetings and appointments with relevant stakeholders in the area of electro-mobility and hybrid vehicles.

Concretely, SESEI organised meetings with SMEV (Society of Manufacturers of Electric Vehicles - http://www.smev.in/), Mahindra REVA (http://mahindrareva.com/) and Transport Expert in EBTC (European Business Technology Centre) on electro mobility. The meetings were the opportunity to build a dialogue and exchange on standardisation issues around electro-mobility.

The highlights of the different meetings and discussions held were:

1. 6th February 2014: Meeting between Mr. Dinesh Chand Sharma, Seconded European Standardization Expert in India and Ms Dorothée Coucharrière:

Exchanges on the current standardisation process for EV's in Europe, Indian electro-mobility plan and the possible areas of cooperation.

Update on activities addressed by Ministry of Heavy Industries, Bureau of Indian Standards and Automotive Research Association of India(ARAI)

2. 6th February 2014: Hero Electric / SMEV (association of Indian EV industry). Meeting with M. Sohinder Gill, CEO Hero Electric and Director corporate affairs SMEV and R&D Hero Electric (B. Ravindran and T.K. Choudhary). Highlights of discussions were:

Hero Electric builds EV since 2006. Sells 8 models in India, mainly 2 wheelers (low and high speed model over 25 km/h).

Two wheelers in India are a necessity not leisure/ luxury vehicles. Hero Electric has sold 40 000 EV two wheelers in 2013 due to public subsidies (30 to 40% of the total price). Subsidies go directly to the company for each EV sold). Hero Electric is currently using Lead batteries (lithium too expensive).

Subsidiary of Hero Electric, i.e. Altramotors, sells electro-bikes in UK: batteries from 1 to 3 kW with a range of 50 to 100 km per charging (7-8 hours).

Hero Group wants to develop 3 wheelers (tuk tuk) that go less than 25 km/h but they do not fall under any regulation now. Has been discussing this issue with the government for past 6 months.

Currently Society of Indian Automobile Manufacturers [SIAM - http://www.siamindia.com/] looks after hybrid vehicles and SMEV focuses on Electronic Vehicles and issues and challenges associated with it.

Government plan 2020: Ministry of road and transport, Government of India will be establishing a Working Groups and sub-Groups covering R&D, Infrastructure, Demand & Supplies in March 2014 (Refer NEMMP 2020 page 144 for more details)

The 2012-2016 financial plan has been decided but not allocated yet. Industry is waiting for 3 to 5 billion € grant. The government has also allocated funding for fast charging stations.Installation of charging points at Metro stations (New metro under construction in Delhi) is in discussion with the concessionaire.

3. 7th February 2014: Mahindra Reva, M. Kartik Gopal, general manager business development and Mobility solutions. The Reva Electric Car Company (RECC) was founded in 1994 by Mr. Chetan Maini, as a joint venture between the Maini Group of Bangalore and Amerigon Electric Vehicle Technologies (AEVT Inc.) of the USA. The company's sole aim was to develop and produce an affordable compact electric car. The company's flagship vehicle is the REVAi electric car, available in 26 countries with more than 4,000 of its different versions sold worldwide by March 2011. The synopsis of the discussions is:

REVA is providing energy sourcing solutions with EV's, i.e. solar panel. It is also one of the first automobile manufacturers with Green production facilities. Their air condition at the manufacturing facility is being powered by huge solar panel. Therefore REVA Claims to be "BORN GREEN".

Battery of 2eO is Lithium-ion with free maintenance (range 100 km. Max speed 80km/h). The cost is about 8000€.

Do not claim for a special standard. Want a simple way of developing EV's. A common electric socket is sufficient in India.

4. Way Forward:

SESEI will liaise with the SMEV association to follow its activity and work jointly for a common standardisation process including ITS.

SESEI will continue working with EBTC, Bureau of Indian Standards (BIS), Automotive & ICT Technical Committee & Automotive Research Association of India (ARAI) and Industry on this subject of ITS, Smart Grid, Smart Meter and EVs

2. BIS Transport Engineering Department Standards under wide circulation for comments

SESEI shared towards CEN-CENELEC SESEI Steering committee members a list of draft standards as released by Transport Engineering Department of Bureau of Indian Standards (BIS) for comments, after mapping them with corresponding IEC/ISO Technical Committees.

2.2 Electrical Equipment including Consumer Electronics

1. Thirteenth meeting of Electronics and Information Technology Division Council (LITDC): 6/2/2014

SESEI Project coordinator, Ms Priya Mohindru, attended on behalf of the SESEI the 13th Meeting of the LITDC division council of BIS.

The meeting helped in getting Insight of all activities carried out by BIS LITD committee and as well allowed networking opportunity with the BIS members from different committees.

SESEI couldn’t attend this meeting due to occupancy with visiting EC official Ms Dorothee Coucharriere and associated meetings with industry officials of Electric Auto Industry and associations.

2. Meeting with BIS - International Relation Team (Mr. Chandan Bahal and Mr. Rajneesh Khosla) to discuss the Joint Event/Workshop between CEN CENELEC & BIS : 27/2/2014

SESEI met with BIS officials in connection with the project for organizing a Joint Event/Workshop between CEN CENELEC & BIS sometime in Q2-Q3/2014. Fruitful discussion took place with BIS - International Relation Department (IRD) members.

BIS - IRD is positive towards the proposal of such a joint event while indicating few items for consideration in view of past experiences, especially considerations related to its location, financial & logistical support, which may not be possible from BIS, etc.

They also suggested having a full day workshop with a theme or topic of strong interest among the participant which should cover the entire day of the workshop [not to mix many topics having no interconnect or linkages between them].

BIS also suggested to write a formal letter to the Chief Standardization or IRD or its DG introducing the Workshop proposal and requesting support.

3. Meeting with Mr. Mahendru, Past President of Indian Electrical and Electronics Manufacturers Association (IEEMA): 7/3/2014

SESEI organized a meeting with Mr. Mahendru, Past President of Indian Electrical and Electronics Manufacturers Association (IEEMA), and chair of the CII Electrical Committee to discuss activities around Electrical Standards, BIS Engagement and IEEMA activities. The meeting was in continuation to earlier discussions held with Mr. Mahendru post CEN - CENELEC Interactive seminar held last year.

SESEI held discussions around topics of Electrical nature (Smart Grid, Meter) which are ongoing within several Indian entities such as the Bureau of Indian Standards (BIS), the Central Electricity Regulatory Commission (CERC), the Central Power Research Institute (CPRI), India Smart Grid Forum (ISGF), etc. he proposed joint workshop with BIS was also introduced with the idea of seeking Industry support towards this proposed workshop/event.

Mr. Mahendru highlighted activities undertaken up by IEEEE on the subject of Smart Grid, IEEMA highly projected MoU with IEEEE, PR activities and suggested SESEI to follow the same route. SESEI clarified project scope and informed Mr. Mahendru about the ongoing MoU discussions between BIS and CEN/CENELEC.

SESEI will continue active dialogue with Mr. Mahendru, IEEMA, ELCINAand align industry support towards the proposed event/workshop success.

2.4 ICT including Services

1. The 1st meeting in 2014 of the FICCI Communication and Digital Economy Committee: 22/1/2014

The 1st meeting in 2014 of the FICCI Communication and Digital Economy Committee was attended by SESEI. Shri N Ravi Shanker, Administrator (USOF), DOT, Ministry of Communications & IT, Government of India, was the Guest of Honor at the meeting and spoke about Ministry's vision for the telecom sector in 2014, and more specifically, relating to the National Optic Fiber Network (NOFN). He also led the interactive session with delegates and key speakers. It was a very fruitful meeting which presented the SESEI with an opportunity to connect with FICCI members, understand industry/FICCI key policy regulatory targets for year 2014. SESEI will ensure participating regularly in the future committee meetings.

2. Telecom Sector Committee meeting organized by EBG (European Business Group) at the EU Delegation office: 20/2/2014

EBG’s Telecom Sector Committee meeting was organized at the EU Delegation office, New Delhi. SESEI attended this meeting. It was discussed that the EBG Position Paper released in April 2013, “EU-INDIA: partnering for progress”, needs further updating for the telecommunication sectors as lot has been done and changed since. It was also felt that in light of upcoming general elections, EBG should work towards releasing the next edition of its Position paper within 3 months and submit the same after establishment of a new Government in 2014. It was agreed to start organizing regular sectorial committee meetings to update the present Position Paper. The other issues discussed at the meeting were:

(i) Update on telecom scenario in India including recent telecom policies, issues related to spectrum ,EMF Radiations and Health

(ii) Suggestions to move forward the activities of the Telecom Sector Committee

SESEI also discussed the upcoming ETSI conference and workshop on "Indo-European Dialogue on ICT Standards & Emerging Technologies". EBG Telecom sector committee, Co-Chair Mr. T.V.Ramachandran appreciated the exhaustive agenda and the efforts undertaken by Project SESEI and ETSI. He also confirmed his participation during the inaugural session and sponsoring the event as Joint Partner . The European Delegation office was very happy with the efforts and also confirmed the participation of the Ambassador for the Inaugural session.

SESEI will continue working with this Sector Committee to pursue standards, policy and legislation harmonization for the benefit of European Industries in India.

3. Video conference call with Dr. Ganapathy Krishnan on Telemedicine: 26/2/2014

SESEI participated in video conference call with Mr. Pendl Klaus (First Secretary at EU Delegation in India) and Dr. Ganapathy Krishnan [M.Ch (Neurosurgery) FACS FICS FAMS Ph.D., President, Apollo Telemedicine Networking Foundation, Director, Apollo Tele Health Services, Past President, Telemedicine Society of India]. Prior to this call, SESEI got an opportunity to meet with Dr. Ganapathy Krishnan during the M2M conference organized by India M2M Forum. Dr. Ganpathy is considered as a very senior advocate of ICT standards, policies and legislation especially around its implementation in Healthcare Sector. SESEI utilized this meeting to explain Project SESEI. During this meeting Dr.

Ganpathy requested possible assistance from Project SESEI connecting with European Union (EC), local delegation office for providing more information on project CAREN and its feasibility with Indian network, etc.

Apropos to this meeting a written request via email was received from Dr. Ganpathy. The email clarified:

1. A Central Asia e-Network to connect Tajikistan, Uzbekistan, Turkmenistan, Kyrgyzstan and Kazakhstan to India for Tele-medicine & Tele-education is being set up funded by Government of India. CDAC is acting as Project Manager cum Consultant on behalf of MEA. The objective of the project is as follows:

i. To utilize the e-network for offering Tele-education Services from reputed University/ Training Institution in India to Central Asian CIS countries

ii. Connectivity between India and Central Asian CIS countries for offering Tele-medicine services

iii. Up-gradation of IT Center setup by GOI funding at 5 CIS countries and make them capable for distance education from India

2. The CAREN system is used in Central Asia as a backbone; it is funded by the EU to bring high speed Internet connectivity to almost all universities in Central Asia.

3. SESEI discussed the matter with Mr. Klaus Pendl, First Secretary EU delegation to India and a conference call was organized to address the requirement and all clarification such as below on this request were shared with Dr. Ganpathy, which were appreciated by him.

TEIN3 (now becoming TEIN4 http://www.tein3.net/Pages/home.aspx ) which connects the European research and education backbone network GEANT with NKN in India (and similar networks in south and East Asia) is a project (co funded by the EU) and is coordinated from Korea. CAREN (http://caren.dante.net/Pages/home.aspx ) is the same for Central Asia.

4. Meeting with Phil Wennblom, Head of Intel’s Global standards policy team and Mr. Shamik Mukerjee (Legal Policy Expert in Intel India): 27/2/2014

Legal and Policy Expert from Intel India asked for a meeting between SESEI and their Head of Global Standards Policies. Meeting extended opportunity to introduce Project SESEI, and take up a constructive discussion around Standards Harmonization, Role of TSDSI, TEC and DoT and Market Access Barriers (TBTs) debate.

5. ETSI event Preparations and Coordination: January 2014 to March 2014

SESEI started with the ETSI event preparation from December 2013 onwards. A systematic approach towards preparation/ organizing of the event was adopted and Weekly calls were held between SESEI team, ETSI Project Manager (Mr. Bernardo Correia) and representative of Bharat Exhibitions (event Management Company). The event activities were identified and categorized in three main sections i.e. Logistics, Sponsorship and Agenda. A brief of all the preparations carried out for the event are as under;

Finalization of Venue for the ETSI event

o Venue for the main conference finalized as Hotel Le Meridien. Rooms for the visiting ETSI Officials and speakers also booked at Le Meridien. A good discount received from the hotel due to Bharat Exhibitions existing relations. The conference will be hosting approximately 200 plus people in a theatre and roundtable style with a stage for the speakers.

o An auditorium with a capacity of 150 people in a class room style was identified at India Habitat Centre for holding the ETSI Workshop on 14th March 2013. India Habitat Centre is centrally located subsidized venue. A physical visit and inspection of all facilities was carried out.

Sponsorship and Speaking Opportunities

o A list of prospective sponsors was prepared by SESEI in conjunction with ETSI. SESEI wrote to all the prospective sponsors and ETSI members in India, informing them of the ETSI initiative for organizing the two day conference and workshop and followed it up with personal calls and visits.

o SESEI made personal visits to Nokia, NSN, Ericsson, Qualcomm, Alcatel Lucent, and Vodafone to discuss the proposed ETSI Conference and Workshop agenda and requested them for active participation and financial support.

o SESEI was successful in arranging sponsorship for the entire event.

Agenda Topics, selection and confirmation of Speakers

o A detailed agenda listing down topics and subtopics was prepared in consultation with ETSI. The agenda was prepared ensuring that it will provide ETSI an opportunity to showcase latest standardization work and also topic which are important, relevant and posing as a challenge in the Indian ICT sector.

o Chief guest for the inaugural session, Secretary DoT, Ambassador EU Delegation, EBG Telecom committee head, speakers for each session and moderators were carefully selected by SESEI in close discussion with ETSI.

o SESEI also met with the session chairs to confirm their presence and apprise them of the session topic. Mr. Ram Narain, DDG Security, Mr. A.K.Mittal, Senior DDG TEC and Mr. S.S.Sirohi, Senior DDG Term. Background papers and speakers packs were prepared and sent to session chairs in advance.

Other event logistics

Detailed arrangements, careful planning and selection was done for transport arrangements , sightseeing , bags , goodies, backdrops, audio video arrangements, menu, mementos for the speakers, etc.

6. TEC Core Committee meeting on Green and Energy Efficiency: 27/3/2014

SESEI attended meeting of TEC core group members to discuss a) standardization of Telecom Equipment to be energy assessed and certified with a green passport, b) measurement metrics and measurement methodology on GSM RBS (i.e. document for measurement in static mode and other similar document for measurement in dynamic mode), c) Priority of equipment to be considered for green Telecom activity in accordance with TRAI recommendations, d) finalization of measurement matrices and measurement methodology for WCDMA and LTE.

SESEI in discussion with ETSI TC EE (Environmental Engineering) chairman Mr. Beniamino raised following points on the draft standards document prepared and updated by TEC member which was based on ETSI standards

1) Editorial: RBS – radio base station. It would be better to use the 3GPP term of BS (Base Station)

2) Technical, Section 6.1.2: RF power options 5W, 20W, 50W, 100W: The RF power depends on the targeted application of the BS (single carrier, multi-carrier, etc.). Fixing power levels is not appropriate and intentionally not defined in 3GPP. We propose to test the BS at max RF power level.

3) Section 6.3.1: It has been removed the description of UpLink (UL) coverage measurements but is kept the UL coverage test. The removed parts at the end of section 6.3.1 have to be kept.

4) Other: In ETSI we are currently reworking the standard for Base Stations. We will keep you informed on the changes. Following points were also discussed/agreed during the meeting;

a) TEC will revise the copy of standard further as it was missing few suggestion of NSN submitted earlier.

b) Committee member decided to first address the static measurement part for GSM only and address the Dynamic and other technologies such as WCDMA, LTE at later stage.

c) Committee member also raised a concern that – so many emails and so many different draft presentations etc. Members agreed to use only one draft after incorporating suggestion agreed in the meeting. TEC will try to implement it and plan to have a dedicated rapporteur for it.

d) We will also kick start discussion on its adoption: working with ETSI for a possible MoU.

One proposal for testing and certification was also presented during the meeting, which will be shared with members soon for comments.

SESEI will continue working with TEC on ETSI developed standards and the establishment of a possible MoU for its adoption, etc.

7. First joint meeting of TEC formed M2M working groups: 3/3/2014

TEC formed various working groups under M2M verticals, the first joint meeting of all the groups under the chairmanship of Sr. DDG TEC was held on 3rd March 2014. Agenda for discussion were a) Discussion on Term of reference for each working group, b) Guidelines and procedure of working of the Working groups and Joint WG c) Appointment of WG Chairman, Rapporteur.

SESEI has been nominated and joined as one of the working group participant in the various M2M Working Group Committees formed on: Automotive, Health, Surveillance, Power, and M2M Gateway.

SESEI participated in the meeting to discuss the Term of Reference for the various Working Groups to pursue M2M discussions and standardization activities

SESEI to continue working and participating actively in the M2M Working Group meetings, share progress made at ETSI TC SmartM2M and OneM2M partnership project.

3 Events Participation by SESEI

3.1 ICT Awards 2014 hosted by CyberMedia Group: 17/1/2014

ICT Awards by Cyber Media is an annual event organized by Cyber Media group, wherein senior officials from ICT Industry and Ministry of Communications & IT are invited. Every year awards are presented to leading telecommunication companies, personalities according to the nomination criteria. SESEI attended the ICT awards to network with the senior ICT officials.

3.2 India m2m forum 2014: 14/2/2014

SESEI was invited to participate as a speaker in the panel discussion/session on ‘Standards Development for M2M’ during the event of India M2M Forum 2014 as organized by http://m2mpaper.com/

This event gave an opportunity to present before the gathering “Importance of standards in M2M” and the need to have globally harmonized open standards in M2M.

SESEI discussed and presented the latest standardization work being developed at ETSI, and in the oneM2M partnership project. SESEI also urged the Indian standardization community and Ministry to join OneM2M as soon as possible for actively participate in this global M2M development initiative. SESEI will continue to work towards spreading information and awareness on ETSI's M2M standards work.

3.3 SESEI Presentation on “Project SESEI, European Standards & Certification with their members: 17/2/2014

Federation of Indian Exports Organization (FIEO) wanted to schedule a session for its members on issues related to "standard & regulations in European countries". FIEO Director invited SESEI to give a talk and make a presentation on the European Standards, Policy & Regulations for Indian Exports. The session was confirmed for 17th February 2014 at FIEO office. SESEI was key speaker at the session and covered topics such as Project SESEI in brief, European Standards, and Policy & Certification for Indian Exporters. During this session SESEI also clarified/raised issues concerning regulatory and Policy environment and the Trade barriers. SESEI will maintain continuous dialogue with FIEO for further such opportunities.

3.4 “Indo European Dialogue on ICT Standards & Emerging Technologies", conference and workshop: 13/3/2014 & 14/3/2014

ETSI along with SESEI organized a two day event to showcase and discuss the standardization work on the new and emerging ICT technologies. The objective of the conference and workshop was to engage and start a dialogue between the Indian and European standardization community on various important topics of ICT standards. The conference and workshop provided a platform for ETSI to present the latest standardization work done, being carried out and the Indian ICT Community shared their India specific requirements. The dialogue was instrumental in understanding and identifying the potential standardization gaps, how best they can be bridged and new venues for collaboration could be established with an aim of creating and strengthening the dialogue between India and Europe. The main topics taken up during the two events were;

ii. ICT Standards for Sustainable Living and Transport iii. New Developments - Emerging Technologies iv. Secure and Efficient Technologies for People v. Energy Efficiency

vi. Cyber and Telecom Security

3.5 SESEI Guest lecture session on M2M at Amity University: 21/3/2014

SESEI attended a session on M2M as a Guest lecture at Amity University. SESEI in his presentation and lecture covered latest standardization work being done at ETSI TC SmartM2M and oneM2M Partnership Project, followed by a Q&A session. The audience was comprised of B.Tech and MBA students from Telecom and IT of Amity University. The opportunity was used by SESEI to educate young engineers and software experts about Standards, work being carried out at ETSI Smart M2M, oneM2M and importance of standards and its role in globalization and success of technologies. SESEI gave a presentation on M2M and the standardization work being held at ETSI SmartM2M and also informed students about the OneM2M Project. Amity senior officials are quite keen to organize a similar session in future, and have offered auditorium usage for SESEI next workshop/event. They have also extended a fellow membership of the institute. SESEI will also explore if next event/workshop could be planned at their university venue and/or interaction with students at the sidelines of any future event/workshop.

3.6 ASSOCHAM - Round Table Discussion on ‘Leveraging the Indian Standards and Technical Regulations to Trade and Investment Promotion: 31/3/2014

As a follow-up to the ASSOCHAM's earlier meeting held on National Council on WTO, Industry association ASSOCHAM organized a stakeholder round table discussion on the theme of ‘Leveraging the Indian Standards and Technical Regulations to Trade and Investment Promotion’. The objectives of the proposed Interactive Session include sensitizing the stake holders on:

a) The existing Indian standards and technical regulations and how to benefit from them b) Conformity processes and associated transaction costs c) Harmonization of Indian and international standards d) Creating capacities and effective procedures e) Identifying specific ways in which industry can work with the Government e.g.

providing systems & processes support’. f) Setting up a permanent Cell for a regular and structured interaction between the

Government and industry on Standards.

Speakers from the Government included Shri Sunil Soni (IAS), Director General, Bureau of Indian Standards (BIS), Dr. Ajay Kumar (IAS), Joint Secretary, Department of Electronics and Information Technology, Govt. of India. Also strong participation from Industry covering Qualcomm, Panasonic, Nokia, HP, Jindal Steel, Wipro etc. SESEI utilized this opportunity to raise; a) National Standardization Policy or update of IS-12 covering policy of adoption and standards formulation in India b) WTO-TBT enquiry Point need to be more user friendly c) IPR policy d)Education about standardization e) Technology Awareness Sessions etc. DG-
