1.0. Tender evaluation and PO placement criteria a. Tenderer shall have the experience of executing the similar works (Supplying man power for

b. MCF is intended to have parallel contract with two different agencies. The total quantity of man power will be split proportionately in a possible manner and awarded to two different agencies as per the department procedure. c. Department (MCF) reserves the right to increase / decrease the man power as per actual requirement. 1.2 Documents to be submitted.

Qualifying documents to be submitted to participate in the tender (These documents to be furnished in the technical bid).

a. Company profile, Manpower & experience detail, number of qualified technical people in employment and their qualification.

b. Electrical contractor license-class 1 c. Work experience certificate

Contractor shall provide work experience certificate for the similar work for executing minimum one work of his quoted value or two similar works of half of his quoted value.

2. PERIOD OF CONTRACT The contract shall be for the period of two years. Even though the contract proposed is for two years, the first three months shall be on trial basis. If the work is not satisfactory, the contract may be terminated by the department. By mutual agreement in writing, the contract can be renewed for a further period of one year, after expiry of contract at the same terms and conditions of the contract. However, department reserve the right to terminate the contract at any time by giving one month’s notice.

2.1 TECHNICAL REQUIREMENTS

The Contractor is responsible to provide Services from below listed Qualified and well experienced personnel, who can independently handle, Operate and maintain electrical installation as per the

guidelines of MCF. The work force to be deployed will be screened for technical capability to ensure the deployment of suitable candidates by the contractor. Necessary bio-data of service provider shall be furnished for verification after confirmation of the contract.

2.2 Supervisor-Electrical: -

Electrical supervisory license holding person to be deployed for the proposed electrical works. The supervisor should be a Diploma holder in Electrical/Electrical & Electronics Engineering (3 years) from government approved institution with minimum 60% marks (as per the Technical board norms) and two years’ practical experience in industry / any government / private organization in electrical field / Bachelor degree in Electrical & Electronics Engineering with minimum 60% marks (as per the university norms) from the government approved University / institution. The supervisor shall have electrical supervisory license issued by electrical inspectorate for the operation and maintenance of electrical equipment. The supervisor has to supervise all the works under the scope of this contract including electrical maintenance, supervising round the clock shift operations and preparation of shift schedule and leave replacement etc complete as required and as directed by Department Engineer (Details of Works to be carried out are as per Annexure-A). Supervisor deployed has the responsibility to supervise all the manpower (either supplied by the vendor or other agencies) as instructed by the department Engineers.

2.3 Sub station Operator:

Should be a National Trade certificate / ITI (Two years) in Electrician Trade having minimum 60% marks from government recognized institution with five years of practical experience in the field of electrical industry or any Govt / private organizations OR Diploma holder (three years) in Electrical / Electrical & Electronics Engineering having minimum 60% marks from Government recognized institution with minimum two years’ practical experience in industry or any Gov. Organization in electrical field OR BE in Electrical / Electrical & Electronics Engineering having minimum 60% marks from government recognized institutions. They shall carry out the operation, monitoring and maintenance of substations and other electrical facilities up to 11 KV rating and solar power plants etc at MCF (Details of Works to be carried out are as per Annexure-B). Percentage will be calculated as per respective Board / university procedures.

2.4 Diesel mechanic: (Category: Highly Skilled)

The person who works should have National Trade certificate/ ITI certificate in Diesel mechanic/motor mechanic trade from government recognized institution. They should have a

practical experience of not less than 2 (Two) years in the above mentioned relevant field. They are responsible for operation and maintenance of diesel engines of all rating and capacity (Details of Works to be carried out are as per Annexure-B).

2.5 Electrician: (category; Highly skilled): -

The person who works should have National Trade certificate / ITI certificate in Electrical trade (2 years course) from government recognized institution. He should have a practical experience of not less than two years in electrical field at any industry / Govt/ private organizations. He should also have valid electrical wireman license issued by local Electrical inspectorate. They shall carry out the work at MCF electrical systems up to 11 KV rating, Solar power plants, etc as directed by Department Engineer (Details of Works to be carried out are as per Annexure-C).

2.6 Technical helper / Helper to Electrician: (Category; Semi skilled):

The person shall have class 10th pass certificate with minimum two years working experience in the field of electrical system in any industry / Govt / private organizations or the person with ITI (2 years) certificate from recognized institute. They shall carry out the work at MCF electrical systems up to 11 KV rating, Solar power plants, etc as directed by Department Engineer (Details of Works to be carried out are as per Annexure-C).

2.7   Technical helper / workshop Helper (Category; Semi skilled): 

The person shall have minimum class 10th pass certificate with minimum one year working experience in any of the workshops / machine shops / fabrication industry or the person with ITI in mechanical trade like, Fitter/ Welder/ Turner/ Diesel Mechanic / carpenter etc. from recognized institute. They shall carry out the work at MCF as per annexure D.

3.0 CONDITIONS OF CONTRACT 3.1 The services shall be carried out as per the direction given by the Department Engineer. 3.2 The Contractor shall arrange to execute the services only through qualified persons who

are permitted to work on electrical installations and as per IE rules 1956 ( Applicable for sl no. 2.2, 2.3, 2.5 & 2.6).

3.3 The Contractor and his work force shall strictly follow the security and safety instructions as imposed by the Department. Necessary police verification of service provider as required by the department to be furnished.

3.4 A full time supervision by the supervisor at site is compulsory during any maintenance services, which shall fully comply to relevant IE rules.

3.5 The contractor and Supervisor shall have contact telephone number. 3.6 The scope of services includes servicing and routine repair as per manufacturers

recommendation and as directed by department Engineers including repairs and replacement of parts and accessories. Operation, monitoring and maintenance of substations up to 11kV rating (Both indoor and outdoor switchgears) and other electrical

equipment’s like AVR (HT/LT), solar power plant and UPS systems with battery banks etc are also in the scope of the work (Detailed scope of the work is enclosed in Annexure-A,B,C & D).

3.7 The services include attending day to day electrical complaints and maintaining the records for the same as required.

3.8 The services of attending to preventive maintenance break down maintenance and new installation works as directed by department Engineer.

3.9 The Department will supply all the spares and consumables required for operation, maintenance & services at free of cost

3.10 Periodical cleaning, testing of electrical system is to be done as recommended by manufacturers, and as directed by department Engineer.

3.11 Cleaning of solar plant PV modules, inverters etc and changing of angle of inclination of the PV module structure, maintenance etc are also in the scope of work.

3.12 All tools (Complete tool kit as per the Annexure-E) required for all the categories are to be supplied for effective maintenance of the systems (Separate tool kit to be provided as per annexure-E). New tool kit to be issued every year and whenever any tool damaged or misplaced, new one to be provided.

3.13 Successful Tenderer shall supply Additional man power as required by MCF, as per purchase order rates, terms & conditions.

3.14 MCF reserves the right to award the contract either partially / or in full. Also MCF reserves the right to reduce / increase the quantity of man power based on requirement with a short notice of one week.

4.0 RESPONSIBILITIES OF CONTRACTOR

4.1 The Contractor shall ensure and display the monthly duty chart / Shift roster approved by department Engineer. For leave replacement, work force shall be identified.

4.2 It shall be the responsibility of the Contractor for the safety of work force and maintain cleanliness of the installation / equipment’s.

4.3 Contractor shall ensure that All his service personnel shall be provide necessary documents for issuance of Identity card as per the norms of the Department / MCF.

4.4 Maintaining records of attendance of duty staff, as required by the department. 4.5 Any damage done to the existing installation, tools, equipment or to the building

particularly due to negligence shall be the entire responsibility of Contractor to repair, rectify or replace the same, free of cost.

4.6 The Contractor shall provide proper Safety Shoes and helmet as per IS 2925 for the work force engaged by him during Operation and maintenance services at site. Safety shoes shall be provided minimum once in every year. Also whenever the safety shoes and Helmet damaged for any of the work men, new one’s to be provided.

4.7 Two sets of Stitched uniforms per year (Pant & Shirt) shall be provided to the work force as approved by the department.

4.8 The contractor shall make own arrangements for transport and other logistics to work force.

4.9 The work force deployed at site to carry out the work, shall be trained and qualified as per the standards and should be able to behave properly with the client Department’s officials. In case of complaint about any misbehavior or for improper working of any of work force is received or noticed, the concerned work force shall be removed and to be suitably replaced by the Contractor immediately. failing which it shall be presumed that such person/work force is absent from the duties and they will not be permitted to the campus. Also the corresponding salary / charges for absence and penalty will be deducted from the bill.

4.10 Contractor shall be wholly responsible for any accident occurring due to negligence of workmen during duty hours, Department will not be responsible in any way for the same. No extra payments shall be made to the Contractor and No claim what so ever nature will be given or paid on this account and Contractor is fully responsible for such eventualities and he should indemnify the Department from such happening.

4.11 The Contractor shall be responsible for the entire criminal, civil, liabilities arising during the contract period and he should indemnify the Department from such implication / eventualities / happenings.

4.12 The Contractor or his bonafied representative shall regularly visit the site and meet the In-charge / Engineer to take instructions, monitor operations, thereby attending the site requirements efficiently & effectively.

4.13 Department may ask contractor to supply additional similar manpower during exigency / critical operations other than the scheduled supply against quoted price on pro-rata basis, within short notice.

4.14 Service report shall be generated and submitted by the contractor for having performed the operations / works as detailed in Annexures A to D. The service report shall be signed by the contractor, counter signed by the Engineer and Approved by Dy. Manager /Manager-TSF.

5.0 LABOUR LAWS / REGULATIONS

5.1 The contractor is responsible for complying with all the relevant labour laws/regulations prevailing during the period. The Department shall in no way be held responsible for the failure from the Contractor’s side to comply with the labour laws in respect of the work force engaged by him. Whenever requested, compliance to labor law shall be submitted to department without fail

5.2 The book of accounts shall be maintained by the contractor as per applicable rules more specifically indicating the attendance, acquaintance of wages paid, PF account etc., and the department shall have right to inspect the records at any point of time and take necessary penal actions for non-compliance of these provisions.

5.3 The contractor shall pay wages not less than the Minimum Wages as prescribed by Ministry of labour, State Government or Central Government / Department (MCF,Hassan) fixed minimum wages (Which ever is higher). The contractor shall indemnify the department with an undertaking to this effect. Any violations of these shall be viewed seriously and necessary penal actions shall be initiated. Payment to the work force shall be made within 7th working day of succeeding month.

5.4 The contractor shall obtain a valid license under the contract labour (R&A) Act 1970 with revisions, if any and the contract labour (Regulation and abolition) central rules 1971 with revision.

5.5 The workforce shall strictly maintain the discipline, and any workforce found detrimental to departments expectations, shall be terminated from service by the contractor. For security reasons the contractor shall engage workers whose identity and particulars are known to the contractor.

5.6 In case the Govt. revises the minimum wages, the contractor shall propose for revision of wages as per new minimum wages / department fixed wages for the work force deployed by the contractor. Department will accordingly amend the order for increase in wages only.

5.7 The Rate quoted by the contractor is final and no scope for escalation of prices throughout the contract period except the minimum wage revision from the government of India or state govt.

5.8 Rate quoted by the contractor shall be including minimum wages, EPF, ESI, GST, cost of uniform & safety equipment’s, Tools and contractor profit if any. Vendor shall provide the split up quote.

6 MINIMUM WAGE TO THE WORK FORCE: - 6.1. Wage for Electrician (Highly skilled), Diesel Mechanic and Technical helper to electrician and workshop under sl no. 2.4 to 2.7 respectively shall not be less than the minimum wage fixed by the Government. 6.2. Since the minimum wage for supervisor (sl no. 2.2) and substation operator (sl no. 2.3) are not classified in the minimum wage declared by the state or central govt., following percentage above the minimum wage for electrician (highly skilled) to be maintained for both supervisor and substation operator throughout the contract period. 6.3. Supervisor (sl no.2.2): - More than 35 % above the minimum wage of electrician (highly skilled) Substation operator (Sl no.2.3) - More than 25 % above the minimum wage of electrician (highly skilled) 6.4. Any revision in the minimum wage for work force under sl no.2.4 to 2.7, it should be considered for sl no.2.2 and 2.3 also as mentioned above.

7 PROVIDENT FUND & EMPLOYEES STATE INSURANCE

7.1 Contractor shall pay the PF, ESI regularly to the respective authorities and furnish the statement of fact / paid Challan for proof of payment.

7.2 The contractor shall comply with all the PF & ESI regulations as applicable, which shall be binding on the contractor.

7.3 Successful tenderer shall submit the PF and ESI account nos. of all employees working and as per the existing rules and regulations,

7.4 The contractor shall equip himself to the latest changes of P.F/ESI rules approved by various state and central legislatures and take suitable action.

8 PENALTY CLAUSE

8.1 In case Contractor fails to provide work force as per schedule, 8.1.1 No Wage shall be paid for the respective day of absence 8.1.2 Additionally, Penalty @ 25% of their respective wages per absent man day

will be imposed and deducted from the bills. 8.2 Any damage to the departmental materials occurring due to the negligence of the

contractor’s work force will be deducted as per the prevalent market rates

9 SECURITY DEPOSIT

The Contractor shall provide a Bank guarantee from any nationalized/scheduled Bank as per procedure for 10% of total contract value towards security deposit valid for a period of two years or extended contract period (Two year’s / extended contract period). The security deposit shall be returned only on successful completion of all the contractual obligations or shall be adjusted / forfeited against non fulfillment of any of the contractual obligation. Security deposited shall be provided within 15 days from the date of release of the purchase order.

10 PAYMENTS TERMS

i. Except the minimum wage revision from the Government, contract is firm and fixed and no escalation will be permissible during the contract. Pro – rata amount will be paid on monthly basis after submission of bill duly certified by Engineer -TSF and counter signed by Dy. Manager / Manager –TSF. Income tax, GST-TDS, as applicable from time to time shall be recovered from monthly bill,

ii. Any Tax / GST revision with in the period of contract / extended period is applicable. iii. Payment to the supplier will be made within 20 days from the date of receiving the bills from

the supplier.

11. DEDUCTIONS FROM THE WAGES OF WORK FORCE: -

i. Successful Tenderer / Supplier should ensure the salary to the work force as per the labour law and the conditions mentioned elsewhere in the tender specifications. No other deductions except the EPF and ESI (employee’s share) are allowed in the salary of the work force (Prof of payment to be submitted). Penalty for non-deployment (Absent) of the workforce will be deducted from the bills of the Contractor. However, the penalty for period of absence shall not be imposed on the workforce by the Contractor.

ii. If payment of any of the workforce is stopped by the contractor, same amount will be withheld from the bills till the payment is released to the workforce.

iii. Payment issues arising between Contractor and workforce leading to violation of labor law

is not acceptable. If department notices such issues it shall direct contractor to resolve the issue. Contractor shall resolve the issue within a month from date of intimation, failing which may call for termination of the contract.

12. OTHER SAFETY TERMS

The contractor shall strictly fallow the procedures and guide lines mentioned in the enclosed “Contractor Safety Manual” while executing the work as per annexxre-F (Contractor Safety Manual enclosed with the tender).

ANNEXURE – A.

Scope of work for Supervisor (sl no. 2.2 of Annexure-1 ).

1 Supervisor always shall be accessible for taking directions and guidance from Engineer in charge. He has to supervise all the works mentioned in the tender through the man power supplied by the contractor / others.

2 Preparation of shift schedule for Substation operation and electrical maintenance. 3 Supervising all the works under the scope of this contract. 4 Arranging manpower for replacements and additional manpower requirement. 6 Coordinating with substation operators in respect of shift operations and attending late night /

holiday calls if any in connection with the scope of this contract

7 To display the monthly duty chart 8 Preparation of preventive maintenance schedule and to realize the schedule. 9 Supervising of maintenance and monitoring of solar power plants 10 Monitoring the manpower for punctuality in attending the duties. 11 Act with full responsibility for smooth functioning of the complete works as required and as

directed by Engineer. Also Supervising of all the staff and work mentioned in the scope (Annexure-B and C ) are responsibility of the supervisor

12 Service report preparation and submitting through contractor. 13 Supervisor shall take necessary instructions from the department Engineer and supervise the

entire works and records shall be maintained. 14 Along with supervising the work and delivering necessary instructions to work force, He has to

carry out the work along with other work force.

15 Any other works as directed by department Engineer. 16 To be attended duties from Monday to Friday (9.00 to 17.30Hrs) . During any special operations

/ works extra duties are to be done as per the instructions of department Engineer. Two Weekly off shall be provided after 5 working days. If need arises, he shall attend to round the clock shift duties also as instructed by Engineer in charge.

He shall ensure that safety practices/procedures are followed by him and his teammates as per the contractor safety manual and as per the instructions issued by department engineers from time to time.

ANNEXURE – B. Scope of work for Substation operator (Electrical) (sl no. 2.3 of Annexure-1 ). Performing round the clock shift operations and maintenance of 11kV HT distribution station, 11kv/433 volts’ substation, DG/ Captive systems and other electrical equipment’s at MCF Sl. no. Work description. 1 Operation & monitoring of 11kV/433 volts substations. 2 Operation and monitoring of 11 kV switch gears in HITS (High voltage distribution station) area

3 Operation and monitoring of LT switch gears in PCC and DG change over panels

4 Operation and monitoring of captive system up to 500 KVA,

5 Monitoring and maintaining the Trip circuit battery charger & battery in all the sub stations

6 Monitoring and maintenance of DG starting batteries

13 Up keeping of all records like log books, drawings, phone numbers of related persons and agencies and any other facility required for continuous and safe operation of systems.

14 Recording of energy meter readings of individual energy meters which are fixed in different PCC panels and DG panels surrounding the MCF campus. First day of every month in First shift.

15 Coordinating with any other contractors/ Term contract/ AMC people and department personnel working in the area.

16 Carrying out power system changeovers as directed by department Engineer

17 Attending of any other electrical complaints and maintenance works in all the electrical systems of the MCF up to 11 kV rating and all the above mentioned systems as directed by department Engineer.

18 The staff shall report 15 minutes prior to the shift timings in such a manner that the substation is not left un attended and continue the shift duties till next operator’s reports for duty and takes over the charges.

19 To attend round the clock shift operations in six day working followed by two days leave pattern. During any special operations / works extra duties are to be done as per the instructions of department Engineer

. Scope of work for Diesel Mechanics (Sl no. 2.4 of Annexure-1 ) 1 Operation and maintenance of Diesel engines up to 500 kVA.

2 Attending round the clock shift operations.

3 Monitoring of engine parameters, checking and maintaining of lube oil and diesel stock in the pilot tank and UG tank. And updating the Diesel stock register.

4 Coordinating with department staff or any other agencies for carrying out A, B, C, D checks for captive system including any other work as directed by Engineer.

5 Assisting substation operator in operation and maintenance works.

6 Any other works as required and as directed by EIC to be carried out for maintaining continuous power supply for the ground stations of MCF.

7 Filling, receiving and issuing of Diesel/Oil to the DG’s and updating the register.

8 The staff shall report 15 minutes prior to the shift timings in such a manner that the sub station is not left un attended and continue the shift duties till next operator’s reports for duty and takes over the charges.

9 Operation and maintenance services shall be carried out as required and as directed by department Engineer.

Note:

All the substation operator (electrical) / Diesel mechanics will be working in shift for six days followed by two days leave. If Department needs additional operator during special operations or any maintenance works, extra man power to be deployed. with a short notice.

Until extreme emergencies next shift shall not be continued from the same operator, but the operator has to continue till the reliever takes over the duty. If the reliever does not come, previous shift operator has to continue with information to the department Engineer and contractor’s supervisor till alternate arrangement is made.

All the manpower shall come in shift duties as per monthly roster and additional duties as directed and approved by Department Engineer / Dy. Manager / Manager. If need arises, he has to attend the General shift duties from 9.00 to 17.30 Hrs also.

ANNEXURE – C. Scope of work for Electrician (Highly skilled) and Technical helper (Semiskilled) (sl no. 2.5 & 2.6 of Annexure-1) AUGUMENTATION/ GENERAL MAINTENANCE OF ELECTRICAL SYSTEMS AT MCF. WORK TO BE CARRIED OUT AS PER THE WORK INSTRUCTIONS OF THE DEPARTMENT STAFF / ENGINEER.

S.No Work Description

1. To carry out the Preventive maintenance of Electrical Panels installed at High voltage yard (HITS) / Power Stations, Earth Stations, Control Centers, captive systems and Auxiliary Facilities completely in MCF, Hassan up to the voltage grade of 11kV .

2. To Carry out the Revalidation / maintenance activities break down maintenance for all the electrical equipment’s / installations of MCF, Hassan up to 11kV rating.

3. To Carry out the Installation activities during Electrical system augmentations and replacement of old installations

4. To Carry out and also assisting departmental staff to carry out the Installation activities of new Electrical system projects

5. Periodical checking of Insulation resistances, Earth resistances, millivolt drops and Temperature of various equipment and switchgears, cables and maintenance of all electrical installations.

6. To Carry out and also assisting departmental staff to carry out the routine maintenance of UPS and its Batteries.

7. To carry out the maintenance of UPS Panels and Switch gears

8. Building electrification conduiting, DB and switch boards fixing and wiring as directed by the engineer

9. UG Cable laying / retrieving, jointing and terminations as directed by the Engineer.

10. Earth strip laying and fixing And termination etc

11. Assisting departmental staff to carry out the maintenance of Diesel Engine A , B & C maintenance check activities

12. To carry out round the clock shift operations including operation of switch gears up to 11 kV and captive systems up to and above 500 kVA, Transformers and AVR’s up to 11kV /415 V rating as per the directions of the department Engineer.

13. Maintenance and monitoring of solar power plants including cleaning of solar PV modules, inverters, changing the tilt angle of the PV module structure etc as directed by department Engineer.

14. To be attended the office from Monday to Friday (9.00 to 17.30Hrs) . During any special operations / works extra duties are to be done as per the instructions of department Engineer. Two Weekly off shall be provided after 5 working days. If required He has to attend the round clock shift duties also.

6 Period of contract as per sl no.2 of the technical specifications

Required as per sl no. 2.0 of the technical specifications, Annexure-1 During the trial period (first three months’ period) if work is not satisfactory, contract may be terminated by the department. Period of contract is two years and extendable for one more year with same terms and conditions (extension on mutual agreement). Also department reserves the right to terminate the contract at any time by giving one month notice.

7. Technical requirements as per sl no. 2.1 to 2.7 of the technical specifications for different man power as per Annexure-1

15. Minimum wage Minimum wage fixed by the state or central Govt or department fixed wage to be ensured to all the work force. Any revision in the minimum wage by the Govt. is also applicable and revised minimum wage to be ensured to all the work force as per sl no. 6 of the technical specifications Annexure-1, . Salary to the work force is to be made with in 7th working day of successful month.

16 Minimum wage for supervisor (sl no.2.2 of tender)

Shall be 35 % more than the minimum wage of electrician (Highly skilled) as per sl no. 6.0 of the technical specifications Annexure-1

17. Minimum wage for substation operator (Electrical) (sl no.2.3 of tender)

Shall be 25 % more than the minimum wage of electrician (Highly skilled) as per sl no. 6.0 of the technical specifications Annexure-1

Payment proof

Payment of salary to the work force to be done through the bank and transaction details to be submitted along with the bill. Bill payment to the successful tenderer will be made after ensuring payment to the work force.

Deductions from the salary of work force

Except the EPF and EIS (Employee share) which is to be credited to employees (work force) EPF & EIS account, no other deductions are permitted from salary or work force. Successful tenderer shall ensure the payment to the work force without any deductions except EPF & ESI (Employee share).Proof of depositing the ESI and EPF to be submitted with the bill.

20. Depositing EPF, ESI to the work force account

EPF and ESI are to be deposited to account of work force within the stipulated time and proof to be enclosed along with the bill/ invoice. After checking these documents only the payment for that month will be released

21 Details of EPF and ESI account

Details of EPF and ESI account nos. of the work force are to be submitted with in fifteen days from the date of starting of the work or deployment of the work force or before claiming the bill

Payment terms

1)Payment will be made as per sl no. 10 of the technical specifications Annexure-1. Deductions like income tax, GST-TDS etc as applicable will be deducted from the bill. 2)Any revision in the Tax/GST by the Govt. is applicable. 3)Payment will be released only after checking of the following and within 20 days from the date of receiving of bills from supplier.

2. Payment of minimum wage to all the work force (Will be ensured through register of wages signed by the work force and bank transaction details submitted by the successful tenderer)
