Wayne Campbell Wins the 1st 4-Gun at Brock’s GapJune 9-10, 2012

Our first shoot at Brock’s Gap Training Center in Birmingham was a great suc-cess with 25 shooters in attendance. Saturday morning Wayne’s incredible rail gun hummed right along (we need to get up a pool to buy and retire that gun) shooting a .1794 agg to run away with the Unlimited.

Saturday afternoon Scotty Grimes was very consistent finishing first place in Heavy Varmint with a .2366 aggre-gate.

Sunday morning Bart Sauter started out on a world record pace but let Billy Stevens pass him on the last two groups giving the Light Varmint win to Billy with a .1960 aggregate.

Brady Knight was hot Sunday after-noon until a single bullet dropped him to second place in Sporter giving the agg win to Wayne Campbell.

Congratulations to Scotty Grimes, Billy Stevens and Wayne Campbell for their aggregate wins and to Wayne for win-ning the four gun.

Everyone had a great time. We are planning to have at least one and pos-sibly two shoots next year, so hope to see everyone there. Steve Lee

Tom Hencken Wins the Wisconsin State Hunter Championship at Van DyneJuly 14 & 15, 2012Twenty-one years and still going strong. The Wisconsin state hunter champion-ship has been a premier event since it started long ago. This year we had 48 of the best hunter class shooters in the country attend and again, many past National Champions and past Wis-consin winners were in attendance along with some new faces that were here for the first time all with hopes of winning the Wisconsin title. Friday was practice and it didn’t help to pay too much attention to conditions as by Saturday morning they would be all new again. Most time was spent on loads and testing.

So on to Saturday at 100 yards. Condi-tions were what most would call nor-mal for the range but there were some of course that dropped the first shot of the match and wondered if they could recover enough to still win. The 100 yards yielded 14 250’s which is not an unusual amount considering condi-tions. When all was said and done at the end of the 100 yards we had a tie with two shooters with 250-18X; Al Ny-hus from South Dakota and a first-time attendee, Ron Shultz from Kansas. Al has won a yardage in the past and the tie breaker went to him with a 50-5X on the first target. Ron was very pleased with his performance for his first time shooting on our range. The rest of the top five at 100 went as follows: Dean Walther from Iowa with a very fine 250-17X in third place. Fourth went to Richard Hunnewell from Minnesota

with a 250-16X and fifth was Tom Shil-ka with a 250-14X. With Tom placing fifth at least there was one shooter from Wisconsin in the top five.

On to 200-yards on Sunday. In all my years of shooting on this range I have never seen conditions like I saw on Sunday at 200 yards. Our normal winds are from the west but on this day they started out north west and then went to the north east and then due east--a condition that is considered the worst we can ever have on this range because we have trees along our entire east side on this range. The surprise was that the wind never moved the tails on the flags. I was told most of the shoot-ers were just watching mirage all day. It must have worked as two shooters posted 250’s at 200 yards. Tom Henck-en from Missouri shot a possible new world record with a 250-14X to take first place. Tom has been a life mem-ber of the Van Dyne club ever since we started to hold hunter matches here. As if one 250 and 200 wasn’t enough,

Wade Hunnewell, a second year shooter shot another 250-10X to place second. Excellent shooting for a new shooter. The top five was rounded out by Brian Miller in third with a 249-11X, Al Nyhus in fourth with a 249-9X and fifth was Craig Nagel with a 249-7X.

The grand aggregate was won by Tom Hencken with a 499-34X; an excellent score along with the possible World Record at 200-yards. Second in the aggregate was Al Nyhus with 499-27X. The 499’s seemed to be the number of choice in the aggregate, as everyone in the top five had that score. In third place was Wade Hunnewell with a 499-23X and rounding out the top five was Mark Taylor in fourth with 499-14X and fifth Randy Perkowski with 499-11x.

The traveling team trophy that is con-tested every year for bragging rights was won by a team called the Wan-nabes, which consisted of Tom Henck-en, Richard Hunnewell, Clark Greene, Craig Nagel and Al Nyhus. Their team totals for the two days were 1246-81X at 100-yards, 1234-37 at 200-yards and their aggregate score was 2480-118X. Excellent shooting gentlemen.

Thanks to all the shooters that make this match what it is year after year. Without all the people that always help with all the extra work, this would not be possible. Thanks also to all the manufacturers that have supported this and many others shoots through-out the years. Your support and dona-tions are greatly appreciated.

Huckeba Claims Two Gun at Raton

New Mexico State ChampionshipJune 16-17, 2012

Charles Huckeba won the Two-Gun at this first leg of the New Mexico State Championship. Perhaps being from Texas gives him a leg up on reading the wind at Raton. Whatever the reason, he sure seemed to know what he was doing! Congratulations Charlie.

T.O. Makes a T.K.O. at Midland’s Texas ShootoutJune 30 & July 1, 2012Hot temperatures and moderate but switchy winds were what the 27 shoot-ers faced both days at this midsummer shoot out here in West Texas. Starting Saturday morning with the Light Var-mint 100, Ken Terrell won with a .2394 aggregate. Second was Steve Murphy, .2614 and dan Batko came in third, .2692. Mike McWhorter shot the small group with a nice .103.

After lunch, complete with Brenda’s outstanding desserts, the Heavy Var-mint 100 was contested. Tim Oltersdorf easily won the yardage shooting a nice .2188 aggregate. Gary Bristow (.2836) and Steve Murphy (.2882) were second and third, with Steve Murphy shooting the small group, an even 100.

Sunday morning brought with it the same switchy conditions everyone had to deal with the day before, however a few shooters were starting to get a handle on them. Brad Calhoun was one of them, winning the Heavy Varmint 200 with a .2494 aggregate. John Horn was second with .2556 and Tim Olt-ersdorf was third with a .2578. Larry Baggett shot the small group for the yardage, a nice .238.

That afternoon in the Light Varmint 200, Todd Tyler garnered the win with a .2747. Leon Gass was second, .3074 and John Horn was third, .3088. John Horn also shot the small group with .300.

Special thanks go to all the great folks that made this match go so smoothly. Without you , these matches would not be the good time they always are! We hope to see you all back here in September for the Buffalo.

DeSoto, KansasJune 30-July 1, 2012TK Nollan wins Kansas State Hunter and the state 2-Gun; Ron Shultz wins Kansas state Varmint for Score.

Not much I can say about this match. Disappointing hunter crowd; only sev-en of us appeared. By far the small-est hunter match in some years. The weather conditions left alot to be de-sired. Pushed 100 degrees on Saturday with some of the strangest switchy wind and mirage that we have seen. The scores reflect the conditions. Even the VFS guys had their troubles. Tim Henderson won the Hunter 100-Yard aggregate, but from then on it was all TK Nollan and his 200-Yard win really separated him from the crowd.

Sunday’s Kansas State VFS started out with some pretty good conditions and since we started at 200-Yards, there were some good scores. Everybody was close along ways down the list. Ron Shultz won the yardage with a 249-8X. The 100-Yard got a little tougher be-cause the heat started increasing alon with the wind. Terry Tholen won the 100 with a nice 250-11X.

TK Nollan’s good performance in the hunter and hanging close to the top in VFS earned him the first Kansas State Hunter and VFS Two-Gun Champion-ship.

June 17, 2012

We had a pretty decent day to shoot for this match; the winds were light to medium and were switching from left and right just occasionally -- what most of us considered shootable. We had 12 hunter shooters, 2 factory class and 11 varmint for score for a total of 25 shooters.

In the VFS class at 100-yards, we had three 250’s; the winner was Ron Hoehn with 250-17X. At 200-yards he did it again with 248-6X. It comes as no sur-prise now that Ron Hoehn won the VFS Grand with 498-23X.

In the Hunter class at 100-yards, Joe Hemkens won with 250-12X. Moving on to 200-yards Jerry Kloeppel won with 247-5X and he also won the Hunter Grand Aggregate with a score of 496-18X.

This was our third postal Hunter class TCL 5-person team match for the year at 100-yards and our top 5 shooters are Jerry Kloeppel, Joe Hemkens, Tom Hencken, Chuck Hearn and Wayne Cor-ley for a total TCL score of 1245-63X.

In our club factory class the winner was Neill Greenwell with 235-5X.

Thanks to all for coming out. Coming soon will be the results from our two-day memorial match honoring two of our score shooters of the past; Guy Chism and Danny Jarvis. Wayne Corley

Oak Hill Gun Club’s Light VarmintWinning 200Winning at any yardage is great but winning at 200 has special rewards it seems. It’s hard to win a match with-out winning some yardage but winning the match seems easier if you win the 200 yard event. Is it because the mea-surement is divided by 2 for the real measurement of record? Is it because everyone seems to shoot much larger groups at 200? Do people just give up and shoot 5 down range hoping for a good group? OR Is it more difficult to watch more flags/more conditions therefore if you score good you are re-warded with a lower aggregate? Just the good shooters can shoot well at 200 yards?

Whatever the thinking or logic, Jim Carstensen won the 200 yard event at Oak Hill Gun Club on June 16, 2012 and squeaked the Light Varmint Grand Ag-gregate from Dean Ekstrom by 0.0004. This is not winning by a mile but it is a win. However, he won the 200 yard handily to cement his win by 0.02 over his nearest competitor Jerry King. Jim won the small group at 200 yards; a dandy 0.278 (real group size).

Dean Ekstrom won the 100 yard ag-gregate with 0.2174. This lead at 100 yards plus claiming the small group of 0.133 almost carried him through for LV Grand but was not meant to be.

Next up is our Heavy Varmint/Unlim-ited match. See you then!

Plymouth, MichiganTwenty three brave souls came out June 16 & 17 for the Wolverine Chal-lenge. The weather was not too bad; hot and humid on Saturday and over 90 degrees. Like Holton Gun Club, the mirage was very heavy. Sunday’s weather was the opposite; cooler with some rain and mild downpours.

Jack Neary hosted a Vihta Vouri rifle tuning session the Friday prior to the match. Subjects covered included proper neck turning and prepping cas-es, die set up and maintenance, rufle tining, interpreting group formations, bag construction and set up, match strategies and was concluded with an open question and answer session.

The competition remained HOT both days with a tug-of-war between Joe Krupa and Jack Neary. In the end it was Joe Krupa who won the two gun this year. Congratulations to Joe and thank you to all those who participated.

The 2nd Annual Doctor & Professor Shoot at Logan UtahDave Tunbridge Wins the Un-limited Grand & Two-Gun; Joe

Olas Wins the SporterWell, winds were forecasted and winds did blow. This was somewhat unusual for this range which normally has light switchy, conditions. However, the temps were very moderate, 60’s in the mornings and mid 70’s in the af-ternoons. By mid June we are usually experiencing 90-degrees and heavy mirage, so this was a welcome change. No matter the conditions,it is always nice to spend a weekend in this pic-turesque mountain valley in Northern Utah.

Our host for the tourna-ment, Keith K i r k m a n , started Satur-day morning’s Sporter 100 with three consecut ive .1’s, a .138, .149 and .156 on his way to winning the 100 stage with

a .2094 agg. Joe Olas was second with a .2260 ag-gregate and Gil Graser was third with a .2436. Jim Bawden had the small group for the yardage, a screaming .092.

Just coming for lunch is worth the trip, fresh veggies and dip for appe-tizers followed by thick grilled pork chops, pasta and potato salads, chips, cookies and drinks. I think lunch put some of us to sleep for the afternoon 10-shot Unlimited 100.

Lou Murdica started the afternoon with the small group for the yardage, a very nice .267 in match one. Lou also shot the small group in match four, a .292. Dave Tunbridge had the small group in match two, a .315, on his way to edg-ing out Lou for the win with a .3514 aggregate with Lou coming in second with a .3562, and Keith Kirkman taking third place with a .4052.

Sunday morning Dave Tunbridge contin-ued his winning ways in the Unlimited

by winning the 200-yard stage with an almost identical .3515 aggregate as his 100 yard winning agg. of .3514. Randy Higgs was second in the Unlimited 200 with a .3575, and Keith Kirkman was third with a .4052 agg.

Dave took all the suspense out of who the Unlimited Grand winner was as Dave’s .3514 Grand Aggregate eas-ily put him in first with Lou Murdica’s .3963 in second place and Sandbag Bob Sedgwick .3980 in third place.

After another sumptuous lunch of burgers, brats and all the fixins’, the Sporter-200 commenced. Jim Bawden found a tune his Sporter liked and won the Sporter-200 with a .2529 aggre-gate with Lou Murdica .2659 in second and Rudy Carnesecca’s .2729 in third place. Rudy also shot the small group for the yardage, a very nice .230. Joe Olas won the Sporter Grand Aggre-gate with a .2515 agg, second was Jim Bawden with a .2528 and third was Keith Kirkman with a .2580.

Dave Tunbridge won the Unlimited/Sporter two gun with a .3567 aggre-gate. Lou Murdica was second with a .3685 followed by Dean Parker’s .3738 for third place.

Thanks to everyone for coming and hope to see you all back for our LV/HV tournament September 15-16th. A BIG thanks to Keith and Lori Kirkman and Randy Higgs for hosting us this week-end. Also a BIG thanks to the target and scoring crew for a job well done.

Ojai Valley Gun Club 600-Yard Match for JuneJune 17, 2012Ojai Valley Gun Club hosted another nice 600-yard match with 13 shooters in attendance in Beautiful Rose Valley up in the high desert. Most of the reg-ular shooters attended with others at a short range match. We had two new shooters attend the match as well; Al Lemmon brought his grandson Chandler Lemmon who had a great time and we hope to see them come out and shoot more matches in the future.

The day started off with typical Ojai conditions which are calm and great for shooting small groups. By the time the first relay shot their third heavy gun target the winds had picked up 9-12 mph and were quickly changing providing interesting conditions on their third heavy gun. The conditions continued to get worse for the second relay. Wind speed was a constant 11-12 mph with gusts up to 20 mph and 180 degree reversals and an occasional tail wind thrown in to make the sec-ond relay interesting and challenging.

There was no X’s shot on the second relay only a few on the first with Gene Hooper having the high X count with 7 –X’s.

In Light Gun Score, Bill Hubina took first with 142-3X, followed by Mike Leonard in second with 142-1X and Gene Hooper took third place with 137-6X.

Light Gun Group was won by Bill Hu-bina with a 2.9417” agg, second was Mike Leonard with a 3.5477” and third place was John Crawford with a 3.7807” agg.Heavy Gun Score was won by Lynn Dragoman, SR with a 260-2X, second was won by Leroy Johnson with a score of 248 and third place was Bill Hubina with 241-1X.

Heavy Gun Group was won by John Crawford with a 4.0110” agg, second was Lynn Dragoman, SR with a 5.0707” agg and third place was Leroy Johnson with a 5.1030” agg.

Two Gun Score was won by Lynn Drago-man, SR with a score of 392-3X, sec-ond was Bill Hubina with 383-4X and third was Mike Leonard with a score of 377-2X.

Two Gun Group was won by John Craw-ford with a 3.8958 agg, second was Bill Hubina with a 4.0440 agg and third was Leroy Johnson with a 4.8652 agg.

As always it was a fun match in Ojai and many thanks to Barry Bluhm for putting on a great 600-yard match.

Ask Uncle Timmy... A Monthly Column of Shootin’ Shenanigans

Dear Uncle Timmy: I am starting to worry that our emergency medical supplies at the range may be inad-equate for our upcoming major ben-chrest match. Given the average age of our shooters and their uncivilized lifestyles, it is a wonder that they are not dropping like moths at a bug zap-per. What can we do to beef up our preparedness?

Dear EMT: You are in luck. Uncle Timmy Enterprises, LLC, INC, BMF. is introduc-ing the Medical Benchrest Shooter Re-covery System. It comes in various per-formance packages depending on the need of the benchrest community. The basic recovery module includes Thora-zine 500mg. Ten preloaded syringes with large bore, fast delivery needles,

five electroshock therapy headsets with conscious sedation kits, two pad-ded interior port-a-potties as isola-tion wards, aerosol spraying of prozac twice a day over the loading area, a certified witch doctor to cast and re-move spells, a team of board certified Democratic People’s Republic of North Korea cardiovascular surgical team (recently rocket scientists but now cardiovascular surgeons), and three Amazonian headhunters who comprise the acute stroke interventional team. In the deluxe package the editorial team of MSNBC is included as guid-ance counselors and Rosie O’Donnell will sing the national anthem of Iran at the start of the match. In the super-deluxe package, the editorial cartoon-ist of the Washington post will draw a caricature of the winners instead of a group picture. The trophy winners will be shown as wearing bib overalls with no shirt, bare footed, having fangs dripping blood and proudly holding their plaques.

Dear Uncle Timmy: Where can I as a benchrest shooter go to see the latest Batman movie without being attacked by loonies?

Dear Nervous: Why at the Uncle Tim-my Metroplex Theatre near you, of course. Every adult patron who is a member of the NBRSA or IBS will be issued a firearm of their choosing; ma-chete, hatchet, blow gun, crossbow, midieval battle mace or gasoline pow-ered ice auger at the entrance. Any copycat killer who shows up will be sent home in small zip lock baggies, so have some popcorn and enjoy the show, whatever it may be.

Dear Uncle Timmy: Why do I have to wear safety glasses and hearing pro-tection during the match?

Dear Huh? Because if you don’t you could go blind and deaf. Then you would have to become a liberal politi-cian.

Ouachita Sportsman’s Association Group & Score ActionThe first half of the Arkansas state 4-Gun and Sam Eifling memorial match was held May 12-13, 2012 with 9 shoot-ers contending. This match included Sporter and Unlimited classes only.

Shootin’ In The Rain: Northern Colorado BenchrestLuck Be A Lady...and what a lady she is! Our friend and competitor Betty Sheldon demonstrated in Muy Grande style as to how one should put ten “Little Old Shots” into a single hole. Betty won the hundred yardage and small group on Saturday morning and won the two-hundred yardage as well. On Sunday, Betty’s shooting remained steady and on target earning her the two-gun trophy for the weekend.

Betty, in her usual modest style, com-mented that she shot her first hole-in-one in golf a couple of weeks ago and it seems her luck stayed with her during this weekend too. This shoot was her first big win in ten years of benchrest shooting; however, I believe that we were all lucky shooters to witness her proud escapade.

Mike McQuiston shot Bill Wilkerson’s old rail gun. Mike said that due to its “rustic” condition, it needed a bit of modification (which his dad ac-complished) somewhat with hopes of shooting it well. And shooting well he did taking the second place trophy and small group on Sunday’s two-hundred, five shot yardage. Rustic sure did de-scribe Old Bill, so why not his old rail gun? Super shooting Mike!

Visalia Southwest Regionals ConclusionJune 16-17, 2012The weather was just a tad bit on the warm side for the conclusion of the Southwest Regionals. The temperature varied between 102 and 104 for both days. The loading area looked like a wind farm with all the fans blowing on the twenty-three competitors trying to keep cool.

Saturday was the Heavy Varmint class and Gary Sinclair started the day with a .093 screamer which took the small group award. Gary Sinclair then shot all one’s and two’s to win the 100-yard match with a nice .1634 aggregate. Dennis Thornbury took over the 200-yard match, winning the first place trophy with a .2176 aggregate. Dennis also won the small group trophy with a .242 screamer.

There was some great shooting done all day and the first thirteen places in the grand were all aggregates in the two’s. Don Nielson won the Heavy Varmint Grand aggregate first place trophy with a .2083 aggregate. Gary Sinclair won the second place trophy shooting with a .2091 aggregate.

The Unlimited class was shot on Sun-day and as expected the aggregates got smaller. Dennis Thornbury won the 100-yard match with four ones and a small two for a .1602 aggregate to take the first place trophy. Don Niel-son won the small group trophy with a .088 screamer. Gary Ocock shot very well and won the 200-yard Unlimited first place trophy shooting a great .1308 aggregate. William Marsh shot a .147 to win the small group trophy.

The first six places in the Unlimited Grand were in the ones. Gary Ocock shot the smallest aggregate to win the first place tro-phy with a .1699. The second place trophy went to Dennis Thornbury with a .1751.

Southwest Regionals Winners L-R: Joe Stanovich, Bob McGraw, Norm Jeffery Don Nielson, Dennis Thornbury, Gary Sinclair & Marty Childers

Having won the Two-Gun first place trophy in May, Don Nielson continued his streak and won the Three-Gun with a .2377 aggregate. Norm Jeffery won second shooting a .2768 aggregate. Don Nielson kept his winning streak alive and won the Four-Gun with a nice .2238 aggregate. Dennis Thorn-bury took home the second place tro-phy with a .2548. The Moser’s Make Good at MinnetonkaWe held the Minnesota State LV/HV match this weekend. It was a Moser weekend, if it wasn’t Scott it was his 15 year old son Josh beating up on us.

Saturday, Scott won at LV 100 with a fine .1950 agg. In the morning and after lunch we shot HV 100 and he started were he left off with a .090 in match 1. We new it was going to be a long day for the rest of us. Scott won with a 2044 agg. but not without a fight from Josh who was 2nd with a .2062 agg.

We shot HV 200 on Sunday morning with Josh Moser again winning with a fine .2289 agg. I was 2nd with a .3037 agg. Now that is a whooping. We shot LV 200 in the afternoon with Bill Storbeck winning with a .2639 agg. This was the only yardage not won by a Moser. Scott won the 2gun with a .2549 and Josh hot on his heals with a .2556.

That was a real battle between dad and son. Next match we will be honor-ing a past Benchrest icon in Minnesota,

Don Judd. Don got a lot of us started in benchrest. He started shooting in the early 70s so he had lots of stories to tell. We will also be shooting the Battle of the States, where each state has a 4 man team with the best agg winning. Everyone has lots of fun with this match, so get you team together.

We shot our annual fun match this weekend, the Sloughhouse 200. All four classes at 200 yards. The weath-er was a hot 98 degrees but the wind made it seem tolerable. We had 13 shooters attend and began the morn-ing on Saturday with the Sporter. With the wind came alot of mirage. Every competitor but one (Marty Childers)

had a one-inch group! Bill Mellor won the sporter with a .3444.

We broke for a club sponsored pizza lunch and also had a birthday cake for Bob Dorton’s 75th. We shot Light Var-mint in the afternoon and the mirage came very heavy. Every competitor had a one-inch group but Dave Tack took the win with .4297 and the Two-Gun aggregate with .4265.

Sunday morning was Heavy Varmint and conditions were twitchy but readable. Dan Lutke took the agg with .2530 and the Three-Gun with .3799.

Sunday afternoon we shot the unlim-ited with Michael Taner winning the class with .2785. Dan Lutke shot a rare Sac screamer at .243 and won himself the Four-Gun with a .3582 aggregate.

As you can see from the scores, I really enjoyed the weekend! Dan Lutke

Bob Dorton enjoying a mouthful

of his 75th birthday

cake.

Yum!

NBRSA News...Meet Philippe Riboulette!

With the 2012 Elections completed, we have a new European Region Director. I’ve recently contacted him to thank him for his service to NBRSA and asked him to share a bit about himself with the membership...

“I’m born in Limoges in the center of the France in 1965. I joined the navy when I was seventeen years old and spent 22 years there. Now I work in

security service of the Marseille har-bor. I’ve been involved with benchrest since 2006 and fell in love with the extreme accuracy. Because Benchrest is not very known and practiced in France, in 2010 I created “Associa-tion Bench Rest France” to develop and encourage this discipline. In 2007 and 2011 I was in the national team for the Word Benchrest Championship and I participated in European Cham-pionships twice. This year, I won the National Championship. Now I work for the WBC12 French selection. The NBRSA European region hasn’t had a Regional Director for a while and I’m very happy to represent NBRSA on this continent. I’ll do the best I can.”

Mr. Riboulette will not be able to at-tend the 2012 Varmint Nationals as he has already committed to manage the 4th Grape Harvests Tournament in la Fare Des Oliviers in France.

2012 NBRSA BOARD MEETING AGENDA ITEMSNBRSA Group Nationals will be held October 8-13 in Phoenix this year. In preparation of the Annual Board Meet-ing, the following are agenda items submitted by the regions upon which decisions shall be rendered.

There may be additional agenda items forthcoming. Please check with your Regional Director for a complete list of agenda items for your area or if you have an item to add or to register your opinion. Thank you for your active participation in NBRSA.

Southwest Region1. Re-Evaluate Long-Range Varmint Na-tionals Event: If there is a LR 200/300 yard National event for Sporter and Unlimited, what impact does this have on the Long-Range Varmint Nationals?

2. Record Target Submission Chain-Of-Custody: Targets submitted for world record consideration need to be tracked from one person to the next. How best to accomplish this needs to be determined. Priority mail sub-mission may be an option to provide tracking needed.

3. Change or re-write to By-Laws. The proposed long range rule book should be regarded as tentative according to 2011 NBRSA board minutes page 3, Don Nielson, Long- Range Measuring Com-mittee Chairman Report. Per this, the rule book is to be voted on at Long Range Nationals in April 2012.

Many of the items proposed at the 2011 BOD meeting for Long Range are covered in the proposed rules as Ad-dendum No 1, Addendum No 2 and 600 and 1000 Rule Items; copies of which can be located by contacting Robert Hoppe, LR Rules Representative, Lou Murdica or the Business Manager.

At the 2011 BOD Meeting, the Gulf Coast Region, Item 2 proposed a Heavy Gun or Light Gun Format (6 targets per day) that was accepted. This format is not in the proposed rules.

4. Oversight at Registered Matches & Bench Selection: We need to strength-en our match operations to make sure they are run as compliant as possible.

Especially world qualifiers should be managed carefully by the regional di-rector or the World Team Executive.

At the East West world qualifier bench-es were not drawn, nor supervised by a referee. Benches were assigned and some were reserved by the admin-istrator for later assignment to late folks. This had a negative result and caused those who saw the impact to feel like some better informed com-petitors could have been able to se-lect benches. When the bench rotation was made, this left several benches in the middle of the range unused and therefore caused a hole in the center of the flags in the middle of the range, which made the situation obvious if one looked carefully.

The selection of the operational el-ements of the rules and have them reviewed between the Regional Di-rectors or World Team Executive and the Match Directors to ensure compli-ance needs to be considered by the Board. In no case should it be up to the range.

Proposed Rule: At all world qualifying shoots if the range does not follow the rules set by the board of directors, that shoot will not count that year.

5. Restructure regions to better rep-resent the shooters. NBRSA was origi-nally set up as a short range, group shooting organization that had a uni-formity of interest and participation. The Board could pass or deny rule changes because the board members were also familiar with what was be-ing considered. With the inclusion of other disciplines (long range, hunter, VFS) this isn’t the case any longer.

Each discipline should have a rules chairman/committee and there should be a Board member that also is a touch point for each discipline. Rules should be rewritten similar to what occurred with long range.

Future rules that are proposed from various regions should be routed to the appropriate rule chairman/committee for action. The new rules should be voted on at that disciplines’ National

Event. After the vote, a recommen-dation from the chairman should be forwarded to the discipline represen-tative on the Board and the originating Director. The Board can accept, mod-ify or deny the rule at their meeting but at this stage, it should be a rubber stamp.

This type of set up is how most cor-porations, cities and counties are set up. The Board (city council, county commissioners, and corporations) rely on staff to make the recommendations on technical issues and the Board is for administration and coordination.

6. Rule change for tuner adjustments at the bench. The rules should be equal for all movement at the bench. There appears to be disparity between a shooter adjusting a tuner at the bench (possible disqualification), vs someone who gets up to change a load or someone who gets a rod to release a jammed bullet or changes guns for a misfire. The rules should be equal for all movement at the bench.

7. Consolidate and redistribute re-gions for better representation as fol-lows: Combine the North Central and Mississippi Valley regions. Move Wyo-ming to North West region and add Mis-souri to the Mid-Continent region. The proposed North Central region would then encompass the states of North & South Dakota, Minnesota, Nebraska, Iowa, Illinois and Wisconsin. (Proposed redistribution maps with membership count changes are available by email from the business office.)

8. Board to evaluate whether it is per-missible to place rounds in a manual cartridge feeder prior to “commence fire” call.

9. Flag placement: Request for the Board to address whether the use of adjacent unoccupied flag lanes is per-missible when a shooter is not at the end positions.

10. Eliminate sporter class from Na-tionals and change format to either LV/HV/UNL and keep the existing re-cords or new class formats called 10.5 and 13.5 and apply new national re-

30 Precision Rifleman

cords. Experimental class to be shot only at regional matches until the new gun is established by the Board at a later date.

11. Establish a semiautomatic rifle class nicknamed black gun class to be shot in Varmint for Score or Group based on Board’s decision.

12. Clarify rules pertaining to clamp-ing a block to the bench to keep your front rest from moving. The current rule book indicates that blocks are not appropriate for the rails. Page 15, “Neither the unlimited rifle nor the unlimited rests may contact any-thing that is affixed or clamped to the bench.” Many people do this so this item needs revisiting.

North Central Region1. Proposed rule to ban cell phone, notebook and laptop usage on the fir-ing line.

2. Board to reconsider banning the use of “smart flags” at registered matches.

3. Re-evaluate sporter class as a dis-cipline for new shooters to enter the sport.

4. Establish brand-new Rule Book with all applicable laws or modify current one to reflect actual practice.

5. Board to consider World Team Do-

2012 NBRSA BOAD MEETING AGENDA ITEMSnation option on NBRSA membership application forms.

6. Moratorium of 3 years for any rule changes in order to get the current rulebook up to date or to redesign it.

Eastern Region1. Crossfires: Address specifically on page 30 of the Official Rule Book and By-Laws under Section 15, Item b, Crossfires, the occurrence and penalty that occurs when a competitor shoots a target on his assigned bench but not his assigned relay. A search of the Rule Book showed nothing that covers this situation presently. In the past, it was determined that the only rule appli-cable was a crossfire rule and the ap-propriate MOA penalty was applied.

2. Propose that dry targets be hung to replace the wet targets when a match is stopped due to rain and no shots have been fired for that particular relay. The dry targets should be hung before the relay commences firing. This should become the standard at all matches, especially National events.

3. At the start of all Group National and World Team qualifying match events, the hosting club must apply new rubber-membrane material on each target frame holder prior to com-mencement.

4. Eliminate the annual (1) Money-

Match per region restriction.

5. In the event of a competitor pro-testing another competitor’s target, make public the name of the protester by printing the protestors name on the protested target.

6. Increase the fee from $5 dollars to $20 dollars if a competitor wishes to protest another competitor’s target.

7. Introduce a dedicated Factory Rifle class, whereby they would not com-pete against the Light Varmint class with the following restrictions:

A. Any caliber equal or smaller than a 30 caliber would be acceptable.B. Must shoot the factory rifle “as is” out of the box, with no alterations to any part of the rifle.C. Must not weigh in excess in 10.5 pounds.

Northwest Region1. Streamline target order process. Board to consider authorizing Orrville Printing to accept target orders and payments directly from membership and produce monthly accounting of transactions to Business Manager for audit and review.

2. National Event & World-Team Quali-fying Event Write-Ups: Regional Direc-tors to ensure write-ups are submitted for all World Team Qualifying events

AGENDA ITEMS, continuedand National events within their re-spective region.

Mid-Continent RegionTraveling Trophies: Request that all Group National traveling trophies be located at the business office during the year and brought to the group na-tional event each year. It will be the responsibility of the Business Manager or other person so designated by the Board to care for and keep the travel-ing trophies in a good state of repair; polished and ready for presentation and pictures for each years’ winners. Upon completion of the event, the traveling trophies will be returned for safe keeping to the NBRSA business of-fice or other location as specified by the Board.

Trophy Fee Clarification: Change “tro-phy fee” to “national match fee” to avoid confusion with ranges hold-ing national events that receive only patches.

Mississippi Valley Region1. Have the VFS & Hunter National combined, to be shot at the same range.

2. Make a rule that if a competitor leaves his or her bolt in the rifle at the bench they will be disqualified from that aggregate. This includes a closed or open bolt. This doesn’t include any command by the Range officer.

Gulf Coast RegionNo items submitted.

Southeast RegionNo items submitted.

Business Manager Submissions1. Board to consider allowing Business Manager to submit agenda items for consideration.

2. Precision Rifleman Article Submis-sion: Each Regional Director shall lo-cate two (2) original articles per year for submission to the magazine for the benefit of the membership OR consid-er allocating funds to pay for quality articles.

3. Online Members-Only set-up fee $10: Board to consider a one-time set-up fee for online members-only section of the website which will in-clude previous issues of the magazine and allow changes in personal infor-mation. An email will be auto-gener-ated notifying the Business Manager of the changes. The $10 would be used to build-up the NBRSA account and only charged to those memebers desiring access to back issues of the magazine and/or the ability to make modifica-tions to personal information via the nbrsa website.

4. Review NBRSA financials, statistics and trend analysis.

5. Review magazine revenues and ex-penses.

6. Raise back-issue price for maga-zines from $3.00 to $5.00.

7. Unveil proposed website “face-lift” to include members-only section as stated above and online novelty purchases of NBRSA products through online vendor as additional revenue source.

Respectfully submitted,
