At issue specifically have been the new code-compliant gate-latching and locking mechanisms deployed to the pools. WHAT HAPPENED: The new latch mechanisms have been too complicated and hard to reach for a number of our residents, who have ended up locked out. Others have managed to get in but then couldn’t get out. Let me say a word aside right now to anyone who should be at any time locked inside one of our public pool enclosures. There is a pay phone inside each enclosure. You can make a call, without paying, to 911 for assistance for any emergency from these phones, and being locked inside would certainly qualify. THE NEW CODE: TWO WAYS TO GO The new code was enacted into law in order to prevent the tragedy of a small child getting into a public pool and drowning. Unfortunately, the Code has made it difficult and sometimes impossible for the elderly to get in, as well. Please take a look with me at the relevant bit of the new code. It says, emphases added: (h) All public pools shall be surrounded by a minimum 48 inch high fence or other substantial barrier approved by the department. The fence shall be continuous around the perimeter of the pool area that is not otherwise blocked or obstructed by adjacent buildings or structures and shall adjoin with itself or abut to the adjacent members. Access through the barrier or fence from dwelling units such as homes, apartments, motel rooms, and hotel rooms, shall be through self-closing self-latching lockable gates of 48 inch minimal height from the floor or ground with Continued on Page 2 Memories of Betty Lapidus It is with deep sadness that we announce the passing of Betty Lapi- dus, at Good Samaritan hospice, July 30, 2010. Betty served in nu- merous positions of re- sponsibility in service to her Association(s) and of course to UCO. She will be missed by many. The funeral for Betty was held in New York. A memorial service for her was held on Sun- day, August 15 at 3 pm. Pres. David Israel welcomed a large group of Century Villagers who came to pay tribute to Betty. David reflected briefly on his personal and most memorable occasions with Betty and her family. Rabbi Richard Chapin of Temple Israel of West Palm Beach conducted an appropriate religious memorial service, quot- ing prayers and psalms from the Bible. Betty’s son, David, and daughter-in-law, Chris (aided by their children), also par- ticipated. They were pleased to tell the audi- ence of their life with mother Betty. Their tales were fol- lowed by Betty’s long time friends in CV of- fering condolences, plus a few delightful remem- brances. The Rabbi concluded the religious portion with the solemn Kad- dish (prayer for the de- ceased). Many in the audience joined the Rabbi’s prayer. To which we add, amen, amen. Betty Lapidus: A Tribute to a Woman of Valor and Dedication By Syd Kronish Our Betty: She was a woman of myriad abilities, a stalwart for all seasons, a person who reached out to help others, an individual who cherished family ties, a tender soul who never lost sight of the value of love and friendship for the many with whom she came in contact — from New York to Florida. Betty Lapidus inscribed her indelible mark in numerous ways for over 90 years. Her recent passing left a void for all who knew and loved her, leaving fond memories forever. Betty began her career at an early age in New York City, graduating from City College of NewYork and St. Vincent’s Hospital Program for Medical Records Sciences. Her important positions in New York included Research and Development for Hospital of Joint Diseases and Assistant Director of Medical Records Department at Manhattan Eye, Ear and Throat Hospital. In Florida, she was director of the Medical Records Depart- ment at the 45 th Street Mental Health Center, West Palm Beach, and Auditor of Medical Records at Lake Hospital. For several years she was librarian for Palm Beach County’s first English language Jewish newspaper, the Palm Beach World. Betty’s illustrious career at Century Village began over 35 years ago. She was president of Bedford J Condo Association (1984-2000). She was the Recording Secretary for Greenbrier C, member of several UCO committees and, of course, UCO’s Recording Secretary from 1989-2009, for which she received a special award for her brilliant and dedicated service to the Village. While serving in these capacities over the years, she still found time to devote to such organizations as Cancer Research, Hadassah, ORT and Temple Israel. Bettybeganhercareeratanearlyage inNewYorkCity,graduatingfromCityCollegeofNewYorkandSt.Vincent’sHospitalProgramforMedicalRecordsSciences.HerimportantpositionsinNewYorkincludedResearchandDevelopmentforHospitalofJointDiseasesandAssistantDirectorofMedicalRecordsDepartmentatManhattanEye,EarandThroatHospital. InFlorida,shewasdirectoroftheMedicalRecordsDepart-mentatthe45thStreetMentalHealthCenter,WestPalmBeach,andAuditorofMedicalRecordsatLakeHospital.ForseveralyearsshewaslibrarianforPalmBeachCounty’sfirstEnglishlanguageJewishnewspaper,thePalm Beach World. AUCO“BidAnalysis”committeeisworkingwithWPRFtoresearchsolutionsthatwouldbesenior-friendlyandatthesametimenotprohibitivelyexpensivewiththissecondclassoflocks.PreliminarybidsareinhandforanIDcard-swipeentrysystemthatwouldcost$35-40,000.Anyoftheselocksystemsinthesecondclassoflocksraisethelogisticalissuesofkeyproduction anddistribution, remembering a combination toenteronakeypad,orcarryinganIDcardtotheWPRFpools. We areworking tofind the best possible solution to thisproblem.This also includes investigating the possibility ofobtainingaCodevariance,permittingCenturyVillagetoavoidimplementationoftheCode. She never failed toinquireofone’ssituation,of-fering assistance, advice andblessings.Atthismomentmymemorygoesback toearlierthis year,when she receivedastandingovation,bytheas-sembled guests, at theUCOInstallationLuncheon,forhermany years of devotion andservice (regardless ofwhomwas in power), her commit-mentwastohercommunity. Rest in peace, dear, sweetBetty.

**********Ed Black Bettywasthequintessentialvolunteer for UCO.Whileengaged in this volunteeringeffort sheworked formanydiverseleaders,eachofthemelectedbyourdueprocess. Bettyneverspokepubliclyagainst any of the changesmade by the new leadershiporcreatedadisturbanceduringanymeetingtoshowcontemptfor any newly implementedchangewithwhich she dis-agreed. This classy volunteer re-spected the outcome of thevote that brought the newteamtopower,andsheworkedinsidethisteamforchangetosupportUCO. Inthecoupleofdecadessheworked for this communityshedemonstratedanenormoussupporttothepositionofPres-identandworkedtirelesslytoassure this communitywasservedtothebestofherability. Where, ohwherewillweeverfindsuchaloyalistwhoonly works for the greatergood,while overlooking thehumanflawsthatweallshare. Ihopethattheextraordinarybehaviorofthisbeautifulandspiritualwomanwill inspirethe rest of us to adopt heroutlook,asherlegacytothiscommunityandhomethatsheadored.

A CHANGE IN THE BUILDING CODE: FORTUNATELY, NOT A PROBLEM A relatively newBuildingCode requirement dealingwithfiresprinklersinhigh-risebuildingswascausingconcernbecauseofitspossibleimpactonourVillage.OnJuly14,Ivisited theWestPalmBeachCountyFireCommissioner’sofficeonJogRoadforclarifi-cationofthecoderequirementas itpertains toCenturyVil-lage. The tallest structures intheVillagearethefour-storybuildings at Dover, Green-brier,SouthamptonandWel-lington.These buildings areapproximately35feettall.Thenewrequirementforfiresup-pression—awetpressurizedsprinkler system—pertainsonly to buildings in excessof75feet.Therefore,weareexemptfromtherequirementtocomplywiththismandate.

CHECK LISTS AND GETTING THE WORD OUT ABOUT MAINTENANCE I have been holding amonthlyMaintenancemeet-ing on the secondFriday ofeverymonthat10a.m.intheClubhouseinClassroomA.AttheJulymeeting,IpassedoutcopiesoftheInsurance Miti-gation Pro-Active Association and Unit Checklist,preparedby the InsuranceCommitteeforeachassociation.Thenameisamouthful,butthepurposeissimpleandstraightforward:to list inexpensive tasks that associations and unit owners can have done to keep insur-ance costs down.Thesesamehandoutswere distributed attheAugustdelegatesmeeting. Water-related damages have made it difficult to hold the line on insurance costs both at the association and unit levels.Thehandoutdescribesindetailthemethod

ofperformingthework,someofwhich could probably bedone by association officersand some by a competenthandyman. Oneofmygoalsistoreachasmanyassociationsaspos-siblebyspeakingatdelegatesmeetings andothermeetingsin the future, in hopes thatmanywill bemotivated tokeepcostsdownbygoingthemitigationroute.

THE CULPRITS: OLD WATER HEATERS, TOILETS, SHUTOFFS, AND PIPES Themajor culprit causingwater damage, and in turnhigher insurancerates, isoldhotwaterheatersthatshouldhavebeenreplacedyearsago.They have the greatest po-tential for catastrophicwaterdamage.Therearealsotoiletsthathaveoldflushingdevices,andinmanycasesthetankislocatedsofaroffthebackwallthatitcanrocklooseandcauseflooding. Manysinkandtoiletshut-off valves are “frozen” inplacebecauseofnonuseandcannot be turnedoff.Touseawrench on them invites aflood.Their replacement isessential.Washingmachinesinthelaundryroomshaveoldrubber hoses that have beeninservice far too long.Theyshouldbereplacedwithrein-forcedhoses,whichgenerallylastfiveyears. All these things andmorewillbeexplainedinthecom-ing months in various fo-rums,togetherwithdiagramsand demonstrations of thepreferred replacement parts.Those who perform these tasks will very likely reap the benefits of lower insurance costs. Insurancemeansthatforapremium(payment),aninsur-ancecompanywillpayyouforalossforspecificperils(fire,wind,water damage, injury,etc).Thoseperilsyouarein-suredagainstapplyto(1)whatyou own, and (2)what youmaybecomeliable forbecauseofwhatyouownordo. Forexample,let’stakeau-tomobile insurance.You getinsuranceforyourcarbecauseyoumayhaveanaccidentandhit a tree and dent a fender.Thecostofrepairingyourcar

will be reimbursed becauseyouhave collision insuranceon your property, the car.However, if you hit anothercar and youwere speeding,then not onlywill the dam-agetoyourcarbepaidforbyyour insurancecompany,butsowillthedamagetothecaryouhit,sincebyspeedingyouareliableforthedamageyoucaused. I’ve used this example toshow the differencebetweenproperty and liability insur-ance.Property isdamage towhat you own;Liability isinjury to another person ordamage to another person’spropertybecauseofyourneg-ligence. DIC: Thispolicyprovidesaddi-tionalinsurancethatwecan’tget on our Basic Propertypolicy.Aside fromhurricaneclaims, our biggest claimshavecomefrom interiorwa-ter damage losses.They arecovered on this policy.Thedeductible for these losses is$5000peroccurrence.

Missing in Junewere 164associations,more than halfof thedecision-makingbodyofourVillage. The quorumarrived at byjust counting the attendingdelegates is somewhatmis-leading.Hi-rises and othershavemorethanonedelegate,accountingforatotalofoverfifty.TheirattendanceinDel-egateAssembly meetingsis almost fullwith very fewabsentattimes. Awayshouldbefoundtoen-sureattendanceofamajorityofdelegatesfromallassociations.Therearewaystoascertainthis. The quorum at DelegateAssemblymeetingsshouldbeestablishedby countinghowmanyassociationsparticipateinUCO’swork.It isnotfairthatUCO’swork is donebyhalfoftheassociationstakinganactivepart,whiletheotherhalfassuresitselfofthefruitsofUCO’sendeavors—with-outliftingafinger. When is “Forever” not“Forever”? The answer:when it is apostagestamp! OnApril12,2007,theU.S.Postal Service dedicated aspecialstampcalledthe“For-ever,”whichwasapprovedforuseonfirstclasspostagede-spiteanyfuturepricechanges.Thepriceatthattimewas41¢per stamp and anyone couldbuyasmanyofthesestampsasdesired. With much fanfare andfestivities, thePostalServiceintroduced this new stampwhich featured the LibertyBellandthewords“Forever”in Philadelphia where theoriginalBellhangs. “Wearemakinghistorythismorning,” said a spokesmanfortheUSPSBoardofGover-nors.Hefurthernoted,“Whatbetter place tomake historythan righthere in theCradleofLiberty.” In addition to post officesaroundthecountry,therewereparticipating grocery stores,drugstoresandotherretailerswhere the new stampswereavailable.

Due to increases in costs,however, the Postal ServiceBoard of Governors an-nounced therewould be anincrease in postage startingJanuary2011.Inlinewiththisannouncement,thePostalau-thoritiessaiditwouldissueanew“Forever”stampshowinganevergreenscene. Thepriceofthisnewstampwillbe46¢. TheholidayEvergreenFor-ever stampwill be availabletothepublicinOctoberatthecurrentrateof44¢.Oncepur-chased, these stampswill besoldfor44¢untilJanuary,whentheratewillincreaseto46¢. Looking back at the his-toryofU.S.stamps,wenotethat thefirst stamp issued in1847 showingBenFranklincostfivecents andwasusedfor postageup to 300miles.TheGeorgeWashingtonstampcosttencentsandwasusedformailingbeyondthe300milelimit. Two years ago, 8millionAmericanjobsvanished.$17trillion in retirement savingsand net worth evaporated.Millionsoffamilieslosttheirhomes, and small businessesclosedtheirdoors.Thesetrag-ediesdidnothappenbyacci-dent.Foreightyears,theBushAdministrationanditsalliesinCongressturnedablindeyeasrecklessnessonWallStreetranrampant. While no legislation canbringeachofthosejobsbackorcurethepaincausedbythisrecession, today theUnitedStates Congress passed themostimportantconsumerpro-tectionandfinancialregulationreform in decades. SendingtheDodd-FrankWall StreetReformandConsumerProtec-tionActtoPresidentObama’sdesk is themost significantstep taken byCongress thusfar to protect theAmericanpeoplefromanotherfinancialmeltdown. Thisbillwillhelpprevent

the irresponsible behaviorthatledtothefinancialcrisisandprevent banks andotherfinancial firms that are toobig tofail—fromgamblingwithAmericans’ retirementsavings, homes, and credit.No longerwill taxpayers beon the hook for bailing outlarge financial firmswhosecollapsewouldputtheentireeconomyat risk. WhenUCO’snewadmin-istrationtookover,Ihadhighhopes that at least some in-herited bureaucratic red tapewould come to a swift end.However,whilethisoccurredinsomeareas,oneregretfullyremained,as“created”bythepreviousadministration. Iamreferringtotheirdeci-sion thatmembersofaCen-turyVillage club who liveoutside theVillage, such asatTraditionorplaces like it,and the club’s guests,wouldhave toundergoanunneces-sary registrationprocess andthe payment of three dollarseach.Thisalmostamountstoaclearinfringementofourrightoffreeassembly. The club I belong to, theDemocraticClubofCenturyVillage,likeseveralothersintheVillage,whohavemem-bers who live outside theVillageandtheirguestswerealwaysextendedthecourtesyofenteringtheClubhouse,beitforourmonthlymeetingsorforaspecialeventashappensbeforeprimaryorgeneralelec-tions.

ThiswasthecaseeversinceUCOexisted—untilthepre-vious administrationdecidedotherwise. When one of the “lead-ing lights”wasasked,“Whythe payment of three dollarseach,”theresponsewas,“Tocoverexpenses.” Theremay have been aninstance when one of theguestsofaCVclubexhibitedabehaviorwhichrancountertowhatweshouldexpectfrommembersandtheirguests. Whatis“theblues”?Icon-fessthatwhenCountBasieorDukeEllingtonplayedsome-thingtheycalled“theblues,”thatwasmuchtheextentofmyknowledgeonthisartform.SowhenRandalMylerandDanWheetman create this showstarring four terrific singers/entertainers,myheadandtoe-tapping feet are thoroughly

engaged and enthralled.
