Small Emitter Tool

• The SET has been updated to give more accurate emissionshttp://www.eurocontrol.int/environment/public/standard_page/small_emitters.html

• Only the new version is valid for calculating emissions from flights in 2011

ETS Support Facility

• Small emitters can buy a full emission report from Eurocontrol based on the SET and air trafic data

• Cost 400 €• Simplifies verification to a minimum

• Others can use the ETS SF for a full overview of flights registered by Eurocontrolhttp://www.eurocontrol.int/environment/public/faq/ETS_SF.html

New this year:• Only ICAO aircraft type codes are

accepted• Only ICAO airport codes are accepted

• Special description of aerodromes without ICAO code

• Dictionaries will be sent out this week

Using excel template

• Check aircraft types and airport codes against dictionaries from ENS

• Maximum 2 digits for emissions per aerodrome pair in annex 1

• Maximum 3 digits for total emissions in section 5

On-line reporting

• Open from 1 March

• Access for non-Danish operators: user ID and password delivered upon request to luftfart@ens.dk

• Access for Danish Operators:Digital signature from DanID(medarbejdersignatur)

Reporting on-line

1. Upload from xml or special excel template

• Guidance and files for upload will be sent out this week

• Data from last year is pre-filled

Changes from 2013

• New regulations for monitoring, reporting, verification and accreditation in 2013-2020

• Approved by CCC (EU member states) in December 2011

• Scrutiny by the European Parliament• Expected final adoption in May 2012

Monitoring from 2013

• Implementing lessons learnt from the first years

• Small Emitter limit raised to 25.000 tonnes CO2 per year

• More focus on procedures for quality assurance

• Better description of data gap approaches• Biofuels determined using purchase

records• Biofuels must be sustainable

Monitoring from 2013

• New monitoring plans required

• New templates will be issued summer 2012

• Monitoring plans must be approved by 1 January 2013

Verification from 2013

• All accredited verifiers can automatically verify in all countries

• Site visit not needed for small emitters – if the verifier finds there is a low risk

• Operators using the ETS Support Facility are exempt from significant parts of the verification

• Site for site visit can be virtual access to databases

Free allocation

• All TKM data sent to European Commission by 30 June 2011

• Descission on total number of allowances 30 June 2011 (total cap)• 2012: 212.892.053 EUAA• 2013-2020: 208.502.526 EUAA anually

Free allocation

• Benchmark for 2012 calculated as 85% of total cap for 2012 / total EU-vide number of TKM

• Benchmark for 2013-2020 calculated as 82% of total annual cap in 2013-2020 / total EU-vide number of TKM

• No further reporting of TKM untill 2015 (based on trafic in 2014)

Free allocation

• 13 operators receive free allocation in Danmark
