Stage 2 – Semiahmoo Town Centre PlanPublic Consultation

February 9, 2009 - Council endorsed a public consultation process in view of:

The withdrawal of the Semiahmoo Mall redevelopment application

Its implications for transit planning Economic slowdown Concerns of some of the residents about the Stage 1

Plan

Opportunity to discuss design and 3D modeling of building form

Stage 2 – Semiahmoo Town Centre Plan Public Consultation

The purpose of the Public Consultation Process is to build consensus on:

The Vision, density, and form & character of the Town Centre

The Stage 2 aspects currently being studied such as design guidelines, amenities, transit facilities, transportation improvements, servicing plans, etc.

The consultation process will include: Workshops with stakeholders: March 5 and March 18 from 11 AM – 1 PM

Public open houses including interactive sessions/ workshops: April 15 from 5 PM to 9 PM April 25 from 9:30 AM to 1:30 PM

Stage 1 Plan - Vision

…a vibrant, pedestrian friendly place with a mix of shopping, services, entertainment, amenities and places to live. Each street will have a specific intended character and mix of land uses to enhance the character and diversity of the pedestrian experience.

Stage 1 – 12 Planning Principles

• A complete community with pedestrian-friendly streets, a wider range of housing, retail, office and services in a mix of shopping centre and street-fronting locations, focused on 152 Street and the Mall site

• New opportunities for indoor and outdoor social interaction, cultural facilities, public art, amenities

• Maintain the traffic capacity of 152 Street, complete 152A Street

• Environmentally friendly, sustainable design

Stage 1 Plan - Density

Increase FAR from 1.5 to 2.5 in the “Town Centre” designation

Building heights capped at 4 storeys on 152 Street and Martin Drive but up to 20 storeys set back from the streets and adjacent developments

At specific locations, buildings could be higher than 20 storeys to provide landmarks and signature buildings

Status of Stage 2 Components

Urban Design: Draft Design Guidelines and Building Massing Study have been

prepared and reviewed by the Advisory Design Panel

Servicing: Draft reports on the storm water, sanitary and water services

indicate: No major drainage works are required. Sanitary sewer and water services will require upgrades to

the pump stations and pipe network. Preliminary cost analysis indicates a shortfall of $3 to $6

million (about $1,000-2000 / unit). Costs and funding strategies are under study.

Status of Stage 2 Components

Transit & Transportation:

The South Surrey Traffic Model Update to 2031 is complete.

Using data from this study, the detailed Stage 2 Transportation Study has been underway.

With the withdrawal of the application to redevelop the Semiahmoo Mall site, the underground bus layover has been deferred. TransLink is reviewing interim options and planned improvements to transit.

Status of Stage 2 Components

Sustainable Development:

The Land Use Concept incorporates the principles of a sustainable community – a complete, compact, walkable and transit supportive community.

The draft storm water servicing recommendations incorporate sustainable drainage requirements.

The draft design guidelines recommend consideration of the sustainable building practices.

The Integrated Energy Plan, in cooperation with BC Hydro, is currently nearing completion. It will recommend options to improve energy efficiency and reduce demand on traditional sources of energy.

Status of Stage 2 Components

Possible Amenities: Enhancements to the South Surrey Recreation Centre and

Bakerview Park

A new park and a public square in the mall site

A new multi-purpose art space and art installations

Pedestrian pathways & cycling corridors

Extension of Semiahmoo Trail through the mall site in the future

Per Unit Amenity Charge Anticipated (new units) = approx. $ 1,836 for the park amenities and additional police, fire and library services
