from various public sector enterprises
completed two-week capacity building
programme under the aegis of Academy
of Public Sector Enterprises (APSE). Dr.
Madhukar Gupta, IAS, Additional Secretary,
Department of Public Enterprises inaugurated
the first programme. Highlighting the
objective of the Academy, Dr. U.D. Choubey,
Director General, SCOPE informed that the
two-weeks programme was structured to give
micro and macro aspects of various issues
in public sector enterprises, both in India
and abroad. The Academy is different than
the captive training centers in various public
sectors where specified training is imparted
exclusively for the area of functioning of a
particular public sector whereas the APSE
will give broad picture of all the public
sector enterprises under one roof which will
cover different sectors like oil & gas, power,
manufacturing, construction, communication
etc. The participants were subjected to
vigorous training programme with proper
system of evaluation of their performance.
This will be a continuous process and second
batch will start shortly.

SCOPE organized a two-days Corporate Communication Summit on the theme
“Learning New Strategies – Scaling Newer Heights” which was attended by a large number of participants from PSUs. On this occasion SCOPE Corporate Communication Excellence Awards were also presented.
Mr. Nirmal Sinha, Chairman, SCOPE in his inaugural address said that good work done by public sector should be effectively
projected by corporate communication professionals. He advised PSUs to give top most importance to corporate communication departments.
Dr. U.D. Choubey, Director General, SCOPE advised PSUs to develop a blue print document on Communication Strategy for effective communication to build a brand image of the organization. He announced that SCOPE will shortly organize an exclusive
programme on Media Spokesperson in Public Sector.
The outcome of the two days Summit shall help PSUs to further strengthen their corporate communication departments. Among others, Padma Shri Dr. K.K. Aggarwal, Honorary Secretary General, IMA, Mr. Sudhir Chaudhary of Zee News and Mr. D.D. Mishra, Director (HR), ONGC also spoke in the inaugural session.

SCOPE organized a two-day Workshop on “Preparing for Global Climate
Change and Sustainable Development Goals” here today which was attended by a large number of senior executives of public sector enterprises.
Speaking on the occasion, Mr. Nirmal Sinha, Chairman,SCOPE said that climate change is the greatest environment threat mankind has ever faced. Mr. Sinha said the Millennium Development Goals that were in place earlier have been replaced by the Sustainable Development Goals with the aim of guiding the international community and national governments on a pathway towards sustainable development for the next fifteen years.

that the UN General Assembly adopted 17 Sustainable Development Goals (SDGs) and its 169 Targets in September 2015 as part of 2030 Agenda on Sustainable Development. To monitor the implementation of SDG Targets, indicators are being developed at the global level. In order to achieve SDGs, global
community needs to provide finance, technology and capacity building avenues. Incremental finance required to implement SDGs is crucial, he added. Mr. Damandeep Singh, Director, CDP India & Lead Resource Person shared the programme perspective.

SCOPE Organizes Conference on Labour Law Reforms
Two-days Conference on Management of Contract Labour and Labour Law Reforms was organized
by Standing Conference of Public Enterprises (SCOPE) where large number of representatives from public sector enterprises participated. Several aspects of contract labour and possible reforms for their minimum wages and social security were discussed. On this occasion, dignitaries also released the Special Issue of Kaleidoscope Magazine on Labour Law Reforms.
While speaking in the inaugural session, Dr. U.D. Choubey, Director General, SCOPE complimented Government of India for their attempt to build on over 40 number of the laws and regulations with regard to labour to practically four regulations in line with the speech delivered by Prime Minister on the occasion of Independence Day celebrations last year wherein he emphasized for “clear and precise” law.
The programme was inaugurated by Prof. M. Sridhar Acharyulu, Information Commissioner, Central Information Commission. Mr. Bipin Mallick, IAS, Additional Secretary & DG (Labour Welfare), Ministry of Labour & Employment also addressed the inaugural session. Mr. S. B. Borgohain, Director (HR), NEEPCO proposed the vote of thanks.

Standing Conference of Public Enterprises (SCOPE) organized a two-day Conclave on RTI Act, 2005 of Appellate Authorities & PIOs of CPSEs
here today. Speaking on the occasion, Dr. U.D. Choubey, Director General, SCOPE said that RTI Act has improved transparency and accountability and PSU brand in domestic and international market. He said RTI Act has empowered the people of the country to secure information under the control of public authority.
Mr. H. Sekhar Das, Assam State Chief Information Commissioner and Mr. S.B. Borgohain, Director (HR), NEEPCO addressed the Opening session of the Conclave. The Conclave was attended by a large number of PIOs/CPIOs of public sector enterprises. Mr. O.P. Khorwal, Convener, SCOPE Steering Committee on RTI also addressed the gathering.

SCOPE for development of villages under CSR
Speaking in a National Seminar on “Is CSR Working in India?”, organized by Mature Media Pvt. Ltd at the Constitution Club, Dr. U.D. Choubey, Director General, SCOPE
emphasized for better implementation of CSR funds allocated by Central Public Sector Enterprises to NGOs. He mentioned that 2% mandatory CSR provision has been taken by PSEs in letter and spirit. Public sectors are implementing it through a robust mechanism which include inter alia Board approved policy. They take up baseline survey, identify the needs but the real issue comes with regard to implementing agency. Dr. Choubey mentioned that in order that the benefits of CSR fund reaches at the end point, it would be better that all allocated funds from CPSEs should be subjected to accountability check for NGOs under RTI, CAG and social audit.

A Joint Venture Agreement (JVA) was signed between NTPC Limited and Coal India Limited (CIL) for formation of a Joint
Venture Company to take up the revival of Fertilizer Plants of Fertilizer Corporation of India Limited (FCIL) at Sindri, Bihar and Gorakhpur, Uttar Pradesh by setting up an Ammonia urea plant at each location.
The Joint Venture Agreement was signed by Mr. Arun Kumar Gupta, General Manager (BD) from NTPC and Mr. T. Bandopadhyay, General Manager (Coal Videsh) from Coal India Limited in the presence of Mr. A. Indian Aviation Academy (IAA), a joint venture of the Airports Authority of India (AAI), Director General of Civil Aviation (DGCA) and Bureau
of Civil Aviation Security (BCAS) has achieved one more milestone. International Civil Aviation Organization (ICAO), a body of United Nations, has awarded Full Member Status to IAA under TRAINAIR PLUS Program. Mr. Anuj Aggarwal, Member (HR), Airports Authority of India had been the driving force in achieving this goal.
Bharat Electronics Ltd has established an 8.4 MW wind energy power plant at Hanumanthappa site, Harappanahalli, in the
Davangere district of Karnataka for captive consumption of energy for its factory at Bengaluru.
The wind energy plant, installed by the Engineering Services, Bangalore Complex, BEL, in collaboration with Suzlon Energy Limited, was inaugurated recently by Mr. S. K. Sharma, CMD, BEL.

Mr. Siddaramaiah , Chief Minister of Karnataka, inaugurated the commencement of works for the 370 MW Yelahanka Combined Cycle Power Plant (CCPP), to be
executed by Bharat Heavy Electricals Limited (BHEL), in the presence of the Minister of Energy, Govt. of Karnataka, Mr. D. K. Shiva Kumar.

CSL delivered “ICGS Aryaman”, the Eighteenth vessel in the series of twenty Fast
Patrol Vessel under construction for the Indian Coast Guard, 95 days ahead
of the contractual schedule. The Protocol of Delivery and Acceptance was signed
between Mr. Suresh Babu NV, Director (Operations), CSL and Commanding Officer
(Designate) of the vessel Cmdt. Neeraj Singh. DIG T.P. Sadanandan, Principal
Director (Materiel), CGHQ, DIG G. Devanand, CGRPS (KOC) and other senior officials
of ICG and CSL were present on the occasion. The vessel will be operated from the
Coast Guard Station at Kochi.

The Defence Minister Mr. Manohar Parrikar witnessed the inaugural flight of India’s
own indigenous HTT 40 (Basic Trainer Aircraft - BTA) designed and developed by HAL recently at HAL airport. The aircraft was flown by Gp. Capt. C. Subramaniam and Gp. Capt. Venugopal for about 10-15 minutes .

In a major step to curb rising air pollution in Indian cities, Mr. Dharmendra Pradhan, Minister of State (Independent Charge), Petroleum and Natural Gas and Mr.
Prakash Javadekar, Minister of State (Independent Charge), Environment, Forest & Climate Change launched first of its kind Pilot Programme in the country to run two wheelers on Compressed Natural Gas (CNG) here today in the presence of Smt. Meenakshi Lekhi, Member of Parliament, Dr. Bhure Lal, Chairman, EPCA, Mr. B.C. Tripathi, CMD, GAIL (India) Ltd., Mr. Ashutosh Jindal, Joint Secretary, Ministry Of Petroleum & Natural Gas, Mr. E.S. Ranganathan, MD, Indraprastha Gas Limited (IGL), officials and media persons.
The first consignment comprising of 60 MT Type-II Paraffin Wax was flagged off to Rok Industries,
Kenya from Numaligarh Refinery Marketing Terminal by Mr. S. R. Medhi Director ( Technical), NRL in the presence of senior officials of the Company.
Prime Minister of India Mr. Narendra Modi dedicated NRL’s Wax Plant to the Nation on 5th February’16 at a public function in Dibrugarh, Assam. The 50,000 Metric Tonnes (MT) Wax Plant commissioned in March 2015 at a cost of Rs. 676 crores is the country’s largest Wax producing unit with indigenous technology developed by IIP Dehradun, EIL and NRL.

NTPC-Kudgi and South Western Railways signed an agreement for the Doubling of Hotgi-Kudgi section of South Western Railway under Customer Funding
Concession. NTPC has agreed to finance the cost of construction of the Rail System under the Customer funding model of Ministry of Railways Policy of participative model for rail connectivity. NTPC has deposited Rs. 946 crore with South Western Railway towards the cost of doubling of railway section between Hotgi – Kudgi (134 km).
The agreement was signed by Mr. A.S.Rao, CTPM (Chief Traffic Planning Manager) on behalf of SWR and by Mr. Harbans Singh, Group General Manager on behalf of NTPC-Kudgi in the presence of Mr. P.K. Saxena GM-SWR. Senior officials of NTPC and SWR were present on the occasion.

Indian Consortium, led by Oil India Limited (OIL), along with, IndianOil Corporation Limited (IOCL) and Bharat PetroResources Limited (BPRL), a
100% subsidiary of Bharat Petroleum Corporation Limited (BPCL), signed definitive agreement to acquire upto 23.9% shares from Rosneft Oil Company (Rosneft), NOC of Russia in JSC Vankorneft, a company organised under the law of Russian Federation which is the owner of Vankor and North Vankor Field licenses. The acquisition is subject to relevant Board, Government and regulatory approvals and is expected to close by September 2016. The agreement was signed recently during the St. Petersburg International Economic Forum (SPIEF) held in St. Petersburg in the presence of Mr. Dharmendra Pradhan, Minister of State –Independent Charge, Ministry of Petroleum and Natural Gas and the Minister of Energy of Russia Alexander Novak by Mr. Biswajit Roy, Director (HR & BD), OIL, Mr. B Ashok, CMD, IOCL, Mr. D Rajkumar, MD, BPRL, and Mr. Igor I Sechin, CEO, Rosneft.

Power Flow Commences at World’s highest voltage 1200kV National Test Station (NTS)

World’s highest voltage 1200 kilovolt (kV) has seen the light of dawn in the history of power sector in India with the commencement
of power flow at POWERGRID’s National Test Station (NTS) developed indigenously at Bina, Madhya Pradesh. This landmark has been achieved with the help of Indian Manufacturers under Public-Private-Partnership (P-P-P) model with active support of Central Power Research Institute (CPRI), Central Electricity Authority (CEA) and Ministry of Power.
The commencement of power flow for the 1200kV National Test Station (NTS) was inaugurated by Mr I. S. Jha, CMD ,POWERGRID. He congratulated all the Indian Manufacturers and agencies associated in the development and stated that this will be mile stone in introduction of Ultra High Voltage Alternative Current (UHVAC) technology in Indian Power Sector and such initiatives should be taken in future also for the benefit of the Country.

Responding to Prime Minister Mr. Narendra Modi's call for 'Swachh Bharat' and to realise Mahatma Gandhi's dream of
a clean India, BEL cleanliness campaign, titled ‘Swachh Bharat Pakhwada’ recently. At BEL’s Bangalore Complex, the programme was inaugurated by Mr Girish Kumar, Director (Bangalore Complex). Around 750 employees participated along with their families and organised a march past at the BEL Township in Bengaluru to create awareness on cleanliness, displaying placards and banners.

across the Company to comply with the policies of the Government.
In BEML, Mr. P. Dwarakanath, CMD, alongwith Mr. D.K. Hota, Director (HR) and Mr. B.R. Viswanatha, Director (Mining & Construction) administered the Pledge of Swachh Bharat amongst Executives and Employees of the Company and later lead all for a cleaning drive of the Company’s premises.

On the advice of Defense Minister, Mr. Manohar Parrikar, Mazagon Dock Limited initiated activities to help drought affected farmers in
Marathwada region of Maharashtra.
RAdm R.K. Shrawat, CMD, MDL along with Cmde Rakesh Anand, Director (CP&P) visited Parner village, Tal Patoda, District Beed recently to review the initiative taken by the MDL’s CSR team to bring in relief to farmers and their cattle, affected by successive droughts in the area. The initiative is expected to benefit 1000 farmer families.
Indian Rare Earths Limited (IREL) and NALCO had agreed to set up a 1-lakh TPA Titanium Slag Project in Joint Venture, at Chhatrapur in
Ganjam district of Odisha, with an investment of Rs.750 crore. For this, a pre-feasibility report was prepared and IREL had floated Expression of Interest for technology supply. However, since no global technology supplier evinced interest, now NALCO has taken the lead in attracting global technology suppliers. This was discussed between Dr. Tapan Kumar Chand, CMD, NALCO and Mr. D. Singh, CMD, IREL, in presence of senior officials of both the companies recently.

Drawing inspiration from Prime Minister’s Appeal to the citizens
for participation in Organ Donation Movement, NBCC partnered
with PM`s vision in nation building exercise to create awareness for
the theme and motivate the employees of Organization for the purpose.
Under the guidance of Mr. Anoop Kumar Mittal, CMD, NBCC took the
initiative to spread awareness amongst employees of the Company for
“ORGAN DONATION” and accordingly organized a Programme on the
theme recently at Corporate Office.
NLC always feels, service to the society and helping the people in the need is its responsibility. As part of this, NLC under its Corporate Social
Responsibility scheme, organized free Butter Milk Distribution Stalls (NLC DHARA) for the people in and around Neyveli to combat heavy summer heat .

BEL constructed a new building for the Government Higher Primary School with 10 classrooms, staff room and HM room, separate
toilet blocks for boys and girls, kitchen and store room, facility for hand wash, borewell and a boundary wall apart from providing furniture for the classrooms and staff room, as part of its CSR activities. The entire project was completed in nine months at a cost of Rs.1.85 crores. The school houses 125 students, mostly from economically weaker families, and needed more classrooms as the student strength was on the rise.
The new building, located at Ballupet in the Sakleshpur taluq of Hassan district, was inaugurated on June 23, 2016, by Mr M L Shanmukh, Director (HR), in the presence of Mr H D Deve Gowda, former Prime Minister and Hassan MP. Mr A Manju, Minister for Sericulture & Animal Husbandry, Government of Karnataka, was the Guest of Honour.

this occasion, the Swachhta pledge was administered to SAIL employees by Mr.P.K. Singh, Chairman, SAIL . The event was attended by all the Directors and Chief Vigilance Officer and huge employee participation was witnessed.

parts of our country. Ministry of New and Renewable Energy has devised an action plan for Andaman and Nicobar Islands towards achieving its programme of green initiatives. NLC has been assigned the establishment of solar based power plants in Andaman with a view to phase out the usage of the diesel generation sets.
As a part of the actions initiated jointly by NLC and Andaman & Nicobar Administration, the requisite land has been identified in Attam Pahar,
Garacharma and the site preparation activities are under way for installing 20 MW solar power project.
To mark the start of the project activities, Lt. Gen AK Singh, Lt. Governor of Andaman & Nicobar Islands laid the foundation stone for this 20 MW solar project in the presence of Mr. Bishnu Pada Ray, Member of Parliament, ANI, Mr. Sarat Kumar Acharya, CMD, NLC, Mr. Anindo Majumdar, Chief Secretary, ANI, Mr. P.Selvakumar, Director (Planning & Projects), NLC, Mr. Arun Baroka, Principal Secretary (Power), ANI.

Further consolidating its leadership position in domestic mining exploration, NMDC is slated to be the first company under the
Ministry of Steel to use satellite based geological mapping for mineral exploration. An MoU was signed recently between NMDC and ISRO’s National Remote Sensing Centre opening up the possibilities for NMDC to use ISRO’s technology for mineral exploration and a host of other related ventures. Mr. L. N. Mathur, ED (Resource Planning & Safety) and Dr. P.G. Diwakar, Deputy Director, Remote Sensing Application Area, NRSC signed the MoU on behalf of NMDC and NRSC, respectively, in the presence of senior officials from both organizations and also academics from Osmania University.

NALCO signed an MoU with Bhabha Atomic Research Centre (BARC), Mumbai, for Research and Development (R&D) cooperation in the

for enhancement of competencies and skills of the employees of EESL for a period of two years.
