Introduction

On 9 May 1950, Robert Schuman delivered a historic speech that led to the creation of the European Coal and Steel Community (ECSC). Its members, he suggested (initially France, West Germany, Italy, the Netherlands, Belgium and Luxembourg), would pool coal and steel production under a common High Authority. Schuman hoped that this would make another war "not merely unthinkable, but materially impossible", promoting cooperation between nations and facilitating the post-war reconstruction of Europe.

Thanks to his key role in the establishment of the ECSC, Schuman is now ranked among the 'founding fathers' of Europe - and with good reason. The ECSC was the first in a series of supranational European organisations that would ultimately become the European Union we now know. Schuman was careful to point out that "Europe [would] not be made all at once, or according to a single plan", but would rather be "built through concrete achievements which first create a de facto solidarity". This Europe Day, as we commemorate the moment that set the process of European integration in motion, Europe is facing one of its most significant challenges to date. It is perhaps more important than ever, therefore, to remind ourselves of Schuman's guiding principles of community, solidarity and cooperation.

With this in mind, the Council Library has compiled a bibliography relating to the Schuman Declaration, bringing together a wide range of books and articles accessible via Eureka or available at the Council libraries. Through these resources, the reader will be able to learn more about Schuman's own background, follow the international events that paved the way to his pioneering plan and gain insight into its enduring influence on EU policies and institutions today.

This daring initiative conquered the misgivings of the French and German legislative bodies, won the adherence of the Benelux nations, and added Italy to the original core.

Elle suit la même méthode et garde les mêmes finalités. Il faut relire le seul ouvrage que ce "Père de l'Europe" a consacré à cette aventure, rêve au départ inaccessible devenu une réalité tangible, pour comprendre sa démarche et les enjeux politiques de cette construction pacifique et volontaire de l'unité du continent, à ce titre inédite dans l'histoire. Dans le contexte très particulier de l'époque, qu'il rappelle, il n'élude aucune des questions qu'on peut légitimement nourrir à l'égard du projet européen : la nation, le fédéralisme, la culture, les racines de l'Europe.

Ce sont des Français qui ont pris l'initiative et élaboré le texte, qui — en dépit des résistances privées et de l'abstention anglaise — ont réussi à mettre le traité sur pied, à le faire adopter et à créer les organismes de la Communauté Européenne du Charbon et de l'Acier, le tout de façon très rapide, de la déclaration du 9 mai 1950 à l'installation de la Haute Autorité, le 10 août 1952. Cette décision est d'autant plus intéressante à étudier du point de vue de la politique extérieure française qu'il s'agit là d'un plan où les considérations de politique étrangère l'ont mporté de loin sur les aspects techniques d'une proposition qui, tout en se fixant pour but la solution de problèmes urgents, recelait d'immenses possibilités de développement et prenait une allure révolutionnaire par ses méthodes comme par son esprit.

Il est en cela l'aboutissement de réflexions portant sur la part croissante de l'économique dans la politique extérieure des États. Dès la fin du XIX e siècle, des motivations économiques et politiques conduisent à penser un projet européen. Il s'agit à la fois de lutter contre la concurrence croissante de nouvelles puissances extra-européennes et contre celle qui sévit entre voisins européens. L'économie, facteur de rivalité entre puissances, doit devenir, par une sorte d'inversion de dynamique, un facteur de rapprochement, voire d'union. La première moitié du siècle pose en même temps les bases de la méthode contractuelle, associant action sectorielle visant à organiser la production et ses flux, et la mise en place progressive d'un marché européen unifié à l'initiative des États. It has created the framework for post-war reconstruction and has ingeniously provided the inspiration and mechanisms for a historical reconciliation between nations which hitherto had gone to war with each other – the horrors of which surpass even the worst of today's excesses – in every generation for the previous two centuries. This cannot but give inspiration and a sliver of hope in the face of our own intractable conflicts. The European Coal and Steel Community, the 60th Anniversary of which we mark this year, incorporated the Schuman Declaration and combined peace and prosperity in its blueprint, whereby peace was to breed prosperity and prosperity was to consolidate peace. It has all worked out splendidly – revisionist history notwithstanding. Europe has also been a catalyst (not more) – at times the ‘prize’ – for the achievement and subsequent consolidation of democracy, first in Greece, Spain and Portugal, and later across Eastern Europe.

La fabrication des rituels européens de la mémoire à travers les anniversaires Cet article tente de comprendre la construction de la légitimité de la politique de l'Union européenne. Robert Schuman European Parliament, 2019 Online Access - OPEN ACCESS Sixty years ago, Robert Schuman was elected president of the European Parliamentary Assembly, predecessor to the European Parliament. This French politician, who was particularly sensitive to the tensions between France and Germany, is regarded as one of the 'founding fathers' of what is now the European Union. After the Second World War, he supported the establishment of the Council of Europe and helped to bring many other European projects to fruition. With his declaration of 9 May 1950, considered the founding act of the European integration process, Robert Schuman assumed political responsibility for a common coal and steel market that would later become the European Coal and Steel Community (ECSC). The declaration underlines the role of France in building a strong, prosperous and peaceful Europe, starting with France and Germany. Going far beyond mere objectives, the declaration also sets out the precise basis upon which the negotiations should begin. Robert Schuman was president of the European Parliamentary Assembly from 1958 to 1960.
