A. Eligibility and Membership The competition is open to all children 6— 12 years old who are Filipino citizens. Choir membership shall not be less than twenty-five (25) and not more than thirty (30) singers, one (i) conductor and not more than two (2) accompanists. The choir shall be accompanied by either guitar/s and/or piano. Conductor and choir members can perform with only one (i) choir.

B. Application and Registration Schools shall be encouraged to enter their choir. Participating choir must submit to the Committee at the Provincial Tourism Office not later than 05:00 PM, Friday, October 2, 2015, the following:

•) Entry Form duly accomplished. + One (i) copy of the certified list of names and birthdates of choir members, and + Three (3) copies of the actual musical scores.

C. Repertoire The Choir shall choose its own repertoire provided that these shall be Original Filipino Music (OPM), one in English and another in any Philippine dialect. Pieces must be composed or arranged for SSA (Soprano t, Soprano ii, and Alto).

D. Performance Participating choirs must come to the competition in proper attire. All songs shall be memorized. No choreography or body movement is allowed unless specified in the score. Changing choral formation to suit the sound or context of a work is allowed provided it is done between renditions. Singing time for each choir is limited to five () minutes, excluding entrance and exit. No sets, backdrop and handprops will be allowed. The decision of the Panel of Judges will be considered final and un-appealable.

1. The Local Chief Executive shall certify and enter only one (i) LOU representative in the contest.

2. The contest is open to all male or female performers who are bone fide residents of the LGU represented.

3. Winners of previous Buglasan Balak Competitions or similar competitions in the Provincial, Regional or National level are not qualified to join the competition.

4. The Balak shall be delivered in Visayan-Cebuano, and shall be about facets of Negros Oriental culture, history, lifestyle, tradition, attractions and the like.

5. Delivery time shall be not less than three () and not more than four (4) minutes. 6. Live musical background shall be provided by only one (i) instrumentalist, 7. i. Each LGIJ is invited to enter one (i) band as the Main Contestant, and one (i) band as Optional Contestant in the event the Main Contestant is unable to compete, both duly certified by the Local Chief Executive as bona fide representative.

2. Only the first 12 (twelve) to submit duly-accomplished entry forms will be admitted to the competition.

3. A band contingent must be composed of 4 - 8 members. 4. The band must provide its own instruments - excluding drum set. 5. A maximum of io minutes and a minimum of 7 minutes is the actual performance time

allowable for each contingent. Any minute or a fraction, less or excess, will incur one point deduction, a minute and a fraction will incur 2 points deduction, and so on.

6. The baud may choose any variety of songs they want to perform as long as they keep to their final listed repertoire of songs.

7. Competing bands are given 5 minutes to mount and tune instruments before the time ticking for actual performance time record. Any delay will be counted against the allowable performance time.

8. Performers must choose lively but not lewd music. Moreover, their manner of speaking and dressing must be that of model youth and dignified performers.

9. The band members who are listed in the final entry form shall be the official entry to the competition. Only one substitude will be allowed to play in case a band member is unable to perform.

. MI members of the competing dance troupe shall be residents of the city/municipality they are representing. A certification shall be secured from the LCE or any authorized representative confirming this matter. A complete list of members will have to be submitted to the Buglasan Directorate to be shown ahead to the public for scrutiny. Authentication of dance group members will be done by the Buglasan Hip-Hop Dance organizers. Any dancer, whose root comes from the city/municipality he/she will represent, is allowed to join by virtue of his/her intention to go home.

4. Each team shall be composed of not less than six (6) but not more than eight (8) performers.

5. Any violation of the above rules will mean disqualification. 6. Performance time per group shall be not more than five (s) minutes, excluding one (i)

minute set-up and preparation. Time starts immediately after the host-announcer calls in the dance group to perform. A 3-point deduction from total score will be incurred for every minute or a fraction thereof in the dance group's presentation.

. Sets are not allowed. Only hand props maybe used. 8. Contestants will be judged according to the following criteria:
