No governor expressed a personal benefit through attendance at the meeting. Renew register of business interest forms The register of business interest forms were circulated for completion and return to the school. 1.3 MEMBERSHIP Current membership Evidence of the current membership of the governing body was available to view on Governorhub. The membership details were updated/noted. Attendance requirements It was noted that a governor who, without the consent of the governing body, has failed to attend their meetings for a continuous period of six months beginning with the date of the first such meeting the governor fails to attend, is, on the expiry of that period, disqualified from continuing to hold office as a governor of that school. (The School Governance (Constitution) (England) Regulations 2012). There were no absences to consider. FGB1/19-20/01 PRELIMINARIES

1.1 APOLOGIES FOR ABSENCE ACTION Apologies for absence were received and approved from Mrs Le Mare.

members on the governing body. Therefore there aren’t any vacancies on the governing body at this time. End of terms of office There were no end of terms of office to consider.

1.4 ELECTION OF CHAIR AND VICE CHAIR The current Chair and Vice Chair indicated that they would be willing to continue in their roles for a further year. Mrs Dawson was nominated for the position of Chair by Ms Whitworth, which was seconded by Mr Savage. Mrs Dawson was duly re elected as Chair. Ms Shanahan was nominated for the position of Vice Chair by Mrs Dawson, which was seconded by Ms Talbot. Ms Shanahan was duly re elected as Vice Chair.

1.5 NEW SCHEME OF DELGATION AND IMPLICATIONS FOR LOCAL GOVERNING BODIES The Chair provided governors with an overview of the content of the revised Scheme of Delegation for the Trusts’ Local Governing Boards, including the revised responsibilities of the local governing board. Local governing boards are required to consider the revised Scheme of Delegation and formally adopt this. Governors agreed to adopt the revised Scheme of Delegation from the Trust. With there being some changes in the responsibility of the Local Governing Boards the Chair has reviewed link governor roles. 1.6 REVIEW OF COMMITTEE MEMBERSHIP The Finance and Personnel Committee met prior to the Full Governing Board meeting. All governors are a member of this committee. The Curriculum and Personnel committee has been disbanded with agenda items from this meeting now to be considered at the Full Governing Board meeting.

1.7 MINUTES OF THE LAST MEETING Minutes of the meeting held on Wednesday 10th July 2019, copies of which had been uploaded to GovernorHub, for information, were taken as read, confirmed and signed by the Chair. ACTION: Governors agreed that the minutes once approved will be sent to the School Business Manager by the Clerk who will put them on Sharepoint for governors to access.

FGB1/19-20/02 HEADTEACHERS REPORT AND MATTERS RISING

2.1 HEADTEACHER REPORT TO TRUST FORMAT Governors confirmed the report had been received in advance of the meeting. The Headteacher reported on the work and progress of the school since the summer term 2019 meeting of the full governing body. Additional commentary from the Headteacher’s report; Pupil Data There are 62 children who are eligible for Pupil Premium. 2 looked after children 39 children who have English as an additional language. Attendance Attendance is currently 98% which is above the Trust target. There have been some absences linked to illness. Pupil Premium The school’s Pupil Premium strategy is available to governors. Attendance and outcomes of Pupil Premium children are above national averages which is positive. Special Educational Needs (SEN) The SEND strategy is available to governors. There are 7 children who receive additional funding due to their additional needs. 7% (30 children) are SEN with 32 other children being monitored. 12 pupils are SEN and eligible for Pupil Premium funding with their being attainment issues with this co hort of children. School Improvement Plan The SIP summary 2019- 20 and SEF on a page are available to governors on the school’s website. Attainment and Progress The school targets will be set on 9th December 2019 in conjunction with Pete Wilkes the schools DQASI, which like other years will be aspirational. The targets set will be based on previous year’s outcomes as well as predications for this year’s children. Quality of Teaching The quality of teaching is a main focus in the SIP. Through staff meetings and Inset days this is being addressed which are curriculum focussed. Learning walks, monitoring of the children’s books and observations will support in this task. The introduction of curriculum co-ordinators is going well. Leadership and Management The development of curriculum and subject leaders are going well. Staff absences are consistently monitored. Behaviour and Safety of Pupils Behaviour is consistently managed across the school with interventions in place to meet the child’s needs. Peer mediators commenced training in November. All staff attended Safeguarding training on 2nd September 2019 linked to the changes in KCSIE 2019. There is a strong commitment to safeguarding across the school. There have been 6 concerns about children and families this term. Parents and Community EPSPA have donated the £500 made at the recent discos held which will be used to provide teaching and learning resources. The Christmas Fair takes place on 6th December 2019. The Rock Community church has committed to support the school again this school year with their donations being used to support the farm.

Trough the Trust the schools has 2 SCITT placements in years 3 and 6. All staff continue to be able to access a range of CPD opportunities through the Trust. Pupils recently attended the Primary Parliament which focused on resilience. This will be a focus of a future assembly. The Headteacher’s report was received with thanks. 2.2 FHT DATA DASHBOARD FOR THE SCHOOL The data dashboard for the school in relation to education is green across the board. The business elements of the dashboard are green and amber. The heating system, roof and staff absences relate to the amber sections of the dashboard. 8.05pm Miss Talbot and Ms Whitworth left the meeting.

FGB1/19-20/03 FINANCE REPORT

3.1 BUDGET MONITORING REPORT This item was considered at the Finance and Personnel Committee which was held prior to the LGB meeting.

3.2 INTERNAL AUDITS The school fund audit will now be undertaken alongside the school audit and will run from September to August, rather than April to March. From the recent audit it has been advised that two signatories are required on the signing of cheques. Bank statements are to be signed off by the Headteacher.

FGB1/19-20/04 REPORT FROM THE CHAIR

4.1 ISSUES AND KEY POINTS FROM FHT BOARD OF TRUSTEES The revised Scheme of Delegation for Governance from the Trust was considered and adopted by the FGB.

4.2 ISSUES AND KEY POINTS FROM FHT LOCAL HUB BOARD The Chair fed back from the most recent Local Hub Board meeting that she attended. The safeguarding audit reports are to be sent to the Trust. An English hub has been set up through Horsendale school with training being available. Exclusions are required to be recorded on Scholarpack. The Trust progressing having an IT provider for the whole Trust. Monthly budget meetings are to be held with the Chair of the Finance and Personnel Committee chair. The Trust’s training programme was promoted and governors were encouraged to attend courses.

4.4 COMMUNICATION FROM PARENTS AND MEMBERS OF THE LOCAL COMMUNITY (INCLUDING COMLPAINTS WHERE APPROPPRATE )

There are regular communications with parents and carers through the newsletter with the governing body to write articles for the newsletter each term. A parent had complained about the staffing structure in an area of the school. The Headteacher explained the staffing structure to governors and that there had been supply staff in this area and the rationale for this.

4.5 EMERGENCY ACTION TAKEN SINCE THE LAST MEETING Policies have been reviewed and put on the website in draft format.

4.6 STRATEGIC VISION FOR THE NEXT FIVE YEARS The strategic plan for the next 5 years and the School Improvement Plan will need to be reviewed as the school has recently been inspected by Ofsted.

FGB1/19-20/05 REPORTS TO GOVERNORS

5.1 DfE REPORTS Keeping Children Safe in Education (KCSIE) - update The governing body, having considered the report and guidance from the clerk, agreed the following actions:- Restraint and Restrictive Intervention.

1. To ensure best practise schools may wish to consider appointing a lead person within the

governing body with responsibility for the behaviour policy, including any specific

programmes to reduce the need for restraint;

2. Appointing a member of staff to act as a champion and building networks with others

pursuing such reduction programmes.

Keeping children safe in education.

1. To be aware of the changes in KCSIE 2019.

2. Ensure the school’s safeguarding policy is updated to reflect the changes.

3. That the DSL has made all staff aware of the updated version of KCSIE 2019 and the key

changes.

4. Ensure that all new/re-appointed governors are 128 checked.

The new curriculum for Relationship Education and Relationships and Sex Education, and Health

Education. Governors noted the information.

New guidance ‘Teaching online safety in school’ June 2019. Governors noted the information.

New Ofsted Education Inspection Framework. Governors noted the information.

5.2 KEY UPDATES FROM NGA AND OTHER NATIONAL BODIES There were no updates to consider.

5.3 LOCAL AUTHOIRTY CORRESPONDENCE WHERE APPICABLE TO ACADEMIES There wasn’t any local authority correspondence to consider.

FGB1/19-20/06 SCHOOL PERFORMANCE MANAGEMENT ARRNGEMENTS OF ALL STAFF MEMBERS

6.1 CONFIRMATION OF THE PERFORMANCE MANAGEMENT PROCESSES The Headteacher has had his performance management review which was undertaken by Graham Robins from the Trust. Governors are awaiting communication of this from the Trust. The targets are pre set by the Trust, with action points added to the targets set by the Headteacher. The Headteacher confirmed that all staff had their performance reviews at an inset day on 18th

October 2019 with new targets set. The Chair reviewed the performance management reviews and authorised accordingly. Targets for the children haven’t been set as yet but these are scheduled to be set by 9th December 2019. 6.2 CONFIRMATION OF HEADTEACHER PERFORMANCE MANAGEMENT GOVERNORS Ms Shanahan and Ms Whitworth were confirmed as the Headteacher’s performance management governors.

FGB1/19-20/07 SAFEGUARDING

7.1 FGB1/19-20/20 SAFEGUARDING AND CHILD PROTECTION STATUTORY REPORTING The report from the safeguarding link governor’s summer term visit to school was distributed to governors.

7.2 FHT SAFEGUARDING POLICY The safeguarding policy had been update to incorporate the changes in Keeping Children in Education 2019. The policy was approved by governors.

7.3 OVERVIEW OF FHT SAFEGUARDING AUDIT AND ACTION PLAN PROCESS The safeguarding audit and action plan will be reviewed in April 2020.

7.4 EQUALITY, RACIAL AND OTHER SAFEGUARDING INCIDNENTS REPORTED SINCE THE LAST MEETING

There were no incidents to report.

FGB1/19-20/08 POLICY MANAGEMENT

8.1 REVIEW OF POLICY CHECKLST The School Business Manager oversees the policy checklist.

8.2 POLIICIES REQUIRING LOCAL GOVERNING BODY RATFICATION The policies requiring approval had been made available to governors through Sharepoint.

9.1 VISIITS AND MONITORING REPORTS FROM PREVIOUS TERM The Chair continues to meet with the Headteacher on a fortnightly basis. The Chair of the Finance and Personnel Committee has met with the School Business Manager in relation to the school budget. Mrs Le Mare as link governor for safeguarding undertook a link governor visit in the late summer term.

9.2 CONFIRMATION OF LINK GOVERNOR RESPONSIBILITIES AND IDENTIFICATION OF FOCUS,PURPOSE AND NATURE OF GOVERNOR VISITS FOR 2019-20

Future visits; Three governors will undertake a school life visit on 27th February 2020 at 9am. Two governors will undertake lessons observations visit on 22nd April 2020. ACTION: Final arrangements for these visits are to be coordinated by the Chair

10.1 ENGAGEMENT WITH PARENTS AND LOCAL COMMUNITY The Chair is to write an article for the newsletter which is to be sent out before the end of term. Some governors are supporting the Christmas Fair by working on stalls etc.

10.2 WEBSITE UPDATES The website is fully up to date.
