Enterprises and households interact with larger market systems

Programs seeking to promote increased incomes and higher

value employment for the poor must take market trends and

forces into account to achieve sustainability and scaleable impact

Access to finance, while a key constraint to growth, should not

be the only focus to the exclusion of others. For enterprises to

grow, other constraints including managerial capacity, technology,

linkages to other market actors are key
