S audi Arabia’s free market economy has undergone remarkable changes in a relatively short period of

time. It has evolved from a basic agricultural society

into a regional and global economic power with a

    modern infrastructure.Petroleum is an integral part of the Saudi economy;

Saudi Arabia is the world’s largest producer and

exporter of oil. In recent decades the Kingdom has

increasingly diversified its economy, and today

produces and exports a variety of industrial goods all

over the globe. The government has an essential role in industrial

and economic development. The Ministry of Economy

and Planning formulates economic and social

development plans that set long-term economic goals.

Additional sectors of the economy are overseen by

individual ministries, such as agriculture, energy,

    transportation, communications and finance.

The private sector is playing an increasingly larger

role in the Saudi economy – it now accounts for 48

percent of the gross domestic product (GDP). The

sector is expected to continue growing, especially

as Saudi Arabia opens its doors further to foreign

investment. In December 2005, Saudi Arabia joined the

World Trade Organization (WTO), a significant

development that gives Saudi products greater access

to global markets, creates jobs and encourages foreign

investment.Building a modern economyWhen the modern Kingdom was established in

1932, the Arabian Peninsula was an agricultural society

that depended on farming and commerce – especially

date exports and trade generated by pilgrims coming

to Makkah and Madinah. It lacked the infrastructure

needed to support the kind of economic growth

envisioned by its founder, King Abdulaziz bin

Abdulrahman Al-Saud.The discovery of oil in commercial quantities

in 1938 changed that. Soon after World War II,

steady oil exports provided the funds to build a basic

infrastructure of roads, airports, seaports, schools and

hospitals. In 1970, Saudi Arabia introduced the first of a series

of ongoing five-year development plans to build a

modern economy capable of producing consumer and

industrial goods that previously had been imported.

The country’s infrastructure was expanded, allowing

    industry and commerce to flourish.

At the same time, the national oil company, Aramco,

invested in new production facilities, pipelines, plants

and shipping facilities and continued exploring for

new deposits to maximize earnings from the oil sector,

which were needed to fund further growth.

The result has been a steady economic

transformation of the country. Today, Saudi Arabia is

one of the fastest developing countries in the world.

“Today, the largest power against intimidation and terror is our armed forces,” Rouhani said at a massive

CUSTOMS UPGRADEBahrain Customs Affairs introduce new ‘Automated Direct Transfer Mechanism’

    DT News [email protected]

The Customs Affairs department under the Ministry of Interior recently introduced a new Automated Direct Transfer Mechanism to improve the process of moving goods between the GCC countries. This new system was adopted on August 11, after coordinating with the GCC General Secretariat.

This latest development aims to improve the previously implemented mechanism by linking GCC’s electronic systems with the Customs Information Centre in the GCC General Secretariat. The new mechanism is also expected to reduce human error, especially from customs brokers and officers while checking physical documents, searching specific data, and other fund-transfer issues.

The implementation of the Automated Direct Transfer Mechanism was the product of the collective willingness of the GCC members to progress from an outdated clearing mechanism,

and to meet the principles of the Gulf Customs Union. This also includes preventing the extraneous collection of customs duties for products that have already been paid while on transit between the members of the customs union.

The new mechanism was put to force in the light of the Committee of Financial and Economic Cooperation approving the recommendations of the ninth session of the Customs Union Commission. The committee agreed on applying the Automated Direct Transfer Mechanism within the GCC Customs Union.

Relying on this electronic mechanism linking the customs administrations and the GCC General Secretariat will ensure the smooth transfer of the customs duties to a good’s final destination, according to an official statement.

The new mechanism would use barcode scanners that directly send the information electronically, resulting in precision and speed – saving

time for traders. Customers can take advantage of the Automated Direct Transfer Mechanism through the exemption of tax for goods coming from members of the GCC.

If the trader refuses to hand in the document of the clearing mechanism, the customer may review this issue with Bahrain Customs Affairs, who will provide assistance and guidance, and help reach a reasonable solution with the trader.

Goods moving from Bahrain to anywhere in the GCC would have a unique barcode that contains information agreed upon between GCC countries. It will also include a tracking number sent to the Information Centre informing them about the release of goods moving to their destination.

The Information Centre will inform Bahrain Customs Affairs when the goods reach their destination, and will provide a month to complete the transfer

of the collected customs duties. In order to implement this new mechanism, Bahrain Customs Affairs set up a systems analyst working group between GCC members. They also held workshops for people – including customs brokers and officers – involved in the existing clearing mechanism, and informed the Bahrain Chamber of Commerce and Industry and Association of Customs Brokers about the changes.

He said that traffic police will be deployed at open grounds and mosques performing the Eid prayer, busy roads and highways, parks, commercial malls and King Fahd Causeway throughout the holiday.

About traffic services, he said that the work would continue as usual to deal with traffic violations and accidents through traffic accidents offices at all governorates from 7:00 am to 10:00 pm. In case of traffic accidents without injuries, drivers are instructed to call 199 to be directed to the nearest office.

A delegation from the Works Ministry and key members of the Bahrain Engineers Society (BES) will attend a session on Engineering, Procurement, Construction, Installation and Commissioning (EPCIC), and Engineering, Procurement, Construction and Commissioning (EPCC) by industry law veteran James Bremen in Abu Dhabi the coming week.

The construction and i n f r a s t r u c t u r e - f o c u s e d analysis scheduled from September 27 to 29, would be presented by Bremen, who is a partner at Herbert Smith Freehills – an international law firm co-headquartered in London and Sydney. Qatar Petroleum recently lauded Bremen and said, “James is clearly very experienced in the EPC-and-major-projects

world. It was very relevant for us in our business.” According to an official statement by the programme organisers, the attendees of the session can learn, in detail, the issues to be addressed when negotiating EPCIC and EPCC contracts and develop an awareness of the procurement options for projects, understanding the associated risks and opportunities.

The session would also help in considering alternative pricing, incentivisation and risk allocation approaches and learning about current market trends.

The delegates attending the event expect to acquire an understanding of the current EPCIC and EPCC markets and the legal risks associated with it. It would also help them gain insights on major areas of dispute expected in construction projects and how to manage them. Moreover, it would also help develop an understanding of the key

specificities of construction projects in the Middle East.

This workshop, which aims to provide an in-depth analysis of EPCIC and EPCC contracts, would also discuss the financing aspect of such contracts, including the mechanisms to examine a contract precedent clause-by-clause. The participants would also be introduced to the key terms and negotiation issues in EPCIC and EPCC arrangements, and the impact of project specifications in EPCIC and EPCC arrangements.

    FRAUD BIZMANGRANTED BAIL

He had swindled a businesswomanDT News NetworkManama

A businessman was yesterday ordered to be released on BD100 bail by the High Criminal Court after he was remanded on charges of dishonesty and forgery.

The 32-year-old was detained for allegedly conning a 46-year-old businesswoman who owned a car rental company.

The victim’s firm had reportedly been facing financial difficulties and the 32-year-old offered to help her save the company. But he allegedly sold the cars owned by the company and pocketed the amount.

He also bought several luxury cars from renowned local dealers, and gave them cheques registered under the

victim’s company though he wasn’t authorised to do that.

The victim alleged the 32-year-old handed cheques worth BD49,000.

“When he met me, he pretended to be a member of a reputed family. He convinced me that he could save my struggling company,” the woman told prosecutors. “He fixed the damaged cars owned by the company, and later sold them to people I have never met.”

He told me that he settled

the debts but I found out that he actually kept the money with him. Later on, I discovered that he had issued cheques without my permission,” she added.

The accused also reportedly forged the victim’s signature while issuing the cheques.

He, however, denied the 46-year-old’s claims, stating that he rented the commercial activity of the company and paid her BD40,000 in exchange.

But it was discovered that he was already implicated in another fraud case.

The accused bought several luxury cars from renowned local dealers, and gave them cheques registered under

    Kidnapping: 20 remanded

    DT News NetworkManama

A 29-year-old Malaysian impostor was arrested after he purchased a watch using a fake credit card, court reports read.

He landed in police net after a global company specialised in issuing credit cards tipped the Bahraini authorities about a potential fraud attempt using forged cards belonging to US residents.

According to the court reports, the accused made several unsuccessful attempts with the cards, but he eventually succeed in buying a

gold watch worth BD4000. He was identified after reviewing a camera installed in the shop.

“I received the cards from some people in my country. They asked me to go to Bahrain and buy valuable items and give it to them. They promised me they

would give me a share,” the accused said. He alleged that he was forced to accept their offer because his father owed some money to them.

The suspect is being tried before the High Criminal Court over accusations of fraud and forgery.

Twenty persons suspected of kidnapping an Iraqi teenager and holding him captive in a local farm were remanded into police custody for 30 days, pending investigations.

The teenager was brutally attacked before being released,

and his mother found severe bruises across his body on the next day.

Police investigations established the involvement of a 14-year-old Bahraini boy in the incident, and he is being tried before the High Criminal Court.

The victim claimed that he was abducted because the

kidnappers thought he was a ‘police informer’. “They took me to a farm and stripped me. When I asked them what I did, they alleged that I was a police informer,” the victim told prosecutors. “I denied it, but they didn’t believe me. One of them told me that he had seen me talking to a police patrol,” he added.

“I was about to go to office and I briefly went inside my house. So I left the engine on,” the victim stated. “There were BD500 and two phones

in the vehicle at the time of the robbery. I later saw him (the accused) driving the car in the neighbourhood, and I informed police,” he added.

    The Pet ProjectDT News Network

Ticks are a parasite that commonly affect dogs, particularly during the summer season. While you can find these critters in almost any environment, their favourite spots are warm, grassy and wooded. Certain types of tick bites can be quite harmful to your dog, causing symptoms like irritation, hypersensitivity, skin damage, and anemia. Ticks can also carry diseases with them, like Rocky Mountain spotted fever, tick-borne fever, and Lyme disease. These diseases can be dangerous to your pet if left

    untreated, which is why you

should call your veterinarian right away if you suspect that your pet has been bitten by a tick.

All of these tick-borne diseases can cause your dog to become feverish and lethargic. Your pet may also stop eating, which is a sure sign of a problem. Rocky Mountain spotted fever and tick-borne fever can also cause a cough, laboured breathing, and discharge from the eyes and nose. Lyme disease brings depression, arthritis, and lameness as well. Any of these symptoms warrant a trip to the veterinarian right away, since prompt treatment is extremely important to the health of your pet in these cases.

If you spend a day in the woods with your dog, make sure to check his skin when you get home

for signs of a tick. If you discover one of these critters, there are some methods for removing it that will avoid further damage and pain to your pooch. First, do not use the match treatment that has been commonly thought to be effective in this process. You will stand a much greater chance of burning your pet’s skin than removing the tick. Instead, rub an alcohol swab around the area and gently pry the tick away with tweezers, holding close to the head. Never flush a live tick down your toilet unless you want him to come back up and bite you in the you-know-where! Instead, place the tick in a sealed jar with some alcohol to get rid of it once and for all.

This is a fantasy-fuelled Zoolander moment and it is about Christian Benteke. The reason for this is because he is incredibly over rated at the moment. It seems that so many people expect him to be smashing it at Liverpool, and yet I never thought he would. He is still the most picked striker in Fantasy Football and one of the most picked players overall and Liverpool deemed him worth £32.5 million. What player were they watching? Have they seen their own style of play? What has he done in the last few years to alert anyone that he is definitely going to score loads of goals?

InconsistentSince arriving in the Premier League, Benteke has failed to score on a very consistent level. He has a good goal to game ratio but usually strings a lot of goals into a shost period of time and then embarks on a long goal scoring drought. Many might be happy enough with this but it isn’t what the top players are about. They are not about form, they are about being the best. When you are the best you will always score. You will always play well.Benteke is not among those players, so why was he bought for the same price as them?

Price inflationThis year the prices of players have really started to, properly, go up which does make his price tag a little easier to take. He is young and therefore, of course, has potential. However, he is not a young boy, clearly he has grown to the maximum level of physicality. So we have seen the best of him on that side of the game. That isn’t a terrible thing because he is good at that. He also has flashes of brilliance in him as you can see from the gif below. In fact, if he isn’t scoring headers he is usually scoring great goals. This sounds like high praise but he rarely scores your ‘bread and butter’ goals and so he fails to really rack up top, top goalscoring tallies.Part of this is because of injuries, and he has just got injured again. I can’t say much on that other than it’s a good reason not to spend so much money and good reason not to have him in your fantasy team.

Problem with the fundamentalsThe problem is the basics, he can’t dribble very well. His touch isn’t great. He is not one to spray 40 yard passes or cut a defence open with a clever reverse pass. This isn’t his job of course, it’s to score goals, and yet in my opinion he isn’t really scoring enough.

You only have to watch him to understand all this. His stats are quite good and his stature suggests he is difficult to play against. On his day he does well, but a top club needs a player who always does well and doesn’t have to wait for ‘his day’.So far he has only scored two goals for Liverpool. One of which was a ridiculous overhead, the other of which should not have counted. He really only has one goal for them in six games and he doesn’t look like he is coming close to scoring very often. I don’t remember Luis Suarez ever having that problem.

Harsh assessmentHowever, ultimately I am actually being fairly harsh on Benteke and highlighting his shortcomings when he actually does have a lot of strong points. Maybe some day in the future he will prove me wrong, but the real problem is the style of play that Liverpool and Benteke play.It was much talked about before he

joined. Is he the right type of player? No, he obviously isn’t. I mentioned that he doesn’t score quite enough goals and he failed to create a lot too.If Brendan Rogers and Liverpool football club are to take any credit for what they achieved when they finished second then they have to be aware that they played a style that suited Luis Suarez, where they could get the best out of him.

Could a philosophy change be of benefit?

So why not change your philosophy? Maybe no one else was available but I still see Liverpool playing the same way and Benteke doesn’t have the attributes to control a game the way Suarez did, despite Liverpool paying more for him.If Liverpool change their game to play to his strengths i.e. play the ball up to him early and get lots of crosses into the box, then I will lay off them a little bit.Fantasy players, it’s you I am really angry at. Get him out your team. Wait for him to score, at least, for two games in a row before putting him in.So I feel like I am taking crazy pills because so many people seem so convinced that Benteke will be a success at Liverpool when it was always unlikely he would.

Pilgrims in mass movement to start HajjMecca

Hundreds of thousands of Muslims from across the globe began the annual Hajj pilgrimage yesterday in one of the largest annual gatherings of people in the world.

In what for many will be the highlight of their spiritual lives, pilgrims began moving from Saudi Arabia’s Holy city of Mecca to nearby Mina for the start

of the six-day event. Almost two million people are expected to take part in this year’s pilgrimage, undeterred by a crane collapse at Mecca’s Grand Mosque earlier this month that killed 109 people and injured nearly 400 at Islam’s holiest site.

Joyous pilgrims like 35-year-old Egyptian Walaa Ali had been gathering for days ahead of the event.

“It is a gift from God that he has

chosen us to come here,” Ali said with tears in her eyes, as preachers nearby explained the history and rituals of the Hajj to men and women sitting side by side in Mecca.

“I am so happy to be here,” she said. The Hajj is among the five pillars of

Islam and every capable Muslim must perform the pilgrimage at least once in his or her life.

    Riyadh

Saudi Arabia has rolled out a special metro train service for this year’s Hajj season that will allow nearly 370,000 pilgrims to travel daily from Mecca to Arafat and help reduce traffic congestion.

This year’s special metro service was flagged off here yesterday. It can carry about 370,000 passengers daily, said Haji Muhammad Burhanuddin Ismail, the Director of Operations at Al Mashaer Al Muqaddassah Mecca Metro

Southern Line (MMMSL). The train will commence operations between the Arafat 1 station and will head north toward Jamarat in Mina, stopping at the nine stations along the way, according to Prasarana Malaysia Berhad (Prasarana) company, which was awarded a three-year contract for operations and maintenance of the train network.

Providing connectivity between Arafat, Muzdalifah and Mina, over 370,000 pilgrims are expected to travel daily on the

18.1km alignment. The train service is exclusive for Hajj season.

The train service is expected to effectively take out 53,000 buses from the service and ease traffic congestions.

The train system will operate in five different modes of movements in sync with the Hajj rituals, with the stops increased or reduced in line with the rituals.

The train operations will be officially closed for this year on Sunday.

Saudi Arabia’s free market economy has undergone remarkable changes in a relatively short period of time. It has evolved from a basic agricultural society into a regional and global economic power with a modern infrastructure.

Petroleum is an integral part of the Saudi economy; Saudi Arabia is the world’s largest producer and exporter of oil. In recent decades the Kingdom has increasingly diversified its economy, and today produces and exports a variety of industrial goods all over the globe.

The government has an essential role in industrial and economic development. The Ministry of Economy

and Planning formulates economic and social development plans that set long-term economic goals. Additional sectors of the economy are overseen by individual ministries, such as agriculture, energy, transportation, communications and finance.

The private sector is playing an increasingly larger role in the Saudi economy – it now accounts for 48 percent of the gross domestic product (GDP). The sector is expected to continue growing, especially as Saudi Arabia opens its doors further to foreign investment.

In December 2005, Saudi Arabia joined the World Trade Organization (WTO), a significant development that gives Saudi products greater access to global markets, creates jobs and encourages foreign investment.

Building a modern economyWhen the modern Kingdom was established in

1932, the Arabian Peninsula was an agricultural society that depended on farming and commerce – especially date exports and trade generated by pilgrims coming to Makkah and Madinah. It lacked the infrastructure needed to support the kind of economic growth envisioned by its founder, King Abdulaziz bin Abdulrahman Al-Saud.

The discovery of oil in commercial quantities in 1938 changed that. Soon after World War II, steady oil exports provided the funds to build a basic infrastructure of roads, airports, seaports, schools and hospitals.

In 1970, Saudi Arabia introduced the first of a series of ongoing five-year development plans to build a modern economy capable of producing consumer and industrial goods that previously had been imported. The country’s infrastructure was expanded, allowing industry and commerce to flourish.

At the same time, the national oil company, Aramco, invested in new production facilities, pipelines, plants and shipping facilities and continued exploring for new deposits to maximize earnings from the oil sector, which were needed to fund further growth.

The result has been a steady economic transformation of the country. Today, Saudi Arabia is one of the fastest developing countries in the world.

    Steady economic tranSformation

The Saudi National Day is celebrated in Saudi Arabia on every 23 September. Saudi National Day follows the day where King Abdulaziz announced the country as a kingdom on 23 September 1932.This year (2015) KSA is celebrating its 85th Saudi National Day.

The Kingdom of Bahrain enjoys longstanding healthy bilateral relations with most countries of the world and is also a key area of economic bilateral co-operation. Bahrain plays a major role in promoting international relations by hosting several international forums aimed at further advanced global partnerships. It has also hosted many functions to further cement partnership between the Gulf, the broader Middle East and North Africa.

Last year His Royal Highness Prime Minister Prince Khalifa bin Salman Al Khalifa attended the Kingdom of Saudi Arabia’s National Day celebrations, held by the Saudi Embassy in Bahrain, and hailed the achievements accomplished under the leadership of the Custodian of the Two Holy Mosques late King Abdullah bin Abdulaziz Al Saud.

Saudi Arabia’s strategic role and supportive stances for Gulf , Arab and Muslim countries is well known.

Bahrain has always joined the celebrations of the National Day of the Kingdom of Saudi

Arabia from the understanding of participating the happy days of the Kingdom of Saudi Arabia . The bonds of love and brotherhood tie of both Kingdoms will always grow strong .

The support of the Custodian of the Two Holy Mosques and the Kingdom of Saudi Arabia for the Kingdom of Bahrain is commendable. The relations between the two kingdoms carry an inherited character that will continue to enjoy Bahrain’s interest and appreciation. Bahrain has voiced keenness for further consolidating relations and cooperation between the two countries, especially amid the focused attention paid by HM King Hamad bin Isa Al-Khalifa and the Custodian of the Two Holy Mosques to further consolidate bilateral relations.

Connecting Saudi Arabia to the Kingdom of Bahrain, the King Fahd Causeway is a marvel of engineering. The King Fahd Causeway is vital in linking Saudi Arabia and Bahrain and enhances relations between the two countries. The idea of constructing the causeway was based on improving the links and bonds between Saudi Arabia and Bahrain. It all started during the 1950s, when King Saud of Saudi Arabia visited Bahrain on a state visit. While there, he expressed a wish to solidify the relationship between the two countries, setting in motion some ambitious ideas. Over ten years later, on another state visit, the Prime Minister

of Bahrain and King Faisal of Saudi Arabia officially agreed that a literal bridge between the two countries would serve this purpose admirably.

In 1968, both countries formed a joint committee to assess the financial undertaking required for the task. As a result, the World Bank was requested by the committee to contribute their assistance in methods of implementation of the mammoth-sized project. This required taking into account the environmental and geographical aspects of the Saudi-Bahrain region.

As you drive over the bridges, you can take in fantastic sea views across the Gulf of Bahrain and over towards the cities

of Al Khobar or Manama, depending on which direction you’re travelling. Traffic on the causeway can be heavy, especially during rush hour and at the weekend, so pay attention to local traffic news before you visit.

Customs and passport control are on the fourth and largest island. You can turn around before you reach it, if you’re just visiting the Causeway for the joy of driving, but if you’re planning to visit Bahrain for the afternoon make sure you have the appropriate travel documents with you. Fast food restaurants McDonalds and Kudu are located on the Saudi side if you’re in need of a refuel before continuing.

    TALIBAN KILL 10 SOLDIERSMazar-i-Sharif

Taliban militants who gained access to an Afghan army post through a collaborator killed 10 soldiers yesterday, officials said, in the latest episode of an “insider attack” on government

forces. Lutfollah Azizi, governor of the northern province of Jawzjan where the incident took place at around 2:00am, said 14 soldiers were stationed at the checkpoint, including one infiltrator who allowed the attackers to enter. “After

killing four soldiers using a hand grenade, the Taliban detained the others by tying their hands behind their backs. They then executed six more, while three managed to escape,” Azizi said.

The attack was confirmed by provincial police chief Faqir Mohammad Jawzjani. Meanwhile,

six police officers including a district chief were killed the same day by a roadside bomb in the neighbouring province of Balkh.

Jawzjan province, which borders Turkmenistan, has largely been spared the worst of the violence from a bloody Taliban insurgency now in its 14th year.

But some of its districts, including Qush Tepah where the attack took place, have seen a rising Taliban presence.

The Taliban, fighting a bloody insurgency since a US-led invasion ousted them from power in 2001, have long said the departure of “occupying” foreign troops is a necessary condition for meaningful peace talks.

The deaths of three Australian soldiers killed in an insider attack in Afghanistan in 2012 may have been prevented had the military passed down a NATO order to tighten security, a coroner found yesterday.

Deputy coroner John Lock in the state of Queensland said an order from NATO’s International Security Assistance Force (ISAF) in 2012 to increase protections for troops after a spate of insider attacks was not passed down to the platoon level and the failure to pass down these

key orders might have contributed to the deaths of the soldiers. Lock said in 2012, there had been a significant spike in insider attacks in Afghanistan and this promoted NATO-led ISAF to release an order that emphasised security, including separation of Afghan soldiers from mentoring troops and the employment of armoured guards.

He said there was a “failure at a number of levels in the chain of command” to implement the order, which required a reinforcement of protection measures.

Robert Poate and Lance Corporal Stjepan Milosevic were shot dead by Afghan National Army Sergeant Hekmatullah in August 2012 at a small patrol base in southern Uruzgan province.

The Australians were not in a state of readiness, with some soldiers wearing gym gear, when the attack started.

Lock recommended the Australian Defence Force review communication processes so intelligence information and risk reduction measures would be shared throughout command structures.

‘No peace until foreign troops leave’Kabul

The Taliban’s new leader told Kabul yesterday it must cancel a security deal with the United States and expel all foreign troops if it wants peace.

Mullah Mansour, who formally took charge after the death of Taliban founder Mullah Omar was confirmed in July, made the demand in a message marking the Muslim festival of Eid ul Adha.

“If the Kabul administration wants to end the war and establish peace in the country, it is possible through ending the occupation

and revoking all military and security treaties with the invaders,” Mansour said. Washington and Kabul signed a deal in September last year allowing around 13,000 foreign troops, including 10,000 US soldiers, to stay on after NATO’s combat mission ended in December 2014.

US businesswoman held in China for ‘espionage’TrappedBeijing

A US businesswoman has been held for six months in China over alleged espionage, her supporters said.

China’s ministry of state security detained Sandy Phan-Gillis in March and she is being investigated on accusations of “spying and stealing state secrets”, according to the website savesandy.org, which provides information on her and her case.

Phan-Gillis was held while crossing the border to Macau at the end of a visit to China by a trade delegation from the Texas oil capital Houston, where she is a member of the mayor’s International Trade and Development Council, the site said.

The five-member group had visited other Chinese cities including Beijing, Guangzhou and Shenzhen and only Phan-Gillis was detained, it added.“Sandy is not a spy or a thief,” her husband Jeff

Gillis said on the website. Foreign ministry spokesman Hong Lei confirmed the investigation at a regular briefing yesterday.

“The person you mentioned... is suspected of carrying out activities endangering national security, and is currently being investigated by

relevant departments,” he said. “We hope that the outside world will respect China’s handling of this case according to law.”

It was not clear why the case had not been publicised until Monday, when the first announcements were posted to the site.

But the news came as Xi embarked on a visit to the United States beginning with a stop in Seattle before heading to Washington for talks with President Barack Obama.

No contact “Sandy has now been detained for over six months, and she has not been allowed to see or speak with friends, family, or even her lawyers in that time,” the website says.

She was formally arrested at the weekend, the website said, but added that no charges had been filed and earlier appeals for her release had received no response. “Chinese

authorities have conceded that they don’t have sufficient evidence to file formal charges against Sandy, yet they have not released her,” it added.

Phan-Gillis has family origins in southern China, but was born in Vietnam, the website says, leaving the country in the late 1970s as part of the exodus of “boat people” who fled Communist rule.

Phan-Gillis has been visited once a month by officials from the US Consulate in Guangzhou, the website said. Hong, the foreign ministry spokesman, said that US officials had met with her six times.

The website describes Phan-Gillis as in “very poor health” and suffering from ailments, including high blood pressure.

“She is currently well and healthy,” Hong said, also stressing that her “rights are being respected”.

The US embassy in Beijing referred inquiries to consular affairs officials in Washington.
