INFORMAL ECONOMY IN SERBIA – BASIC INFORMATION

It is estimated that about 600.000 people, or every fourth employee, working in informal economy in Serbia.

The informal economy is present in construction, trade, tourism and catering, handcraft and service sector, and more in small and medium-sized enterprises.

Serbia does not differ significantly from other countries, however, concerns a very high participation of persons with completed higher education (around 26,4%) in the gray economy.

In the gray economy of Serbia in the year do trade worth more than 4 billion euros, or about 30% of the total annual turnover of goods and services.

The measurement of the “Living Standard Measurement Study” of 2007 confirms a 35 percent share of informal employment (in 2002 - 30%).

in the informal economy, more employment is unqualified and unskilled workers,

53% of informal workers had primary education, 39% - had secondary education and 8% - were university graduates.

The informality rate of young people increased from 41% in 2002 to 50% in 2007.

Informality is strongly determined by the level of education of young workers: nearly 95% of all young workers with primary education are informally employed, compared to 40% of workers with secondary education and 16.3% of young workers with higher education.

INFORMAL ECONOMY IN EUROPE- Shadow Economy in % of GNP

According to the EBRD, average size of the informal economy for South East Europe is done more than 36 per cent of GNP,

The average size of the West-European (26) OECD-Countries of the informal economy is 18% (Austria 10%, Netherlands 13%, Portugal 22,6%, Spain 22,6%...),

The average size of the informal economy in European Union is 14 per cent of GNP.

10/09/2008 – Presidency of the Council CATUS is adopted National action plan for Srbiju for 2008/2009;

In early October – representatives of Metalworker trade union and Labour inspection visited 21 company in Kragujevac, Nis, Subotica and Belgrade in order to check the labor contract and control the implementation of standards of security and protection at work;

- 15 October 2008 – a meeting was held on the activities of the Project

ITUC/PERC – FNV, in Belgrade

The meeting was attended by: Professor Krjasto Petkov, Mentor of Project, Mr. Jasmin Redžepović, then Head of the Office of ITUC/PERC for South Eastern Europe in Sarajevo, CATUS i UGS Nezavisnost, coordinator of Project for Confederation of Autonomous TU of Montenegro. The aim of the meeting was to exchange information about activities, presentation of National reports for Serbia and Montenegro and the Action Plan for Serbia.

Under the auspices of Swiss Labour Assistance (SLA), which is Women’s Section of CATUS approved

and funded project “Trade union and social dialog in Serbia”, on 20 november 2008 in Vranje held the

Round Table ”Participation of the women in the informal economy”.

Research was conducted about the informal economy in Pčinjski okrug - Vranje, which is done by the research team of Council of CATUS - Pčinjski okrug, Vranje.Are printed the Leaflet, posters and brochure for the purpose of

further education in the Women’s Sections and beyond.
