I was glad to be elected to the position of CMPA Chairperson in 2011 and have seen our Association continue to evolve over this time. A major objective has been getting face to face contact with Ministers to register CMPA concerns. this has occurred by way of meetings with Deputy Premier Peter Ryan in 2013, the Minister for energy and Resources, Russell Northe; the Minister for Water, Peter Walsh; and the Shadow Minister for energy and Resources, Lili D’Ambrosio in 2014. Meetings have also been held with the Red tape Commissioner, John Lloyd.

of note was the Government Response to the economic Development Infrastructure Committee (eDIC) Report “Inquiry into Greenfields Mineral exploration and Project Development in victoria” released in 2013. the Government Response does partially reflect CMPA members’ concerns. the recommendations of the document are now being implemented. CMPA has been active in this process and is endeavouring to ensure reduction in regulatory burden and costs to Members.

CMPA has focussed on the critical area of safety. the following documents are being or have been developed with input from Members: Blast Management Plan, Guarding Guidelines, Guidelines for the development of a traffic Management Plan, update of the Work Safely Reference manual and dust management training.

the CMPA has also been working hard on delivering education programs and lifting standards, for example, Industry employers

and educational Providers Workshop, leading to the Conduct Haul truck operators training being developed. the Policy and Special Issues Fund has been well utilised for Members’ benefit. Funds went towards the development of training: collect routine site samples and conduct laboratory based tests, medical documents including functional assessments, short form transport contracts and credit application (terms and conditions of trade) as well as submissions on various State and Federal Government policies.

the basic challenges for the CMPA as a peak body in our industry remain:

• Achieving meaningful engagement and responses from Government at all levels,

• Improving access and relevance of training and increasing competencies in our industry, and

• Securing sustainable availability of raw materials for the future.

I am sure incoming Chairman, Garry Cranny, will enjoy the full support of the Membership and executive as we continue to address these very significant issues.

In conclusion, I would like to thank the Management Committee and Secretariat for their support and all of the voting, Associate and Workforce Members who have assisted the CMPA throughout my term in office.

STEPHEN RiCHARDS of Richards’ Quarries & Concrete, Swifts Creek & Omeo reports on the development of the family business.

Stephen’s father, Laurie, initially trained as a blacksmith wheelwright, started the business. In the 1950’s Laurie worked with the CRB on the spray gangs and drove trucks around Ballarat. He worked on the White Swan Dam, Ballarat and on the Altona & St Kilda breakwaters carting rock.

He had a small quarry at Wandin North but in the early 1960s he got squeezed out by Bayview Quarries at Montrose. His brother, a plumber, had moved up to Swifts Creek, in the former omeo Shire, east Gippsland. the local shire engineer told Laurie’s brother to approach him about coming to crush some river gravel as there was gravel but no-one to crush it.

Laurie moved up with a mobile crushing plant to omeo along the Livingstone Creek. In those days he had a Lanz Bulldog tractor, 16 x 10 Primary, 14 inch Gyrex, bucket elevator with an inclined vibrating screen and a 4 wheel drive home made loader built on a Blitz x-army chassis powered by an Austin truck engine.

Laurie made the plant himself with the exception of the crushers. He moved around crushing at ensay on the tambo River, then moved to Swifts Creek on the tambo. He moved to Bruthen near Ramrod Creek and then to orbost where he worked a quarry at Brodribb River beside the Princes Highway.

Stephen, who is 60, left school at the age of 16 (1969) to drive loaders, and as an 18 year old, as soon as he had his licence, he was running the river stone plant at Swifts Creek for sealing aggregate production.

He lived in a caravan and went back to orbost/Marlo on weekends. Laurie continued at Brodribb but finished up with the quarry in 1971 and the family moved to Swifts Creek to concentrate on crushing river stone from the tambo River.

In 1980 the 50 acres at tongio, tambo River flats, 10km north of Swifts Creek was purchased for a base because of river stone on the land. River gravel would be sourced from various locations in the tambo valley and deemed suitable by the then Lands Department under permits on Crown Land.

In 1997, the introduction of the extractive Industries Development Act 1995 highlighted a number of anomalies in that we had no formal tenure for river gravel extraction. our approvals were granted for specific amounts from specific places along the river.

Suddenly it became politically incorrect, a bureaucratic nightmare between departments and possible Native title claims on Crown land meant extracting river stone gravel production ceased in the tambo valley.

Laurie approached the newly formed east Gippsland Shire to lease the quarry site at Bung Bung Lane, Benambra. Previously, telstra when digging in a telephone cable, unearthed some rock which the Shire engineer had tested.

the east Gippsland Shire then purchased 9 acres of the land. Initially the rock was used by the Shire to open the road for Western Mining’s, Benambra Copper Mine in the early 1990’s. L&S Richards had crushed there in 1995 under contract to produce rock for the Shire at Bung Bung Lane but for 3 years the quarry was not used.

With a lease in place in 1998 an extractive Industries Work Authority was obtained for both the Benambra Hard rock quarry and family owned Bindi Rd, tongio for sand and gravel.

the materials crushed were used mainly in the omeo Shire for road sealing aggregate. Stephen and Laurie also set up a small portable concrete plant and started using a mixer barrel in the back of a tip truck for delivery. In the early days, the onsite production of concrete tanks was popular and most concrete tanks seen in the district were made by L&S Richards.

Septic tank installation and the supply of drainage aggregate was also an important part of the business. Now plastic tanks and the introduction of a sewerage scheme at omeo has reduced demand for 20mm aggregate.

In 2000 the introduction of GSt saw the name changed to Richards Quarries & Concrete and Laurie supposedly retired from the business aged 74 years.

the rock at Bung Bung Lane Quarry is Ignimbrite created by a volcanic explosion from Mt Bung Bung. the current site

is 9 acres with rock going down to a depth of 150+ meters. With a mobile primary crusher set up at Benambra, rock was initially carted down to Swifts Creek some 50km.

Later, a crushing plant was assembled at Benambra and rock is now crushed on site. Never ones for buying new or “off the shelf” Laurie & Stephen are true inventors and recyclers setting about building up the crushing plant as it is. Drilling for water was done to no avail but they found the rock goes down a long way.

the rock at Benambra has an LA of 9 and is an excellent A grade sealing aggregate. It’s a high quality building rock being naturally flat faced, mostly with parallel sides, and has been used locally and in the snow fields of Mt Hotham and Dinner Plain. Recently large amounts have been used on house projects on the other side of the mountain at Harrietville and Myrtleford.

the concrete plant was at Bindi Rd, Swifts Creek but a new plant was installed in a disused gravel pit on the outskirts of omeo and a bore was installed with good water. this site cannot be viewed from the main road and the nearest house is about 1km away out of sight.

Stephen, like his father is one who can fix most things and if he doesn’t have it he can make something to keep the wheels moving. He has been in the quarry industry all his life. Stephen is a founding member of the CMPA but a distance of 400km from Melbourne with one employee makes attending meetings difficult. He is an avid reader of quarry related and old machinery material.

Roads to Recovery Program

Management Committee Meeting

A meeting was held with CMPA, Members and Robert Kelly, Tony Ferrazza and Sean Byrnes from Victorian WorkCover Authority at Northern Quarries to discuss safety inspections and training issues on quarry sites.

A meeting was held with CMPA, Members and John Mitas and Rezina Sham from Victorian DSDBi at Northern Quarries to discuss the Work Plan Form and Rehabilitation Bonds.

CMPA, Members and VicRoads met in Kilmore to discuss technical issues and matters relating to proposed changes in various Sections.

CMPA (Elizabeth Gibson) and Mark Wagner met with DSDBi in Melbourne to discuss Rehabilitation bonds.

Extractive industries Taskforce meeting, DSDBi, was held in Melbourne and was attended by Elizabeth Gibson (CMPA). The main issue discussed was the security of construction materials.

Earth Resources Reform Steering Committee (draft Risk Based work plan form and rehabilitation bonds), DSDBi held a meeting in Melbourne and was attended by Elizabeth Gibson (CMPA).

Gavin Moreira (CMPA) visited Voting Members in the North East of Victoria on his way to looking at venues for the 2015 Annual Dinner.

CMPA (Elizabeth Gibson) and Conundrum Holdings (Ron Kerr) met with Lili D’Ambrosio MP Shadow Minister for Energy and Resources at Northern Quarries.

The CMPA Associate Committee and Management Committee held their meetings at Mead Partners in St Kilda.

The CMPA Annual Dinner and AGM was held at the Pullman Hotel in Albert Park with close to 300 people in attendance.

the Management Committee meeting was held on 27 August, 2014 and was hosted by Mead Partners in St. Kilda. John Mawson (Chairperson), Garry Cranny (Deputy Chairperson), John Pititto (treasurer), Basil Natoli, Ant Bateup, tej Panesar, Andrew Burdett and tim Bird attended with apologies from David eldridge and Mark Barryclough.

the major issues discussed were approving of the 2013/14 financial report for the AGM 2014. Always looking to the future the venue for the 2015 Annual Dinner/AGM was selected. Four venues were visited to assess their suitability for the Annual Dinner 2015: Goulburn valley Hotel (Shepparton), Sherbourne terrace (Shepparton), Gateway (Wangaratta) and the Performing Arts Centre (Wangaratta). the preferred venue was the Performing Arts Centre (Wangaratta).

Discussion centred on training and it was proposed, the front end loader training unit (William Adams) be made applicable to concrete and a training unit be developed for weighbridge operator/concrete batch plant dispatch operator. Additionally, vWA is to be approached to advocate (during their site visits) training for employees.

the CMPA website is due for an upgrade to meet Members current and future expectations through increasing the interactivity of the website. A supplier for the upgrade was selected.

At the conclusion of the meeting, robust debate was held with Kylie White, executive Director, earth Resources Regulation (DSDBI) which mostly centred on Risk Based Work Plans and is discussed in detail in this issue of Sand & Stone.

CMPA NEWSby CMPA Secretariat

tHe objective of Roads to Recovery is to contribute to the Infrastructure Investment Program through supporting maintenance of the nation’s local road infrastructure asset, which facilitates greater access for Australians and improved safety, economic and social outcomes.

From 2014-15 to 2018-19 the Govern-ment will provide $2.1 billion ($350 million in 2014-15) under the Roads to Recovery

program, to be distributed to Australia’s local councils, state and territory Govern-ments responsible for local roads in the unincorporated areas (where there are no councils) and the Indian ocean ter-ritories.

Legislation to continue the supply of money for this program finally cleared the upper house recently after weeks of difficult negotiations.

Wall Planner

As we approach the final quarter of 2014, the Secretariat is now preparing the 2015 CMPA Wall Planner. this will be the fourth year it has been put together.

An email has been sent to all Members requesting advertising for the planner. there are only 24 spots available with only 8 spots remaining.

All Members would have received their renewals for 2014/15. It would be greatly appreciated if the application form can be completed and sent back via email, fax or mail by the end of october. We do require the form to be completed for our records. once the paperwork has been received a tax invoice will be issued.

the CMPA Preferred Suppliers & General Information Reference Manual 2014/15 has been delayed. It is currently being collated and will be delivered in late october 2014.

Meeting with Shadow Minister

Liliana D’Ambrosio, Shadow Minister for energy and Resources (victoria) took some time out from her busy schedule to visit Northern Quarries (Conundrum Holdings) pictured with Ron Kerr (Hon Ceo, CMPA and Managing Director, Conundrum Holdings) and Dr elizabeth Gibson (General Manager, CMPA).

Firstly a presentation on the Northern Quarries was made in the meeting room by Pat Kerr (Production Manager) and Mark Wagner (Marketing Manager). Northern Quarries is located in epping, 20 Kilometres north of the Melbourne CBD and is well placed to service the Melbourne Metropolitan region. Discussions centred on the operations of the Quarry with the Shadow Minister showing her interest by asking pertinent questions about the industry. the presentation was finished off with a video of a blast at the quarry. Charles Kerr (Quarry Manager-Processing) and Wayne Deken (Quarry Manager) then took the Shadow Minister for a tour of the site after which the visit concluded.

on 27 August, 2014 the CMPA Associate Committee held its latest meeting at Mead Partners in St Kilda, and was followed by a light lunch with the Management Committee. this was a great opportunity for both committees to meet and gave Associates a good chance to network with quarry owners in the one location. the CMPA Honorary Ceo, Ron Kerr was also involved in the meeting which allowed Associates to gain a greater understanding of the origins of the CMPA and where it is heading in the future. Ron acknowledged and thanked the Associates for their presence and contributions to the Association and the Industry.

An update was provided by the Secretariat on the 2014 Annual Dinner and discussions were had for the location of the 2015 Annual Dinner. the chosen venue was the Wangaratta Performing Arts Centre.

the growth and development of Sand & Stone was discussed and so too was the importance of associate member

contributions in the form of editorial, advertorials and staff profiles to not only help keep the content interesting for all readers but to publically advertise your business. An integral part of being a member of an association is to be able to communicate to other members what you are all about and what you can offer to help grow each other’s businesses. Successful businesses can only benefit the industry in the long run.

the CMPA website re-development was discussed with a suitable It company nominated to provide the necessary improvements to the site. Design work to commence in october.

other networking opportunities for 2014 are currently being investigated including regional trade shows in conjunction with workshops and meetings. As well as other ways to be able to communicate more regularly with voting members was keenly discussed.

Risk Based Work Plan Form

the Department of State Development, Business and Infrastructure (DSDBI) is implementing the Government response to the eDIC Inquiry into Greenfields Mineral exploration and Project Development in victoria (2013).

one of the recommendations is the requirement for a risk based work plan. this concept was introduced through the Mineral Resources (Sustainable Development) Amendment Act 2014 s 16 which will replace s 40 in the Mineral Resources (Sustainable Development) Act 1990 from December 2016.

However, as a result of the Hazelwood Mine Fire inquiry recommendations this date will be bought forward to December 2015. one of the issues that has been raised with the Minister by CMPA is the need to separate mines from quarries due to the greater and different risk profile of mines as evidenced with the Hazelwood mine fire.

As discussed in previous issues of Sand & Stone, DSDBI is in the process of finalising a risk based work plan form that will be made available electronically.

From CMPA’s perspective a Work Plan has four purposes:

1. To prescribe the activity proposed on the site.2. To be a reference point for the community and other

interested parties to scrutinise.3. To be a “contract of evidence” between the regulating

bodies (DSDBI and Council) and the applicant.4. To be a reference document for all parties to

demonstrate ongoing compliance.

As discussed on 18 June, 2014 with DSDBI at the Workshop, CMPA highlighted a number of areas that need to be addressed:

• Changeuseoftheterm“risk”to“activityassessment”intheFormandGuidelines.

• RecogniseandoutlinehowtheRiskBasedWorkPlanFormwilladdresstheimpactsofcurrentsequencingofapproval:WorkPlanfollowedbyPlanningPermit.

• Provide tangible and quantitative evidence that the RiskBasedWorkPlanFormwill stream line theprocess,therebyreducingproponenttimeandcostandmeetsthe“DraftGuidingPrinciplesforaReformedWorkPlan”.

• Implementation of the Work Plan Form must beaccompanied by training and education of proponentsandERRinspectors.Trainingandeducationmustincludediscussion and refinement in order to have a consistentapproachacrossERRastowhatconstituteslow,medium,highandveryhighrisk.

• An expanded code of practice for quarries (e.g. BlastingandDrilling,Traffic,Noise,Dustetc.).

A vicRoads / CMPA technical meeting was held in Kilmore with the CMPA technical Committee comprising of Craig James and Wayne Douglas – e. B. Mawsons & Sons Pty Ltd, Mark Wagner - Conundrum Holdings Pty Ltd, Bill Payne – Quarry Crete, elizabeth Gibson – CMPA and Graeme Newman and Sven Scheppokat from vicRoads. the meeting was an opportunity to discuss proposed changes to Sections and other related technical issues.

1. Proposed Specification Changes

• Draft Section 813 crushed rock for light duty base andsubbase pavement.

this Section is proposed to cover the requirements of crushed rock and plant mixed wet-mix crushed rock for 20 mm nominal size Class 3L base and for Class 4L crushed rock subbase for light duty pavements. In this Section it appears that vicRoads was relaxing its road specifications for the use of recycled materials. this Section is expected to be released shortly.

In the next version of 812 which is just about to be released, there will not be a separate specification for recycled materials. this gives vicRoads the ability to approve mixes that are not meeting requirements, however, recycled material will not be used in A grade material. vicRoads is currently accrediting recyclers.

• Section702Subsurfacedrainage

there is now allowance for crushed glass.

Class II has to meet all the vicRoads’ requirements in order to obtain registration.

2. Crushed Rock Mix Registration• Unbound and bound (CTCR) crushed rock. It is now

mandatory to register all unbound products.

3. Quarry Accreditation Program & Surveillance• AnnualProgramofvisitstonowincludequarryinspections,

audit and surveillance. the frequency will be dependent on the quality of the previous product which, if satisfactory, will occur every 12 months. Hence, there will be more frequent visits if there are issues and this will be assisted by a new staff member who commenced in July, 2014.

• Auditandsurveillancevisitsonlyoccurtofacilitiesactuallysupplying to vicRoads.

• The issue raised that the material once supplied mayspend some time on the ground. the Committee said it would be preferred if the material is audited prior to supply.

5. Other issues

the issue was raised that wet PI (~$300) required for Class 1 rock is a lot more expensive than dry PI (~$150) and not many laboratories undertake wet PI testing.

• NATA requirements for reporting to the nearest 0.1%.AS 1141.11.1-2009 (Methods for sampling and testing aggregates - particle size distribution - sieving method). the issue of the requirement by vicRoads to report the result to 1 decimal place which differs from the method specification has not been resolved. It is proposed vicRoads approach Australian Standards to have the result reported to 1 decimal place. Some operators are reporting the whole number and then make an additional commentfor0.1%.

• Requirementsforsignatorystatusinsmalllaboratories.

the sustainability of small laboratories in rural areas is in question since the change of signatory requirements came into place on 01/07/13. It is in vicRoads interests to approach NAtA to rectify this issue.

Correct Sizing and ProfilingExperience has shown, that approximately 1 in 3 cases of premature wearing belt cleaners is caused by incorrect profiling of the cleaner against the conveyor belt.

With most of the cleaning required in the centre of the belt, where majority of material is being conveyed, (assuming tracking is acceptable); this is the location where most of the wear in the cleaner will occur.

Over time, a wear pattern occurs, parabolic in appearance similar to a “smile”. This is due to the parts of the blade contacting the clean sections of the belt and not wearing in comparison to the centre, therefore restricting the rest of the blade from adjusting itself closer to the head drum.

Combined with the fact that the belt cleaner may be trying to remove conveyed material from the belt rather than left over carry back, causes the issue regularly witnessed and discussed.

In the event of this occurrence, it is suggested that sections be cut off, where the smiling is starting to form, providing a more even cleaning edge, prolonging the blade’s wear life and increasing overall cleaning efficiency.

Tension AdjustmentLastly, the tensioning of the belt cleaner is a key performance factor, and often confused part of cleaning the conveyor efficiently. A common misconception is that if more pressure is applied to the blade, better results will be achieved.

This statement is only partially true. Previous studies have shown that over-tensioning of the cleaner increases frictional drag on the belt, decreasing the wear life of the cleaner whilst also increasing the overall power consumption of the conveyor.

If fasteners have been added to the belt to fix tears, over-tensioning the belt cleaner may result in the cleaner being damaged or the fasteners being forcefully removed, further damaging the valuable conveyor belt.

Some belt cleaning systems have centralized torque transmitters, engineered to self-adjust and maintain an evenly distributed yet concentrated pressure on the centre of the belt, where the majority of the cleaning is required.

ConclusionCorrect belt cleaning should never be an overlooked element in conveyor maintenance. If a well-engineered cleaner is installed correctly, considering these 5 factors, not only will the cleaner get optimum life but so will the other associated conveyor componentry, the valuable belt and structure of the conveyor itself.

The role of maintenance is transformed from fixing breakdowns to optimizing overall productivity, placing the maintenance function at the heart of the quality improvement process.

Chairperson’s Report – John Mawson

the last year has seen the CMPA continue to represent and service the needs of Members. By providing advice, materials and advocacy to assist with: training, networking, occupational health and safety and industry-regulator relationships the CMPA, your Association, has sought to improve the performance and image of extractive Industries in victoria.

the CMPA has met with State Ministers, the Red tape Commissioner from State Government and the State opposition. the CMPA has a policy of being non-partisan and taking an even-handed approach to the way we consult. this has held us in good stead with both major Political Parties.

CMPA has also been working with DSDBI on a number of recommendations raised in the Government Response to the eDIC Inquiry into Greenfield Mineral exploration and Project Development in victoria (2013). the main focus by DSDBI has been the development of a draft risk-based Work Plan (the CMPA requested a reduction in costs and time to be demonstrated), a draft discounted rehabilitation bond system (the CMPA requested a review of the rehabilitation bond formula) and the sustainability and security of victoria’s extractive resources.

Industry networking is also an important aspect of the work at the CMPA. Several safety workshops and training days were organised during the year and were attended by a total of 150 people. Industry operators, equipment suppliers and regulators met together at these workshops to address the issues of traffic Management and Plant Guarding in quarries.

the CMPA Secretariat continues to represent Members’ views to State and Federal Government on a whole range of issues including:

the year has been full of positive energies driving greater interactive communication with the voting members and their Quarry operational teams. this is especially pleasing in the current difficult business environment and the various challenges faced by the individual businesses and the industry in general.

the support from voting members to the Associates, now seen as a “Preferred Supplier” has encouraged more suppliers to become Associate members. this has had a snowballing effect and now there is more open talk among Associates as to how to be mutually inclusive in the CMPA and create a true win-win relationship with the voting members.

With constant positive interaction, Associates have weathered the economic storm and are establishing more innovative ways to add value to their products and services to the voting members.

this year’s Annual Dinner at the Pullman in Albert Park is aligned with the AGM. It will showcase the increasing number of Associate Sponsors, new and old, coming forward to make the event and related activities for members and their spouses very enjoyable and well deserved after a year of hard work. very special care and attention is taken to make it a memorable weekend of the year.

In leading the Associates group during the year, it has been my pleasure to work with the team of committed Associates with a simple expectation of planning ways to make the association with voting members more meaningful. We have progressed in the right direction and will use the coming years to continue the efforts to gain momentum for consolidating the achievements. It is pleasing to see the team recommitting to another term of working together.

Education Committee Report – Garry CrannyCMPA has continued to maintain its representation of members’ education and training requirements to government, peak training bodies, Rtos and other industry organisations.

Resource DevelopmentAreas of educational activity in CMPA include the update of Work Safely Reference Manual and the Cut, Weld and Bend Materials Manual which forms the training resource for the RII09 Resources and Infrastructure Industry training Package. A total of 59 attendees have undertaken Worksafely refresher training and 17 attendees undertook dust management training.

CMPA is witnessing a low uptake of certified training for operators and managers.

The Futurethe major events for 2013/14 was the Guarding Workshop attended by 33 members. A working group has been formed to develop Guarding Guidelines for the construction material processing industry. Additionally, a Workshop was held on traffic Management in quarries attended by 25 members. A Guideline is in the process of being produced. Further training resources will be developed over the next 12 months including training for weighbridge operators/concrete batch plant dispatch operator.

Further effort has been expended in convincing peak training bodies and Rtos, vocational training and assessment must be applicable to the real job the employee is being paid for. CMPA will continue to work with Rto’s such as William Adams to further develop training in areas such as operated Dump truck, operate Loader and operate excavator. Additionally education providers are preparing a business plan for our industry. Hopefully, it will result in addressing our competency obligations and our production requirements.

Treasurer’s Report – John PitittoAs we reflect on a year that has provided all members with challenges be it operational or financial, the CMPA has continued to support its members and provide up to date information that is necessary for them to continue to run their businesses in a highly regulated industry. the ability to do this has come from a financially stable association which has the resources to invest back into the industry it represents for its members benefit.

the association has continued to build a strong financial position with the final results exceeding our expectations. the final profit was ahead of our budgeted profit for the year, this was mainly due to an increase in membership and meetings revenue.

the major source of income was membership subscriptions, with contributions from meetings and events, newsletter advertising and operator document sales. Revenue was higher than the previous year.

employment expenses were the single largest expense in the period. this covered one full time employee and two part time employees. other expenses included publications, consultants and the cost of holding meetings and events. total expenditure was marginally higher than last year.

In the midst of this tough economic climate it is great to see members are still willing to support the association through membership renewals for the upcoming year.

Secretariat’s Report – Sarah Andrewthis year has seen the CMPA run many very successful events including two General Meetings and four workshops, as well as coordinating training providers and attendees for eight recognised courses. In total over 250 people participated in these activities.

A lot of time this year has been spent with the DSDBI and the implementation of the eDIC report. elizabeth presently represents the CMPA on the following committees: earth Resources Reform Steering Committee (Risk-based Work Plan form and a discounted rehabilitation bond model) and the extractive Industries taskforce (Security of access to construction materials).

It is anticipated this representation will continue over the coming year, and will from time to time require member’s contribution. your assistance in this regards would be greatly appreciated.

Gavin has taken on the title Member Services Manager this year, and as such will be spending much more time this year visiting member’s sites. We would like to thank all our Members for their time and effort in hosting us and ensuring we have a better appreciation of your needs.

Information FlowSand & Stone remains the primary source of keeping Members informed of the CMPA’s activities throughout 2013/14. After many years of in house design work by Michelle Kerr, this year we formally engaged our publishers y Media to undertake the design work. We thank Michelle for her time and effort over the years in designing Sand & Stone. the standard of the magazine is a testament to the hard work put into its design by Michelle Kerr, its publishers (and now designers) y Media, its many contributors especially those who present articles for every edition, and finally the advertisers because without them there would not be a magazine.

The 2014 Annual Dinner

The CMPA Annual Dinner was held at the Pullman Hotel in Melbourne. The night was enjoyed and well received. MELANiE SUMPTER, CMPA Administration Support Officer reviews a fantastic night.

With 280 guests in attendance it was the biggest function for the association.

the evening began with pre-dinner drinks and canapés in the foyer. the guests socialised over a wine or beer.

the CMPA Annual General Meeting was held in the Grand Ballroom 2. John Mawson, CMPA Chairperson opened the meeting and spoke about the last twelve months.

A motion was raised to accept all presentations provided in the Annual Report; Chairperson, Associate Chairperson, education Chairperson, Policy & Special Issues Chairperson, treasurer and Secretary which were passed.

After the Annual Meeting the doors opened to the Grand Ballroom. our very own Gavin Moreira was our MC for the night who proved to be a natural. A big thank you is required for Burdett Sands for assisting and providing the material for our centre pieces. the platinum sponsors tutt Bryant equipment provided pens and Maxam Australia provided stubby holders.

We would also like to thank William Adams for the use of the mobile plant simulators.

the night was officially opened by John Mawson who gave us an overview of the last twelve months. John then handed over to the new Chairperson Garry Cranny to say a few words. this was followed by the opening of the CMPA Silent Auction, which involved bidding by guests throughout the night on five items donated by Associate members. thank you to Galesafe Weighing, Maxam Australia, ei engineering, oli vibrators and Liebherr Australia the auction raised over $16,000 with the proceeds going towards the development of training resources.

the feature act of the evening was the band Chunky Jam. they were fabulous with a lot of guests up and dancing and enjoying the music.

Guests were also given the opportunity throughout the evening to have their pictures drawn by cartoonist Gavin Bell and friend.

CMPA had two meetings with victorian WorkCover Authority (vWA) in July and August, 2014. the first one was held at CMPA in Kilmore with Rob Kelly, Manager, earth Resources Unit,WorkplaceHazardsandHazardousIndustriesGroup,Ron Kerr, elizabeth Gibson and Gavin Moreira.

Discussions centred on the draft Discussion Paper for Quarries that vWA had compiled. Comments made by CMPA concerned improving the flow and content to enable Members to have a clearer understanding of the document and the messages it is intended to portray. the document will hopefully be released before the end of the year.

one of the areas the draft paper highlighted was the cost to the employer for an employee to return to work before 13 weeks with the average cost of $8K as opposed to after 13 weeks where the average cost is $75K.

CMPA will be meeting with the vWA in october 2014 to discuss this issue and to look at an article for Sand & Stone 77. the Quarry oversight Inspection Checklist was discussed. CMPA believed there would be difficulty in compliance with such a long check list and the industry would collapse because of compliance requirements. Some members had responded to the email sent out by

CMPA concerning the Checklist and these were sent to the vWA. CMPA pointed out progress had been made with the traffic Management Plan Guideline and the Guarding Guidelines and they would like vWA to review.

National Harmonisation of oH&S legislation was men-tioned. CMPA does not support National Harmonisation of oH&S legislation due to the expense to the industry where there is no apparent additional improvement in safety. Furthermore, quarries need to be separated from mines due to their lower and different risk profile.

At a subsequent meeting in August with Rob Kelly, tony Ferrazza (Senior Mining engineer, vWA) and Sean Bryne (Group leader, vWA) held at Northern Quarries, epping training was raised as an issue by CMPA. there are low levels of certified and non-certified training at both an operator and a manager level.

Rtos may have difficulty with viability due to the low number of attendees at courses in addition to the reduction in funding from Government.

CMPA stated whilst this may not appear to be an issue of concern to vWA, vWA does have some responsibility in ensuring employees receive adequate training in their roles and should be conveying this message during site visits. CMPA welcomes these face to face meetings with the vWA.

What you should know for compliance with the Victorian Safety Legislation.

RoBeRt Floyd is the founder and Director of Floyd Industries. He has seen many changes over the past 50 years that he has been involved in providing professional and qualified electrical services to the quarrying industry. these changes include the automation of equipment and the introduction and enforcement by authorities of regulations around plant and equipment safety. As plant and equipment becomes ‘smarter’ through the use of automation and controls, so does the need for guarding and safety interlocking to ensure safe access. Floyd Industries as long term contractors in this industry, would like to share our experiences in working in the quarrying and manufacturing industries, in relation to guarding and safety interlocking, in addition to the recent CMPA Guarding workshop and their subsequent article.

What is Safety (Electrical) Interlocking?one of the most important types of protective devices available is a safety interlock, which interlocks an access door, activation area or device with a control system and the power source of the potential mechanical/electrical hazard.

When the guard door is opened, the power is isolated immediately, ensuring that the machine is safe when the operator requires access e.g. for cleaning, clearing obstructions or general maintenance. there are many variations of interlocking devices, each with their own characteristics and specific functional protective roles. It is important to ensure the type, location, fitting and robustness of the device/s chosen are correct for their chosen operational application.

Safety Interlocking devices and systems, when are they required?Neil Riches from Hypersafe Safety Consultant’s advises safety interlocking devises, need to be assessed via risk assessment, to ensure safety compliance and to meet productivity and maintenance requirements prior to installation or be totally reassessed if upgrading plant and equipment.

UndertheOccupationalHealthandSafetyAct2004,anypersonor organisation who is, or may be associated with, or may come into contact with plant and equipment, has a statutory duty of care to have compliant guarding in place. the oHS Act expects designers, manufacturers, suppliers, re sellers, importers, Installers, servicing organizations, Contractors and employers to comply to ensure employees and the public are protected.

Determining the level and type of Safety Interlockingthere are four categories that designate which level of safety interlocking system requirement is to be used, when installing or upgrading plant and equipment. these categories should always be determined by a risk assessment in consultation with employees and are based on the Health and Safety Legislative Framework. In victoria, the victorian WorkCover Authority has the responsibility for the administration of the oHS Act which

is underpinned by regulations, compliance codes, codes of practice and Australian Standards.

An Example Project:During a recent Secondary Plant upgrade we had a safety consultant conduct an assessment and then Floyd Industries completed the installation. We have outlined some more details on the process below:

1. Plant and Equipment Risk Assessment process

Before commencing the project we consulted a safety consultant to determine the design of the safety system to meet the requirements of current Health and Safety legislation. this also determines the category level (1 to 4) of Safety Interlocking required, based on a risk assessment and the standards.

Ramesh Menon – Safety Consultant for Rockwell Automation refers to the following standards when conducting risk assessments, selection of the category and design of the safety system.

• AS4024(SafetyofMachinerystandard)providesguidelinesto meet the obligation of the oHS Act, AS4024 covers all aspects of the safety system development life cycle beginning with the risk assessment,

• AS4024.1201andAS4024.1202detailstheriskassessmentprocess and selection of the risk reduction method.

• Basedontheriskassessmentandtheriskreductionmethod,the next step of safety system design is the selection of the appropriate safety category and type required for the risk reduction method identified (risk reduction method e.g. interlocked guard, light curtain scanner etc.

• AS4024.1501 provides the details to selection of the category and design of the safety system to the required category level.

Employers Ensure!Neil Riches from Hypersafe Safety Consultant’s advises, if you are in a high risk - high consequence type industry, such as mining, quarrying, construction etc, then your outcomes to poor, inadequate or no guarding in the event of a Statutory Reportable event could be catastrophic.

High risk assessment outcomes by law, demand the highest possible ‘Category’ of safety interlocking e.g.; oHS Act states - ‘the highest level of protection must be afforded to all at all times’.

2. Installation Conducted by Floyd Industries• Manufacture and install Control and Distribution

switchboard, install supply cables, control system and CCtv. Automate plant and equipment with PLC and install touch screen control with graphic display.

• InstallaCaptiveKeySystemontheguardinginfrastructure& surge pile tunnel entrance, lanyards on conveyors and emergency stops on all inter connected equipment to a level four safety PLC as determined by the safety assessment.

• ThesafetyPLCwasinstalledtocovertthesafetysystemfrom control circuits to power isolation through shunt trip mechanisms, isolating power to crushers by locking out the supply circuit breakers and dual safety contactors lock out supply to conveyors, shakers and other equipment leaving the system safe.

• A risk assessment of your plant should be conductedprior to carrying out a new installation or an upgrade of existing plant and equipment. Risk assessments should be conducted by a qualified and competent person/organisation. this will also assist in the project outcomes meeting the relevant statutory required standards.

• From Floyd’s experience, investing in some professionaland qualified advice prior to any works will ensure that the installation meets standards and is often the most cost effective.

Fair Work Australia (FWA) has handed down its 2014 Annual Wage Review Decision.GAViN MOREiRA, Member Services Manager, CMPA reports on the changes to wage rates and allowances.

the 2014/15 financial year is well under way; please ensure your employee wages and allowances have been updated. Don’t forget about increasing your compulsory superannuation guaranteerateto9.50%.

Fair Work Australia’s 2014 annual wage review, which took effect from the first full pay period on or after the 1 July, 2014 has deliveredanincreasetotheModernAwardweeklyrateof3%.

Most Modern Award allowances have also increased either as part of the minimum wage increase or based upon the relevant

consumer price index (CPI) sub-category. the wage rates as published reflect the increase to the Modern Award wage rates.

Please see the table (to the right) for new minimum wage rates and allowances payable under the Quarrying Award 2010 and a comparison with last year’s rates.

our customers are very diverse such as large multi nationals, government, transport companies, earthmovers, quarries (including Northern & Stawell Quarries, Allstone Quarries and Metro Quarries at Cranbourne and Nyora), shipping, farmers and down to someone who needs a small generator tank filled at a worksite.

By having such a diverse customer base it makes every day interesting as you need to be ready for the unexpected. We regularly get calls for diesel supply because someone has forgotten to order or the contents of their diesel tank was stolen overnight at a worksite. they then need a diesel delivery quickly from us to start work.

With the supply of lubricants I find this the most interesting, as the different type oils and lubricants for many different types of applications are enormous. there are choices of a lubricant with a mineral oil base but these bases can vary in quality which is referred to as groups.

the customer or the equipment manufacturer might recommend synthetic oil instead of a mineral oil. Again there are part synthetics or full synthetic lubricants. Full synthetics are superior to most other lubricants and can extend equipment life and maintenance periods but usually come at a higher cost.

We receive phone calls by customers asking for that red, blue or green oil. this oil can be the same type of oil for the same application but the manufacturer chose to put a different colour dye in the lubricant. I always ask what is needed to lubricate plus the make and model or equipment manufacturer and model.

Sometimes the customer can be using the wrong lubricant and by us just supplying an equivalent all we are doing is compounding the mistake.

the same applies to grease as customers phone in for the black grease but again greases containing molybdenum are black but so are graphite based greases. With multipurpose lithium based greases again they can all do the same job but

can differ in colour by the colour dye chosen by the grease manufacturer.

Some customers think the colour plays a role in the grease and makes a difference but it is actually how well the grease is made with its structure plus additives and lubricant base within the grease that do the required work.

Care is also to be taken when selecting grease as there is clay based and food greases which are not compatible with lithium based greases. When you don’t know the type of grease that has previously been in the component, you should remove all traces of the existing grease before refilling with the new grease.
