Project Overview: The project site is located in an area known as the Southern Waterfront, which extends generally from Mariposa Street to India Basin, and is home to most of the Port’s cargo and ship repair operations. The Illinois Street Intermodal Bridge (“Illinois Street Bridge” or “Bridge”) will be constructed across Islais Creek, extending from Illinois Street on the north side of the Creek. The Bridge will connect the Port’s Pier 80-cargo terminal on the north side of Islais Creek with the southern cargo terminals at Piers 90-92 and 94-96, located on the south side of the creek.

Sufficient scope detail should be provided to allow Authority staff to evaluatate the reasonablenes of the proposed budget and schedule. Graphics should be provided on worksheet 5-maps.etc.Project sponsors shall provide a brief explanation of how the project was priortized for funding, highlight the project benefits, describe the level of public input into the prioritization process, and identify whether the project is included in any adopted plans.Indicate work to be performed by outside consultants or force account.

Project Benefits: The Illinois Street Bridge will be an intermodal bridge that allows combined freight rail, truck/auto, bicycle and pedestrian traffic. The bridge will improve rail and truck access for cargo transport between the Port’s northern and southern terminals and reduce industrial traffic from Port activities on Third Street, particularly truck trips that otherwise are projected to congest the intersection of Third Street and Cargo Way. Construction of the Bridge will create a second crossing of Islais Creek that will help balance the loss of vehicle capacity on Third Street that will result from the development of MUNI light rail transit, that will eliminate one traffic lane in each direction. The bridge will also provide an important linkage for the planned Illinois Street Bike lanes, current access across Islais Creek would route bicyclists onto Third Street, which does not have capacity for bicyclist because of the currently under construction Third Street Light Rail project which has eliminated capacity for bicyclist.
Community Planning - Public Input: The Illinois Street Bridge has been the subject of review at several meetings of the Southern Waterfront Advisory Committee (SWAC), which has served as the most frequent public forum for disseminating information to and obtaining community feedback on the project. In addition to the SWAC, meetings have been conducted with the Bayview Hunters Point Project Area Committee, Maritime Commerce Advisory Committee, the owner and tenants of the 1800 Illinois Street building adjacent to the Bridge, the Pier 70 Advisory Committee, and other groups to solicit comments and discuss specific Bridge design and operational details and options. The Port has conducted approximately 30 public outreach meetings to discuss various aspects of the bridge project, this includes presentations to the various community advisory groups as well as presentations to the Port's and the San Francisco Bay Conservation Development Commissions. The importance of this project can be recognized by the Priority 1 status it has been given and by the support it has received from various groups including the SF Bicycle Coalition and ABAG-Bay Trails supporters.
Project Schedule: The Port Commission approved the awarding of the contract to a design build firm and awarding in November of '03, the Port certified the design portion of the contract in January of ’04. The Port must certify the construction portion of the contract in July of '04 in order to achieve certain construction benchmarks required to receive allocated funding sources. If the Port does not receive the $2,000,000.00 of Prop K funds in July of 2004, the Port will not be able to certify the construction portion of the contract and will fail to complete construction benchmarks required by contract to collect approximately $8.8 million in funding commitments. Loss of the $8.8 million in funding would essentially stop the project from occurring.
Timely Use of Funds Requirement: Prop K funds allocated to this project are only for eligible expenses incurred by March 31, 2006.

In addition to the $2,000,000.00 the Port will be receiving through the Prop. K funding, DPT working with the Port would like to secure an additional $750,000.00 towards the public access components of the bridge project. This additional $750,000.00 would not be required to certify the construction contract in July of 2004, but would be required approximateely 1 year into the construction of the project.

Authority Notes: *The Authority programmed $4.5 million in San Francisco STIP funds to the Port for the Illinois Street Bridge project. The Port spent down $500,000, but was not able to meet STIP timely use of funds requirements to allocate and spend the remaining $4 million. Therefore, the Authority Board approved a STIP-Prop B swap whereby MUNI gave the Port $4 million in Prop B funds for the Illinois Street Bridge and the Port, through an Authority-supported STIP amendment, gave MUNI $4 million in STIP funds for the Third Street Light Rail project since MUNI was able to meet the STIP's timely use of funds requirements. The 1/25/06 deadline that is referenced is included in the Memorandum of Agreement between MUNI and the PORT regarding the fund swap. However, that deadline could be changed or the funds would need to be returned to the Authority for de-obligation.
**Working with Port and DPT staff, we are recommending that the Port seek a discretionary MTC Transportation for Livable Communities grant to fund the bicycle pedestrian portion of the bridge project rather than relying exclusively on Prop K funds. The Port is taking the lead on preparing the application, which is due to MTC on July 16, 2004.

Grounds for Urgency: The following situations will constitute grounds for consideration of an urgent allocation: to prevent imminent loss of a discretionary state or federal grant; to prevent imminent loss of use of a transportation facility or interruption of a transportation service due to threatened action by a regulatory agency for non-compliance with local, state or federal laws or regulations by a statutory deadline; or to prevent a work stoppage and concomitant contractor claims on an already awarded contract.
Authority Notes: If the Port does not receive the $2 million in Prop K funds in July of 2004, the Port will not be able to certify phase II and alternatives 3 to 5 of the construction portion of the contract and will fail to complete construction benchmarks required by contract (e.g. construction must be underway by November 2004) to collect approximately $4.3 million in funding commitments from Catellus. Furthermore, the Port estimates that missing the opportunity to award now would result in about a $2.3 million increase due to the significant rise in steel prices.
