I. INTRODUCTION
The Government of India and Government of Assam have requested Asian Development
Bank (ADB) to provide US$200 million loan funding via a Multi-tranche Financing Facility
(MFF) to support continued investment in power sector in the state of Assam.
The project is being implemented in 3 Tranches viz. Tranche 1, Tranche 2 and Tranche 3.
The original Loan Agreement (LOAN NUMBER 2592 - IND) for Tranche 1 was signed on 15
February 2010 between Government of India and Asian Development Bank. While the Loan
Agreement (LOAN NUMBER 2677 - IND) for Tranche 2 was signed on 17 January 2011
and Loan Agreement (LOAN NUMBER 2800 - IND) for Tranche 3 was signed on 27
February 2012 between Government of India and Asian Development Bank.
As per the original Loan Agreement ADB has agreed to make to the Government of India,
GOI (Borrower) the loan on the terms and conditions set forth in the Loan Agreement, but
only on the condition that the proceeds of the Loan be made available to the State and
through the State (Government of Assam, GOA) to Assam State Electricity Board (ASEB).
ASEB was the Executing Agency (EA) for all the three tranches. The Borrower in its letter of
11th June 2014 has informed ADB of the dissolution of erstwhile EA for the Projects i.e., the
ASEB and its place of its successive entities namely the Assam Power Generation
Corporation Limited (APGCL), Assam Electricity Grid Corporation Limited (AEGCL) and
Assam Power Distribution Company (APDCL). The Borrower further requested ADB to
accordingly make the relevant change in the EAs as AEGCL for Tranche 1 and 2, and
APDCL for Tranche 3. ADB has approved the request and communicated to Department of
Economic Affairs (DEA), Ministry of Finance, GOI on 5th August 2014 for Amendment
related to Minor Change in MFF.
Now, as per the amendment Government of Assam (GOA) and Assam Electricity Gird
Corporation Ltd. (AEGCL) are the Executing Agencies (EA) and Assam Electricity Gird
Corporation Ltd. (AEGCL) is the Implementing Agency (IA) for Tranche 1 and Tranche 2.
While Government of Assam (GOA) and Assam Power Distribution Company Ltd. (APDCL)
are the Executing Agencies (EA) and Assam Power Distribution Company Ltd. (APDCL) is
the Implementing Agency (IA) for Tranche 3.
The proposed Project is classified as Category B under Asian Development Bank (ADB)
Safeguard Policy Statement (2009). The Initial Environmental Examination (IEE) for
Tranche 1 and Tranche 2 was prepared in April 2010 and that for Tranche 3 was prepared
in August 2011 following the Asian Development Bank’s (ADB) Safeguard Policy Statement
(2009), Environmental Assessment Guidelines (2003) and the Government of India (GOI)
environmental assessment regulations and guidelines.
As per the original IEE report, the proposed sub-project site identified for Nehru Stadium
was Government land within the premises of Nehru Stadium in Guwahati Metropolitan. The
land was not sufficient for the substation. Further due the delay in handover of land by
Government, AEGCL identified an alternate land at Kahilipara and thus the substation
location was shifted from Nehru Stadium to Kahilipara.
Similarly as per the original IEE report, the proposed sub-project site identified for Dharapur
was located on private land. The substation site was shifted from Dharapur to Bijoynagar as

the new location was a better load center of the newly developed commercial area. More
over the load growth of surrounding area near Bijoynagar was high with no ROW problem
for outgoing 11kv line. Thus the Dharapur substation land was transferred with community
land belonging to Marwari Yuvak Mach.
Addendum IEE report was prepared on account of shifting of substation sites from Nehru
Stadium to Kahilipara and from Dharapur to Bijoynagar in Kamrup District. The addendum
IEE Reports was uploaded on ADB website in February 2017. The physical works have
been completed and the substations at Kahilipara and Bijoynagar have been completed,
thus ADB suggested to undertake a field visit based environmental due diligence study to
ascertain existence of any residual environmental impacts.
This due diligence report would capture the information on the environmental implications
associated with the shifting of substations sites to new locations.
II. SITE VISIT
A field visit was made on 27th February 2017 to 33/11kV Kahilipara substation and 33/11kV
Bijoy Nagar substation (Ref. Table 1.0), to conduct a field based environmental due
diligence study to ascertain existence of any residual environmental impacts. The field visit
was undertaken by following Environmental Consultants team members along with APDCL
Officials:

The observations made during field visit for 33/11kV Bijoy Nagar Substation along with attendance sheet is given as Annexure I. While the observations made during field visit for 33/11kV Kahilipara Substation along with attendance sheet is given as Annexure II.

The public consultation during project implementation.
The 33/11kV Kahilipara (Nehru Stadium) substation site is present inside the AEGCL campus. Consultation with nearby community residing near the substation was undertaken on 24th October 2016 during the preparation of Addendum IEE report to obtain public view regarding the substation. During consultation no concerns of significance were raised on environmental aspects of the project. The community welcomed the initiative taken by APDCL and perceived certain benefits from the proposed investment program, such as improved electricity, good power supply, better irrigation and better living condition etc. Attendance sheet is attached in Annexure III.

The environmental monitoring during project implementation.
Environmental monitoring for parameters air, noise and water quality have been conducted by En-Geo Consultancy & Research Centre (ENGECORC), Guwahati twice during construction period in November, 2013 and November, 2014. The detailes were provided in the Addendum IEE report (Shifting of Sub-station Location: Dharapur under Tranche – 3).

The public consultation during project implementation.
Consultations were undertaken as part of the continuous participation with local community during the preparation of addendum IEE report to obtain their view regarding the substation. Informal consultation with nearby community residing near the substation was undertaken at Bijoy nagar S/S on 24th October,2016. During consultation no concerns of significance were raised on environmental aspects of the project. The community welcomed the initiative taken by APDCL and perceived certain benefits from the proposed investment program, such as improved electricity, good power supply, better irrigation and better living condition etc. The list of participants during consultation are attached as Annexure - IV.

IV. CONCLUSION:
Conclusion from the Site Visit
The substation during the site visit were found clean and well organized. All the above points as referred by ADB INRM to Director PMU, APDCL vide fax dated 6th February 2017, were checked by the joint inspection of consultant team and APDCL officials
