Dear Co ll ectors, Now that the hype of the New Year is over, it is time to foc u s

on annivers a ries of su b s t a n ce in Au s tralian history. None is mores i gn i ficant than the Cen ten a ry of Federa ti on, wh i ch we wi ll cel ebra te on the first day of the twen ty - first cen tu ry, 1 Ja nu a ry 2001 .

Federa ti on form a lly occ u rred on1Ja nu a ry 1901, but theprocess tow a rd that goal began ye a rs earl i er. The road to federa ti on has para ll els with more recent history, the qu e s ti on of Au s tralia as a Rep u blic. Both processes inclu ded conven ti on s ,con feren ces and referen d a .

On 22 May we wi ll issue the first in our Cen ten a ry of Federa ti ons eries, ‘Tow a rd Federa ti on’. The four stamps in this issue dep i ctthe 1890’s referen dums, Queen Vi ctoria – the Soverei gn wh os i gn ed the Let ters patent all owing the Co l onies to federa te, and a classical all egorical image of the six co l onies cel ebra ting thefort h coming ch a n ge .

The 1999 referen dum was a ti m ely rem i n der of the con s ti tu-ti onal basis for our nati on. At the time ABC tel evi s i on screen ed a won derful series abo ut the history of federa ti on, wh i ch bo u gh tto life, what I had previ o u s ly con s i dered a ra t h er du s ty, dry su bj ect. It rei n forced my re s pect for and ad m i ra ti on of the skill ,determ i n a ti on and wi s dom our founding fathers used to bri n gthe six sep a ra te co l onies toget h er into one nati on .

The federa ti on of Au s tralian co l onies was rem a rk a ble for itspe aceful and dem oc ra tic process, ach i eved with a vo te, not a war.Yet it was not an easy process.

Two vo tes were requ i red to approve the new con s ti tuti on .O n ce the nati onal referen dum had vo ted in favour of federa ti on ,the Bri tish parl i a m ent had to approve the ch a n ge, and theSoverei gn, Queen Vi ctoria, had to give the Royal assent. None of this was stra i gh tforw a rd. It requ i red skilful nego ti a ti on inAu s tralia and in Lon don (wh ere co l onial repre s en t a tives spen tm onths lobbying for the de s i red outcom e ) .

Al t h o u gh this issue of the Bulletin ends with the Tow a rd sFedera ti on stamp issue, it starts with det a i l ed covera ge of the2000 Au s tralian Legends issue (rel e a s ed 21 Ja nu a ry 2000), ‘The Last An z ac s’.

It is my hope that these issues wi ll en co u ra ge re aders to thinka bo ut how, in times past, Au s tralians put secti on al i n terests aside forthe gre a ter good; qu i te litera lly for the Com m onwealth of Au s tra l i a .

The fo u rth stamp issue in the Au s tra l i a nLegends series pays tri bute to the last An z ac s .Roy Lon gm ore, Wa l ter Pa rker and Al ecCa m pbell were, on the date of issue, the lastsu rviving Au s tralian soldiers who fo u ght atG a ll i poli, wh ere the An z ac trad i ti on was born .

These three men were there at the dawn of the An z ac spirit. This stamp issue hon o u rst h em as indivi duals, and as repre s en t a tives of a ll the men whose feats at Gall i poli live foreverin our nati on’s sel f - i m a ge. Al t h o u gh all theLegends fo u ght at Gall i poli none came ashoreon 25 April 1915.

G a ll i poli is seen as a defining mom ent in theem er gen ce of the Au s tralian nati on. Aro u n d50,000 Au s tralians went to Gall i poli and 8,700were kill ed there. The term An z ac stands forAu s tralian and New Zealand Army Corp s .

Af ter theSecond World War ga i n ed an econ omics degreeand worked in the Dep a rtm ent of Labor andNa ti onal Servi ce. As part of Australia’s celebration of the turnof the century, we are issuing a se-tenant stripof five stamps. The stamps featurephotographs of Christmas Island residents.Together the stamps present a snapshot ofthis small, yet multicultural community atthis moment in history.

Th ere is a ri ch divers i ty of rel i gious bel i efs on the island, ra n ging from Mo s l em to Ta oi s m ,Buddhism and Ch ri s ti a n i ty. Most cultu ra lcel ebra ti ons are open to all islanders.

It’s impo s s i ble to gen eralise abo ut su ch ad iverse com mu n i ty. Nevert h eless, a ll re s i den t sl ove the safety, sec u ri ty and com fort of living inthis ti ny, ex ternal Au s tralian terri tory.

The people behind the Face of Christmas Island (left to right)

represents the happy and healthy youth of Christmas Island.

He currently works as a laboratory technician. He’s a volunteer

ambulance driver and a keen scuba diver too. This photo was

taken after a dive in Flying Fish Cove.

Ida Chin;photograph Christine Bevans. Photographed during

her first year at school, Ida speaks Hokkien and Mandarin, and

is learning English as her third language. She is gregarious and

loves drawing and gymnastics.

Ho Tak Wah; photograph Ong Lea Seong. Mr Ho came to the

Island from Hainan Island, China, in 1940 and experienced the

hardships of living on Christmas Island during its early

development. At 83 years of age, this father of four is currently

enjoying his retirement.

Thomas Faul and James Neill; photograph Rebecca Neill.

Good friends James and Thomas represent the cultural harmony

of the Christmas Island community. James (left) is an active and

energetic boy who loves music, dancing and the trampoline.

Thomas has similar interests and enjoys the affinity with water

he first developed in the Solomon Islands.

Siti Sanniah Kawi; photograph Diane Masters. Sanniah is “A

great lady!,” who enjoys reading, travelling and cooking. She is

married with three children and has lived on Christmas Island for

the last 22 years. As a full time Administrative Officer with the

Australian Federal Police Sanniah puts her knowledge of the

island and her interpretative skills to good use.

This stamp issue, com m em ora ting the 50tha n n ivers a ry of the Korean war, is being rel e a s edto coi n c i de with the ded i c a ti on of the newAu s tralian Na ti onal Korean War Mem orial inCa n berra. The issue hon o u rs mem bers of theRoyal Au s tralian Nav y, the Royal Au s tralian Ai rForce and Th ree Ba t t a l i on, Royal Au s tra l i a nRegi m ent, each of wh i ch repre s en ted Au s tralia in the Korean War as part of a Com m onwe a l t hcon ti n gen t .

The Korean pen i n sula had been po l i ti c a llyd ivi ded since the end of World War II, wh en the form er Japanese co l ony was split into Nort hand So uth Korea. This divi s i on was form a l i s edin 1948. The Korean War began on 25 Ju n e1950, wh en com munist North Korea cro s s edthe 38th para ll el to invade So uth Korea. Th ea rm i s ti ce con clu ded at Pa n mu n j om on 27 Ju ly1953, dividing Korea along the 38th para ll el ,e s s en ti a lly iden tical to the pre-war border.

The wh i te sand, palm-fri n ged Cocos (Keeling) Islands dot thea z u re waters of the Indian Ocean, due west of Darwin and sout hof Ja k a rta. The islands were first set t l ed in 1826, but were insu l a tedf rom the out s i de world until the 1970s .Just two (of 27) islands inthe hors e s h oe - s h a ped ato ll are inhabi ted, Home and West Islands.

The de s i gn of this issue takes a con tem pora rya pproach to the decora tive style of keydoc u m ents of the peri od and images froms i gn i ficant events to com m em ora te the lead up to federa ti on.

Al t h o u gh the idea of federa ti on had beena i red as early as the 1840s, serious attem pts toi n trodu ce it on ly em er ged in the 1880s and1 8 9 0 s .

Federa ti on Leagues of ord i n a ry citi zen sform ed gradu a lly in most co l onies. At a seri e sof conven ti ons co l onial po l i ticians nego ti a tedthe terms on wh i ch the co l onies would federa te.

The most sign i ficant of these conven ti on sre su l ted in what is call ed the ‘Corowa Plan’. Itc a ll ed for each of the co l onial parl i a m ents topass an Act providing for a new conven ti on ,wh i ch would be direct ly el ected by the people –ra t h er than ch o s en by the parl i a m ents – andthat a new Con s ti tuti on, wri t ten by theconven ti on, should be su bm i t ted to the vo tersfor their approval at a referen dum.

The Corowa Plan was adopted at a prem i ers’con feren ce in early 1895. In early 1897 a newFederal Conven ti on met and a newCon s ti tuti on was wri t ten. This was put to areferen dum not on ce, but twi ce. Af ter bei n grej ected in NSW an amen ded vers i on wasof fered and by the end of 1899 the Con s ti tuti onwas passed in five co l onies. One year laterWe s tern Au s tralia also agreed to be part of the Com m onwe a l t h .
