1. President’s Welcome and Introduction

SG Secretariat Begh has been the (Acting) General Manager since January. Yi Mei will be starting as Administration & Operations Manager on 1st July. Ellie joined SG as Administration Assistant in May. Highlights of 2009 and Plans for 2010 SG is 1 of 9 NSAs granted 3-years of multi-year funding from SSC. SG’s fundraising Golf Tournament & Dinner held on 22 March 2010 raised ~$42,000. The SEAGCON Junior Championships was a successful Validation Exercise for YOG. President expressed thanks to Mr Lee Hong Chuang for the great efforts put into the organization of this event and the coordination with SYOGOC. We are now focusing on getting ready for YOG:

(a) Important to use the feedback from the VE to improve for YOG.

(b) We have qualified our gymnasts to the YOG – Timothy Tay for MAG, Rachel Giam for WAG, and Ann Sim, Cecilia Chia, Miki Nomura, Phaan Yilin, & Vivien Ho for RG. They are stepping up their preparations towards the games.

SG aims to become a Charity by 31 Dec 2010. To do this we must comply with the Charity Act and make relevant amendments to our constitution. SG will continue to further enhance our secretariat. With Begh leaving for Canada in November, we will be engaging a General Manager. We are also currently sourcing for an Executive (Athlete Management).

We had a dialogue session for members in February 2010. We will continue to have these sessions to gain the necessary feedback and aid communication. Technical Consultant Tian Ju Ping

Ping’s supervision.

(c) We will also continue to raise the standard of our coaches in Singapore.

President thanked everyone for their support, especially

(a) The fraternity, and urged them to come forward to contribute to SG’s goals and objectives.

(b) SG Ex-co members without whom targets and goals would not have

been met.

(c) Begh for heading an efficient secretariat team.

(d) Pak Kheng for all her help with the accounts, audit points, and financial SOPs

2. Minutes of 7th AGM 2009

Discussion and Queries Siew Kuan explained the Annual Declaration of Conflict of Interest Form. Hwee Cheng went on to emphasize the importance of the Declaration. All Ex-co members & staff were advised to declare all possible conflicts. Hwee Cheng informed that henceforth, full members must submit their list of 25 paying members, AGM minutes, evidence of annual returns to ROS, and their representative forms in order to vote at SG’s AGM. Sports Gymnastics Coaches Association sought clarification on point 2 of the 7th AGM Minutes – it does not mention that submission of AGM minutes would be a requirement. Is it also true that failure to submit those documents today will result in cancellation of membership? Siew Kuan explained that it would only result in failure to vote. However, we will still allow members to vote today should they give written commitment

to follow-up with the submission of those documents. Siew Kuan went on to explain that it is of utmost importance that members comply because SG is currently an Institute of Public Character (IPC), and is intending to achieve full Charity Status by end 2010. The following membership requirements were reiterated:

(a) Fees must be paid by 1st January, else membership will be cancelled within 3 months (as per Constitution)

(b) List of 25 paying members to be submitted (as per Constitution)

(c) Minutes of AGM and evidence of annual returns to ROS must be

submitted to SG

(d) Nomination form must be completed Sports Gymnastics Coaches Association sought clarification on the requirement of quorum to approve amendments to Constitution. Siew Kuan explained that clause 8.9 of the Constitution states that ¾ of the total voting membership will form the quorum. AG GymSport, SACAC, and General Gymnastics Association will not be granted voting rights at this AGM due to failure to submit the necessary. This leaves us with 6 voting members of which 5 are present, and 1 more that will arrive later. Hence we have a quorum. Philip Chan highlighted that he was not present at the 7th AGM hence item 7.2 of the minutes should not read “Philip Chan suggested…” Item 7.2 will be amended to read “A member suggested…” Philip Chan made a request for the Annual Report and Financial Statements to be circulated earlier next year. Hwee Cheng agreed that SG will take note and carry this out next year. Approval of Minutes of 7th AGM 2009 Approval of minutes of 7th AGM 2009 was proposed by Rachel Kennett (Prime) and seconded by Lau Miah Song (SAGA). Minutes of 7th AGM were approved with the following amendment: 7.2 Membership for Athletes A member suggested there be a membership put in place for gymnasts/ coaches/ judges etc.

Discussion and Queries President apologized for the late circulation and went on to give a summary of the Annual Report As per requests from some members, SG Ex-co will look into the current Organizational Structure – Item 4, and revert accordingly. Members were urged to come forward to volunteer for the various committees listed under Item 5. Item 7 lists the breakdown of SSC funds for financial year 2009. Hwee Cheng emphasized that SSC funds do not cover all of SG’s operations, hence the need for fundraising. Item 8.2(g) should read “Part-time WAG Coach from Dec 2009” Sports Gymnastics Coaches Association sought clarification on who the 6 x Brevet 4 MAG Judges under Item 9.4(b) were. They are: Gan Chai San, Keong Seng Chye, Khoo Kim Heng, Lim Kok Siong, Lim Tze Yen, and Saket Jhajharia. Item 11 re Preparations towards the Organization of YOG: Hwee Cheng emphasized that our YOG preparations are on track and urged all members to come forward and be a part of the games! Item 12 re Fundraising: Siew Kuan reiterated the need for volunteers to conduct fundraising for SG. She also expressed that the full members should have supported our Charity Dinner. Philip Chan explained that the lack of participation in SG’s 2010 Fundraising event could be because members do not see how they will benefit from the funds raised. Perhaps if SG were more transparent in the purpose and utilization of funds raised, members would be more forthcoming in their participation & donations. Whilst the excellence program is doing well and striving to achieve a lot, SG’s members are involved in other goals and objectives. It is hard for them to come forward to contribute to fundraising when they do not see how the funds raised will help them in achieving their own goals and objectives. Hwee Cheng concluded that there must be more communication with the fraternity. She also encouraged the fraternity to come forward with more suggestions. Rachel Kennett highlighted that it might be difficult to gain support in the way of donations from members who are non-profit organizations and have to be concerned with raising funds for themselves. Rachel suggested that

SG should tap on the parents of the centralized training gymnasts. Choy Kah Kin clarified under Item 9.4(d) that RG Brevet 4 Judge, Lim Siew Kuan was also assigned to judge at the SEAGCON Senior Championships held in Bangkok in October 2009. Philip Chan sought clarification on Item 7 re SSC Funding. He raised the following questions & comments:

(a) How much of SSC funds did SG not spend and have to return to SSC?

(b) Why is SG requesting funds for plans that do not exist?

(c) It seems that not enough effort has been put into planning for an

entire year’s competitions and training plans for the MAG program. The following responses were discussed:

(a) It was explained that funds could only be spent for the category it had been allocated to. Any funds unspent in that category cannot be used for over expenditure in other categories. As the budgets are planned way ahead of time, it can be difficult to foresee all eventualities.

(b) The incident of the gymnasts pulling out of the World Championships

in London was brought up. It had been in their competition plans to compete at this meet and all gymnasts and coaches were well aware, however at the last moment the girls decided not to go due to injuries and examinations.

(c) It was suggested that Philip Chan write in with full details in order for

the matter to be further discussed and looked into with the head of MAG.

Item 8.2 re Coaching Staff – Hwee Cheng updated that our RG part-time coach Choi Jun Hyun left in May 2010 and SG has since found a replacement i.e. Yang Xiao Hua. SG is currently also in the midst of engaging a WAG 3rd Team (male) Coach. Hwee Cheng explained that the account show a profit this year. Provision for tax has also been taken into account. Reserves are important in order to keep SG sustainable. Hwee Cheng expressed thanks to Pak Kheng for helping to ensure that the accounts and SSC SoA were prepared in time for the AGM. Philip Chan enquired about the responsible party for SG’s bad debts equating to 15% of funds raised. Hwee Cheng explained that SG Ex-co had decided to write-off the bad debts resulting from non-payment of training fees by past gymnasts who have already left the training program. However, should they be selected to and wish to return to the training program in future, paying off those debts would be a pre-requisite. Siew Kuan went on to respond that the respective discipline heads are accountable for the collection of training fees. 5. Amendments to Constitution

SG has to achieve Charity Status by 31 December 2010 in order to continue to receive funds from SSC. The first step to achieving this is to amend the constitution to be in-line with the Charities Act. The proposals for amendments as laid out in the Annual Report and circulated 1 week before AGM were briefly discussed and put forward for approval by votes. See attached Annex 1. Members voted unanimously to approve the proposed amendments to SG’s constitution.

6. Appointment of External Auditor for FY2010

6.1 6.2

Hwee Cheng highlighted the need to change auditors every 5 years, whether to another auditor from the same auditing firm or company or to another auditor from a different auditing firm or company. Hwee Cheng highlighted that SG would need to change auditor this year. As the auditing firm, C. C. Yang has been providing very good service at affordable cost ($2-3000.00), Hwee Cheng recommended to stay with the same firm but request for a change to a different auditor/ partner. The above recommendation was put to vote. The vote was unanimous to

Terrie Wong (GSGS) brought up the subject of holding the AGM on Saturday afternoons instead so that attendees will not have to take leave to attend the AGM. Rachel Kennett highlighted that some have to work all day on Saturdays so having it in the afternoons on Saturdays will not be suitable either. She also suggested that early June or the month of July might be a better time for AGM as a number of gymnastics clubs are usually closed in June and the staff leave for holiday during that time. President agreed to try to schedule it for when as many people as possible could attend, but it is unlikely to be much earlier due to the time taken to complete the financial statements and audit report.

8. With no other matters to discuss, Hwee Cheng thanked all for attending and the meeting ended at 12pm.

The Audit Committee has reviewed the audited financial statements with SG’s external auditors and found no major issues with the accounts. The Management Committee approved the accounts for the audited period of 01 April 2010 – 31 March 2011.

10 Report on Sports Excellence/ High Performance 10.1 Overseas Training & Competitions

(a) 2010 Pacific Rim Championships in Melbourne Australia Gabriel Gan qualified for the Pommel Horse finals in first position and finished fourth in the Pommel Horse finals. Lim Heem Wei put in consistent performances on all 4 events to emerge 11th place in the individual all-around rankings.

(b) Overseas Training in Korea – Gabriel Gan (MAG) Gabriel trained in Korea from 27 August to 10 September 2010 in preparation for Commonwealth Games 2010, facilitated by Dr. Han Yoon Soo. He further took part in the Korea National Championships from 4 -7 September 2010 in Gowon Stadium in Taebaek, training and competing with high level gymnasts in Korea and coming in second for Pommel Horse.

(c) Commonwealth Games 2010

Singapore was represented by our WAG Team comprising Lim Heem Wei, Krystal Khoo, Tabitha Tay and Nicole Tay. MAG was represented by Gabriel Gan and David Jonathan

Chan. Lim Heem Wei brought back Singapore’s first Silver Commonwealth Medal in gymnastics for a sterling performance on the balance beam and David-Jonathan Chan excelled in the pommel horse, returning with our first Men’s Artistic Gymnastics bronze medal from the Commonwealth Games.

(d) Asian Games 2010 Singapore was represented by our WAG gymnasts Lim Heem Wei and Krystal Khoo, as well as our MAG gymnasts David-Jonathan Chan and Gabriel Gan. MAG gymnast David-Jonathan Chan came in 9th in Qualification round for Pommel Horse. Our WAG gymnasts participated in qualification round, individual all-around as well as apparatus finals. WAG gymnast Lim Heem Wei obtained 8th for Uneven Bars finals, all-around 12th, and was 9th in Vault and Balance Beam during qualifications. WAG gymnast Krystal Khoo was placed 15th all-around.

10.2 Centralized Training Programs (a) Men’s Artistic Gymnastics

As at 31 March 2011, our MAG Centralized Training Program coached by Lin Zhen Qiu comprises of 23 gymnasts, ages ranging from 10 to 26 years old. They train up to 30 hours per week at Bishan Sports Hall.

(b) Women’s Artistic Gymnastics

As at 31 March 2011, our WAG Centralized Training Program coached by Zhao Qun, Yuan Ke Xia, Guo Xin Min, Li Yao Chun, Shao Xue Qun and Xu Heping comprises of 32 gymnasts, ages ranging from 7 to 22 years old. They train up to 30 hours per week at CCAB Gymnasium. Morning training sessions has also been conducted on 3 days a week (Mon/ Wed/ Fri) in addition to their usual afternoon training sessions. Lim Heem Wei was hired as a part time coach from January 2011 to May 2011 while she continued elite training in preparation for World Championships and SEA Games 2011.

(c) Rhythmic Gymnastics

As at 31 March 2011, our RG Centralized Training Program coached by Zhu Xiao Ping, Tan Jun and Yang Xiaohua comprises of 33 gymnasts, ages ranging from 7 to 16 years old. They train up to 30 hours per week. The 1st and 3rd teams train at Sengkang Sports Hall, while the 2nd team trains at CCAB.

10.3 Officiating Development (a) National Judges

In line with technical officiating development plans, we now have approximately 19 National judges for MAG, 15 for WAG, and 14 for RG.

(b) FIG International Judges – Men’s Artistic Gymnastics

Brevet 4 Judge, Mr Keong Seng Chye was invited to judge as neutral judge in Japan Cup 2010. He also attended the 2010 Pacific Rim Championships in April 2010. Brevet 4 Judge Saket Jhajharia was accompanying judge for Commonwealth Games 2010 and Brevet 3 Judge Mr Sng Puay Liang represented Singapore at Asian Games 2010.

(c) FIG International Judges – Women’s Artistic Gymnastics

Brevet 4 Judge Fionna Thong and Joy Lau attended the 2010 Pacific Rim Championships in Melbourne, Australia. Brevet 3 Judge Begh Chen was sent to the Commonwealth Games 2010 as well as to Asian Games as a neutral Judge. Brevet 3 Judges Mrs Ng Soh Lan and Joy Koh were sent to Asian Games 2010.

(e) FIG Age Group Project Camp

The FIG has recently completed a full technical development program for Men’s and Women’s Artistic Gymnastics which includes a full series of physical and technical tests for all apparatus and dance preparation as well as recommended competition rules and compulsory exercises for all apparatus across all age groups in February 2011. Each S.E.A country was invited to send 1 MAG and 1 WAG coach, whom were fully funded by FIG, to attend this camp. Ms Chong Yimei and Mr Sng Puay Liang represented Singapore Gymnastics at this coaching camp.

10.4 National Program Clinics (a) Women’s Artistic Gymnastics

Technical Consultant Tian Ju Ping was in Singapore to review the National Programme in April, June, September and December 2010. Coaches from schools and clubs attended the coaching clinics that were held in September and December 2010.

11 Report on High Participation 11.1 Gymnastics for All

(a) Singapore Gymnastics’ 4th Annual Gymfest 2010 was held on 20 November 2010 at the Jurong East Sports and Recreation Centre. This Gymfest featured 19 different performances from local clubs, schools, and polytechnics, as well as a foreign team from Germany, Die Ostalbhurgler. The Guest of Honour for the event was Mr Hawazi Daipi. For the first time this year, awards were given for Most Creative (Nanyang Primary School), Best Formation (CHIJ Kellock RG group) and Best Performance (Team X-Jump). Prior to Gymfest, Die Ostalbhurgler also put in performances in CHIJ Kellock as well as Bugis Junction Shopping Centre. The most creative award winners will be attending the World Gymnaestrada in Lausanne, Switzerland in July 2011.

The purpose of the Information meeting was to give the participating Member Federations a

possibility to meet with the Organizing Committee (OC) and members of the FIG Gymnastics for All committee to discuss specific needs and solutions. The Member Federations also had the opportunity to visit all venues, try out the transportation system and view school accommodations and hotels in preparation to participate in the World Gymnaestrada in July 2011. Management Committee member Willie Goh was sent for the meeting.

11.2 National Championships 2010

National Championships – an annual competition intended for Singapore Citizens only – was organized for the third time on 5 Sep for Artistic Gymnastics and 11 Sep for Rhythmic Gymnastics. The competition saw a total of 108 participating gymnasts: 25 MAG, 59 WAG, and 24 RG.

11.3 Singapore Gymnastics Open Championships 2010/ SEAGCON Junior

SG, in collaboration with SYOGOC and FIG, successfully organized the validation exercise for 2010 YOG, which was also the SEAGCON Junior and 7th Singapore Open Championships 2010. There were participants from 7 different countries, across the 3 disciplines of MAG, WAG and RG. The countries included: Japan, Singapore, Vietnam, Thailand, Indonesia, Philippines, and New Zealand. Levels and Stages competition was held on 13 & 22 Jun 2010. Singapore Open 2010 saw a total of 185 participants – 35 MAG; 91 WAG and 59 RG, an increase of about 13% from the previous year. This competition was opened to Singapore Citizens, as well as foreigners based in and outside of Singapore.

12 Report on Youth Olympic Games 12.1 SG co-organised the inaugural Youth Olympic Games successfully in August 2010. 12.2 MAG gymnast Tay Kai Cheng Timothy was one of the flag bearers to carry the Singapore flag onto

the float during the opening ceremony. 12.3 Rachel Giam qualified for the inaugural Youth Olympic Games through her own merit. Timothy and

Rachel both put in credible performances at the Youth Olympic Games. The Rhythmic Gymnastics Group comprising Phaan Yilin, Ann Sim, Cecilia Chia and Miki Nomura also did us proud by coming in fifth in the RG Group Competition.

12.4 SG organized an official lunch with the FIG Executive Committee, Council members and Technical

Committee for all three disciplines at Bottle Tree Park. 13 Report on NSAM 13.1 The Annual General Meeting 2010 was held at CCAB and constitutional amendments were passed. 13.2 Eleonora Klidzia, Chong Yimei and Teresa Quek join SG in May, July and September respectively.

14.1 SG was represented by President – Goh Hwee Cheng at the 2010 AGU Congress held from 19 -21 December 2010 in Doha, Qatar.

14.2 The FIG Congress was held from 29 October to 01 November 2010 in Slovakia and attended by Mr.

Lee Hong Chuang. 14.3 The SEAGCON Executive Committee Meeting was held in April 2010 and Feb 2011. President,

Mdm Goh Hwee Cheng, attended both meetings in Bangkok, Thailand. 14.4 A dialogue session with Prime Gymnastics Club was held on 22 October 2010. It was attended by

parents and gymnasts of Prime with 1st and 2nd VP answering queries from parents. 14.5 SG’s year-end dinner was held on 22 December at the Singapore Island Country Club. It involved

MC members, staff, centralized training gymnasts, and their parents. 14.6 The Rhythmic Gymnasts from Team 2 and 3 performed at the Community Centre’s Chinese New

Year celebration dinner on 11 Feb 2011, attended by 800 guests with Senior Minister Mentor Mr Lee Kuan Yew as the guest of honor.

14.7 A workshop on Technical Regulations for all three disciplines was conducted on 12 March 2011 and

attended by parents of gymnasts in centralized training. 14.8 Lim Heem Wei was featured Mediacorp’s Asian Games 2010 special. 14.9 SG remains affiliated with the Fédération Internationale de Gymnastique, Asian Gymnastics Union,

Pacific Alliance of National Gymnastics Federations, South East Asian Gymnastics Confederation and the Singapore National Olympic Council.

15 Other Relevant Disclosures 15.1 Reserve Policy The Reserve Account has been set up in December 2010. Reserve funds cannot be utilized unless

approved by general meeting of members. 15.2 SG is up to date with the submission of our Online Evaluation Checklist via the Charity Portal and

the renewal of our Institute of Public Character (IPC) Status. SG has also obtained charity status with effect from December 2010.
