Background

The 3 September 2014 Secretary and CDF joint message to staff regarding the

introduction of paid parking at Russell and Anzac Park West (APW).

The 11 September 2014 advice to staff regarding accessing paid parking at Russell

and APW.

1. Who will be able to access the Defence rate?

ADF members and APS employees permanently based at Russell and Anzac Park

West precincts, regardless of their employment arrangement i.e. all full or part-time

personnel, reservists and non-ongoing APS employees.

2. What if I work across multiple sites?

3. What are the rates for car parking for Defence personnel?

Defence has negotiated an arrangement with the National Capital Authority (NCA)

for the operation of the car parks. This rate has been set at $4 for all day parking.

There will be no reduction to the hourly rate for short stay car parking.

4. How do I access these reduced rates?

You will need to register your personal credit / debit card on the Duncan Solution’s

Defence website. You will need to create an account by entering a username and

password of your own choice. You will also need to enter the following information:

1. your name

2. your Defence email address

3. make a declaration that you are a Defence ADF or APS and permanently

based at either Russell or APW

4. your actual ADF/APS position number (found on the Defence Corporate

Directory as indicated in the example screen shot below). Otherwise, you

can access your position number via PSS – ESS > My Personal details >

Employment Information Summary > Actual and Substantive Position

numbers. Your position number is NOT your PMKeys number.

5. the details of a valid credit or debit card; and

6. answer two questions that will allow you to hold a specific logon ID and

manage your personal account.

5. What parking is available around the Russell and Anzac Park precincts?

NCA controlled car parks in the Russell and Anzac Park precincts are public. In other

words, parking is open to anyone who wishes to park at the site and a car park is not

guaranteed for personnel. All parking will continue to be on a first come first served

basis.

There are three main types of parking available:

Free parking for up to 1 hour in designated zones (usually on street parking);

Short stay parking for periods of up to 4 hours in designated areas within the

car parks; and

All day parking.

All car parks in the Russell and Anzac Park Precincts, other than those controlled by

higher access/security measures (e.g. boom gates or a fenced perimeter, which form

part of Defence building lease arrangements) are subject to the pay parking

arrangements being introduced by the NCA.

You can visit the NCA Website to view the location of these parking arrangements.

6. Disabled parking?

Designated disabled car parks for mobility permit holders are available throughout the

precincts and remain free of charge. Mobility permit holders should check the

conditions of use on the NCA Website.

7. Motorcycle parking?

Designated motorcycle parking is available throughout the Russell and Anzac Park

Precincts and remains free of charge; visit the NCA Website for more information.

8. Who is Duncan Solutions and what relationship does Defence have with

them?

Duncan Solutions is contracted to the NCA to provide an end to end pay parking

solution through the installation of its pay parking machines. It is an international

provider for pay parking systems and more information can be found on its website.

9. Will my financial details be secure?

Duncan Solutions ticket machines and systems hold the same security as any

merchant that operates a paywave or EFTPOS system.

10. What will Duncan Solutions do with my personal information?

Please refer to the Duncan Solutions website for their privacy statement.

11. What cards will the pay parking machines accept?

The machines will accept either MasterCard or Visa Card, Debit or Credit.

12. What happens if I choose not to register my credit or debit card details?

If you choose not to register a valid debit or credit card you will not be able to receive

the discounted parking rate, and will be required to pay the full daily or hourly rate.

13. What if the credit card does not have my name on the card?

The card registered does not have to have your name on it, but must be the card you

will use at the ticket machine every time you purchase a ticket.

14. What if I do not have a credit or debit card?

If you do not have a credit or debit card you will not be able to access the reduced

daily rate, and will be required to pay the full daily rate.

15. How many credit/debit cards can I register against my name?

You are able to register only one (1) card.

16. Do I have to de-register my card?

Yes. If you are no longer eligible to receive the discounted rate you are to de-register

your card within fourteen (14) days. (This includes if you resign or retire from

Defence, or change work location).

17. How do I de-register my credit/debit card?

To de-register your card you must log onto your personal account using the logon you

received when you first registered the card and follow the instructions on the site.

18. If I do not access the Russell Offices’ and Anzac Park Precinct car parks

on a regular basis will my card be deactivated?

Yes. If you do not use a registered card in one of the ticket machines at Russell or

Anzac Park Precincts for 60 days your account will be suspended and you will have to

re register the same or a new card.

19. How long will it take to register my credit/debit card details?

Entering your information into the Duncan Solutions Defence website should only

take 10 minutes. New registrations or amendments to an existing account will be

uploaded overnight and the card ready for use the next day.

20. When I use my card at the machine what will happen?

After you have registered your card into the Duncan Solutions Defence website, you

will be required to insert that card into the pay parking machine. The machine will

recognise that your card is eligible for the discounted rate and provide you with a

ticket. Your validated card will enable all ticket options that are available through the

pay parking machines i.e. daily and weekly tickets.

21. Do I have to use a particular machine?

All NCA machines will supply a ticket at the discounted rate if you have registered

your credit card.

22. What if I forget or lose the card I have registered?

If you have forgotten or lost your validated card, you will not be able to access the

discounted rate on that day and will have to pay the full daily rate. In the event that

you have lost your credit card, you will have to de-register your old card before

registering a new card.

23. What happens if the pay parking machine does not recognise my card?

Duncan Solutions operates a 24 hour call centre - the number is provided on the pay

parking machine. If Duncan Solutions is not able to resolve the issue, you will have to

pay the full daily rate, which will not be reimbursable by Defence.

24. What happens if the parking machine is out of order?

Contact details for reporting faults will be on the ticket machine. Try another machine

or move to another car park. If you park without paying you may incur an

infringement notice. Defence will not be liable for any costs for personnel who park

illegally.

25. Will I be able to claim reimbursement for the additional amount I pay if I

am unable to access the reduced rate?

Defence will not refund the difference, regardless of fault. This includes where the

machine does not read your card or where you have lost or forgotten to bring your

card.

26. Is there a charge for me using my credit card?

No additional fees are applied by NCA to the transaction at the point of sale. Any

charges applied by your financial institution are a matter you will need to personally

consider.

27. Can I go in and out on a daily ticket?

Yes.

28. Are parking tickets portable between car parks in the ACT?

Yes, provided the car park is another NCA car park within the Parliamentary

Triangle. Tickets will not be accepted in ACT government or other commercial car

parks.

29. What if I am only visiting Russell or Anzac Park Precincts for business

purposes?

Personnel are expected to use Defence Shuttle Services when moving between

Defence localities for business purposes. If you decide to take your own car for

convenience then you will be expected to pay the full daily or hourly rate.

30. Will I have a reportable fringe benefits amount shown on my Payment

Summary?

No.

31. I have an allocated parking spot, do I have to pay $4 per day? And how

do I do this?

A contribution policy and process is currently under development and consideration

by DPG and CFO. When this policy and process is finalised effected staff will be

informed.
