Executive summary« After three years of RURENER project, it is time to draw results and perspectives. The current RURENER members are benefiting from tools and methods to concretize their local energy action plan. Meeting every year, they have built confidence and started to cooperate. Activities in Brussels have allowed RURENER to start to fill in the gap between energy and rural atthe European level. This report shares the results, lessons learnt and perspectives of the RURENER project. I hope it will convince the reader to come onboard and participate in the RURENER adventure! »

« Small rural communities have a huge role to play in terms of energy at Europeanlevel. Firstly because renewable energy sources are in rural areas. Secondlybecause when well managed, energy is a key for sustainable rural development, adding value to environment, creating activity. At the time of building territorial cohesion in Europe, we definitely need to take in hands the development of clean energy in rural areas, show the benefit for a long term development, drive policymakers to identify the clear link between energy and rural development, so thatenergy is not only a way to produce electricity and move cars, but a real key point on integrated sustainable development. This is the ambition of the RURENER Association, created and managed by small rural communities and supporting

I. Supporting small rural communities

« RURENER brings me expertise, engineering to build a project, a strategy, and when I need some help, I have someone to call ! I feel lesslonely!»

Awareness in Kavala school (Greece )

• Story of our awareness campaign at high school of NikiforosDramas.

– Through the campaign, a cost-efficient way was implemented • to increase awareness of families on issues of energy consumption, energy

saving and renewable energy sources by helping their children in school to fill in a specifically designed questionnaire handed out to them during their environment class and

• ii) generate data for the energy balance tool used in the community. – Successful in this campaign also was the prize winning poster contest

between the students of the high school of Nikiforos titled “My energy neutral rural community”.

– Thirty seven students in 9 groups took part in the contest. • All were very enthusiastic and spent many hours after their classes under

the supervision of their equally enthusiastic teachers to search information and generate ideas for their posters to show how their rural community should function as an energy rural community!

• The students’ awareness on energy saving and use of renewable energy sources issues was certainly increased and they became more familiar with the concept of energy neutrality, as all the posters had a good coverage of the topic, conveyed well the concept of the energy neutral rural community and were from the artistic point of view very nicely presented.

Awards in Nagypali (Hungary )

• Nagypáli won the silver medal in RES champions league in the category of communities from 0 to 5000 inhabitants.

• Nagypáli also received award of the Hungarian Suncrown Championship (The Energy Club awarded the municipalities pioneering in using solar energy).

– The special award winners of the competition were chosen not according to the solar energy use per capita but the commitment or the positive steps of the leadership of the municipalities.

– The mayor of Nagypáli, with 480 residents, Tibor Köcse created a great comprehensive plan to develop the village and the neighbouring settlements.

– An organic part of this is the manifold use of renewable energies.• The local Renewable Energies Innovation Eco-centre is a promotion centre, where

visitors learn the use of renewables (biomass, biogas, solar, wind) through pilot projects and trainings.

Private /public partnership for woodchipsstorage hangar in Peyrelevade

• Innovative financial model for local invesment– Partners :

• local municipality (buying woodchips for its local heating grid)

• Regional and national institutions (subsidies)

• Local farmer (supply heating grid in wood and investing at a fixed price and renting the hangar)

• Local investor (investing in the hangar and the photovoltaic roof, selling electricity to the national grid, and renting the hangar to local farmer)

– Strong confidence between partners, being thinking about new projects and new partnerships!

Local energy action plans in Keratea (Greece) and in Romania

• Let us tell you about the positive impacts the project had in Keratea:

– Energy matters are now higher in the Municipality Agenda and priorities.

– The dissemination activities (e.g. Energy day, awareness concerning national funding projects for citizens, High School capacity building) had a positive impact in the Community.

– A concrete Local Action Plan was developed and energy data were collected. Keratea was selected to be funded by the National programme "Energy Saving for Municipalities".

• Hear about good results locally in Romania

– Slanic Moldova developed an integrated plan of using RES for the whole community, which is going to lead it, in the next five years, to become 100% energy neutral.

– Tasca included in its territorial development plans the illumination of a leisure area with photovoltaic systems, which will be extended in the future, depending on the future financial resources.

– Calimanesti Caciulata has plans to extend its geothermal energy plant, meanwhile they intend to realize a wind park (with turbines with horizontal axis)

Activities performed in the field

• 14 energy diagnosis and 14 local action plans realized and evaluated after 2 years in 8 countries

• 21 local energy days organised to raise awareness among the population and disseminate results

• 12 public buildings renovated to reduce by 20% the consumption (average)

• 13 new RES projects with 166 million euros invested and more than 4000 toesaved

• 160 hours of training performed towards local authorities

Energy neutrality rate : more than a concept

• Energy neutrality means you produce from renewable sources the equivalent of what you consume at the level of your community

• Both private and public data and activities are concerned

• The objective is to reduce globally your energy footprint, not to produce more and more energy!

• Even if your energy neutrality rate is high (thanks to a big wind plant for example), you still need to improve your energy activities to reduce your footprint!

• Here you can know about the energy neutrality rate of RURENER pilot communities. More important than comparing each other's rates is to learn from each other how to achieve the resultsand to compare the results within each community every 3 years.

Socio -economic impacts of local energy strategy

• RURENER does not talk about energy but energy AND rural development. When

evaluated (every 2 years), the local action plans are analyzed through 15 indicators

allowing the community to assess its results from 0 point to 135 points

Lessons learnt 1

Specificities of local energy action plan in small rural communities

– To start an action within a community, complex tools are not needed and can even frighten the community. The first important step is to make a qualitative assessment of the resources of the territory, including the people's desire to carry out actions.

– It is essential that this first step is mainly carried out by the community itself. The RURENER tools fulfil this requirements, and the RURENER network providesexamples and « moral support » to give a community the will of starting.

– Nevertheless the stakeholders should have a fair idea of the energy amounts spent, and do not confuse in orders of magnitude.

– Once their projects are defined, they also need technical guidance. As the communities are small, they may not have internal resources; they need external technical advice at regiona/local level.

Lessons learnt 2

• Project time and field time .– High charge for local decision makers while small teams! Even if very committed,

someone external is useful to make sure things are still moving.• “what I really like in RURENER is that there is someone pushing me every 2 months to go ahead; and then this

someone helps to make things real!” (a RURENER mayor)

– participatory approach needs time to make sure that the activities are well integrated and that local stakeholders are actually empowered:

• activities in the field (collect data, set-up a blog, ...) take more time than foreseen to make sure that the project is established with strong groundwork/on a reliable data basis.

– Energy neutrality can be turned into a new model of local sustainable development for rural communities,

• taking into account local development and the environmental, social, economic and institutional impacts.

• More time and coordination is needed to allow the integrated approach, rather than a sectorial energetic-only approach.

– Decision making and planning processes are very time consuming.• For example, once a community has decided to go for wind energy on their territory, it takes a least 5 years

from the first political discussions until the electricity is fed into the grid.

• Field time has to be respected as “fast does not al ways mean successful”!

Lessons learnt 3

• Expectations from new members

– Generally the communities we contacted were enthusiastic and liked the Rurenerprinciples and activities. They are asking for 2 main concrete added value :

• Financial aid for investment when activities and strategy are ready

• Continuous technical support (build the action plan, support the diagnosis, build the weblog…)

– Thus we conclude that RURENER

• needs local/regional partners to support the communities in the field.

>> supporting structures are members of RURENER together with the communities they support.

• has to participate in identifying and disseminating financial innovative models to fund the projects in the field

>> a first survey has been done to collect good practices in terms of financial models.

• In 2012, RURENER will bring its members to know better European institutions and spirit

• After the success of the 2011 event about rural energy in Brussels, RURENER isorganising a new event to gather together stakeholders at EU level and share vision on rural energy

• A twin is a small rural community with whom you wantto become closer, start cooperation, share activities. Between pairs, one can be confident and buildconcrete European cooperation : answer to bids, organise exchanges between schools, answer to technical questions…

Lessons learnt 4

• European meetings: a powerful tool to challenge mayo rs and overcome the language barrier

– There's no substitute for face-to-face networking and collaboration. A few mayors were hesitating to come and participate to RURENER meetings, as not speaking English

– EU meetings are the best way to overcome the language barrier, as knowing each other better and better, the rural mayors could take more and more confidence.

– Here grew up a real European spirit and very much awareness of the political decision makers about the importance and the chances of green energy for their rural communities.

– There was expressed the need for them to have a common voice, and RURENER was identified to play this role.

• ICT tools used as a result of collective dynamic– Later, ICT tools could make it possible for isolated communities who do not share a common

language to share experience and work collaboratively (the knowledge bank and on-line roadmap are made for that; video-conferences and e-mail sharing are accessible too),

– face-to-face contact is key to initiating that relationship. ICT tools are used as a result of continuous training, awareness and specific target groups’ involvement.

Lessons learnt 5

• Major participation of new comers

– New comers may be very active, even though they have not benefited from the project directly.

– An example in Britany (France) as the mayor of Saint Gouéno has become the first President of RURENER Association!

– This means that RURENER is now being built not only on 14 pilars, but actually on 78!

• Twinnings and cooperation between communities

– Communities don't really know what to expect from twinning, as they often don't have means even to visit their twin. Still it is attractive to them to have a friend out of their country, concerned by energy issues and willing to innovate. This is the heart of RURENER and the twinnings should increase in the coming years thanks to new cooperation with mayors.

– A few mayors have for example shared the idea to buy collectively the seeds for speed-rotation trees. That's more than sharing experience at EU level!

Lessons learnt 6

• Rural energy is a key issue to be identified at EU level– Rural communities represent a great potential and their involvement and active support is

crucial in reaching European objectives in the field of energy efficiency and use of renewable energy sources. From the other side the “energy neutrality” actions is an indispensable factorcontributing to the innovative rural development.

• Small communities want to have a voice at a European level – Most of the rural communities met in the frame of the project have expressed the necessity

to be represented at European level, as they need visibility for the concrete actions carried out (and very often not sufficiently promoted) and wish to be supported in the indispensable RES and RUE investments.

– This lobbying work requires specific skills and organisation because the represented communities are small and numerous. RURENER association is designed for that.

• RURENER has to go to EU representatives– The difficulty and time needed to reach rural places has made it impossible to have EU

representatives come at RURENER meetings.

– Thus, RURENER has to go to Brussels to meet there, and will still have to in the future!

Main conclusions 1

• Rural Energy is a crucial issue– Local action for energy in rural areas is a crucial issue for both

European 202020 Strategy and 2020 Strategy

– Renewable Energy potential is mainly in the rural areas and these areas have the “key” forsustainable development.

• The rural area will produce the energy needed in the cities, which don’t have the space or resources to do so. The energy consumers rely on the rural area.

– And rural areas are not only a good producer of RES, energy is for them a key potential to stay alive and to innovate.

• The added economic value strengthens the rural area and its development. Saving energy, therefore saving money and producing energy.

• RURENER was a good opportunity for such Communities to create a network, communicate with each others and build a common vis ion.

– The network gave to them knowledge, confidence, common ground and new ideas, opportunities and new incentives.

– The barriers (ex. communication problems due to language; difficulties to collect data) are less than the benefits of the network.

Main conclusions 2

• Bottom -up process is compulsory to raise a common voice a t EU level– There is definitely a need for a Network of Small Rural Communities at European level.

• Need for cooperation, representation, support to the field. • Need for a neutral area where no other interests are shared than the willingness to set-up sustainable

local development, balance between urban and rural, climate resilience and value given to local resources.

• There are a lot of organisations born from industries, born from big cities, born from EU institutions. What RURENER is offering is very complementary.

– Communication by word of mouth has worked very well, carried by all the RURENER members and partners, with a real sense of owning and belonging to the Network.

• The new-born association’s President, Jacky Aignel i nsisted on this principle in last September in Hungary, noticing:

– the great capacity of rural areas in the past decades to build the cities; and that now again they were asked to provide energy for cities.

• “With RURENER is the opportunity to decide for ourselves the way we want rural areas to participate in this big energy and climate issue at European level.”

– This speech was a real foundation for all RURENER members to make sure that bottom-up dynamic will stay as a main principle not only in terms of energy policy, communication and dissemination, local projects for energy saving and RES, etc…

Main conclusions 3

• The development of RURENER will imply that– RURENER may have to change its model in the coming years

• being for example not only an association of small rural communities but also the association of associations of small rural communities.

– The technical guidance may not be a basic service offered by RURENER association • as it will be connected to local and national competencies already existing,

• but according to the network resources, training sessions or consultancy services could be integrated in the association's activities in the futures.

• Moreover, taking step by step its role at EU level to represent small rural communities and stakeholders, RURENER have the capacity to build a bridge between energy policy and agriculture/rural policy, so that integrated approach is facilitated.

• This development of RURENER dynamic may take some more years to happen, but the 3 first years of setting-up the Network were an enthusiastic starting point of the adventure!
