IAAF Competition Rule Changes
A number of changes were adopted by the IAAF Congress in August
2009.
The changes will come into effect on 1 November 2009.
Some were the ratification of interim amendments made by Council
in April 2008 and put into effect on 1 May 2008.
The actual verbatim text of the rule changes has been edited for this
presentation.

Rule 100: General
Except for the World Championships and Olympic Games, events
may be held in a different format from that provided under the IAAFCompetition Rules.
Rules giving more rights to the athletes cannot be applied. These
formats shall be decided by the respective bodies having the control
over the competition.
As a consequence, Rule 180.6 is deleted.

Rule 132: Competition Secretary
For competitions 1.1 (a), (b), (c), (f), and (g) a Technical Information
Centre (TIC) will be established. (This is also recommended for
other competitions held over more than one day).
The function of the TIC is to facilitate communication between
teams, organisers, Technical Delegates and competition
administration regarding technical and other matters relating to the
competition.

Rule 137: Measurement Judge (Scientific)
One or more Measurement Judges(s)
shall be appointed when Electronic or

Not illegal assistance: Any kind of personal safeguard (e.g.
bandage, tape, belt, support, etc.) for medical purposes. TheReferee, in conjunction with the Medical Delegate, shall have the

Rule 146.4 (b): Protests and Appeals
Oral Protests in Field Events
If (a) during the first three rounds of trials of a horizontal Field Event inwhich more than eight athletes are competing, and the athlete would
advance to the final three rounds of trials only if the protest or subsequent
appeal was upheld; or
(b) in a vertical Field Event, where the athlete would advance to a higher
height only if the protest or subsequent appeal is upheld,
the Referee may allow the athlete to continue competing.
The protested performance of the athlete and any other performance
achieved while competing under protest will become valid only if a
subsequent decision to that effect is made by the Referee or an appeal to
the Jury of Appeal is made and is allowed.

the time of the decision.

Whenever possible, representatives of each nation or team and thebest performed athletes shall be placed in different heats in all
preliminary rounds of the competition.
In applying this rule after the first round, exchanges of athletes between
heats should normally only be made where athletes are of similarranking under Rule 166.3.

Rule 167: Ties
In the case of a tie, based on the finishing order, for a position in the
next round, when it is not possible to qualify the tied athletes for the
next round, lots shall be drawn to determine which athlete willprogress.
In the case of a tie for any place in any final, including first place, the
tie shall remain.

Rule 167: Ties
Ties
1. If the Judges or the Photo Finish Judges are unable to separate the athletes
for any place according to Rules 164.2, 165.15, 165.21 or 165.24 (as may beapplicable), the tie shall remain.
2. In determining whether there has been a tie between athletes in different
heats for a ranking position according to Rule 166.3(a) or for a qualifying position for
a subsequent round based on time, the Chief Photo Finish Judge shall consider the
actual times recorded by the athletes to 1/1000th of a second. If it is thus (or
according to 167.1) determined that there has been a tie for a ranking position thetie shall be broken by draw. Where there is a tie for a qualifying position for a
subsequent round based on time or place, the tying athletes shall be placed in the
next round or, if that is not practicable, lots shall be drawn to determine who shall be
placed in the next round.

Rule 170.14: Relay Races INTERPRETATION
During the 2009 World Championships in Berlin, a relay team was
disqualified because the exchange of the baton began before the
baton was inside the changeover zone, even though the baton was
not solely in the hand of the outgoing runner until it was completely
inside the zone.
The Jury of Appeal upheld the decision of the referee in this regard.
Although there was a widely held difference of opinion as to whether
this was the correct interpretation of Rule 170.14, it is now clear, as a
result of the Jurys decision, that this should now be the way in which
the rule should be interpreted.

There have also been a range of editorial changes. For example all
references throughout the text to gun or approved starting apparatus
have been changed to gun. This is not intended to mean that otherstarting apparatus may no longer be approved or used. The change is
simply to delete unnecessary repetition of text that is obvious or
implied by an initial reference.
Also round of trials is now used in the case of field events to clearly
distinguish from qualifying round/final as rounds in the competition.
