Collect such Data as it deems necessary. Publish Statistics or other Information relating to the Activities of the Mandal Authorities. Require any Local Authority to furnish information regarding its activities. Accept trusts relating exclusively to the furtherance of any purpose for which its funds may be
applied. Establish maintain or expand Primary Schools. The Resolutions of the General Body which is empowered to approve, modify, alter or
rescind such resolutions.

Statutory Functions:-
Exercise the all the powers and perform all the functions especially conferred or imposed upon him by under Act 13 of APPR 1994 or under any Law for the time being in force.
Lay down the duties of all officers and servants of or holding office under Mandal Parishad in accordance with the rules made by the Govt.
The MPDO shall be entitled to attend all the meetings of the Mandal Parishad including General body of the Mandal Parishad and take part in its discussions thereat but shall not be entitled to vote or move any resolution.
Shall have the custody of all papers and documents connected with the proceedings of the M.P. and of its General body meeting.
Shall be responsible for implementation of the Resolutions of the M.P. and its General body meeting
Shall supervise and conduct the execution of all activities of the M.P. Shall take necessary measures for the speedy execution of all works and
development schemes of the Mandal Parishad. Shall have the power to enter upon and inspect any work, scheme or
Institution under the management of the M.P. Shall have power to enter upon and inspect any work, scheme or
Institution under the management of a Mandal Parishad. Shall be the competent authority to enter into agreements and to sign and
execute them in the name and on behalf of the Mandal Parishad from time to time.
Implements such specific directions issued by the M.P. as it may thing fit regarding the performance by him of any of the functions assigned to him under the Act.
Shall immediate execute the orders pass by the Govt. in exercise of powers conferred by the Act and rules made there under or any other law for the time being in force and forthwith send a compliance report to theDist. Office and place a copy thereof before President and Vice-
President. Shall exercise other powers and perform such other functions as may be
prescribed. The MPDO shall with the approval of or on the direction of President
convene meetings of the M.P. so that atleast one meeting of M.P. is held in a month. Provided that where the President fails to give his approval for convening the meeting so as to hold a meeting within the period of 90 days the MPDO may himself convene the meeting in manner prescribed.
The Govt. shall have power to make rules to regulate the classification and methods of recruitment, conditions of service, pay and allowance of disciplinary control of the MPDO appointed under Sub-Section (1).

Administrative Functions:-
Call for any information, return and statement of account or report from any officer or servant holding office under the M.P including Mandal Education Officer, E.O(PR&RD),Superindent and Asst.Engineers.
Intimate the vacancies whether casual or arising by efflux of time in the office of the various members of Mandal Parishad and Generalbody meeting thereof.
Supervise and control the execution of all activities of the M.P. Have administrative control over all officers working under the MP. Sanction Increments and all kinds of leave except Special Disability Leave
to the staff of MPDO. Confidential Report every year on the work of the EO PR&RD, MEO,
Supdt. and Asst. Engineer (PR) Mandal Officers under the control of the M.P. submitting to the Dist. Officer.
Review the work and tour diaries of E.O (PR&RD), MEO, AE PR, and officers under the control of M.P.
Shall be competent to countersign T.A. Bills of the, E.O(PR&RD), MEO, AE PR and other Officers under the administrative control of M.P.
Sign and draw his own T.A. Bills.

Administrative Functions:-
Shall supervise the day to day functions of the office of the M.P.Shall sanction leave except special disability leave increments and pay fixation to all categories of employees of the M.P. upto the level of Jr. Assts. other than the teaching staff.Shall initiate confidential reports to employees in the O/o. the M.P. other than those belonging to Education, Accounts and Engineering Wings.Carry on all interim correspondence with all Mandal Officers.Open Service Registers and to attest the entries in the SRs of all Non-Gazetted Staff working under the control of M.P.Purchase of livery for Class-IV Employees and Drivers.
Financial Functions:-
Sanction payment of the Tour Advance, Educational Advance, Festival Advances of the Mandal Staff.Sanction petty contingent charges upto Rs.250/- in each case from General Funds of M.P.Make payment of pay bills, T.A. Bills, advance bills etc. of all the staff working under the M.P and contingent bills. Grant permission to issue fresh cheques in lieu of time barred cheques.

The Supdt. shall be in over all charges of the Accounts and Finance of the M.P. His main function is to act as Financial advisor and as an internal auditor.
As an internal auditor he is responsible for pre-checking all the bills before payment. He shall be responsible for proper maintenance of important register like Grants Appropriation Register.
As a Fin. Advisor she shall offer his advise on any matter involving financial implications, accounts and budget to the MPDO.
All matters relating to financial sanction to be submitted to the President of M.P. General Body including agenda and works programme shall pass through the Supdt. and his remarks thereon shall find place in the note to be placed before the President of Mandal Parishad.
He shall be responsible for watching the report of adjustment and utilization of grants sanctioned to the M.Ps. He shall consolidate the proposal received from the other wings of M.Ps and prepare the budget estimates and revised estimates under the general direction of the MPDO.

He shall scrutinize the budget estimates of the MPs before pasing them a note with his comments to the MPDO, for being placed before the General body concerned for approval.
He shall be responsible to see that all transactions relating to cash and adjustments in the MP are recorded in the books of accounts properly and promptly and shall compile the periodicals i.e. Monthly, Annual Accounts and Financial returns correctly and submit them to the authorities concerned on the due dates.
He shall responsible for the disbursement of pay and allowance of arrears of the establishment of the M.P. Office.
He shall responsible for disposal of M.P as well as watch the disposal of audit objections in the other wings and the MPs.
