2016 CITANDO DOUBLE HANDED SERIES St PETER PORT DOUBLE Race 4 of the Offshore Series, Race 10 of the Main Series - Friday 26 August 2016 1 GENERAL 1.1 Races are governed by the rules as defined in the Racing Rules of Sailing (RRS). 1.2 The Prescriptions of the RYA apply when racing in water of other national authorities. 1.3 If there is conflict between the Sailing Instructions (SIs) and the Notice of Race the SIs will prevail. This changes RRS 63.7. 1.4 Boats shall comply with World Sailing Offshore Special Regulations Category 3 with Liferaft. 1.5 Boats shall have only 2 persons on board. 1.6 Self-steering equipment may be used. 1.7 A boat shall observe the IRPCAS (ColRegs) and local by-laws and regulations in respect of ships and vessels not racing. 1.7.1 The Race Committee (RC) will protest a boat if a ship or Port Authority complains under 1.7. This changes RRS 60.2. The Protest Committee may apply a penalty of DNE. 1.7.2 An engine may be used in order to comply with 1.7. Competitors shall report the use of an engine whilst racing to the RC who may protest that boat. If a significant advantage was gained the boat shall retire. The protest committee may apply a penalty other than DSQ. 1.8 No anchor shall be carried before the stem. 1.9 If Flag Y is displayed, personal floatation devices shall be worn and be visible to other competitors. This changes RRS 40. 1.10 All boats shall display Class flags (2.1) on the backstay or pushpit. 1.11 All times in these SIs are in BST. 1.12 Boats shall carry an accurate means of timekeeping and shall correct it to the time set by the RC (3.6). 2 CLASSES 2.1 Classes and starting order (5.4) are subject to amendment but are likely to be: Class Rating Flag Likely warning 2 IRC 2 1930 4 RSYC 4 1930 1 IRC 1 1940 3 RSYC 3 1940 Multihull MOCRA M 1950 3 COMMUNICATION 3.1 The official notice board (ONB) is the RSYC website, (see footer). 3.2 Official notices will also be emailed to entrants. However, notification of such notices may also be sent by SMS to mobile telephones and be placed on RSYC Twitter and Facebook sites. 3.4 Official notices will be advised by VHF (3.5) before the Attention Signal (5.2) of the next race concerned. Flag W will be displayed by the RC afloat. 3.5 The RC call sign is ‘Royal Southampton Race Control’. All communications between the RC and competitors afloat will be made on VHF Ch72 unless flag ‘R’ is displayed to indicate Ch77 (or an alternative) will be used instead. 3.6 A time check will be given 10 minutes before the first scheduled warning signal. 3.7 All SMS (text messages) shall be sent to the RC mobile number: 07986 812388. 4 COURSES 4.1 Unless stated by VHF radio to the contrary the course will be from the start line to the finish line. 4.2 The starting marks will be a RC boat at one end of the line and an outer distance mark (ODM), to be identified at or before the preparatory signal, at the other end.

4.3 The start line will be between the mast of the RC boat displaying an orange flag and the ODM.

4.4 The finish line is located approximately 2.5nm from St Peter Port. It extends 0.2 NM 310o (M) from the light on Roustel (QW 8m 7M). See Appendix 1. Boats finish when the light bears 130o(M).

4.5 Any boat touching an anchored committee boat used as a starting mark shall be given a 30 minute (corrected) time penalty for that race without a hearing. If damage or injury is caused the boat shall be disqualified without a hearing. This changes RRS 31, A4 & A5.

5 SCHEDULE OF RACES AND STARTING 5.1 The start area will be in the vicinity of

Coronation Buoy (Mark 4B, Y, 50deg 49.55’ N; 01deg 17.62W) or as advised by VHF.

5.2 To alert boats that a race or sequence of races will begin soon, the orange starting line flag will be displayed (with one sound) as an Attention Signal five minutes before the first warning signal.

5.3 The warning signal for the first start will be at 1930 hours.

5.4 Classes will start as signalled and may be combined for starting purposes.

5.5 RRS 26 will apply (5-4-1-go). A warning signal following the start of a previous class is likely to be FIVE minutes after that start.

6 FINISHING & TIME LIMIT 6.1 The time limit for all boats is 0700 BST on

Sunday 28 August 2016. Boats failing to finish within the time limit will be scored DNF. This changes RRS 35, A4 & A5.

6.2 All boats shall record their exact finish times in hours, minutes and seconds BST.

6.3 Boats shall call the RC on VHF immediately after finishing and give the boat name, sail number and finish time. Boats should not call repeatedly.

6.4 All boats shall ALSO send a SMS as soon as possible after finishing in the format: [Boat

name] [Sail number] “Finished” [Hr]:[Min]:[Sec].

6.5 Declarations are required and shall be lodged with the RC in person or by e-mail, no later than noon Thursday 1 September 2016.

6.6 Boats that retire shall either inform the RC by VHF (and receive acknowledgement) or by SMS as soon as possible in the format: [Boat name] [Sail no] “Retired” [Hrs] [Mins].

7 PROTESTS 7.1 Intention to protest shall be made known to the

RC by SMS within 2 hours of finishing. 7.2 The Protest Time Limit is 2 hours after the last

boat finishes for the class concerned. 7.3 The date and time of protest hearings will be

notified to the parties.

8 SCORING, RESULTS AND PRIZES 8.1 The Low Point System of RRS Appendix A will

apply except that DNC will be scored the higher of 50 points or the number of Race starters plus 1. This changes RRS A9.

8.2 Discards apply to the Main Series as follows: Races/Discards – 12/5; 11/4; 10/3; 9/2; 8/1; 1-7/0.

8.3 Discards apply to the Inshore, Alongshore and Offshore Series as follows: Races/Discards – 4/1; 1-3/0.

8.4 Results will be announced and prizes awarded as soon as possible after 1900 hours (BST) at the Guernsey YC on Saturday 27 August 2016.

8.5 Race prizes will be awarded to the three highest placed boats in each class with crew present in the clubhouse.

8.6 Series prizes are awarded to the 1st, 2nd and 3rd boats in each Class if there are 3 or more, 6 or more and 9 or more Series entrants in that Class respectively.

8.7 Main Series prizes will be presented at Double Handed prize giving (8.9). Other Series prizes will be presented after the last race if possible.

8.8 Trophies will be awarded in accordance with the Notice of Race if 3 or more boats start that Race or enter that Series.

8.9 The Double Handed prize giving will be at the RSYC Clubhouse on Saturday 29

October 2016.
