FOREWORD TO ACTIVITIES REPORTThe Royal Australasian College of Surgeons is a bi-national organisation that administers training, examinations and fellowship

services for surgeons in Australia and New Zealand. Our organisation is the leading voice in championing high standards of

surgical practice, ethics and professional integrity in the surgical profession.

The College works in partnership with specialist surgical societies and associations to train medical doctors to become

surgeons, and deliver professional development activities to maintain the surgical skills and standards of our Fellows.

We also work with governments and other organisations to achieve the provision of a well-qualified, experienced workforce

in Australia and New Zealand.

The College now has more than 5,700 active Fellows, and 238 new Fellows were admitted into the College in 2013.

I am pleased to report that many of our Fellows were active members of the College community during 2013. They have

contributed valuable time and effort to instructing and assessing surgical Trainees in short courses and examinations,

being surgical supervisors as part of the Surgical Education Training program (SET), or volunteering in one of our many

international aid projects.

The 2013 Activities Report is a document provided for government departments of health, related agencies and the wider

community. The report details statistics on the College’s activities in education, assessment and the surgical workforce.

The data provided in the report is true and accurate as at December 2013.

INTRODUCTIONThe January-December Activities Report outlines the developments and demographic data for the year 2013. As with previous reports, the purpose is to provide a comprehensive review of the College’s activities throughout the year.

This report details activity in the following eight sections:

• Section One: Activities Of Skills Training

• Section Two: Activities Of International Medical Graduates

• Section Three: Activities Of Surgical Education And Training

• Section Four: Activities Of Examinations

• Section Five: Activities Of Workforce Distribution

• Section Six: Activities Of International Projects

Each section reviews the purpose of and key findings in the data. This is followed by the data in table and graphical format where possible. Each of the eight sections in this report and the data selected has been provided to facilitate a review of activities. All data presented is for the year 2013, unless otherwise stated.

KEY DEVELOPMENTS FOR 2013SET TraineesWhile the number of individual SET applicants remained steady, there was a small increase in the percentage of female applicants to the SET program, and made up almost one-third of individual SET applicants. The Activities Report has also included a new table in ‘Section 3: SET Training’ that documents the number of SET Trainees by training year that have exited the program (Table SET.11).

ExaminationsThe falling pass rates for the Specialty Specific and Fellowship Examination has been documented in previous Activities Reports. In 2013, the pass rates for most of the surgical examinations in the SET program have plateaued. The College is undertaking further research on potential contributing factors to the decreasing pass rates, developing additional resources for Trainees and supervisors and providing more information about the changes to the Fellowship Examination.

Surgical WorkforceThere are now more than 5700 active RACS Fellows, an increase of 3.3% compared to 2012. Almost 240 new Fellows were admitted into the College in 2013, and female Fellows made up 18% of the total number of new Fellows admitted in 2013.

The Activities Report has included a new table in ‘Section 5: Workforce Distribution’ that lists the RACS CPD program category Fellows are participating in (Table WFD.17). This table provides a snapshot at the type of work Fellows are primarily engaged in through the type of CPD program they participated in (eg, operative practice, clinical consulting, medico-legal CPD program category).

International ProjectsIn 2013 70 RACS Fellows volunteered in an international project clinical visit, and took part in more than 7000 consultations and almost 2000 operations or procedures. An important component of our international projects involves education of medical professions and health workforce capacity building activities. Thus, there is a new table in ‘Section 6: International Projects’ that provides further details on the type of non-clinical work done by this department (Table INTP.2).

EXPLANATORY NOTESThe Skills Training Department provides the following short courses:

• Australian and New Zealand Surgical Skills Education and Training (ASSET)

• Care of the Critically Ill Surgical Patient (CCrISP)

• Critical Literature Evaluation and Research (CLEAR)

• Early Management of Severe Trauma (EMST)

• Training in Professional Skills (TIPS)

Some of these courses are a mandatory requirement of the Surgical Education and Training (SET) program. Doctors from a variety of medical disciplines are involved as both faculty and participants. These courses incorporate a mix of formative and summative assessment, with participants closely mentored and their performance appraised throughout the courses. Courses that incorporate summative assessment (pass or fail) also have an avenue for feedback to be given to SET surgical supervisors when required.

ASSETThe ASSET course provides an educational package of generic surgical skills with an emphasis on small group teaching, intensive hands-on practice of basic skills, individual tuition, personal feedback to participants and the performance of practical procedures. Although this course is not formally assessed, attendees are required to attend and interact in all components in order to successfully complete it. From 2013 ten surgical skillsbox on-line modules were introduced to the course program. Participants must complete all ten modules prior to attending the course.

CCrISPCCrISP is a requirement for all SET Trainees, who are given first preference to complete the course. The course focuses on developing simple skills for managing critically ill patients and promotes the co-ordination of multidisciplinary care where appropriate. The CCrISP course encourages doctors to adopt a system of assessment to avoid errors and omissions, and uses relevant clinical scenarios to reinforce the objectives. The participant is assessed by their contribution to the various sections throughout the course, as well as their performance in a 45-minute simulated patient scenario.

EMSTEMST is a requirement for all SET Trainees, who are given first preference to complete the course. EMST focuses on the management of injury victims in the first one to two hours post-accident, with emphasis on life-saving skills and systematic clinical approach. This course is assessed by contribution to the various sections, a 40-question multiple choice questionnaire paper, and a 15-minute simulated patient scenario.

CLEARCLEAR is a requirement for General, Urology and New Zealand Orthopaedic SET Trainees, who are given first preference to complete the course. It is designed to provide tools to undertake critical appraisal of surgical literature and to assist surgeons in the conduct of clinical trials, aiming to make the language and methodology relevant to surgeons and the day-to-day activities in their practice. There is no formal assessment for this course; participants are required to attend and interact in all components in order to achieve certification.

TIPSTIPS focuses on patient-centred communication and team-oriented non-technical skills in surgery. Through simulation, participants address issues and events that occur in the clinical and operating theatre environment that require skills in communication, teamwork, crisis resource management and leadership. TIPS is designed to be generic to all specialties of surgical training and relevant to Trainees who have already undertaken 2 to 3 years of their surgical training. There is no formal assessment for this course; participants are provided with direct feedback throughout the course and are required to attend all components to achieve certification. TIPS is not a requirement of the SET training program.

Faculty Skills courses are supported by a volunteer workforce of 1262 individual instructors represented across all disciplines of medicine and surgery, with 15% teaching on more than one program. Most of the skills course faculty are Fellows of the College, with the remaining faculty made up of emergency physicians, anaesthetists, intensivists, general practitioners, clinical epidemiologists and educators. The EMST and CCrISP faculty include instructors local to Fiji and Papua New Guinea where outreach courses are held.

DATA SUMMARYGrowth in TIPS courseTraining in Professional Skills (TIPS) has experienced a growth from 4 to 7 courses and majority of faculty have taught on at least one other Skills Training course.

Decreased pass rate for EMST programThe 9th edition MCQ was introduced in 2013. The Advanced Trauma Life Support (ATLS) recognised very early on there was an issue with the pass rate of the new edition MCQ’s consistently seen across all ATLS countries including Australia. EMST then made the decision to revert to 8th edition MCQ’s for the remainder of the year. In recognition of this, it was confirmed at the International ATLS conference in October that the pass rate for the Edition 9 MCQ would be revised from 80% to 70%. The EMST Committee are working closely with ATLS on the edition 10 MCQ tests.

International Medical Graduates – Period of Clinical AssessmentThe process related to the period of clinical assessment for IMGs is outlined in the ‘Clinical Assessment of International Medical Graduates in Australia policy’. This is available on the RACS website.

International Medical Graduates Short-term Specified Training Program Short-term training programs in Australia allow IMGs the opportunity to undertake a short-term specified training (STST) program not available in their country of training with the objective of improving their professional skills and experience. Within the surgical specialty, an IMG approved to undertake an STST position/program can develop surgical skills and experience through a work based surgical program provided by the hospital. This program replaced the old Occupational Training Program (OTV) in June 2009.

EXPLANATORY NOTES – New ZealandIn New Zealand, the College acts as an agent of, and provides recommendations to, the Medical Council of New Zealand (MCNZ). The provision of preliminary advice, interviews and reviews occurs only in response to requests from the MCNZ.

The MCNZ has statutory responsibility for the standard set for registration and requests that the College advise whether an IMG’s training, qualifications and experience are comparable to, or as good as, those of locally trained doctors registered in the same vocational branch of surgery.

A recommendation on the IMG’s suitability for the vocational registration pathway, and whether they should be under MCNZ approved supervision while they adjust to working in the New Zealand health environment or under College approved assessment to ensure the IMG is at the required standard, is provided to the MCNZ. The MCNZ considers these recommendations and determines the type of medical registration that will be offered to the IMG and any restrictions or conditions that may be placed on that registration. The MCNZ advises the College and the IMG of its decision.

If the IMG is required to undertake a College approved vocational assessment, the College is asked to approve the post and the supervisor(s) and the supervisor’s reports are sent to the College and to the MCNZ. Once all assessment requirements have been completed by the IMG, the College recommends to the MCNZ whether the IMG should be approved for inclusion on the vocational register in the relevant specialty, or not.

Admission to Fellowship of the Royal Australasian College of Surgeons is a decision of the College and this decision is not part of the vocational registration assessments for the MCNZ. IMGs who have obtained vocational registration in New Zealand may apply to the College for admission to Fellowship, and the information from the vocational registration process may be considered by the College in reaching its decision on that application.

DATA SUMMARYThere was a slight decrease in the number of Australian IMG applications compared to 2012, where 88 IMGs had applied through the Specialist Assessment Pathway. The number of IMG applications to the Medical Council of New Zealand remained steady.

There were 165 practising IMGs in Australia with a valid assessment in 2013. This classification pertains to the IMGs who are undertaking a specialist pathway, or who are in the process of completing their clinical assessment or have completed, and are required to complete their Fellowship Examination and/or any other requirements stipulated in their Final Recommendation.

ACTIVITIES OF SURGICAL EDUCATION & TRAININGSECTION THREE

EXPLANATORY NOTESThe College is accredited to conduct surgical training in nine specialties. The following specialties conduct bi-national training programs:

• Cardiothoracic Surgery

• Neurosurgery

• Paediatric Surgery

• Urology Surgery; and

• Vascular Surgery

Separate programs are conducted in Australia and New Zealand for the following specialties:

• General Surgery

• Orthopaedic Surgery

• Otolaryngology – Head and Neck Surgery; and

• Plastic and Reconstructive Surgery

The number of appointments made in any year is dependent on the number of Trainees finishing the program and the consequent number of vacant accredited posts. The College does not control the number of posts available but accredits posts nominated by jurisdictions.

As part of the ongoing evaluation of the SET program some specialties have begun to move away from the standard description of Trainees being in a specified year of SET. Some specialties group years of training into an ‘early’, ‘intermediate’ and ‘advanced’ construct. This report adopts a SET Year structure that is standardised and may not reflect the terminology some specialties use.

DATA SUMMARYSET ApplicationsThe report shows that the number of applications remains consistent. Excluding 31 deferred Trainees included in the 2012 total in Table SET.5, there were 250 successful offers in 2013 compared to 296 in 2012, a decrease of 15.5%. The interest in surgery remains strong amongst medical graduates and the College continues to receive many more applications than there are available places. In each specialty there are doctors who, while meeting the standard for appointment, could not be offered a place in the SET program due to insufficient trainee posts.

SET TraineesPlease note that there has been a change in the treatment of the ‘Fellowship Pending’ and ‘Eligible in Process’ Trainees. In 2012 they were listed separately, however this year they have been incorporated as `Active’ Trainees and this accounts for the apparent increase in trainee numbers.

Fellowship ExaminationsNumbers reflected in the Fellowship Examination reports are representative of the exams held in Australia and New Zealand in May and in September 2013 and has been reported with respect to:• Individual sitting and annual pass rate• Eventual pass rate by specialty (compares the number of candidates successfully completing the Fellowship Examinations within a 5 year

Surgical Science ExaminationThe Surgical Science Examination (SSE) comprises two generic papers and one specialty specific paper for Cardiothoracic Surgery, General Surgery, Neurosurgery, Otolaryngology – Head and Neck Surgery, Urology Surgery and Vascular Surgery. Numbers reflected in these reports are representative of examinations held in Australia and New Zealand in February and June 2013 (including all attempts). Specialty specific examinations remain in their current format for Orthopaedic Surgery (held in Australia and New Zealand in April and October 2013), Paediatric Surgery (held in Australia and New Zealand in June, September and October 2013) and Plastic and Reconstructive Surgery (held in Australia and New Zealand in October 2013) and results are also included in these reports.

Clinical ExaminationThe Clinical Examination consists of 16 Objective Structured Clinical Examinations (OSCE) stations. Numbers reflected in the Clinical Examination report are representative of the exams held in Australia and New Zealand in February and June 2013 (including all attempts).

DATA SUMMARYGeneric and Specialty Specific Surgical Science Examination The Generic Surgical Science Examinations (GSSE) pass rate fluctuated very little with a 3.2% decrease compared to 2012. There was an increase in the number of candidates who presented in 2013 compared to previous years. The Specialty Specific Surgical Science examination has seen a slight increase (3.6%) in the pass rate since 2012.

Clinical ExaminationThe overall pass rate for clinical examination increased by 7.3% compared to 2012, with an increase in total sittings.

Fellowship ExaminationThe overall 2013 SET Trainees pass rate of the Fellowship Examinations (individual attempts) has increased in 2013 as compared to 2012 despite a decrease in the total numbers of those sitting in 2013. The overall pass rate for SET Trainees still remains low as compared to previous years (2009 and 2010). The pass rate of SET Trainees also varied significantly between specialties. Approximately two-thirds of Fellowship candidates continue on either their first or second attempt. Plastic and Reconstructive Surgery has the highest Fellowship pass rate in 2013, with 22 out of 28 candidates passing their Fellowship exam. Cardiothoracic Surgery and Plastic and Reconstructive Surgery have the highest annual pass rate on one attempt for 2013.

The eventual Fellowship pass rate for Trainees is similar across the last four trainee cohorts, with an eventual pass rate of 90% or higher (Table EXAM.5). The number of IMGs who have successfully completed the Fellowship within a five year period since their first attempt is similar to SET Trainees.

Examination pass rates The fail rates for the Speciality Specific and Fellowship Examinations seems to have been plateaued as there has been an increase in pass rates for both these exams. It is still too early in to determine whether this pass rate will increase.

The College remains committed to offer pre-vocational doctors the opportunity to complete the GSSE prior to entry into the SET program. From 2014 onwards a limited number of places will be available while capacity to upscale the delivery of the examination continues to be developed. Approximately 300 pre-vocational doctors will sit the 2014 exam in February, June and October 2014.

With regards to the Fellowship Examination, the College continues to identify areas for ongoing improvement. Due to the potential causes of the problem being multifactorial, the College has taken a number of directions including undertaking further research targeting a specific audience (supervisors, Trainees and recent graduates and examiners), developing additional resources for Trainees and supervisors and providing information about the changes to the Fellowship Examination.

EXPLANATORY NOTESIn all tables the last known address is used when the current address is unknown. Region is based on mailing postcode and country. An active Fellow is involved in medicine, surgery, medico-legal work or other specialist non-procedural and non-clinical work such as surgical administration and academia.

Continuing Professional DevelopmentThe College Council requires all Fellows involved in any form of medicine, surgery, medico-legal services and non-clinical work to participate in either the College Continuing Professional Development (CPD) Program or in another CPD program approved by the College as meeting its standards for CPD. This annual program aims to advance the individual surgeon’s surgical knowledge and skills for the benefit of patients and to provide tangible evidence of participation and compliance with the CPD Program by the award of the Certificate of Continuing Professional Development. Compliance with CPD demonstrates maintenance of surgical standards by individual surgeons in Australia and New Zealand.

To facilitate the maintenance of surgical competence of Fellows, the College provides professional development activities that are tailored to the specific needs of Fellows. These activities address the skills and knowledge required in each of the College’s nine surgical competencies.

External funding to support the surgical workforceThe College has sought and received external funding from different sources over many years to develop projects aimed at addressing surgical workforce shortages in rural and regional areas. In 2013, the College once more received funding from the Australian Federal Government to support surgeons, Trainees and international medical graduates in rural areas. These projects provide support to Fellows by facilitating attendance at professional development activities, developing e-learning opportunities and mentoring international medical graduates.

DATA SUMMARYFellowshipAdmissions to Fellowship were slightly lower than in 2012 with a total of 238 new admissions. There has been a notable increase in the percentage of younger Fellows aged under 35 amongst the broader Fellowship. In 2013 the number of Fellows under 35 has increased by 8.8% in Australia (Table WFD.4) and by 66.7% in New Zealand compared to 2012 (Table WFD.5). While the proportion of women admitted in 2013 was slightly less than in 2012, the overall number of active female surgeons has increased by 8.7% in 2013 across the Fellowship. Surgeons working in Australia and New Zealand as International Medical Graduates (IMGs) and transitioning to Fellowship contradicts this trend, where female surgeons constitute a smaller proportion of IMGs who were awarded Fellowship in 2013 (4.5%).

The proportion of surgeons located in rural or regional areas remains steady (Table WFD.8), with general and orthopaedic surgeons the most likely to work in rural and remote areas of Australia (Table WFD.6). Of those working in rural or remote areas, most are located in either Queensland or New South Wales (Table WFD.7).

CPDFrom 2011 to 2012, the CPD compliance rate has remained stable at 92.9%. The College continues to provide surgeons who are non-compliant with regular reminders through mail and email correspondence, in the College’s Surgical News and Fax Mentis publications, at the Annual Scientific Congress (ASC) and specialty society meetings. Commencing in January 2013, the College moved to an annual CPD program that better supports Fellows as they transition throughout their career. The program is simpler, offers greater flexibility and aligns with the requirements of the Australian Health Practitioner Regulation Agency (AHPRA) and the Medical Council of New Zealand (MCNZ).

The College addresses non-compliance by supporting Fellows who are experiencing difficulties to meet the minimum standards. Fellows who are non-compliant for the 2013 CPD year will be managed through a more stringent process of sanctions. Failure to comply with CPD will now be handled as a breach of the College’s Code of Conduct, with the ultimate sanction being the possible loss of Fellowship for persistent non-compliance.

Professional DevelopmentTo facilitate the maintenance of surgical competence of Fellows, the College provides professional development activities that are tailored to the specific needs of Fellows. These activities address the skills and knowledge required in each of the College’s nine surgical competencies. During 2013, the Professional Development Department delivered 59 face to face activities registering 1096 attendees (746 Fellows, 74 Trainees, 29 IMGs and 245 non-members) plus two online activities that attracted an additional 131 attendees. This gives a total of 1227 participants engaged with 61 programs delivered through the Professional Development Department in 2013.

EXPLANATORY NOTESThe International Projects programs encapsulate the College’s on-going commitment in: • partnering with Southeast Asia and Pacific neighbours to provide access to much needed health services and assist in the development of

medical and surgical capacity; and• advocating for safe surgery within the global health agenda.Pacific Islands Program (PIP) The program goal is to assist the Pacific Island Countries Ministry of Health to improve the health of their populations through supporting local access to specialist secondary and tertiary health services. This is to be achieved through the provision of health services with increased focus on capacity building activities. The current program is a continuation of the AusAID-funded College support to the Pacific region which commenced in 1995. The activities implemented throughout 2013 were at the specific request of the countries.

AUSTRALIA TIMOR LESTE PROGRAM OF ASSISTANCE FOR SECONDARY SERVICES PHASE II (ATLASS II)The program aims to improve the availability and quality of specialist surgical and medical services in Timor Leste. In line with the Government of Timor Leste’s identified priorities for the health sector, ATLASS II focuses on human resource development. The program’s main component is dedicated to building the capacity of the Timorese health workforce through a range of formal and informal training, mentoring and support activities. The program supports five long term advisers at the Dili National Hospital who conduct training and teaching, provide mentoring and clinical supervision of national clinical staff and deliver some services (primarily with a teaching focus). ATLASS II also implements short term specialist visits to the National Hospital in Dili and to the five referral hospitals. The ATLASS II program is complemented by the Rotary Ear Care Project which supports visiting ENT surgery and audiology teams and an in-country long term primary ear care nurse who helps to identify, screen and manage middle ear diseases in Timorese children and adults.

PAPUA NEW GUINEA HEALTH EDUCATION AND CLINICAL SERVICES (PNG HECS) The project involves the provision of tertiary health services and capacity building initiatives to Papua New Guinea as requested by the University of Papua New Guinea School of Medicine and Health Services (UPNG SMHS) under a sub-contract agreement between the College and the UPNG SMHS for the implementation of the Papua New Guinea Health Education and Clinical Support program. The project finished in March 2013.

EAST TIMOR EYE PROGRAM (ETEP) The East Timor Eye Program (ETEP), established in July 2000, is a program targeted at delivering eye-care services to Timor Leste. The ETEP primarily complements the eye programs implemented under the Vision 2020 program. The program’s key objectives are to help Timor Leste achieve self-sufficiency in the provision of eye care by 2015 and to work towards completely eradicating preventable blindness by 2025. The program will achieve this goal through a range of approaches to ensure short term curative needs are met and long term sustainability is achieved. In 2013, the ETEP provided funding support for a number of short-term visits by clinical and equipment maintenance teams from Australia, the purchase of ophthalmology and optometry instruments, freight of donated goods to Timor Leste, RANZCO membership and Annual Scientific Congress attendance of an Timorese ophthalmologist, and the development of promotional and online materials advocating eye health support to Timor Leste.

VISION 2020 TIMOR LESTE AVOIDABLE BLINDNESS AND VISION REHABILITATION PROJECT This involves the provision of eye care services in the districts, support for vision rehabilitation activities and research, human resource development and support for the National Eye Centre, Dili, Timor Leste. This project was completed in March 2013 and was replaced with the new V2020 East Asia Vision Program.

VISION 2020 EAST ASIA VISION PROGRAM (TIMOR LESTE)The Vision 2020 East Asia Vision Program 2013 – 2015 is being delivered in Timor Leste by the College in partnership with Fred Hollows Foundation New Zealand (FHFNZ). The College and FHFNZ work with the Government of Timor Leste, the National Eye Centre and other stakeholders to strengthen the skills and capacity of the eye care workforce in Timor Leste to enable the delivery of effective, high quality eye care, treatment and rehabilitation services in Dili and the districts. The project supports: (1) placement of a long term expatriate ophthalmologist in Dili to train and mentor the Timorese eye health workforce; (2) outreach and surgery activities at district level; and (3) vision rehabilitation activities in orientation and mobility, Braille and vocational education and training for visual impaired people.

ACTIVITIES OF INTERNATIONAL PROJECTSSECTION SIX

SUMBA EYE PROGRAM (SEP), NUSA TENGARA TIMUR (NTT)The Sumba Eye Program (SEP) was established in 2008 to provide eye care for the people of Sumba island, East Nusa Tenggara, Indonesia. Services comprise screening for eye diseases, eye operations (cataract, ptyregium etc.) as well as optometry (provision of eye glasses). In 2012 – 2013, the SEP team has been concentrating on expanding the program’s training and capacity building component to promote sustainability. The Australian team has been collaborating with regional ophthalmologists from Hassanudin University, Sulawesi to encourage skills transfer, and the program is sponsoring two Sumbanese eye care trainees to learn how to test vision and identify eye diseases and conditions, so that they can provide a full time eye care service for West Sumba. All work is done on a volunteer basis by ophthalmologists, optometrists, eye nurses and volunteer helpers. The work is coordinated by the RACS with local coordination and logistics provided by The Sumba Foundation – Indonesia.

MYANMAR PROGRAMS In partnership with the Myanmar Medical Association (MMA), Ministry of Health (MoH) and University of Medicine 1 (UM1), the College continues to respond to needs identified by the MMA, MoH and Medical Schools for emergency medicine and trauma care training. Building upon the success of the Primary Trauma Care program, the College has been working closely with the Myanmar medical institutions, emergency physicians and the Australian College of Emergency Medicine as well as individual specialists from Hong Kong, to develop the inaugural Post-Graduate Diploma in Emergency Medicine in Myanmar, delivered by the UM1 in Yangon. A cohort of local specialist doctors successfully completed the final examination in 2013. They are the first specialists to be trained in emergency medicine; an important first step for the establishment of an emergency medicine service in Myanmar. A second Diploma course is planned to commence in February 2014. It will build upon the achievements of the 2012 – 2013 activities and provide an opportunity for those trained as instructors during the 2012 – 2013 programs to practice teaching the courses, ensuring future sustainability.

EXPLANATORY NOTESThe Conferences and Events Department is based in the External Affairs Division of the Royal Australasian College of Surgeons.

The Department manages surgical events on behalf of Fellows and medical professionals with a major annual event being the RACS Annual Scientific Congress. The 2013 Annual Scientific Congress (ASC) was held in Auckland, New Zealand.

The Department strives to deliver conferences of high professional value, with strong perceptions of educative worth demonstrated through the positive feedback of RACS Fellows.

SECTION EIGHT ACTIVITIES OF VICTORIAN SKILLS & EDUCATION CENTRE

EXPLANATORY NOTESThe Victorian Skills & Education Centre’s major function is to ensure that surgeons and other health professionals have access to the facilities and technical support required for training in modern surgical skills and related areas. The Centre provides a well-equipped and flexible skills training laboratory and multi-purpose training and conference areas in which regular surgical training courses are conducted for Trainees and Fellows of the College.

The Centre’s key components are the Skills Laboratory, the Level 1 Lecture Room, the Level 2 Training Area, and the Hughes Room. The Skills Laboratory is a ‘wet’ workshop area, while the other rooms are carpeted meeting/conference areas.

The facilities are available for use on a seven day per week basis for College (internal) and outside organisations (external). The aim is to maximise use of the rooms by external hirers when not booked by College users. For example, a Saturday morning workshop in the Skills Laboratory represents occupancy of one half-day block from a total of two available for the day. The average daily occupancy of the Skills Laboratory includes half-day blocks of workshop time along with preparation, set-up, pack-down, cleaning and sterilisation directly associated with workshops.

Skills Laboratory WorkshopsTable VSEC.1 shows the number of workshops in the Skills Laboratory in 2013. Workshops are separated into two categories: College workshops are those for Fellows and Trainees including mandatory courses such as ASSET, specialty training programs, and optional skills courses. External events include workshops conducted on behalf of other medical specialty Colleges and a range of other groups.

Workshops by Surgical SpecialtyFigure VSEC.2 provides a breakdown by surgical specialty of the workshops conducted for Fellows and Trainees. Note that several of these fall into the ‘External Workshops’ category. ‘Not specialty specific’ indicates that the workshop covered skills relevant to multiple surgical specialties, for example the ASSET fundamental skills workshop.

Skills Laboratory UsageFigure VSEC.3 shows the percentage of available days when the Skills Laboratory is in use for internal and external workshops. This includes time when workshops are being conducted along with preparation, set-up, pack-down, cleaning and decontamination directly associated with workshops.

APPENDIX A: DEFINITIONS FOR REGIONAL, RURAL AND RRMA DATAThe following are explanatory notes on how region and RRMA codes are determined.

RRMA CodesThe Rural, Remote and Metropolitan Area code (RRMA) is used to help classify healthcare facilities across Australia according to the types of communities they serve. The RRMA code divides Australia into areas according to city status, population, rurality and remoteness.

Use of Postcode to Determine RegionThe allocation of Fellows to regions and RRMA classification is determined by the postcode from each Fellow’s preferred mailing address as of December 2013. The last known mailing address was used if the current address was unknown.
