What is Transit Signal Priority?

According to Transit Signal Priority: A Planning and Implementation Handbook TSP is an operational strategy that facilitates the movement of transit vehicles, either buses or streetcars, through traffic signal controlled intersections. Signal priority should not be confused with signal pre-emption, which while similar (and the terms are often used synonymous), they are in fact different processes.
