SpAIN SEEkS fuRTHER GIBRALTAR TALkS WITH ukLooking to defuse a diplomatic row that flared up last month
over Gibraltar, Spanish Foreign Minister Jos Manuel Garca-Margallo has written to his British counterpart, William Hague, proposing a new framework for discussing issues concerning the territory.
According to a report by El Pais, Spains current government rejects the tripartite forum set up under Socialist PM Jos Luis Rodrguez Zapatero, which gave equal status to Gibraltar, Spain and the UK.
Garca-Margallo said Thursday that he had proposed to Hague a method of working that would set an agenda and the composition of ad-hoc groups to resolve conflict.
Hague proposed something along those lines in April of last year, with all the relevant authorities concerned to be involved in resolving issues such as fishing rights and environmental protection measures.
SpAIN CuTS OVERSEAS fOREIGN AID
Jesus Garcia, Spains secretary of state for International Cooperation commented yesterday how Spain is switching the focus on its foreign aid programs from funding various projects financially, to providing an exchange of knowledge.
Tumbit.com reports that the Secretary, who is also responsible for Spains relationship with Latin America, admitted that the revision was largely due to the countrys ongoing economic pressures, but that foreign aid must be subject to austerity, along with other areas of public spending.
Spain has been very generous over the past 20 years across the entire region - we have contributed 9 billion in aid to Latin America, and the region that has benefited most is Central America, he said during an official visit to Costa Rica.
Now and in the future were in an austerity process that forces us to find other kinds of foreign aid, perhaps with fewer economic resources but with the same enthusiasm, he continued.
Garcia went explain that Spain will speak with other Foreign Governments who have previously received financial aid to see if they can be helped in more practical ways.
Spanish foreign aid will now be based more on the exchange of knowledge, know-how and experience than on providing funds, he said.
With so many people in Spain living below the poverty line and with public funding being cuts in so many essential services such as Healthcare and Education, the question must surely be why this has not been addressed before now.

MuRCIA TERMINATES AEROMuRS CORVERA AIRpORT CONTRACTLast Fridays meeting of
the Regional Government of Murcia has approved the proposal put forward by the Ministry of Public Works to terminate Aeromurs contract to operate Corvera International Airport.
According to a report by ABC, In a press conference earlier this afternoon Minister of Public Works, Antonio Sevilla, confirmed that the decision had been made in the interests of ensuring that the airport was was open in the shortest possible time, and so not to cause further damage to the interests of Murcia.
The proposal to end Aeromurs contract was first proposed in last Fridays meeting, although the decision was deferred until
today.
Speaking to the press, Sevilla went on to cite the concession holders inability to comply with the correct permissions, and apply for the appropriate licences to operation the airport, causing extensive delays.
Moving forward, the
Regional Government will invite new tenders for contracts to operate the airport. Such contracts need to be in place by a deadline of 31st of December if the Guaranteed deadline for Corvera Airport to be operational by Summer 2013 is to be achieved.
SpAIN ExpECTS 3.7% MORE pASSENGER
ARRIVALS THIS WINTER
Airlines have scheduled a total of 81 Million passenger seats with Spains airports for the Winter 2013-2014 period (27th October - 28th March) - up 3.7% on the previous season.
