• German economy spends approx. € 23 billion to gross per year on vocational training
• average costs of a trainee in the dual system a year: € 15.300
• approx. 500.000 companies providing training
• State spends approx. € 3 billion for vocational schools
• about 1,5 Mio. trainees altogether - over 60 % of school leavers
• in responsibility of the Chambers of Industry and Commerce:
– work approx. 336.000 vocational training instructors
– work over 160.000 professional experts in the examination boards on a honorary basis

IHKs assure the quality in VET … assess, certify and develop ability of companies to train can withdraw the companies training permission examine the instructors and control the examiners promote the training coordinate the training interests of companies develop the training contents and the training system in
cooperation with stakeholders, such as Ministries, Employers’ associations, Trade unions and others

Conclusion
• German dual training is an excellent system for qualifying skilled workers
• it leads to a win-win-situation for companies, government and young people, altogether
• it is a very complex and balanced system
• it works only because of the compulsory membership of enterprises in Chambers of Commerce and Industry
