Whilst RRCT 2012 will provide the opportunity

for learning in a controlled environment for

participants, the involvement of school visits

to Princes Wharf #1 during RRCT 2012 will

help heighten community awareness of the

impact of road crashes and the important

work undertaken by rescuers.

Visitors to Hobart will enjoy the RRCT 2012

venue Princes Wharf #1 on Hobart’s iconic

waterfront and I invite you all to take the

opportunity while in Tasmania to indulge

yourself in some of the many features on

off er in one of Australia’s most picturesque

destinations.

While the ideal would be not to have motor vehicle crashes, the reality is that they do happen and the skills learnt here will assist to improve patient extrication techniques, reducing additional trauma and improving outcomes for those involved.

Tasmania 2012.

The combined emergency services organising

committee for RRCT 2012 lead by Tasmania

Fire Service have done an excellent job in

putting together a program that promises

to be both challenging and rewarding for

all participants. This clearly highlights the

collaborative working relationships between

emergency services agencies in Tasmania and

they are to be congratulated for that.

About the Australasian Road Rescue Organisation (ARRO)

The Australasian Road Rescue Organisation

(ARRO) is the peak body in Australasia for the

development and exchange of information,

knowledge and skills in road rescue. Its

membership is drawn from the individuals

and organisations in the emergency services

that assist people at road crashes everyday

such as Fire Services, State Emergency

Services and Ambulance Services.

ARRO was established as the Australian

National Road Accident Rescue Association

(ANRARA) in 1996. ANRARA changed its

name to ARRO in 2003 to better refl ect its

position on the World Rescue Organisation.

ARRO represents Australasia at the World

Rescue Organisation.

Australasian Road

Rescue Organisation, I

would like to extend a

very warm welcome to

Tasmania and to the Road Rescue Challenge

Tasmania 2012 event.

This year, the challenge travels to Tasmania

for the fi rst time. Our hosts, the Tasmania

Fire Service and the combined Tasmania

emergency services in collaboration with

the ARRO management team have put

together a comprehensive and informative

program. This includes some practically

testing challenges that will leave participants,

supporters and spectators captivated by the

scope and breadth of rescue skills required.

Once again I must sincerely thank Holden

for their continued generous support with

the provision of vehicles for the challenge.

Their support cannot be measured in value,

but we all greatly appreciate the tremendous

commitment they have provided to ARRO

over the years, which we hope will continue

long into the future. Our appreciation also

extends to all of our other ARRO sponsors

and supporters as it does with the local

sponsors and supporters of this year’s

Princes Wharf #1 is within walking distance

to the Hotel Grand Chancellor and the

Old Woolstore Apartment Hotel. Parking

at Princes Wharf #1 is reserved for offi cials.

Public parking is available in the area

however it will be crowded on Saturday.

situated on Hobart’s iconic waterfront and

alongside the famous Salamanca market

which operates every Saturday. The newly

renovated Princes Wharf #1 is used for

many events in Hobart including the ‘Taste

of Tasmania’. The venue is fully enclosed,

In 1999 Tim was a member of the Burwood

team that picked up 1st place at the World

Challenge in Melbourne at “Rescue Down

Under” and in 2000 was a member of the

Burwood team that won the Australasian

Challenge at Mt. Gambier.

Tim remains passionately involved in the

ARRO Challenges, he says he continues to

be involved in ARRO because he knows

how much his on road skills improved

training for and participating in national

and international events.

Tim was promoted to Inspector in 2006

and worked for two years in regional NSW,

based at Bathurst. He has returned to

Sydney and is a relieving Inspector based at

Ashfi eld.

Rail Incidents Presenter

Daryl RushEducation and Research Offi cer, ARRO

Operationally focussed

with road crash rescue service delivery

since commencing with QFRS in 1991,

and joining ANRARA in 1996. Actively

researching contemporary aspects of

road crash rescue to identify best practice

options for fi re-fi ghters and rescuers.

Presenter ProfilesHolden Presenter

Derek Scott Specialist Engineer, GM Holden

Derek has worked in the

area of vehicle safety at Holden for the

past 10 years. He has been involved in the

area of Vehicle Structure and Restraints

development on a range of vehicles

including the VE Commodore, Chevrolet

Camaro and more recently the dedicated

LPG Commodore.

Train Scenario Presenter

Tim FoxInspector, Fire & Rescue NSW

Tim joined the Fire Brigade

in 1985 and has spent the majority of his

career working at specialist rescue operator,

including fi ve years as a Senior Rescue

Instructor.

Tim’s involvement in road rescue challenges

started in 1995, when as a member of the

Burwood team, won a state event and went

on to represent the Brigade at a challenge

in Canada.

In 2007 Bruce attained a Bachelor of Adult

and Vocational Education and worked as a

Paramedic Educator for 2 years in 2007-08.

Bruce is also qualifi ed as a Senior Instructor

for the Emergo Train System.

In 2008 Bruce became the staff

Representative for the Tasmanian

Ambulance Clinical Council.

In 2012 Bruce was awarded the National

medal for 15 years of diligent service.

Bruce’s has undertaken various positions

including Supervisor, Branch Station

Offi cer and Clinical Support Offi cer. Bruce

is currently working as a Duty Manager in

Southern Region.

Train Case Study Presenter

Steve PercivalSteve joined the Tasmania

Fire Service in 1988 and his

rank is Station Offi cer. He is a

Road Crash and Technical Rescue instructor.

Steve gained his RCR competency in 2004

with Queensland Fire and Rescue and in

2007 undertook Technical Rescue training

with New South Wales Fire and Rescue.

During the Road Rescue Challenge Steve

will be presenting a rail incident case study

and assisting with the train lifting practical

sessions.

Train Case Study PresenterBruce Connor Ambulance Tasmania Acting Duty Manager – Southern Region

Bruce commenced as a Student Ambulance

Offi cer commencing his Diploma of

Paramedical Science through Charles Sturt

University in 1995.

Bruce graduated as an Ambulance Offi cer

1998. In 1999 Bruce became qualifi ed as a

Rescue Ambulance Offi cer. In 2000 Bruce

gained accreditation in Advanced Life

Support which is now the Intensive care

course.

Bruce has gained other qualifi cations in

Urban Search and Rescue through Tasmania

Fire Service.

ACT Fire & Rescue are looking forward

to competing in this year’s challenge in

Hobart. The ACT  team has a range of

experience and qualifi cations and are

located across Canberra’s nine fi re stations.

Most team members have never competed

in a challenge before but know the

experience will enhance their approach

to road accident rescue on the road.

The team members are: Martin van der

Sanden, Mick Comerford, Barry McMillan,

Chris Jamieson, Adam Garratt, Damian

Holloway and Lee Cannon.

Whitianga is a small coastal town situated

on the eastern coastline of the Coromandel

Peninsula, which is in the north island of

New Zealand. We are a volunteer brigade

of around 33 members. The Whitianga

Fire Brigade has been competing in Road

Crash Rescue since the year 2000. We fi rst

competed in Australia in 2003 at Toowomba

in the Australian Nationals as a guest team

and have competed every year since at the

Australasian Challenge. We look forward to

meeting new friends & catching up with

some old ones.

Trevor Weston, having previously

volunteered at Werribee for 12 years is now

a member at the recently formed Wyndham

Vale Fire Brigade. Trevor works as a full-time

paramedic.

Mark Mummery has been a volunteer with

the brigade for 23 years and works as a Fire

Equipment Technician.

Adrian Kendall is a Vehicle Technician

outside of his time at Werribee and has

16 years of experience with the brigade.

Lino Zulian is self-employed as a bricklayer

and brings with him 23 years of road rescue

experience.

Michael Wells also works as a full time

paramedic and is currently the Brigade’s

Captain.

Phil Menzies is the team’s most

experienced member (oldest) with 28 years

of service and is also a Station Offi cer with

the Metropolitan Fire Brigade.

The team this year is a composite team

made up of members from the Werribee

Fire Brigade and Wyndham Vale Fire Brigade.

All the team members are volunteers with

the CFA and come with both a variety

of operational experience and varying

vocational backgrounds. The team enjoyed

some success at the 2011 challenge and is

currently preparing for the WRC to be held

in London later this year.

Rob Mitchell, current Team Leader with

21 years of service in the Werribee Brigade

and outside of the brigade is also a career

fi re fi ghter.

Mr Jones C. H. Yeung –

Team Manager

Mr Jones C. H. Yeung

joined the Fire Services

Department in 1982

as a Station Offi cer. He

rose through the ranks and was promoted

to Deputy Chief Fire Offi cer in 2010. He is

now the second in charge of the Hong Kong

Island, Islands and Marine Command of the

Hong Kong Fire Services Department.

Mr Yeung is the Team Manager of the Hong

Kong Fire Services Team in the Road Rescue

Challenge Tasmania 2012. Members of

the team are drawn from various units in

the Fire Services and the team hopes to

improve its crash rescue techniques through

competitions in the Challenge.

The Huon Valley team are from an SES

operational unit based in the picturesque

Huon Valley region of Tasmania. Their area is

widely known for its apple growing, tourism

and beautiful scenery. The unit and all its

members are active Road Crash Rescue

qualifi ed operators that have many years of

experience in rescue operations. The unit

is also trained and active in storm damage,

fl ood management and land search. They are

one of the busiest units in southern Tasmania

and on average attend nearly a job every

week. Several of the team have competed

successfully in previous ARRO competitions

and this knowledge, coupled with extensive

on-road experience, means they will be highly

competitive in the event. All team members

wish the best of luck to all competition teams.

Assistant Divisional Offi cer in December

2005. He is now a Station Commander of

Sai Wan Ho Fire Station and Team Leader of

Urban Search and Rescue Taskforce of the

Hong Kong Fire Services Department.

Mr Vincent, Tam Ngo Yin joined the Hong

Kong Fire Services Department in June 2007

as an Ambulance Offi cer. He was qualifi ed

as an EMA II at the Justice Institute of British

Columbia, Vancouver, Canada in 2009. He

is now an EMA II instructor for paramedic

training at Ambulance Command Training

School and an instructor for Special Rescue

Squad in the Ambulance Command of the

Hong Kong Fire Services Department.

Mr Wing-Wah Lai joined the Hong Kong

Fire Services Department in September

1990 as a fi reman. He was promoted to

Principal Fireman in March 2011. He is

currently an operational fi refi ghter and

fi rst responder. He is also a member of the

Special Rescue Squad of the Hong Kong

Fire Services Department.

Mr Ka-Ming Chu joined the Hong Kong Fire

Services Department in November 1995 as

a fi reman. He is currently an operational

fi refi ghter and fi rst responder. He is also

a member of the Special Rescue Squad

and Urban Search And Rescue Team of the

Hong Kong Fire Services Department.

approximately 20 minutes south of

Christchurch city on State Highway One.

The brigade averages 550 to 600 + calls a

year, making it one of the busiest volunteer

stations in the South Island of New Zealand.

The Rolleston Volunteer Fire Brigade RCR

team is a relatively young RCR team having

only been competing for the last 3 years.

The training and road crash rescue

experiences the team gains are invaluable

and new techniques are channeled back

Dunsborough Volunteer Fire & Rescue

are a relatively young brigade established

just over 10 years ago. Since then the

Volunteers have been proactive in training

and enhancing their skills in Road Crash

Rescue. This is the third year the brigade has

attended the challenge. The benefi ts and

experience learnt in participating in ARRO,

has been directly transferred into incidents

and the disentanglement and care of

casualties, saving lives.

This year’s team from the newly rebadged

Fire & Rescue NSW, previously known as

NSW Fire Brigades, is from the southern

Sydney suburb of Hurstville. Apart from

Clay Allison and Tony Waller who have

participated in a couple of these events

over the years, the team of Alan Rourke,

Letetia Harris, Matt Lynch and Steve

McDonnell are looking forward to their fi rst

experience at this type of event.

The Hurstville station runs 4 platoons

manning a Pump Rescue and a Heavy

Rescue. The station provides fi re and

rescue coverage for the general area from

Sydney International Airport around most

of Botany Bay and the adjoining suburbs.

The team from “D” Platoon is looking

forward to picking up plenty of tips and

new techniques from all the old pros at this

year’s event.

Cairns is located in Far Northern

Queensland and our area of response is

from Cardwell in the south to Thursday

Island in the north. We are lucky to live in a

beautiful part of the world but there have

been very challenging times recently with

cyclones and fl ooding. The Cairns team

has been competing for a number of years

now and has a good blend of youth and

experience. We train hard and are lucky

enough to have good facilities to do this

training at Cairns Fire and Rescue Station.

The team consists of Station Offi cer Ian

Darcy Magee, Firefi ghter Mick Balmer,

Senior Firefi ghter Andrew EmeryAndrew has been a fi refi ghter with Hobart

Fire Brigade for 7 years and was a member

of the team that travelled to New Zealand

last year. Andrew also brings a great deal

of knowledge and experience to the team

as one of Hobart Fire Brigade’s Road Rescue

Instructors as well as a First Aid Instructor.

Senior Firefi ghter Matthew Pope Matthew Pope has been a fi refi ghter with

the Tasmania Fire Service for the past 8

years, fi rstly in Launceston Fire Brigade and

more recently, the Hobart Fire Brigade.

Matthew travelled with the team last year

to Wellington - New Zealand. As well as

having a vast knowledge of Road Cash

Rescue, Matthew is also one of our Brigade’s

Vertical Rescue Instructors.

Senior Firefi ghter William Russell William Russell has been a fi refi ghter with

the Hobart Fire Brigade for 5 years. He was

also a pivotal member of the team that

travelled to New Zealand in 2011.

Senior Firefi ghter David Russell-Green David has been a fi refi ghter with the

Tasmania Fire Service for 10 years. This

is his fi rst time competing in the ARRO

Australasian Road Rescue Challenge.

Intensive Care Paramedic Natalie RiversNatalie Rivers has been a Paramedic with

Ambulance Tasmania for 8 years. This is the

fi rst year she has competed in the Road

Rescue Challenge.

Last year’s ARRO Australasian Road Recue

Challenge in Wellington New Zealand saw

our team from Hobart fi nish in the top 50%

overall in the challenge in only their fi rst

year of competition. This year we hope to

improve on that, while at the same time

learning valuable skills and ideas from other

rescuers from across Australasia. We would

like to wish all competitors all the best in

their competitions and hope that you enjoy

all that our beautiful city has to off er. We

look forward to meeting as many of you as

possible.

Leading Firefi ghter Barry BonesBarry has been a fi refi ghter with the Hobart

Fire Brigade for years. Barry led the team in

New Zealand last year and will do so again

this year. Barry has also been one of Hobart

Fire Brigade’s Road Crash Rescue Instructors

since the Tasmania Fire Service assumed

responsibility for Road Crash Rescue in 2006.

With him, he brings a wealth of experience

and knowledge to our team.

For the fi rst time, this year’s competition

was run under the auspices of the

Tasmanian Mineral Council’s Emergency

Response Competition.

The MMG Rosebery Mine Rescue Team

undertakes signifi cant training throughout

the year and results like these are a

testament to the skill and discipline of the

team.

We place strong emphasis on health and

safety at MMG Rosebery and competitions

such as these provide us with an

opportunity to put our abilities to the test,

and seek continuous improvement.

M M G R O S E B E R Y M I N E R E S C U E

The MMG Rosebery Mine R escue Team is

a volunteer group of well skilled mining

employees who have been together for a

few years now and as such have learned to

function very well as a tight knit crew. The

team’s focus in on emergency response

on the mine site ensuring that they are

prepared for whatever emergency may arise

at short notice.

MMG Rosebery’s Mine Rescue Team has

won the Tasmanian Emergency Rescue

Competition three times in the last four

years.

The most recent of these competitions was

held at Vedanta Copper Mines of Tasmania

at Mt Lyell in November 2011, the MMG

Rosebery Mine Rescue Team delivered a

superb performance, securing the overall

championship, ahead of Grange Resources

and Cornwall Coal.

Led by Elmar Van Breda, the team produced

excellent results and placed fi rst in six out of

the nine categories:

• Safety

• First Aid

• Team Skills

• Confi ned Space

• Vehicle Extraction, and

• Underground Rescue

VICSES have entered team from its South

West Region for this year’s Australasian Road

Rescue Challenge in Tasmania. The team

includes members of the South Barwon

Unit.

The team consists of Josh Hutton (Team

Leader), Andy Pitchford (Medic), Caroline

Taylor, Tim Hutton, Andrew Murton and

Jason Borys (Tool Operators) and Scott Clark

(Team Manager). The team have over 80

years of combined service and experience

with VICSES. Josh, Andy and Caroline and

Tim have all participated in past Rescue

Challenges both at Regional and State level,

and recently in the Australasian and World

Challenges in New Zealand last July.

The VICSES South West Rescue team is

extremely passionate about expertise in

Road Rescue and is looking forward to

representing VICSES on the Australasian

rescue stage. Whilst competition will be

Blackwater is west of Rockhampton in

the Capricorn Highlands and is known

as the coal capital of Queensland with a

population of 5030. The coal is transported

directly from coalmines south of town to

Gladstone by train. The Blackwater Auxiliary

Fire Station is located within QFRS Central

Region and they have represented this

Region at State Level for several years, and

this is our 2nd year at the Australasian

Rescue Challenge. The team consists of

Captain Brett Truelson, Medic Keara Bacon

from the QAS, and team members Mark

Freeman, Steve Weber, Brenden Beddow

and Peter Foley. Blackwater will also have

Ray Jackson travelling with the team as

support and reserve. The team is excited

to be taking part in the 2012 Australasian

Rescue Challenge in Hobart, Tasmania.  We

are looking forward to meeting all other

participants.

The Wingecarribee Unit of the NSW SES

was formed in 1981 after an amalgamation

of 3 local government areas (LGAs). The

Unit services a population of over 42,000

and covers 2,685 km2. In 2009 the Berrima

District VRA merged with the Wingecarribee

SES Unit and as at February 2012

membership stood at 88 volunteers.

As well as the Service combat roles of

storm, fl ood, fl ood rescue and tsunami, the

Unit is the primary agency for general land

The 6 personnel in the team represents SCDF

DART unit.

We are an elite team within the Singapore

Civil Defence Force, formed in 1990 to handle

complex incidents such as Urban Search

and Rescue (USAR); Road Traffi c Accidents;

Prolonged Fire Fighting Operations; Height/

Confi ned space and Water Rescue.

Each of the team members has got at least

5 years of experience dealing with complex

rescue operations. We have also been

deployed overseas rendering our assistance

to countries aff ected by Earthquakes.

Our Team Leader MAJ Kelvin is currently

holding the appointment of Senior Instructor

in CD training academy, SGT Jonathan is

a trauma paramedic at the frontline and

the remaining team members respond

for complex rescue incidents from the

Headquarter.

Feilding Volunteer Fire Brigade is one of the largest Volunteer Fire Brigades in New Zealand. Situated two hours North of Wellington, it looks after a community of 15,000 people attending a wide and varied range of calls numbering in excess of 300 each year.

Our team consists of Glenn Davies, Gareth Campbell, Mike Dalley, Warren Dickson, Kevin Penn, Willie Philip, Johnathon Bunn and is coached by Peter Guard.

We have three members that have many years of invaluable RCR experience that are teaching and guiding the younger guys giving them the skills to be successful Road Crash Rescue team members.

The opportunity to participate in both the Australasian and World challenge will enable the team to learn new skills and take those skills back to the Brigade and pass on to the other members. Over the years that we have been participating, many new skills have been picked up, and we look forward to doing the same again this year.

are now ready to accept the responsibilities

and rigors this year’s challenge off ers.

Whilst the team is new to this style of

rescue challenge they are certainly not new

to nor short when it comes to enthusiasm,

endeavor & commitment. The girls are

embracing the experience and looking

forward with great anticipation to the

knowledge & skills that can be gained by

participating in and interacting with such

a large group of highly skilled operators &

assessors.

Marks) also started his professional career in

the Army as a patrol Medic, and now works

as Emergency Response Offi cer within the

mining industry in Western Australia. The

remaining two members (Jesse Francis and

The members competing in the challenge

come from a broad cross section of

emergency response sectors right across

Australia. We have three members of

the team who started their emergency

response carers in the Army Fire Service and

the Emergency Response Squadrons. After

departing the defence force one joined the

Canberra Fire Service (Jason Ullrich) and

the other two (Mathew Poller and Jason

Team Manager – Ian McIntyreIan has been involved as a Emergency Response Team member for over 15 years and currently is the Emergency Response Coordinator at Curragh Mine.

Team Captain – Alan GrayAlan has been an active Emergency Response Team member for 6 years and has been a member of Curragh Mines Rescue Team for the past 14 months.

Team Medic – David Mapes David joined the Curragh Mines Rescue Team in 2010 and currently works at our Curragh North site.

Team Safety – Brett GarrettyBrett has been a active team member of the Curragh Emergency Response Team for two years.

Team Member – Kenneth MorrellKen joined Curragh Mines Rescue in 2011 and has recently completed our Certifi cate III in pre hospital Care.

Team Member – Kristian GainsfordKristian has been an active member of a number of Emergency Response Teams within the coal mining industry.

Team Member – Mathew WellsMatt has been a member of Curragh Mines rescue team for the past two years and is currently located at our Curragh North site.

Team Member – Spencer WhiteSpencer completed Emergency Response training in 2011, has been a team member for 8 months and recently completed our Certifi cate III in Pre Hospital Care.

W E S FA R M E R S C U R R AG H M I N E Curragh Mine is operated by Wesfarmers

Curragh Pty Ltd and covers an area of

approximately 12,600 hectares in the coal-

rich Bowen Basin of Central Queensland,

14 kilometres north-west of Blackwater

and approximately 200 kilometres west

of Rockhampton. Curragh Mine currently

produces 8.5 Million tonnes of coal annually

operationally Curragh mine has 600 direct

employees and 1200 contractor employed

on site.

Curragh Mine Rescue team has 43 volunteer

members who respond to emergencies in

addition to their normal mining duties.

The teams training includes Applied First Aid,

Occupational First Aid, Emergency Medical

Technician, conduct Fire Team Operations,

Conduct Road Crash Rescue Operations,

Vertical Rescue Operations, Confi ned

Space Rescue all training is conducted to a

Australian Recognised training package.
