RNC functionalityThe Lucent Radio Network Controller is responsiblefor managing the UMTS/W-CDMA radio resources,including call set-up and tear-down, processing ofvoice and data traffic and hard and soft handoffbetween cells. It has been specifically designed toprovide high capacity, reliable and highly scalableradio resource management for operation in 3G cellular networks. The Lucent RNC makes full use ofopen architecture interfaces, proven through anextensive interoperability program and is thereforefully capable of deployment in a multi-vendorUTRAN environment.

High-Speed Data Packet Access (HSDPA), High SpeedUplink Packet Access (HSUPA) and location servicesare crucial in the further enhancement of 3G wirelessdata services. As the first to market, Lucent's nextgeneration UMTS RNC has set new standards interms of the processing power, scalability, and architecture required to efficiently support the latestdata technologies that enable advanced end userservices. The Lucent RNC is built around Lucent'sinnovative Flexent Blade Platform (FBP) which usesstandardized off-the-shelf processing technology toenable faster evolution than custom-built processinghardware, facilitating both the early roll out of newfeatures and capacity improvements.

Reduced cost of ownershipThe Lucent RNC is based on a high capacity GigabitEthernet backplane and uses standardized off-the-shelf, commercially available processing technologyto leverage industry standard cost and performancecurves. This enables the Lucent RNC to deliver best inclass capacity for its size in the industry. A single cabinet is capable of supporting a maximum of 560Mbps of user data throughput or over 4,300 Erlangsof voice traffic.

As traffic volume grows, you can expand the RNCcapacity further by implementing a multi-cabinet system supporting up to 1350 Mbps of user data orover 13,000 Erlangs of voice traffic.

Backhaul OPEX savings can be realized by the use ofIP for backhaul transport. The Lucent RNC, which isbased on an ethernet backplane, allows a seamlessevolution to an IP-RAN solution via softwareupgrade.

Floor space comes at a premium and to enable you toinstall the The Lucent RNC in space-constrained environments, we have eliminated the requirementfor rear maintenance access. This allows the RNC tobe deployed against a wall or 'back-to-back'.

The common platform approach adopted by LucentTechnologies through the Lucent product range willreduce costs associated with spares holding, technicaltraining and technical staff deployment, as the LucentFBP platform is used for many other solutions acrossour fixed and wireless portfolios.

RNC uptime is vital because it translates intobetter service reliability, fewer outages, and happiercustomers.

Maximized deployment flexibility When planningUMTS Terrestrial Radio Access Network (UTRAN) forurban areas, a centralized approach may be the rightsolution. In other cases, such as suburban and ruralareas, a decentralized approach with smaller systemsdeployed closer to the NodeB equipment with lessleased line utilization may be more appropriate. TheLucent RNC efficiently supports these different network topologies. The Lucent RNC also supportsthe background download of new features, managedremotely from our Operations and MaintenanceCentre for UTRAN (OMC-U).

Our UTRAN equipment comprises the Lucent UMTSMacrocell base station family (Node B) and theLucent RNC and NOS OMC-U. We also utilize keyelements from our market-leading PacketStar® portfolio of IP and ATM multi-service network equipment.

The complete installation and commissioning process is based on the concept of "Plug and Play" requiring no testequipment. Once the system is installed and switched on, the system runs self-test, determines its own configuration and makes itself ready to integratein the network. Front access cabinet design reduces footprint requirements and associated facilities space. Theinstallation and commissioning effort on site is minimized to ensure a rapid cost-efficient deployment.

The RNC hardware can be installed at a prepared site in less than four hours by a single technician.

Lucent's RNC can directly terminate Ethernet and STM-1/OC-3 (8+8 per cabinet, up to 24+24 in maximum configuration) or any combination of E1/T1/J1, E3/T3/J3, STM-1/OC-3 or Ethernet via the PacketStar™ range ofmulti-service switches.
