What’s new

Brazil, China, Colombia, India, Russia, Taiwan, and South Africa are added to the list of countries tracked.

DFMonitor is now tracking 4G&5G broadband prices in 48 European, American, Asian Pacific and African countries having a combined population of ~4.7 billion (60% of the world’s total population).

In 2H2020 we tracked 4G&5G broadband prices from 168 operator main brands, 79 sub-brands and 70 major MVNOs.

While previously we computed price metrics for two types of plans (i.e. smartphone and mobile/wireless broadband plans) starting from this 14th release we will be presenting separate metrics for smartphone, mobile and wireless broadband plans.

4G versus 5G prices

5G monthly prices in EU continued to fall faster than 4G monthly prices.

4G gigabyte prices in EU continued to fall. 5G gigabyte prices – a fraction of 4G gigabyte prices – were flat during the 2H2020.

1 Digital Fuel Monitor methodology

Rewheel’s Digital Fuel Monitor bi-annual releases have been tracking 4G&5G broadband prices in the 41 EU & OECD countries

since the first half of 2014. In this 14th release we tracked and analysed the state of 4G&5G broadband pricing during the second

half of 2020 (September 2020 prices).

On the 28th of April 2020 OECD (Organization for Economic Cooperation and Development) announced1 that Colombia has formally

become its 37th member. Brazil, China, India, Indonesia and South Africa while not full members cooperate closely with OECD and

are listed2 as OECD key partners. In light of the UK’s 2020 exit from the European Union (as of the 1H2020 we have reclassify the

UK as a non-EU OECD country), Colombia’s entry in OECD and the growing importance of a number of markets such as China

(early lead in 5G deployment), India (very low 4G prices) we decided to expand the number of countries tracked by DFMonitor.

As of 2020 Brazil, China, Colombia, India, Russia, Taiwan, and South Africa are added to the list of countries tracked. Going forward

DFMonitor will be tracking 4G&5G broadband prices in 48 European, American, Asian Pacific and African countries having a

combined population of ~4.7 billion (60% of the world’s total population). Taiwan was added in the list of countries tracked by

DFMonitor because it is a very interesting market. There are 5 mobile network operators present in Taiwan, a country with ~24

million people. Taiwan had the third highest mobile data usage per capita in 2019 (behind Finland and Latvia) and the second

highest mobile data usage per subscriber (behind Finland). The majority of 4G&5G broadband plans sold by Taiwanese operators

are speed-tiered plans that included unlimited data volume.

The introduction of 5G, as we shown in DFMonitor’s 12th release3 2H2019, accelerated the transition from the volume-tiered (selling

gigabytes) to the speed-tiered (selling Mbit/s) unlimited data volume model. Going forward, the speed of plans that pack unlimited

data volume will become the main mobile tariff differentiator. The speed-tiered unlimited data volume model was pioneered by Elisa

in Finland during the early years of 4G and has proven very successful4.

In September 2020 ~17% of all 4G&5G smartphone plans (that included at least 1000 national minutes) sold in EU countries

included unlimited data volume, up from ~15% in April 2020. Unlimited data volume plans, according to the DFMonitor methodology,

were plans that had no finite gigabyte volume i.e. no throttling or de-prioritization policies or at least 1000 gigabytes. The share of

mobile broadband plans that were sold with unlimited data volume in September 2020 in EU was ~16%, up from ~13% in April

2020 while the share of wireless broadband plans that were sold with unlimited data volume in September 2020 in EU was ~54%,

up from ~48% in April 2020.

DFMonitor 14th release 2H2020 detailed methodology

Rewheel’s DFMonitor methodology was designed from the onset to measure the price of mobile data connectivity both in

smartphone plans that include voice and data connectivity and as well in mobile/wireless broadband (data-only plans). Hence, by

tracking the price of smartphone plans that include practically unlimited voice connectivity (i.e. 1000 or more national minutes) we

could compare directly the price for mobile data connectivity and track the historic price development. Back in 20145 smartphone

plans that included practically unlimited minutes/SMS were the de-facto monthly rolling plans in the majority of the EU28 & OECD

markets.

By 2020 in almost all of the 48 European, American, Asian Pacific and African markets tracked by DFMonitor smartphone plans

that included practically unlimited national minutes/SMS had become the de-facto monthly rolling plans. In some ultra-competitive

European 4-MNO markets such as France and Italy ultra-low (5 - 10 EUR/month) priced plans with unlimited minutes/SMS and 60-

80 gigabytes are the norm nowadays.

Number of tariffs, operator groups, mobile network operators (MNOs), operator sub-brans and MVNOs

This 14th release 2H2020 contains 1712 smartphone tariffs, 663 mobile broadband tariffs and 208 wireless broadband tariffs. Those

were sold by 168 mobile network operators (that are part of 92 operator groups), 79 operator sub-brands and 70 major MVNOs

that were present in the 48 European, American, Asia Pacific and African countries. The entire DFMonitor database includes well

over 20000 4G&5G tariffs.

Tariff collection

Tariffs were collected from the operator websites during September 2020 (from the 12th to the 30th of September 2020). We archived

screenshots from every single operator tariff that was used in the comparative analysis and as well downloaded and archived the

tariff terms and condition wherever needed and readily available.

Tariff eligibility rules

Eligible smartphone plans were 4G LTE or 5G plans with at least 1000 national (to all domestic mobile and fixed networks) minutes

and 0.5 Mbit/s peak speed. Eligible mobile broadband plans were 4G LTE or 5G plans with at least 0.5 Mbit/s peak speed. Eligible

wireless broadband plans were 4G LTE or 5G plans with at least 0.5 Mbit/s peak speed.

Mobile broadband plans were plans with full mobility (i.e. the data can be used anywhere in the country) while wireless broadband

plans were fixed wireless access (FWA) or stationary home broadband plans that may or may not require an external antenna.

4G LTE or 5G plans with speed cap lower than 0.5 Mbit/s were not eligible. 4G LTE or 5G plans where the speed was throttled

below 0.5 Mbit/s after the depletion of a high-speed volume were eligible but treated as tariffs with finite data volume. 3G plans,

irrespective their speed were not eligible.

Eligible plans were monthly rolling plans (both postpaid and prepaid plans with automatic 28-30 day renewal) that were available

to all consumers. Plans will lower prices or higher gigabyte allowances offered to selected consumers such as youth, seniors,

solders, additional family members, consumers that switch from other operators, new number connections, consumers that switch

from prepaid to postpaid, existing loyal customers, customers with PayPal accounts, etc. or plans bundled with fixed broadband

service, mobile broadband service, TV services were not eligible.

We logged all the SIM-only tariffs and in rare occasions tariffs with handset subsidies that included higher gigabyte volume

allowance than the maximum possible that consumers could obtain with SIM-only tariffs. The following parameters have been

collected for each tariff: the date and time of collection, the country, the operator name, the brand name of the operator, the brand

type (operator main or sub-brand or MVNO), the price in local currency, the included data allowance, the included minute & SMS

allowances, the maximum download speed of data if applicable (in cases where no speed was mentioned we logged the network

maximum speed offered by the operator), mobility restrictions if applicable (e.g. wireless home broadband plans intended for home

usage only) handset subsidies if applicable, tariff name and any applicable options and finally the URL of the operator.

All commercial promotions available at the time of collection were considered e.g. 2 months free if purchased online or 10% off if

purchased before a certain date. All discounts were calculated for a minimum period of 12 months or for the specified contract

period if it was longer than 12 months. If a tariff was cheaper with longer contract duration, we logged in the database the lowest

available price (e.g. 10% off with a 24-month contract).

The tariff monthly fee does not include one-off fees (activation, porting, service etc). Such fees, with very few exceptions, do not

significantly increase the monthly tariff fee for the duration of the contract or when they applied to a 12-month period in monthly

rolling tariffs.

The database includes off-the-shelf tariffs (e.g. RED 2 Mbit/s, RED 10 Mbit/s, RED MAX Mbit/s) and as well data volume or speed

add-ons that increase the monthly data volume allowance or the maximum speed. Only monthly rolling data volume or speed add-

ons were eligible add-ons. One-time use add-ons that expired in the end of the billing cycle were excluded. Promotions that

temporarily increased the volume allowance, maximum speed or provided access to 5G were considered only if they were

applicable for the entire contract duration or in case of monthly rolling contracts for minimum 12 months.

No Purchase Power Parity (PPP) operation has been performed on the raw tariff plan prices. Prices in EUR are the retail (VAT and

other applicable taxes included where available) prices found on the operator web sites. Prices in other national currencies have

been converted to EUR by simply using the exchange rate displayed by Google on the day of collection. Most US and Japanese

operator prices do not include sales and other service taxes (vary from ~3%-10%). Hence, the like-for-like country rankings of the

United States and Japan might be worst that what is shown herein.

Unlimited data volume eligibility rules

Unlimited data volume plans were plans with no specified on-device (i.e. excluding hotspot functionality in smartphone plans) finite

gigabyte volume limit for a given speed tier and as well tariffs with at least 1000 gigabyte of finite volume i.e. practically unlimited

data volume for the given speed tier.

Plans were the operators (e.g. Korean Belgian, and Canadian operators) included high speed for a specified finite gigabyte volume

and lower speed (e.g. 0.5 Mbit/s) for an unlimited data volume that kicks-in after the depletion of the high-speed volume were

treated as two separated tariffs; a tariff with a finite data volume with high speed and a tariff with an unlimited data volume with

lower (i.e. the throttled) speed.

Plans were the operators (e.g. US operators) reserved the right to de-prioritized the traffic and throttled the speed at unspecified

rates after a specified finite data volume was depleted (e.g. 50 gigabytes) were treated as a single tariff with a finite data volume

with high speeds.

Plans with unlimited data volume were video streamed at a specified lower speed (e.g. US operator standard definition 480p 1.5

Mbit/s) and where the consumers could not turn off this feature were logged as tariffs with unlimited data volume at the video

specified streaming lower speed (i.e. 1.5 Mbit/s).

While European operators do include WiFi hotspot functionality in smartphone plans at no extra cost for the entire finite or unlimited

data volume – obliged by the EU net neutrality rules6 – many non-EU operators (e.g. US operators) block altogether this functionality

in some smartphone plans, include a smaller data volume for tethering than the on-device data volume or charge additional fees

for enabling the WiFi hotspot functionality for finite data volumes. Hence, the like-for-like comparison of smartphone plans prices

between EU and non-EU operators if WiFi hotspot functionality were to be included would yield higher prices for non-EU operators.

Price competitiveness metrics

From the 13th release7 1H2020 onwards we are using the following price competitiveness metrics for analysing the data and ranking

the 48 European, American, Asian Pacific and African countries.

a) MIN monthly price for UNLIMITED data: lowest monthly retail price (including VAT and other applicable taxes) per

country among all unlimited data volume tariffs logged in the database for the 0.5 Mbit/s, 1.0 Mbit/s, 1.5 Mbit/s, 5 Mbit/s,

10 Mbit/s, 50 Mbit/s, 100 Mbit/s, 300 Mbit/s, 5G 500 Mbit/s and 5G 1000 Mbit/s (1 Gbit/s) peak speed tiers.

b) MEDIAN monthly price for UNLIMITED data: median monthly retail price (including VAT and other applicable taxes) per

country or group of countries among all unlimited data volume tariffs logged in the database.

c) % of plans with UNLIMITED data: share in percentage of unlimited data volume tariffs per country or group of countries

among all tariffs logged in the database.

d) MEDIAN monthly price: median monthly retail price (including VAT and other applicable taxes) per country or group of

countries among all tariffs logged in the database.

e) MEDIAN gigabyte price: median gigabyte price (retail monthly price including VAT and other applicable taxes divided by

the included gigabyte allowance) per country or group of countries among all tariffs logged in the database.

f) MAX gigabytes that 5, 10, 20, 25, 30, 40, 50, 60, 70, 80 EUR bought: highest gigabytes that a given monthly EUR

amount bought among all eligible tariffs that were logged in that database and had a peak speed of at least 10 Mbit/s for

High Definition (1080p) video.

g) MIN monthly price for 1,5, 10, 50, 100, 300 500,1000 gigabytes: lowest monthly retail price (including VAT and other

applicable taxes) per country among all eligible tariffs that were logged in that database that included a given gigabyte

volume and had a peak speed of at least 10 Mbit/s for High Definition (1080p) video.

The MEDIAN gigabyte price metric has been calculated by assigning a finite volume to tariffs that included unlimited data volume.

In each release we have assigned to tariffs that included unlimited data volume the maximum finite volume sold across all countries

that were included in the given release.

For smartphone tariffs the maximum finite volume sold was 100 gigabytes in the 1st, 2nd and 3rd releases, 250 gigabytes in the 4th

and 5th releases, 300 gigabytes in the 6th, 7th and 8th releases and 1000 gigabytes in the 9th, 10th, 11th, 12th, 13th and 14th releases.

For mobile broadband and wireless broadband tariffs, the maximum finite volume sold was 500 gigabytes in the 1st, 2nd, 3rd, 4th, 5th

and 6th releases and 1000 gigabytes in the 7th, 8th, 9th, 10th, 11th, 12th, 13th and 14th releases.

Please note that Rewheel research subscribers that purchase the DFMonitor 4G&5G broadband tariff database (i.e. Excel

spreadsheet) could automatically create charts/tables for any price metric detailed above for smartphone, mobile broadband, and

wireless broadband plans. Subscribers could freely choose to include in the charts 4G plans only, 5G plans only, 4G&5G plans,

the operator main brands only, the operator sub-brands only, the MVNOs only or all brands. Subscribers could determine freely the

peak speed tier (e.g. 0.5, 1, 10, 100, 1000 Mbit/s) rule, the minimum gigabyte basket rule (e.g. 1, 10, 50, 100, 1000 gigabyte) or

the maximum monthly EUR basket rule (e.g. 5, 10, 20, 30, 50 EUR).

Notes regarding this 14th release 2H2020

Plans with unlimited data volume in the United States

In DFmonitor’s 13th release8 1H2020 we incorrectly designated Verizon’s 5G smartphone plans Play More Unlimited and Get More

Unlimited as plans that met the DFMonitor’s unlimited data volume criteria.

At the time we were misled by Verizon’s confusing wording that appear to suggest that users of these two plans could consume

unlimited gigabytes in 5G mode. We incorrectly assumed that Verizon’s throttling and de-prioritization monthly gigabyte limits (e.g.

50 gigabytes per month) only applied to 4G, not to 5G.

In September 2020, Bruce Kushnick from New Networks telecommunications research and consulting firm9, brought to our attention

the issue. After a thorough examination we concluded that indeed Verizon’s throttling and de-prioritization 50 gigabyte limit applies

to all of its plans both in 4G and 5G mode. See details in the screenshot below.

In light of this development we redesignate Verizon’s 5G plans as plans that have finite gigabyte volumes and applied this change

retroactively to release 13th 1H2020. Moreover, we redesignated the plans that are sold by Verizon’s sub-brands Visible and

Yahoomobile as plans with finite gigabyte volumes. In DFMonitor’s 13th release we incorrectly designated the so called ‘unlimited

data volume’ 40 USD/month plans sold by Visible and Yahoomobile as plans with unlimited data volume albeit with lower 1.5 Mbit/s

DVD quality 480p video peak speed.

United States continued to be one of the very few countries (only 6 out of the 48 countries in 2H2020) where consumers could not

buy smartphone or mobile broadband plans with ‘truly’ unlimited data volume (i.e. 1000 gigabytes, higher or infinite gigabytes).

We would like to thank Bruce Kushnick for bringing this important fact to our attention and we invite Verizon to get in touch if they

have any relevant comments.

Smartphone plans with less than 1000 national minutes

DFMonitor’s bi-annual releases have been tracking 4G LTE and 5G smartphone plans with at least 1000 national (to all mobile and

fixed networks). In this 14th release 2H2020 for the first time we logged in the database not only monthly rolling smartphone plans

with at least 1000 national minutes but as well monthly rolling smartphone plans having voice allowances that were smaller than

1000 minutes.

As we stated earlier, by 2020 in almost all of the 48 European, American, Asian Pacific and African markets tracked by DFMonitor

smartphone plans that included practically unlimited national minutes/SMS had become the de-facto monthly rolling plans. Hence,

in most markets all or nearly all monthly rolling smartphone plans, including entry level 5 - 10 EUR per month plans, were plans

that included at least 1000 (or unlimited) minutes/SMS.

Smartphone plans with 100 or few hundred minutes are typically sold with tiny (less than 1 gigabyte) or very small (few gigabytes)

gigabyte allowances. The median monthly price, across all 48 countries, of smartphone plans with less than 1000 minutes was less

than half, the median included gigabyte allowance was ~7x smaller and the median gigabyte price was ~3x higher during September

2020 compared to smartphone plans that packed at least 1000 minutes.

The peak speed tiers presented in this 14th release 2H2020 have been slightly modified compared to the ones presented in the 13th

release 1H2020

In this 14th release 2H2020 we made some minor modifications and re-labelling on the presented speed tiers compared to the 13th

release 1H2020.

In DFMonitor’s 13th 1H2020 release we presented charts depicting country rankings for the MIN monthly price for UNLIMITED data

price metric for the following speed tiers:

− 0.5Mbit/s speed (LD 240p video capability)

− 1.5Mbit/s speed (SD 480p video capability)

− 3Mbit/s speed (HD 720p video capability)

− 5Mbit/s speed (full HD 1080p video capability)

− 30Mbit/s speed (4K/UHD 2160p video capability)

− 100Mbit/s speed (4K TV / VR 360 video capability)

− 300Mbit/s speed (8K 4320p video capability)

− 1Gbit/s speed

In DFMonitor’s 14th 2H2020 release we introduced two 5G specific speed tiers (500 and 1000Mbit/s), we omitted the 3 and 30Mbit/s

speed tiers and introduced a 1, 10 and 50Mbit/s speed tiers as seen in the list below.

− 0.5Mbit/s peak speed for Low Definition (240p) video

− 1.0Mbit/s peak speed for Low Definition (360p) video

− 1.5Mbit/s peak speed for Standard Definition (480p) video

− 5Mbit/s peak speed for High Definition (720p) video

− 10Mbit/s peak speed for High Definition (1080p) video

− 50Mbit/s peak speed for 4K (2160p) video

− 100Mbit/s peak speed for 8K (4320p) video

− 300Mbit/s peak speed

− 5G plans with 500 Mbit/s peak speed
