1.0 PURPOSE AND SCOPE

1.1 Purpose

The purpose ofthe Pump and Valve Inservice Testing Program - Component Tablesis to identify the pump and valve tests performed to meet the requirements of10CFR50.55a, Section XIof the ASME Boiler and Pressure Vessel Code, andTechnical Specification 4.0.5

1.2 Scope

This program is applicable to PVNGS Units 1, 2, and 3. The pumps and valveswithin the scope of this program are identified in Appendices D and E respectively.

2.0 RESPONSIBILITIES

Responsibilities for the Pump and Valve Inservice Testing Program are described in73DP-9XI02.

3.0 PROCEDURE

This procedure documents the testing performed in the PVNGS Pump and ValveInservice Vesting Program.

Where Code requirements were determined to be impractical, specific written relief isdocumented in Appendix A (Pump Relief Requests) and Appendix B (Valve ReliefRequests).

Where testing cannot be performed during plant operation, justification for deferringtesting to cold shutdown is documented in Appendix C, Cold Shutdown Justifications.

Pump testing performed under this Program is summarized in Appendix D, IST PumpProgram Components.

Valve testing performed under this Program is summarized in Appendix E, IST ValveProgram Components.

Program administrative requirements are described in 73DP-9XI02.

Note: AFN-P01 does not receive an AFAS, and isincluded in the IST program as augmented testing due toTechnical Specifications.

IWP-3100 requires that either the pump differentialpressure or flow rate be set and the other pump criteria(differential pressure or flow rate) be measured.

Pump degradation may be observed by changes in pumphead and/or flowrate. Due to the pump tests beingperformed at the miniflowrecirculation point on the pumpcurve, changes in pump head are more indicative ofdegradation. Pump flowrate is not varied for these tests butrather is constant as a result of the fixed resistance of theminiflowline and therefore does not need to be measured.

AFA-P01 and AFB-P01 willbe tested at miniflowconditionsduring plant operations; but flowrate willnot be measured;AFN-POl willnot be full-flowtested. AFN-P01 willbetested at constant recirculation conditions, on a quarterlybasis during plant operations, but flowwillnot bemeasured. As an augmented inspection to provideadditional information regarding pump performance, fullflow testing ofAFA-POl and AFB-P01 willbe performed atCold Shutdown; all Code-Required Parameters willbemeasured.

Measure displacement vibration amplitude ofpump.

These pumps are submersible centrifugal pumps located atthe bottom of the Diesel Fuel Oil Storage Tanks undergreater than 10 feet ofdiesel fuel. Access to these pumps isnot possible without completely draining the fuel tank. Thedischarge piping and electrical cable are connected to thepump at the top of the tank. Anyvibration readings takenat the flange where the piping is connected would bemeaningless due to the dampening effect ofthe fuel oil andthe tank itself.

None, however, all other parameters required by theSection XIcode willbe measured and pump performancewillbe evaluated.

IWV-3417(a) requires that valves which exhibit an increaseof25% in stroke time (for valves with actual stroke timesgreater than 10 secs) or 50% in stroke time (for valves withstroke times of less than or equal to 10 secs) shall havetheir frequency oftesting increased to monthly untilcorrective action is taken, at which time the original testfrequency shall be resumed.

Using a fixed reference value provides.a more logical andstringent basis for determining increased test frequencies.Adhering to the Code as stated above, a valve's stroke timecould increase during each test and still be consideredacceptable, while in fact, the valve could be failing or, atleast, worthy ofbeing tested at an increased frequency.Using a fixed referenced value as a standard would give riseto an increased test frequency much sooner than thestandard set forth in the Code.

High point vent for reactor vessel and pressurizer forventing noncondensables from Reactor Coolant System.

Valves are part ofreactor coolant pressure boundaryand form part of the double isolation valve required by10CFR50.2v. Valves are solenoid valves and cannot be partstroked. Full stroke testing of these valves violates reactorcoolant pressure boundary. Valve malfunction (e.g., stuckopen valve during Mode 1) increases the probability ofLOCA. Additionally, stroking ofRCA-HV-106 (vent tocontainment) would release reactor coolant to containmentatmosphere. This constitutes an ALAI&and radiationprotection concern. Stroking these valves would lead topossible equipment damage and personnel safety hazards.Tech. spec. 3.4.10 requires these valves to be closed duringoperation. Failure ofone ofthese valves in the open positionwould require a reactor shutdown.
