PROJECT BRIEFING

The Miami-Dade Aviation Department will hold a Project Briefing on July 26, 2016 at 2:00 P.M. at the Miami-Dade Aviation Department, 4200 NW 36 Street, Building 5-A, Conference Room “F”, 4th Floor, Miami, Florida for all interested parties. Any changes to this Request for Qualifications will be by written addendum. It is the policy of Miami-Dade County to comply with all the requirements of the Americans with Disabilities Act (ADA). For sign language, interpreter services, material in accessible format, other special accommodations, or airport-related ADA concerns, please contact the MDAD Office of ADA Coordination at 305-876-7024.

SCOPE OF SERVICES

Miami-Dade County (“County”), through the Miami-Dade Aviation Department (MDAD) is soliciting Qualification Statements from interested parties to provide an Interactive Computer Based Training (ICBT) system that includes hardware, all application software and customized full-screen digital video and audio training and testing for approximately 40,000 Airport employees, contractors, and tenants as specified in this Solicitation. It is the intent of the County to procure a system that provides as many of the below requirements as possible. If a Respondent is proffering a system which does not meet one of the below requirements, Respondent shall note such omission and provide a brief explanation of why it cannot meet such requirement. The County reserves the right to award to a Respondent whose Qualification Statement does not meet all the requirements below.

The interactive computer based training and testing programs shall include: Security Identification Display Area (“SIDA”) Controlled Access, Behavioral Detection and Authorized Signatory training as well as optional training programs such as Non-movement Area Drivers, Movement Area Drivers and Customer Service at Miami International Airport (MIA).

The Respondent should provide the following:

I. Required Hardware Components

A. Server: MDAD housed on-premise server(s) is the preferred solution; a Cloud based solution is to be considered “Optional”.

B. Workstations: Twenty two (22) training/testing workstations to include monitor, keyboard, mouse, audio head phones and all other hardware required for an optimal training/testing environment. Two (2) of the twenty two (22) workstations will be used as spares.

The County reserves the right to add or delete workstations as needed.

II. System Requirements/Deliverables A. All software, videos, graphics, and narrations to include all

editing and all necessary components. B. Be web-based and provide web-based training interface,

inclusive of external Secure Sockets Layer (SSL) remote accessibility for authorized Signatories.

C. Provide secured on premise housed server(s) running on MDAD network with external access capability via SSL. A Cloud based solution is to be deemed and treated as “Optional”.

D. Be in compliance with the Americans with Disabilities Act (ADA), as applicable, and with Personally Identifiable Information (PII) as used in U.S. privacy law and information security.

E. Have full screen Training Module Navigation programs. F. Be expandable and able to accommodate new training

program modules and training on multiple topics. G. Have customizable interactive test software.H. Be upgradeable to meet the changing needs of the Airport.I. Implement program changes easily and quickly to adapt

the digital video programs to meet the requirements of Airport and federal agency environments which are dynamic and fluid.

J. All aspects of the project must be compliant with Sections 504 and 508 of the Rehabilitation Act of 1973, as amended, the Americans with Disabilities Act of 1990, as amended, and other pertinent local, State and Federal laws.

III. System Capabilities A. Train multiple individuals on the same or different

programs simultaneously and be self-paced for each individual.

B. Update on-screen text such as identification of runways and taxiways.

C. Edit video such as screen blurring for airport signage. D. Add training courses as needed and allow for courses to be

in multiple languages to include English and Spanish. E. Integrate with the Airport’s existing and future security and

badging systems throughout the term of the contract and all available options to renew and extensions. (Currently Frontier Access Control System & Millennium Security Badging system and eventually, a COTS commercially

available Credentialing and Identification Management System). The Respondent must provide, at minimum, real-time identification information and testing results Costs associated with integration should be included in the Respondent’s proposed annual maintenance fee.

F. Track testing prerequisites, violations, and history related to the training.

G. Configure notification triggers for re-training based on violation tracking by the Airport.

H. Score the test pass/fail based on Airport testing thresholds. I. Allow the Airport to re-configure pass/fail thresholds. J. Display testing instructions on the screen. K. Group separate videos and tests based on badge

requirements.L. Allow entry of test taker information by the Airport at the

time a testing appointment is made. M. Prepopulate return test taker name and required

information from the System database. N. Send out automated electronic notifications with

attachments to test takers and Signatories. O. Provide production reporting on testing and test taker data

such as testing history by individual or by company. P. Provide for ad hoc reporting. Q. Schedule training by individual or group. R. Purge deactivated records by individual, group or

company.S. Provide audit trail/logs. T. Accept Movie (.MOV), Audio Video Interleave (.AVI), and

Motion Joint Photographic Experts Group (.MJPG) video content.

U. Support Microsoft Windows® 2008 operating system, R2 or higher.

V. Support Microsoft Windows® operating system security patching.

W. Support installation into a virtual environment. X. Support Microsoft® Internet Explorer 11 or higher, and

other browser platforms (i.e. Mozilla and Firefox). Y. Support Structured Query Language (SQL) server 2008 R2

or higher in a clustered, high availability environment. IV. System Maintenance Requirements

A. Provide on-going maintenance and support for the proposed ICBT for the duration of the contract term to include, at the discretion of the Department, any applicable

options to renew or extensions at the negotiated rates per period.

B. The Respondent must ensure successful continuous operations and upgrades as necessary to remain compliant with regulatory requirements and updated material as applicable legislation or MDAD procedure changes throughout the term of the contract to include, at the discretion of the Department, any applicable options to renew or extensions at the negotiated rates per period.

V. Employee Training Module Navigation Programs

A. Development of Training Module Navigation Programs 1. The Respondent shall create, provide

recommendations for, and modify all aspects of Training Module Navigation Programs for MDAD approval.

2. Location specific information for each program must be filmed on site at the Airport and include interactive test questions tailored to the Airport’s training requirements. Selected Respondent will work with Airport staff in the development of the employee training program scripts in multiple languages. MDAD reserves the right to request content updates as necessary, within the mandated timeframe, at no additional cost, to address airport directives, legislative changes, physical changes to the airport which may alter existing process and/or procedure, and to implement changes that are in the best interest of the airport.

3. The training programs must be tailored to meet the needs of the Airport and customized to the Airport’s specific rules and regulations in accordance with the Airport Security Plan and the Airport Certification Manual and in full compliance with all requirements of Title 49 CFR Part 1542 and FAR Part 139, as applicable as well as Customs and Boarder Protection (CBP) regulations under Title 19 CFR Part 122. Proposers shall update Training Module Navigation to reflect changes from TSA or to meet other Federal Security requirements within one hundred and eighty (180) days of such change.

1. SIDA Controlled Access (SIDA-E) – English, (estimated training module duration 60 minutes)

2. SIDA Controlled Access (SIDA-S) – Spanish, (estimated training module duration 60 minutes)

3. Behavioral Detection Training (BDT-E) – English, (estimated training module duration 30 minutes)

4. Behavioral Detection Training (BDT-S) – Spanish, (estimated training module duration 30 minutes)

5. Authorized Signatory Training (AST), (estimated training module duration 20 minutes)

6. Non-movement Area Driver Training (NMADT), County option.

7. Movement Area Driver Training (MADT) – County option.

8. Customer Service Training (CST) – County option. 9. Optional customized training modules

Note: Where language is not specifically mentioned, English is required.

C. Training Program Quiz/ Test Procedure 1. Must Review information for any quiz question

answered incorrectly. 2. Re-quiz before the user can continue to the next

section of the training module.3. Test user at the end of the module with randomized

questions to determine pass or fail.

VI. System Training Requirements for Administrative Staff

A. Provide on-site training during normal business hours to Airport staff that will administer, maintain and manage the System at prior to program implementation and as required throughout the duration of the contract, not to exceed twice per year.

B. Provide a complete set of operational and training manuals in electronic and printed format.

VII. Test System Software and Integration Testing Plan The Test System Software and Integration Testing Plan shall

include but limited to: A. Test platform specifications to support testing of all

module and integration functionality B. Clear description of the functionality being tested C. Acceptance criteria D. Deliverables

VIII. Production Installation and Testing Plan At a minimum, test scripts shall include but not be limited to:

IX. Support and System Maintenance Plan Once Security Credentialing and Identification Management System has been implemented, it will be necessary to have the correct support structures and resources in place to ensure successful continuous operations, and upgrades as necessary to remain compliant with regulatory requirements.

X. On-site Support as necessary The Respondent shall provide on-site support for a minimum of three (3) and up to five (5) weeks following production roll-out(s) and shall be on-site as necessary throughout the project term for meetings and deliverable testing at no additional cost to MDAD.

XI. Ownership/Licensing The Respondent represents that it is the owner of the entire right, title, and interest in and to Software System, and that it has the sole right to grant licenses thereunder, and that it has not knowingly granted licenses there under to any other entity that would restrict rights granted hereunder except as stated herein. Respondent represents and warrants to the County that the Software System, when properly installed by the County, will perform substantially as described in Respondent’s then current Documentation for such Software. Refer to Section 14.18 of the Agreement.

XII. Additional Work The Respondent will perform additional work related to the System as identified and requested by the Airport such as design, develop and install additional Airport specific training modules. The additional work will be in accordance with an MDAD approved work plan.

XIII. Software Escrow The Respondent shall be required to enter into a software escrow agreement with a licensed third party agent to house the source code associated with the proposed Solution at the time of Final System Acceptance. Respondents should provide a detailed description of escrow services and a copy of an existing sample escrow agreement as part of the Qualification Statement Submittal. Software escrow shall be provided by the selected Respondent.

MINIMUM QUALIFICATIONS

A. The Respondent should have installed within the past three (3) years, at least one (1) customized interactive employee SIDA training system supporting at least 20,000 users per year in a Category X Airport as defined by the FAA within the United States.

B. Respondent should have produced a full screen Training Module Navigation with the development of specific safety and security training program modules for at least one (1) client within the past three (3) years.

C. The Project Manager and the professional team being proposed by the Respondent must additionally meet the following minimum experience:

1. Project Manager should have been the lead consultant on a minimum of three (3) interactive, computer-based, training system installations with at least one (1) installation that supported at least 20,000 users per year at facilities in high security environments such as a Category X

Airport as defined by the FAA.

2. Professional team must include a consultant who has administered behavioral detection training in a high-security airport environment in a Category X Airport as defined by the FAA.

D. If the Respondent is an individual or partnership, the individual and/or the partner, who shall be responsible for the operation of the Agreement, must have met the specified minimum qualifications. If the Respondent is a Joint Venture, then at least one (1) of the Joint Venture Partners should satisfy all of the foregoing Minimum Qualifications. A Respondent, whether a joint venture or otherwise, may proffer the experience of its corporate parent, sister, or subsidiary (“an affiliated company”) in meeting these minimum qualifications. However, given the unique nature of individual corporate relationships. Respondents seeking to rely on the experience of an affiliated company should be advised that the Selection Committee shall have the discretion to determine what weight, if any, it wishes to give such proffered experience on a case-by-case basis, and may base such decision on the relationship between the Respondent and the affiliate, as evidenced by whatever documentation is provided in the Qualification Statement submission or otherwise presented at the request of the Selection Committee.

E. Respondent must be authorized to do business in the State of Florida by the time of award.

F. Respondents who are less qualified than is suggested above may be considered for award. However, such Respondents may receive less points or no points from the Selection Committee, or may be found non-responsible. Notwithstanding, Respondents who do not meet the requirements listed in Section 1.4, C, shall be

considered non-responsive.

CONTRACT MEASURES

MDAD has established Small Business Enterprise (SBE) contract measures as follows:

TERM/EXTENSION

The Term of the Agreement shall be for five (5) years. The Term may be extended at the County’s sole discretion for one (1) five (5) year period.

QUALIFICATION STATEMENT GUARANTEE DEPOSIT

No Qualification Statement Guarantee Deposit is required for this RFQ.

THE RESPONDENT’S QUALIFICATION STATEMENT IS SUBJECT TO THE FOLLOWING PROVISIONS, AMONG OTHERS:

1) CONE OF SILENCE/CONTRACTING OFFICER: CONE OF SILENCE

Pursuant to Section 2-11.1(t) of the Code and Administrative Order 3-27 (“Cone of Silence Provisions”), as amended, a “Cone of Silence” is imposed upon RFPs, RFQs, or bids after advertisement and terminates at the time the Mayor (or designee) issues a written recommendation to the Board of County Commissioners. The Cone of Silence prohibits communication regarding RFPs, RFQs, or bids between: A) potential vendors, service providers, bidders, lobbyists or consultants and the County’s professional staff; B) a potential vendor, service provider, bidder, lobbyist, or consultant and the Mayor, County Commissioners or their respective staffs; C) the Mayor, County Commissioners or their respective staffs and any member of the County’s professional staff; D) a potential vendor, service provider, bidder, lobbyist, or consultant and any member of the selection committee assigned to this Solicitation; E) the Mayor, County Commissioners or their respective staffs and member of the selection committee assigned to this Solicitation; and, F) any member of the County’s professional staff and any member of the selection committee therefor.

Section 2.11.1(t) of the Code and Administrative Order 3-27, as amended, permits oral communications regarding a particular RFP, RFQ or bid for solicitation of goods or services between any person and the Contracting Officer responsible for administering the procurement process for such RFP, RFQ, or bid, provided that the communication is limited strictly to matters of process or procedure already contained in the corresponding solicitation document.

The Cone of Silence Provisions do not apply to communications with the Office of the County Attorney or members of the staff of that office; communications with employees of the Management and Technical Assistance Unit of the County’s Small Business Development Division/Internal Services Department regarding small and/or minority

business programs, the Community Business Enterprise and Equitable Distribution Programs; oral communications at pre-proposal conferences, oral presentations before selection committees, contract negotiations during any duly noticed public meetings, public presentations made to the Board of County Commissioners during any duly noticed public meeting, or communications in writing at any time unless specifically prohibited by the applicable RFP, RFQ, or bid document. Respondents must file a copy of any written communications with the Clerk of the Board, which shall be made available to any person upon request. Written communications may be submitted via e-mail to the Clerk of the Board at [email protected]. The Contracting Officer shall respond in writing and file a copy with the Clerk of the Board, which shall be made available to any person upon request.

In addition to any other penalties provided by law, violation of the Cone of Silence Provisions by any proposer, respondent or bidder shall render any RFQ award, RFQ award, or bid award voidable. Any person having personal knowledge of a violation of the Cone of Silence provisions shall report such violation to the State Attorney and/ or may file a complaint with the Ethics Commission. Respondents should reference the actual Cone of Silence Provisions for further clarification.

All Respondents will be notified in writing when the Mayor (or designee) makes an award recommendation to the Board of County Commissioners.
