1.0 Introduction
1.1. This document provides an update on the retail situation in the District and
compliments the information and findings of the Wyre Forest Retail and Commercial Leisure Study which was carried out in 2006 and subsequently updated in 2008 and 2010. The document contributes towards the monitoring of the retail policies in the Adopted Local Plan (January 2004) and the Adopted Core Strategy (December 2010). The document also provides an update which forms part of the evidence base which has informed the preparation of the emerging Site Allocations and Policies Local Plan and Kidderminster Central Area Plan. It provides an informed view of the current retail climate for potential investors and retailers who are considering Kidderminster, Stourport-on-Severn or Bewdley as possible retail and leisure locations. The document provides a view of the position as at January 2013. Site visits were carried out during late November 2012 to early January 2013.
1.2 Wyre Forest District Wyre Forest District has a population of 97,975 residents (2011 Census),
the majority of whom (more than 85%) live in the three urban areas of Kidderminster, Stourport-on-Severn and Bewdley.
The urban areas form a triangle of towns, with Kidderminster town centre being the dominant retail and commercial centre.
Kidderminster is also readily accessible to a number of settlements outside the District. These include Bridgnorth, Cleobury Mortimer, Ludlow, Stourbridge, Hagley, Bromsgrove, Droitwich and Tenbury Wells, which are only short drives from the town.
Kidderminster has direct rail links with London, Birmingham and Worcester.

1.3 As well as focussing on the nature of retail in the three town centres, this study looks at the Neighbourhood and Village Centres within the District. These centres are usually located within primarily residential areas and often include a convenience store and possibly a sub-post office. The centres serve the convenience needs of the immediate resident population. In recent years there appears to have been a general decline in the vitality of such centres.
1.4 This report looks at regional shopping hierarchies, planning permissions and vacancy rates which form a picture of the District’s retail sector.

2.0 National and Regional Policy
2.1 National Policy 2.1.1 The National Planning Policy Framework (NPPF) (March 2012) sets out
planning policy at the national level and replaces the series of Planning Policy Statements and Guidance Notes which existed previously. The NPPF is based around a presumption in favour of sustainable development. It sets out 12 core planning principles for achieving sustainable development.
2.1.2 One of the key themes of the NPPF is ensuring the vitality of town centres. Paragraph 23 of the NPPF requires planning policies to be positive and to ‘promote competitive town centre environments’. Local authorities are required to:
Recognise town centres as the heart of their communities and pursue policies to support their viability and vitality;
Define a network and hierarchy of centres that is resilient to anticipated future economic changes;
Define the extent of town centres and primary shopping areas, based on a clear definition of primary and secondary frontages in designated centres, and set policies that make clear which uses will be permitted in such locations;
Promote competitive town centres that provide customer choice and a diverse retail offer and which reflect the individuality of town centres;
Retain and enhance existing markets and, where appropriate, re-introduce or create new ones, ensuring that markets remain attractive and competitive;
Allocate a range of suitable sites to meet the scale and type of retail, leisure, commercial, office, tourism, cultural, community and residential development needed in town centres. It is important that needs for retail, leisure, office, and other main town centre uses are met in full and are not compromised by limited site availability. Local planning authorities should therefore undertake an assessment of the need to expand town centres to ensure a sufficient supply of suitable sites;
Allocate appropriate edge of centre sites for main town centre uses that are well connected to the town centre where suitable and viable town centre sites are not available. If sufficient edge of centre sites cannot be identified, set policies for meeting the identified needs in other accessible locations that are well connected to the town centre; and;
Set policies for the consideration of proposals for main town centre uses which can not be accommodated in or adjacent to town centres.
2.1.3 The NPPF also retains the sequential test for main town centre uses and
requires an impact assessment where proposals for main town centre uses are not in accordance with the Local Plan.

2.2 Vitality and Viability 2.2.1 The vitality and viability of town centres is of fundamental importance. A
brief explanation of these two indicators is given below:
Vitality - an indicator as to how busy the town is at different times, in different locations. Vitality contributes towards achieving viability. Viability - the ability of the town centre to attract continued investment to maintain the existing fabric, to allow for improvement and adapt to change.
2.2.2 This retail report contains information on a number of key indicators related
to the vitality and viability of the District’s town centres as follows: Diversity of uses; Proportion of vacant units at street level; The environmental quality of the town centres.

3.0 Wyre Forest District Policies
3.1 Wyre Forest District Planning Policy
Wyre Forest District adopted its Core Strategy in December 2010 and is currently in the latter stages of progressing a Site Allocations and Policies Local Plan and a Kidderminster Central Area Plan. During this transition period, a number of the policies from the Adopted Local Plan (2004) have been superseded. However, the majority of the policies remain in force and therefore this monitoring report still refers to the objectives, vision and policies in the Adopted Local Plan (2004) as well as referring to the Adopted Core Strategy (2010).
3.1.1 Retailing is an essential part of life in the District and is a function that has traditionally formed the staple activity of the District’s town centres. The Adopted Core Strategy sets out a vision for the District in 2026 which reaffirms the unique roles of the District’s three towns. The development objectives seek to continue to develop Kidderminster as the District’s strategic centre and maintain the roles of Stourport-on-Severn and Bewdley as market towns. The Adopted Core Strategy also sets out a target for comparison retail development within Kidderminster town centre of 25,000m2 between 2006 and 2026. Policy CP09: Retail and Commercial Leisure Development reinforces the role of Kidderminster as the strategic centre for the District and the importance of the sequential test when determining retail applications. The emerging Site Allocations and Policies Local Plan and Kidderminster Central Area Plan also continue this policy approach.
3.2 Wyre Forest Retail Hierarchy 3.2.1 There are three main town centres within the District, as identified in the
Adopted Core Strategy. Kidderminster town centre is the strategic centre for the District and as such is a major centre for both convenience and comparison goods retailing. Stourport-on-Severn and Bewdley are both market towns; however they differ considerably in size and function. Stourport-on-Severn has a very limited influence on shopping patterns for non-food goods but it manages to retain significant levels of expenditure for convenience shopping. Bewdley offers a reasonable level of retail provision to serve its population. However, the town is dependant on Kidderminster and to a lesser extent Stourport-on-Severn for the provision of higher order goods.
Strategic Centres There are 25 strategic centres within the West Midlands region and they were defined by the West Midlands Regional Strategy. Despite the intended abolition of the Regional Strategy, the role of Kidderminster as the strategic centre for Wyre Forest District is firmly embedded in local policy. Strategic centres are recognised for their crucial role in meeting the shopping and commercial needs of the region. Kidderminster, Worcester and Redditch are the only 3 strategic centres in Worcestershire.

Market Towns Stourport-on-Severn and Bewdley are both classed as market towns and have benefited from this status under the Advantage West Midlands Market Towns Initiative. The West Midlands Regional Strategy identified that market towns should be the focus of rural regeneration and should be defined through local planning policies. Within market towns, local people, and those in the surrounding rural hinterland should be able to buy most of the things they need. Neighbourhood and Village Centres Neighbourhood and village centres are small groups of shops in towns and villages, usually comprising a newsagent, a sub-post office and other shops and services to meet the needs of local communities. They perform a vital role for local communities and can reduce the need to travel.
3.2.2 Kidderminster’s primary shopping area (see Appendix M) includes the
traditional town centre shopping streets of High Street, Vicar Street and Worcester Street, The Swan Centre, The Rowland Hill Centre and Weavers Wharf. Much of the primary shopping area is of post war origin.
3.2.3 Stourport-on-Severn’s primary shopping area (see Appendix M) follows a linear north/south orientation with retail and service units on either side of the High Street. The Retail Study indicates that Stourport-on-Severn is exhibiting reasonably high levels of vitality and viability, bolstered by tourism.
3.2.4 In retail terms, the third main centre in the District is Bewdley. Bewdley shopping area cannot be defined as a town centre, but rather performs the role of a District Centre. The retail core (see Appendix M) is compact and focussed on Load Street. The town does not contain a shopping centre, but has one small food supermarket.
3.3 The Vision for Retailing 3.3.1 Policy DS02 of the Adopted Core Strategy establishes Kidderminster as the
main retail centre within Wyre Forest District and policy DS03 establishes the roles of Stourport-on-Severn and Bewdley as market towns. Policy CP09 of the Adopted Core Strategy seeks to safeguard, maintain and enhance the vitality and viability of the existing retail centres throughout the District. New development is directed to Kidderminster in the first instance. Where development can not be accommodated within Kidderminster town centre, a sequential approach to development location should be followed. The policy also supports retail developments within the market towns which do not have an adverse effect on the built and natural environment.
3.3.2 The emerging Kidderminster Central Area Plan sets out retail policy for
Kidderminster. The objectives are to:
Maintain and enhance Kidderminster’s role as the primary retail centre.
Seek a new retail anchor for the Worcester Street/Bromsgrove Street area.
Provide a flexible approach to uses within the primary shopping area, particularly within the Secondary Shopping Frontages.

3.3.3 The emerging Site Allocations and Policies Local Plan sets out the
overarching retail policy which includes the sequential approach and impact test as well as policies for retailing in areas of primary and secondary shopping frontage.
3.3.4 The District has a good network of neighbourhood and village centres which
help to meet everyday needs and reduce the need to travel. The emerging Site Allocations and Policies Local Plan also sets out policies relating to protecting and enhancing these local retail services.

4.0 Indicators for Analysis
4.0.1 This section identifies the key indicators that have been used for monitoring
purposes in this report. They include floorspace figures, vacancy rates, planning permissions, car parking, and retail amenity. Details of how each dataset apply are given below.
4.1 Floorspace Figures 4.1.1 The retail floorspace figures were taken in 2007/08 from Goad, a nationally
identified source of retailing information. Goad is restricted, however, to just the ground floor floorspace figures, therefore further investigation was required to ascertain the total floorspace of premises that have more than one floor of retail space. Supplementary figures for the shops that have additional retail floors and for the shops not covered by Goad have been taken from the Valuation Office Agency (VOA), which give a detailed breakdown of the size of all floors/areas in a given building.
4.1.2 The figures given from Goad are gross floorspace figures. In order to gain the
net floorspace figures the approach that MVM consultants took when undertaking a study in 2001 was adopted. This approach assumes 65% of the floorspace as net when looking at the town centre retail areas and 80% of the floorspace as net when looking at out of centre sites.
4.1.3 Mezzanines provide additional floorspace within a single storey by providing
an additional internal floor within a building. Prior to May 2006, mezzanines could be developed without requiring planning permission. However, since this date, mezzanines above 200m2 have required planning permission. A number of occupied units at Weavers Wharf and Crossley Retail Park have mezzanine floors, which significantly increases the floorspace figures for the town.
4.1.4 The figures have been further updated using information from planning approvals which have been implemented. Site visits were undertaken to identify approvals which have been implemented.
4. Vacancy 4.2.1 Determining vacancy rates as benchmark indicators of town centre growth or
decline can be misleading if the data is not evaluated in context. All town centres (however healthy) have vacant units – they are essential to enable the relocation, expansion and natural growth of a town. Before examining vacancy in the District it is important to establish how vacancy can be evaluated to provide a reliable indicator of viability.
4.2.2 Vacancy rates in the town should only be considered a problem when: When the same units remain vacant for long periods of time attracting
little, or no market interest. Areas of a street or town are becoming vacant whilst other streets remain
comparatively buoyant, thus isolating or downgrading certain areas of the town centre.

Care is also needed to avoid a predominance of vacant units, charity shops and discount stores in certain areas of town.
4.2.3 Given that vacancy rates can provide valuable positive or negative indications
of change in a town it is considered that they are an important aspect of retail monitoring.
4.3 Planning Permissions 4.3.1 Monitoring the nature, frequency and quality of applications made to the local
authority within the town centre area enables the identification of future changes and pressures on the town. Monitoring applications also gives some impression of the current attitudes to the role, function, nature and viability of the town centres as a whole. The figures given in the tables are for planning permissions rather than applications and do not take into account any permissions for advertisements. A list of planning permissions, split by location, can be seen in Appendix B.

5.0 Kidderminster
5.1 Setting
Kidderminster town centre lies on the eastern side of the River Stour and the Staffordshire and Worcestershire Canal.
Kidderminster serves a resident population of approximately 55,100 with a catchment area of approximately 110,000 (Wyre Forest District Retail and Commercial Leisure Study, 2010).
The main retailing areas of the town are the pedestrianised streets of Worcester Street, High Street, Vicar Street and the more central areas of the non-pedestrianised streets of Blackwell Street, the Bull Ring, Bridge Street, Coventry Street and Oxford Street as well as Weavers Wharf and Crossley Retail Park.
Kidderminster town centre is located 15 miles from Birmingham (Regional Centre) and the sub-regional centre of Worcester and Merry Hill are slightly closer.
5.1.1 Kidderminster is readily accessible from two major roads, the A449 and the
A456. The town is also connected to the national rail network and within easy reach of the major centres of Worcester and Birmingham. Road infrastructure is generally good, though peak time congestion is
experienced on a number of radial routes, particularly on the Stourport Road and within the Horsefair (A451)
The town centre is by-passed by a dual-carriageway ring road and this has enabled the partial pedestrianisation of the centre. However, because of the proximity of the ring road to the centre, increased congestion can occur at many junctions during peak times. Pedestrian connections with surrounding areas and the railway station are also adversely affected by this.
Daytime bus connections between Kidderminster, Stourport-on-Severn and Bewdley are relatively frequent.
With a canal towpath linking Stourport-on-Severn and Kidderminster town centre, they are fairly accessible to cyclists and walkers.
5.2 Recent Retail Developments 5.2.1 Kidderminster has seen a period of considerable redevelopment since 2000.
The relocation of the College from the suburb of Aggborough to purpose-built premises on Market Street has increased the vitality of this part of the town centre, whilst the traditional retail core and covered shopping centres appear to remain popular. The Weavers Wharf scheme has extended the primary shopping area westwards. Crossley Park, the B&Q Warehouse (Green St) and Weavers Wharf developments have significantly improved the physical environment and attractiveness of Kidderminster as a whole, removing derelict and under-used areas and providing a modern retail environment. The Final Phase V of the Weavers Wharf scheme was the opening of The Academy within the Piano Building in September 2012. This joint venture between Birmingham Metropolitan College and Kidderminster College has increased footfall within this part of the town centre and has increased the number of students in the town centre.

5.3 Weavers Wharf 5.3.1 Weavers Wharf was officially opened by the Duke of Kent on the 25th March
2004. The scheme incorporates approximately 28,104m2 (gross) of A1 retail and leisure accommodation, which includes a 7,879m2 (gross) Tesco foodstore. Weavers Wharf brought new national brands to Kidderminster, including TK Maxx, Frankie and Benny’s and Pizza Hut. Other retailers such as, Next, Marks and Spencer and more recently, Boots have relocated to Weavers Wharf from the traditional town centre.
5.3.2 The mezzanine floor at Marks and Spencer opened in September 2012 adding 1,177m2 of additional retail floorspace to Weavers Wharf. Additionally, Starbucks cafe opened in December 2012 in a new purpose built unit adding 154m2 of A3 floorspace.
5.3.3 The refurbishment and extension of Slingfield Mill to form a Debenhams department store and hotel on the upper floors was completed in 2009. Debenhams opened in November 2009 and this has had a positive effect on Weavers Wharf adding 1,287m2 of retail floorspace to the building. The hotel element of the development, a 56 bed Premier Inn, opened in 2012. Pavers relocated from this site to a building which was formerly occupied by Marks and Spencer in High Street and this bought a significant empty unit within the ‘traditional town centre’ back into use.
5.3.4 The composition of Weavers Wharf in terms of floorspace can be seen in Appendix C.
5.4 Crossley Retail Park 5.4.1 Crossley Retail Park opened in August 2000. The site previously contained
carpet factories which had been largely cleared to make way for Sainsburys who relocated to the site from the town centre in the mid 1990s. Here the retail units are limited by condition to the sale of bulky goods. Since its development, one of the units (Unit G) has been subdivided into two smaller format stores and is currently being let to Benson for Beds and Maplin. The extension of the mezzanine floor in the unit occupied by Currys added 499m2 of retail floorspace and saw Currys and PC World merge into a single unit. The collapse of the electrical retail chain Comet in late 2012 has resulted in a vacant unit at Crossley Retail Park.
5.4.2 The total floorspace within Crossley Park is 25,989 m2 (Gross) 20,803m2
(Net). (This figure does not include the adjacent Sainsbury’s Store) The breakdown of the size of the stores and their occupants can be seen in the Appendix D.
5.5 Major Changes in Kidderminster 5.5.1 Changes since the 2008 retail monitoring report include:
Curry’s/PC World have merged and are operating from a single store at Crossley Retail Park, where there has been an extension of a mezzanine floor.
An extension to the Sainsbury’s supermarket at Crossley Retail Park.

The development of a new Morrison’s store in Green Street and the occupation of the former Morrison’s store by Dunelm.
The occupation of the former Marks and Spencer store in High Street by Pavers / Leading Labels.
A major fire occurred in Kidderminster town centre in early October 2012. The resulting damage meant that the British Heart Foundation Furniture store and Levine’s Furniture Store in Market Street had to be demolished. British Heart Foundation are trading from alternative premises on Worcester Street and Levine’s are not currently trading within Kidderminster. The site is currently cleared and vacant.
The former Littlewoods store in Worcester Street is currently occupied by Hooty’s household discount store.
A number of other premises on Worcester Street have closed including Woolworths which stands empty, as well as Topshop, Clinton Cards, Evans, Burton, Dorothy Perkins and Birthdays. Whilst some units have been occupied by charity shops, the majority are empty which has compounded the negative image associated with this part of the town centre.
Thomas Cook has relocated from Worcester Street to Vicar Street.
The collapse of the retail chain TJ Hughes has left their former premises within Kidderminster vacant.
Holland and Barratt and Boots have both relocated from The Swan Centre to Weavers Wharf.
The outdoor retail chain Tresspass has opened an outlet store within Kidderminster.
Debenhams and Premier Inn are operating at Slingfield Mill, Weavers Wharf.
The Academy has opened at The Piano Building, Weavers Wharf.
Starbucks Coffee shop opened a new outlet at Weavers Wharf adjacent to TK Maxx.
5.6 Town Centre Manager 5.6.1 The Kidderminster Town Centre Manager’s post came to an end in March
2011. The District Council now hosts a North Worcestershire Economic Development Team which covers Wyre Forest, Bromsgrove and Redditch local authority areas. As part of this service a Town Centre Manager post was created to cover the three town centres within Wyre Forest District (Kidderminster, Stourport-on-Severn and Bewdley). Kidderminster no longer has a dedicated Town Centre Manager.
5.7 Kidderminster Floorspace Figures 5.7.1 Kidderminster Primary, Secondary & General Town Centre Uses.
The floorspace figures for the primary and secondary areas and general town centre uses of Kidderminster give us an indication of the size of retailing within the town centre. This is shown below.

5.8.2 The makeup of units within the town centre has changed slightly since 2008. There has been an increase in A1 floorspace, decreases in A2 and A3 floorspace and a significant increase in A4 floorspace. A1 floorspace is still the predominant use in the town centre. The most significant change is the increase in vacant floorspace which is considered further below.

5.9.2 The table above shows that approximately 15% of units are vacant within Kidderminster or around 17% of floorspace. The percentage of units that are vacant within Kidderminster is broadly comparable with the national average. Since 2008, there has been an increase of around 50% in the number of vacant units. The gross area of vacant floorspace has increased by around 50%.
5.9.3 There is a particular concentration of vacant retail units within the Worcester Street area of Kidderminster town centre. The number of vacant units in this part of Kidderminster has increased greatly since 2008 with a number of national chains pulling out of the town. In addition to the vacant units, a number of units are occupied by short-term charity shops. Therefore, close attention must be paid to this part of town as it currently accounts for around a quarter of the total vacant units within the whole of Kidderminster. The breakdown of vacant units within Kidderminster town centre can be seen in Appendix F.
5.10 Vacancy – Outside of the Town Centre 5.10.1 There is currently one retail unit vacant on Crossley Retail Park as a result of
the recent collapse of national retailer Comet.
5.11 Supermarkets within Kidderminster 5.11.1 There are currently 7 supermarkets operating in Kidderminster. The new
Morrison’s supermarket was constructed on the site of the Woodward Grosvenor carpet factory on land opposite the former store and opened in September 2008. This has changed the amount of floorspace in terms of convenience goods within the town, as the new store is a larger format than the original Morrison’s store. The original store is now occupied by Dunelm, a comparison retailer so this has also increased the amount of comparison retail floorspace within Kidderminster.
5.11.2 A breakdown of the size and locations of the supermarkets can be seen at Appendix G.
5.13 Car Parks 5.13.1 There are a number of car parks that serve Kidderminster and the provision of

6.1 Setting
Stourport-on-Severn is the second largest town in the District with a population of around 20,300.
The strong relationship with the River Severn and also the canal network coupled with the general attractiveness of the Georgian buildings makes the town a popular tourist destination for day trips within the West Midlands.
As such, its town centre, which is close to both the river and the canal, benefits from tourist expenditure, in addition to that derived from its primary catchment area.
6.1.1 Traffic circulation within Stourport-on-Severn town centre is hindered by the
narrow streets and ancient road pattern. A one way system operates along York Street, High Street and Lombard Street which helps to ensure that traffic flows are maintained although there is a persistent congestion problem, particularly in the summer months when the tourist season is at its peak.
6.2 Recent Retail Developments 6.2.1 Physical expansion of the shopping area within the town centre is constrained
by the River Severn to the south together with the canal basins. The Staffordshire and Worcestershire Canal to the east of the centre also inhibits expansion in this direction.
6.2.2 The principal shopping streets run in a north south orientation with retail and
service outlets located on either side of Bridge Street, High Street and Lombard Street. In addition, there are retail and service outlets on York Street and New Street which run perpendicular to the main shopping streets. Attractive historic buildings are dispersed throughout the main shopping streets and the general attractiveness and historic value of the architecture within the town centre is reflected by the designation of virtually all of the defined shopping area as a conservation area.
6.2.3 A Supplementary Planning Document for the redevelopment of part of Bridge Street was adopted in December 2005. This sets out detailed planning requirements for the site and key challenges and opportunities.
6.2.4 Additionally, a partnership scheme undertaken by the District Council and
English Heritage has improved the street scene in the town centre. Improvements to shop frontages have helped to improve the amenity value of the town.
6.3 Major Changes since 2008 6.3.1 There have been a number of changes within Stourport since 2008. These
are summarised below:
Tesco Application - Former Carpets of Worth Site. A planning application for a new supermarket on the former Carpets of Worth site, to the East of the main town centre was approved in November 2010 (reserved matters).

As part of the permission, a new link road has been delivered which provides a crossing over the River Stour. However, work is yet to commence on the store itself. Once implemented, the store will add approximately 2,401m2 of convenience floorspace to the town along with a total of 314 car parking spaces.
Former Outback Nightclub – Planning permission has been implemented to provide 5 new retail units.
Within the town centre, Cooltrader now occupies the former Woolworths store following the collapse of the Woolworths chain.
Lidl have completed a small extension adding approximately 325m2 of convenience floorspace.
M&Co have opened a store in the former indoor market.

average. This is mainly because a number of larger units have been re-let and those units becoming vacant are generally smaller.

6.7 Supermarkets within Stourport-on-Severn 6.7.1 There are currently three supermarkets in operation within Stourport-on-
Severn. All three are in close proximity to each other and are located on the edge of centre. Two of the units, Co-op and Tesco, are located along Lombard Street and the third, Lidl, is located along Vale Road. These three supermarkets total 4,730m2 (Gross) in floorspace.
6.7.2 There is currently an approved application for a new Tesco store on the former Carpets of Worth site. This would replace the existing Tesco store with a considerably larger facility. Work on-site has begun with the recent completion of a new access road. It is anticipated that work on the store itself will commence during 2014.
6.7.3 The breakdown of the size of the current stores can be found at Appendix J.
6.8 Car Parks 6.8.1 Stourport-on-Severn’s parking provision is mainly focussed on edge of centre
sites; and town centre ‘shopper’ parking is at a premium. On street parking, however, plays a prominent role within Stourport-on-Severn with short stay parking available along High Street, Lombard Street, York Street and New Street, which are all located within close proximity to the primary and secondary shopping areas. The High Street is more distant from the larger parking facilities, which perhaps limits opportunities for bulk buying. Consequently, the town’s supermarkets are located edge-of-centre. Public transport provision consists exclusively of local bus services. Table 15 indicates the parking provision within Stourport-on-Severn and a map showing the car parks can be seen at Appendix M. Severn, some of which play an important role for people accessing the town centre. The largest number of on street parking provision is along High Street (37) and York Street (27).

7.0 Bewdley
7.1 Setting
Bewdley is the smallest of the three towns within the Wyre Forest District,
with a population of approximately 10,100. The town centre is historic in character with attractive buildings varying
from the medieval to the Georgian period, many of which are listed. The commercial heart of the town centre has grown up around the historic
bridge crossing the Severn, reflecting the role of Bewdley as a commercial centre on the River Severn in the days when the river was a major transportation route.
The defined shopping area is compact, linear in form and focussed around Load Street.
7.1.1 Access to the town centre shopping area by car is somewhat hampered by
the narrowness of the historic street pattern and there is a one way system operating around St Anne’s church which is situated in the centre of Load Street. Car parking is provided to the rear of the shops on Load Street, accessed via Dog Lane. Car parking is heavily restricted along the narrow residential streets leading from the shopping area and along Load Street itself. Generally the pavements on both sides of Load Street are wide and adequate to facilitate foot-borne shopping. Many of the pavements in the surrounding mainly residential roads are relatively narrow discouraging pedestrian access to the shopping area. However, a series of public realm improvements have recently taken place aimed at improving the attractiveness of the shopping area to pedestrians.
7.1.2 Town centre ‘shopper’ car parking within Bewdley is limited and, as with Stourport-on-Severn, public transport provision consists mainly of local bus services. However, the town is also served by the Severn Valley Railway, which runs from Kidderminster to Bridgnorth, although this service is looked upon more as a tourist attraction than a means of public transport.
7.2 Recent Retail Developments 7.2.1 Due to the constraints operating in the centre, particularly relating to the
historic nature and physical capacity, there is little scope for further retail development in the centre. The centre’s function as a tourist destination, however, helps to sustain its vitality and viability particularly for crafts and A3 (food and drink) uses.
7.3 Floorspace Figures 7.3.1 Bewdley’s composition of floorspace differs significantly from the other two
towns. Bewdley is designated as a District centre within the Local Plan and therefore has only one retail area instead of the primary/secondary break up, which is apparent in the other towns.

8.0 Neighbourhood and Village Centres
8.0.1 Policy SAL.GPB3 of the Site Allocations and Policies Local Plan identifies 21
Neighbourhood and Village Centres within the district; two further Neighbourhood centres are identified within policies KCA.Ch8 and KCA.EG1of the Kidderminster Central Area Plan. These are the Horsefair and Comberton Hill in Kidderminster and they are the two main neighbourhood centres within the District. These centres are both situated just outside of the town centre (see below map). These areas are major transport links for road users, and in the case of Comberton Hill, rail as well.

8.1 Comberton Hill 8.1.1 Comberton Hill is located to the east of Kidderminster town centre. The road
(A448) is a main thoroughfare into the town from the Bromsgrove direction. It is also a major route for visitors arriving by rail either on the Severn Valley Railway or strategic network (London Midland or Chiltern Rail). Comberton Hill acts as a shopping area for the local community and is dominated by A1 uses. Other key uses in the area include the Magistrates’ Court, and Aggborough Football Stadium, home to Kidderminster Harriers. Thus, the area has significant pedestrian footfall.
8.1.2 Comberton Hill offers a wide range of retailing units (48) that are located on
either side of the main road, including accountants, chemists, convenience stores, public house, veterinary practices and takeaway outlets.
8.1.3 The total floorspace for the units along Comberton Hill and Comberton Place stands at 4,708m2 gross c. 3,158m2 net.

8.2 The Horsefair 8.2.1 The Horsefair is the second largest Neighbourhood Centre in Kidderminster. It
is located to the North of Kidderminster town centre. The centre is situated either side of the busy transport route, the A451 (Stourbridge Road). The shops are restricted by their proximity to this road. The retail offer consists of many niche shops, a Nisa store with post office and many takeaway outlets. Traffic congestion and associated pollution, together with narrow pavements, create a poor trading environment and currently limit the retail potential of the centre.
8.2.2 The total floorspace for the units within the Horsefair Neighbourhood Centre stands at approx. 1,706m2 (Gross) c.1,111m2 (Net).
