• ESBN/NIE gave an update on the recent events - outages on the 25th & 26th August. RA's requested that incident report be made public to market. Outage process & emergency page on RMDS website was invoked and according to Supplier Reps was an improvement and worked well.
TIBCO/Schema Programme
ESBN/NIE outlined a high level plan of the Tibco Upgrade Project. • The Technical build completed on time. • There have been some delays to SIT and MCR Regression testing. • Schema V11.00.00 Draft 6 and Test Messages issued as planned on 21st August. • First internal project assurance audit with EY is almost complete. • Suppliers Detailed Customer and Test Workshop was scheduled for 26th August but has been postponed with a new date to be decided. It may run in line with webforms training and take place on the same day. • TUP Email address and weekly conference call are being utilised by Supplies. • The programme cutover date may be impacted as a result of some recent issues identified over the last week. The Project Board on the 7th September aims to determine if the cutover date will change. Suppliers will be informed immediately of any decision. 133

The two current Assurance Deliverables were discussed. PQ - Delays in PQ response returns by MP has caused PQ report completion delays. Two notable findings to date were 1) No cutover plans pending delivery of programme cutover plan 2) Reliance by some MPs on IPT instead of own internal tests. IPT - IPT Workbook v1.0 has been issued to both ROI and NI MPs. Version 2.0 to be issued during week of 7th Sept.

TIBCO Upgrade - Current Status
• TUP email address and weekly conference call being utilised by Suppliers
• Supplier installs started but slow progress needs continuous review
• Some Suppliers are behind schedule and may need further prompting
• The holiday season provided resourcing challenges for all – DNOs and
Suppliers
• Currently the team are reviewing some issues that have arisen over the last
couple of weeks in order to determine if they will impact on the proposed
cutover date – a decision will be reached within the next two weeks

CoBLCR 011 – New Meter RM Codes
Reason for CoBLCR
Asset management, have entered into new meter supply contracts and some of the meter
types in the new contract are different to the previous contract.
RM Codes are used to define different metering Materials.
4 new Meter codes are required.. The RM Codes are a coded value under Data Item Meter
Category.

MCR 1154 – New Unmetered Tariff for NI

What is proposed in MCR 1154
New photocells are being rolled out across the Department of Regional Development network in NI. These
new cells are 35/18 photocells compared to (1) dusk to dawn (70/35) (3,906 burn hours) and (2) continuous
(8,970 burn hours). These new cells will reduce burn hours by 47 hrs per annum. Currently there are only
two DUoS tariffs for unmetered Public Lighting in NI.
They are T710 - Unmetered 24 Hours and T711 – Unmetered Dusk to Dawn.
This MCR proposes two tariff profiles to cater for the new photocells.
LCC Power recommends the implementation of two tariff profiles for unmetered supplies to reflect the
reduced usage by 47 hours.
LCC Power would like two new tariffs to be introduced for the unmetered supply, so that the most can be
made out of the new photocells which are being rolled out across the country. 1) Dusk to Dawn profile,
35Lux ON & 18Lux OFF PECU, and 2) Dusk to Dawn profile, 35Lux ON & 18Lux OFF PECU with Part-
Night Switch Off between 01:00hrs and 05:30hrs.

MCR 0175(v.5.0) - New Reject Reasons for Address Change
Rejection
What is proposed in MCR 0175
The issue involves the lack of clarity as to why an address change was rejected. The IID reject reason is used for a variety of
reasons and provides no view as to why ESBN decided to reject the proposed site address change.
Suppliers find it difficult to provide answers to customers who are asking why the site addresses they requested to be
changed have not been changed.
Version 4.0 of this MCR was approved in 2012. Now amended to version 5.0 to include AD9 as a reject reason.
It has been proposed to add more specific site address change reject reasons to the list. The list of reject reasons is below.
AD1 Duplicate street address/numbering exists in the city/street proposed.
AD2 Approval not received in writing from Local Authority to change street/dev. name. AD3 DUoS group conflict here.
AD4 MPRN stated either terminated or disconnected,
AD5 Being dealt with as a bulk address correction for the development. AD6 Requested address change does not conform
to the regional structure. AD7 No payment for DMR.

DR 1168 – Market Messages for Config Changes
What is proposed in DR 1168
Over the last number of months Energia have witnessed a rise in 331 MMs received from NIE which are
meter configuration changes but there are no metering details sent in the XML. This scenario appears to
occur specifically where the meter configuration has changed from H100 to H101 and export registers are
being added to an existing QH meter by NIE.
In previous email discussions NIE have advised that they are unable to send us a 331 with meter details
populated. This has resulted in manual work for our business users on the Energia system and the numbers
have increased. On 7th May 2015 fifteen 331 XML messages were received in this scenario.
This DR has been requested for NIE to put a fix in place as soon as possible to ensure that suppliers always
receive updated metering details via market message for any configuration changes.
In this case where export is being added to the existing meter, there is clearly a change here which should be
communicated back to the supplier via metering details received in the XML.

What is proposed in DR 1167
The CCMA and NRA have requested changes in the Unmetered Public Lighting sector in the Electricity
Retail Market in RoI to facilitate energy efficiencies in Local Authority Public Lighting.
This request has been submitted to ESB Networks from the Local Government Sector under the auspices
of the CCMA/NRA.
New lamp types are proposed to be installed which will have the ability to be pre-programmed to allow for
Dimming at specific proportions and at specific times.
The CCMA/NRA has noted that the consultation process undertaken by them across the local government
sector indicated that 11 burn profiles for new Dimming regimes are a minimum requirement for the public
lighting providers over the coming years.
This Change Request documents the CCMA’s and NRA’s top four essential priorities. The seven remaining
priorities are not being raised at this time and can be raised in separate change requests at a later date.
Additional Burn Hour Calendars for DUoS billing and additional Load Profiles for Data Aggregation are
proposed to be introduced in RoI in the Electricity Retail Market.

Downloadable Meter Point Details Files
What is proposed in DR 1169
This change request is for the addition, in ROI, of Postal Codes into two Downloadable Meter Point Details
Files.
Two Downloadable Meter Point Details Files will be amended to include Postal Codes.
There are five files in the suite of Downloadable Meter Point Files. Two of these five files are impacted by
this proposed change. They are:
Domestic MRPN Details (domS_CUST.csv) ;
Commercial MPRN Details (COMM_CUST.csv);
Changes to the 2 files
For the Meter Point Address, the Postal Code, where it is available in the Central Market System, will be
populated in a new Postal Code column.
The new Postal Code column will be added after the Region column.
