NEW legislation introduced on October 1now requires all rental properties to havemains powered smoke alarms installed.

If you are entering a new rental agreementand the property was built before 1997, theowner must install mains powered smokealarms before a new agreement is signed.

If your agreement does not expire in thenext two years, then mains powered smokealarms must be installed by October 1, 2011.

If this does not occur contact your locallovernment authority who can inspect theproperty and issue a rectification notice,infringement notice or prosecute for anybreaches with a fine of up to $5000.

Alternatively, if you are selling a housebuilt before 1997, you too must install smokealarms before settlement.

The responsibility for having smoke alarmsfitted to the property rests with the seller.

The seller should be aware of this newrequirement, however check they areinstalled or you could foot the bill if they arenot installed before settlement.

A mains powered photo electric smokealarm is best with a fixed rechargeablebattery that does not need to be changed forthe life of the smoke alarm.

This type of alarm can detect smoke fastercompared to older models.

This means you will be alerted to a fireearlier, giving you more time to escape safely.

All smoke alarms should be installed by alicensed electrical contractor in compliancewith Australian Standards 3786 and must bechanged every 10 years.

ONE of the key factors that will influence theperformance of the Western Australiaproperty market over the coming year is theState's population growth rate.

Propell National Valuers’ Travis Colemansaid this was one issue often overlookedwhen industry commentators makepredictions about future price growth in WAcompared to other areas in Australia.

“WA currently has the fastest populationgrowth rate in Australia,’’ he said.

“Even during the world financial crisis, thelatest ABS figures (the year to March 2009),the population of the State grew by 3.1 per

cent, nearly double New South Wales (1.6per cent) during the same period

“Our strong population growth rate hasmeant that the oversupply of homes resultingfrom the last property boom has now been

largely soaked up, with the number of homesnow listed for sale now at traditional levels.

“In Perth, for example, there are around11,000 properties listed for sale compared toaround 20,000 during 2008.”

Mr Coleman said the strong recovery inthe local real estate market would gainmomentum if the State’s population ratecontinued to accelerate.

“There is every prospect that this will bethe case with growing confidence in arecovery in the world economy and renewedinvestment in the resources sector in theState,’’ he said.

“The realty is that although WA is currentlythe economic powerhouse of the nation, theoverall population of the State is just 2.22million or around 10 per cent of Australia'stotal population. Currently, WA has only halfthe population of Australia's other majorresource State, Queensland, which has apopulation of nearly 4.4 million people.

“There is therefore the capacity for thepopulation of WA to grow very stronglyduring the coming years, and this will have amajor impact on the property market.”

Mr Coleman said the overall outlook forthe local property market remained mostlypositive and had the potential to surprisemany commentators through a futureupswing resulting from expected strongpopulation growth levels. ■

Population will drive WA property prices

Buyers, investors stirringTHE warmer weather has put a springback in investors’ and buyers’ steps with anunexpectedly high level of enquiries andactivity in the upper price brackets.

According to CEO of Harcourts WAAndrew Moore, the $800,000 plus bracketis being driven by local families takingadvantage of what was a lull in activity anda reasonable level of supply.

“Activity levels from buyers hasdramatically increased over the past fewweeks, and our sales consultants reportescorting extremely large numbers ofgroups through open homes,” he said.

Mr Moore noted that properties wereoccasionally selling for less thancomparative 2007 prices, but on the wholePerth prices had remained firm.

“The entry level up to the $550,000

bracket is noticeably very buoyant, withmany properties receiving multiple offersand some selling over the asking price.

“And investors are now starting tooutnumber first home buyers, facing lowlevels of stock and a highly competitiveenvironment.”

Another bracket experiencing ashortage of listings and good levels ofactivity, according to Mr Moore, is the midto higher level price range, between$550,000 and $950,000, due to vendorsselling to first home buyers and upgradingto a bigger home or better location.

“This price range has been quitestagnant for the last 12 months,” he said.

In addition, Mr Moore said there werealso a high number of buyers in the $1m+range, but not a great deal on offer.

IT may often be overshadowed by some ofits Subiaco counterparts, but Onslow Roadin Shenton Park is an inviting little street wellworth taking a drive down.

Nestled between Railway Road andThomas Street on the edge of Kings Park,the bustling spot is home toseveral antique shops,Shenton Village shoppingcentre, some cosy cafes,two renowned restaurantsand an abundant mixture ofcontemporary and periodhomes.

Many of the originalhomes have been carefullymaintained, restored andextended, resulting in aprecinct with much charm.

Over the years, timberand iron workers’ cottageshave been replaced withlarge angular-shaped homes,creating a contrast ofcolour, design andarchitectural detail.

Number 345 is one of theoriginal early 20th centuryhomes and reflects aspectsof European chaletarchitecture.

Built and designed byAlbert Grundmann, TheGrundmann House has beenoccupied by the family through fourgenerations.

Until the 1930s, Shenton Park was knownas West Subiaco.

While development during the turn of thecentury in central Subiaco proceeded apace,

life in what was known as West Subiaco wasless advanced as it was further from thetrain station.

Subiaco School was overcrowded, so in1906 local residents finally persuaded theeducation department to build a new school

on Onslow Road. In 1911 principal Harry

Naylor became popularwith his pupils as the onlystaff member with a motorvehicle.

On Friday afternoons hewould treat the bestacademic performers ofthat week to a drive alongOnslow Road in his car.

Today Onslow Roadhas other attractions,namely the exalted StarAnise Restaurant.

Chef DavidCoomer’s innovative,award-winning cuisinehas gainedinternationalacclaim since therestaurantopened its doorsin 1998, andStar Anise hasbecome oneof the ‘must-visit’ fine

dining establishments inAustralia.

In 2006, the New YorkTimes said, “Perth foodlovers flock to DavidCoomer's subdued,

sophisticated establishment, drawn as muchby its high-ceilinged rooms as by hissignature crispy aromatic duck with sweet-and-sour blood orange sauce.”

David says it was by no accident therestaurant opened where it did.

“I thought the suburb had great potentialand the street had a nice village feel withsome old shopfronts still remaining,” he said.

“We are more of a destination locationand are not so reliant on passing traffic, soto us our location is a benefit.”

Just a stone’s throw from Star Anise isanother acclaimed eatery putting OnslowRoad on the map – Galileo Buona Cucina.
