1. Overview

The final review program is designed to allow the user the ability to review properties and finalize the value from a desktop. The program allows the user to:

Select the type of properties to review: Residential or Commercial

View each property in a selected neighborhood or from a list of parcels created by the user

Filter properties by LBCS and Class Codes.

Filter Commercial properties by Market Area and District Appraiser.

View each property's characteristic data including Class and the number of dwellings on the parcel.

Alert the user when a property has a current sale, hearing or building permit by changing field color and/or playing a short musical jingle.

The user can launch a transfer, appeal or building permit dialog box if any exist on the parcel.

View the subject and 5 comparables photos.

View the comparable sales information including Address, Sale Date, Sale Price, Adjusted Sale Price, Distance Points and subject Weighted Estimate.

View and/or print the subject comp report through a link.

View all approaches to value that have been computed for the property.

Select a value that will be posted to the Final value page.

View the percent difference for each of the value methods.

Display a flag when a parcel has been posted to the Final Value tab in a previous

session.

2. Security

Security must be set to allow users to access the program. Open the security role and go

to the Activities tab. There are four options under the Activities section

Final Value Review. Allows the user to access the program, setup the parameters,

create a file, Load an existing file, work within the program to Accept Values, Flag

Parcel for Review and Save the file.

Final Value Review – Delete Existing File. Allows the user to delete any previously

Saved Files.

Final Value Review – Post Values. Allows the user to Post Accepted Values to the

Final Value tab.

Final Value Review – View Other User Files. Allows the user to view and access

previously Saved Files.

3. Accessing the Final Value Review Program

The program is located in Activities – Final Value Review

4. Residential Final Value Review Parameters

In the Residential Final Review mode, the first seven fields are required to create a

session. The other fields are optional. The more fields you complete, the more specific

your list of properties will be.

o Mode. This field was recently added to the program. There are two options to

select from: Residential Final Review or Commercial Final Review.

o Evaluating Appraiser. Select the Appraiser code that will appear on the Final

Value tab when a value is Accepted.

o Current Location. Click on the icon to select the location ‘Appraisal’.

o Tax Year. Select the appropriate tax year for the final review session.

o Property Status. The user must select Active or Deactivated parcels to review.

o Property Type. The user must select the Property Type of the properties to review

using the icon to display the code picker dialog box. Multiple codes may be

selected, if desired.

o Neighborhood. The user must select the neighborhood to review using the icon to

display the code picker dialog box. Multiple codes may be selected, if desired.

o LBCS Codes. The user has the Option to select LBCS Structure Codes to use in

the session.

o Class Codes. The user has the Option to select the class codes to use in the

session.

o List. Allows the user to select the properties to use in a session.

Parameters for the Sales History Search Filter looks at the sales history file to determine what

sales will display in the Sales History Section on the final value review page.

Start Date. Enter the earliest sale date of sales to display on the final value review

page. User can also select the calendar icon to select a date from the calendar.

End Date. Enter the latest sale date of sales to display on the final value review page.

User can also select the calendar icon to select a date from the calendar.

Sale Type. Select the appropriate Sale Type code using the dropdown arrow.

Sales Validity Code. Enter the appropriate transfer validity code(s) display. The user

can also click the icon to select the codes.

5. Commercial Final Value Review Parameters

The Commercial Final Value Review parameters require the user to select data for the

first seven fields.

o Mode. This field was recently added to the program. There are two options to

select from: Residential Final Review or Commercial Final Review.

o Evaluating Appraiser. Select the Appraiser code that will appear on the Final

Value tab when a value is Accepted.

o Current Location. Click on the icon to select the location ‘Appraisal’.

o Tax Year. Select the appropriate tax year for the final review session.

o Property Status. The user must select Active or Deactivated parcels to review.

o Property Type. The user must select one Property Type.

The Commercial FVR parameter also allows the user additional filters in the Search

Criteria which includes:

o LBCS Structure Code. The user has the Option to select the LBCS Structure code

to use in the session.

o LBCS Function Code. The user has the Option to select the LBCS Function code

to use in the session.

o Class Codes. The user has the Option to select the class codes to use in the

session.

o List. Allows the user to select the properties to use in a session.

o Quick Ref ID From. Enter the first QuickRef ID number to be included in the

session.

o Quick Ref ID To. Enter the last QuickRefID number to be included in the session.

o District Appraiser – This field is currently setup in Johnson County to identify

appraisers responsible for specific LBCS Function codes. There are no currently

plans to add this field to other Kansas counties.

o Commercial Market Area – This field allows a county to search for parcels by

commercial market area. KDOR must add this field to the Property Level

page for all Kansas Counties who plan to use this functionality.

Parameters for the Sales History Search Filter looks at the sales history file to determine what

sales will display in the Sales History Section on the final value review page.

6. Field Selections

Property List Settings

Select the fields to display in the Working Property List section. There is a different list

for the Residential and Commercial mode. o See page 26 for Residential Property List Fields Descriptions. o See page 30 for Commercial Property List Fields Descriptions.

The user has the option to click on the Select All yellow header control or to manually

select fields to be displayed.

Display Order

The user has the ability to modify the display of the data when clicking on the Display

Order yellow header control. A Field Display Order dialog box will launch and allows

the user to modify the order of the fields using the buttons located on the bottom left

corner.

7. Sales History List Settings

Select the fields to display in the Sales History List section of the final value review page.

There is a different list for the Residential mode and for the Commercial mode. o See page 26 for Residential Sales History Fields Descriptions. o See page 30 for Commercial Sales History Fields Descriptions.

The user has the option to click on the Select All yellow header control or to manually

select fields to be displayed.

Display Order

The user has the ability to modify the display of the data when clicking on the Display

Order yellow header control. A Field Display Order dialog box will launch and allows

the user to modify the order of the fields using the buttons located on the bottom left

corner.

The order of these fields may also be modified if desired.

8. MLS List Settings

If the county has the MLS Import functionality, the user can select the fields to display in

the MLS section of the final value review page.

The user has the option to click on the Select All yellow header control or to manually

select fields to be displayed.

Display Order

The user has the ability to modify the display of the data when selecting the Display

Order yellow header control. A Field Display Order dialog box will launch and allows

the user to modify the order of the fields using the buttons located on the bottom left

corner.

9. Creating a Session

Clicking the New button on the top of the parameter page will launch a new final value

review session and take the user to the Final Value Review page.

Warning Message – Tax Year

The following warning message will display if the user selects a Prior Tax Year on the

Final Value Review Parameters.

10. Loading a Session

Clicking the Load button will allow the user to select a previously Saved Session.

o If the user has security rights, all saved sessions will appear in the dialog box and can

be opened.

o If the right has not been granted, then only the user’s saved session can be viewed and

opened.

o If the user has security rights, right clicking a session gives the option to ‘Delete’ the

file.

11. Saving a New Session

When the user creates a New session, the session should be Saved.

A dialog box will appear asking the user to Save the Session.

When the User clicks the Yes button, the Save Current Session Settings dialog box

appears and the user must name the session. Then Click Save.

Note: Users have found that multiple sessions can be created with the same file Name.

When this occurs, new duplicate sessions will not ‘save’ the work that is performed.

When a user saves a session after working the first parcel, they can view previous session

names to prevent creating duplicates.

12. Final Value Review Page

The final value review page will display the Tax Year on the top of the page.

The page includes several sections:

Working Property List

Calculated Value Information

Final Values

Permit Information

Appeal Information

MLS Listing

Transfer Information

Subject and Comparable Sales Photos and Information

Sales History List

13. Working Property List

The Working Property List displays all parcel data according to the criteria set in the

Final Value Review Parameters.

A counter located on the brown header counts the total number of parcels worked and the

total number of parcels in the property list.

Data can be sorted according to Ascending or Descending order using the Sort and

Direction dropdown arrows.

The data can be fully viewed by hovering over the field.

Radio buttons allows the user to filter the list by parcels that are Pending, Flagged,

Accepted or Posted. When the user checks a specific box only parcels that fit that criteria

will display on the list page.

A column named WKD displays the status of the parcel.

o Blank - Pending

o Red Flag – Flag Parcel for Review

o Green Flag – Accept Value

o Green Check Mark – Posted

o Purple Flag – when a parcel was posted in a previous session, a Purple flag

will appear to alert the user. Hoover over the flag to see the message.

The blue highlighted row displays the parcel on the final value review page. The user

has the option to move through the list by selecting a page number on the brown row

under the working list.

Users have the option to display ‘Classes’. When there is more than one class, the text

will appear Red.

Users have the option to display ‘# Dwlg’. When there is more than one dwelling on a

parcel, the text will appear Red.

There is not a Hot Link to the CAMA record. However, when hovering over the Quick

Ref ID or the Property ID the user can right click the mouse for an option to Copy to

Clipboard. If the user has a second Orion session open, this option then allows the

appraiser to paste the number in the Find a Property page for easier access to the CAMA

record without exiting the Final Value Review page.

14. Partial Completion Alert

The user has the option to select as final value the Percent Total value. This value was

designed to calculate the percent complete to the building value when the value method is

Comp Sales Value.

A Partial Completion Alert dialog box will appear on a parcel if the Percent Complete

data field on the CAMA Res Bldg item page has a value more than 50. (dwelling is

greater than 50 % complete).

The dialog box displays a message with the parcel number and the question “Would you

like to set the Final Value for this property to this value?”

When the user clicks on the arrow on the Percent Complete Calculation header, the

complete calculation will display.

The calculation adjusts the Total Final Value when Comp Sales Method (Market Value)

is selected. The Select Comparable batch job should be run for all residential parcels

before beginning the Final Value review process.

When the calculation is complete, the ‘Percent Total’ value is rounded to the nearest 100.

15. Calculated Value Information

Values displayed in the Calculated Value Information grid box are the Total Calculated

value for each method.

The blue highlighted values are the Current value and the Prior Year value as displayed

on the Final Value tab.

The Percent Difference column displays the difference between the Current and Prior

year value.

Right clicking on the any of these values allows the user to select the value as the Final

Value.

Calculated Values Definitions:

o The Cost Value includes the Cost Total + Ag Use Land + Ag Buildings + Misc

Buildings + Manufactured Homes

o The Market Value includes the Market Value + Ag Use Land + Ag Buildings +

Misc Buildings + Manufactured Homes

o The MRA Value includes the MRA Value + Ag Use Land + Ag Buildings + Misc

Buildings + Manufactured Homes

o The Income Value includes the Income Value + Ag Use Land + Ag Buildings +

Misc Buildings. Note: If NO Income Value exist on the parcel, the value will be

Income Value ($0), Ag Use Land($), Ag Buildings($), Misc Buildings($) and

Manufactured Homes($).

o The Indexed Value is the Indexed value displayed on the Final Value tab.

o Override Value is the Override Value displayed on the Final Value tab.

16. Final Values

The Final Value section will display the ‘Current Value’ listed on the Final Value tab at

the time the session was created.

The property ID and Appraiser name can be fully viewed by hovering over the field.

The % Difference field displays the difference between the current and prior year values.

The Final Value tab comment field will display any notes currently on the page at the

time the session is created. Users may be modify or add notes which will update the field

at the time the parcel is posted.

To select a new value, the user can right click on any value in the Calculated Value

Information Grid, the Appeal or the Transfer Value.

o When a new value is selected, the Value Method, Change Reason and Appraiser

codes will be populated according to the selected value.

o The user also has the option to manually select the Value Method, Change Reason

and Appraiser using the dropdown boxes in the Final Values section.

o When the user selects the Override Value Method on the Final Value section, the

user will be required to complete the Override Reason and Override Total.

Note: Be sure to include all values including Building and/or Dwelling, Ag Use,

Ag Building, Misc Improvement and Manufactured Homes.

When the user clicks the Accept Values button, the value in the Final Values section will

be saved and a green check mark will be placed in the WKD column on the Working

Property List. The parcel is then moved to the back of the property list and the next parcel

on the list will appear on the page.

When the user clicks the Flag Parcel for Review button, a red flag will be placed in the

WKD Column on the Working Parcel list, the parcel will be moved to the back of the

property list and the next parcel on the list will appear on the page.

17. Permit Information

The Permit Information displays a list of permits that occurred on the parcel.

The list includes the Permit #, Issue Date, Amount of the permit, Permit Type,

Description, Closed Date and Status.

Permits issued in the year prior to the valuation year will be displayed with a visual alert

in Red Text.

Permits issued in the second year prior to the valuation year will be displayed in Blue

Text.

A sound alert of Glass Breaking occurs when the Permit Issue Date is within the time

frame set for the alert. The default is set at 12 months but may be changed upon request.

A sound alert of a Saw occurs when the Permit status is Open. There is no default time

frame so therefore, this sound will always occur when the permit is open. A time frame

for this alert can be entered upon request.

Clicking on a Permit allows the user to view the Modify Permit dialog box.

18. Appeal Information

The Appeal Information displays a list of Appeals that has occurred on the property.

The list includes the Appeal Tax Year, Appeal Level, Final Action and Final Value.

Appeals occurring in the year prior to the valuation year will be displayed in Red Text.

Appeals occurring in the second year prior to the valuation year will be displayed in Blue

Text.

A sound (car horn) will also alert the user to the recent Appeal. The default setting for

this alert is 1 year prior to the valuation date. This setting may be changed upon request.

Right clicking on an Appeal displays the option to ‘Select Appeals Value as Final Value’.

Selecting this option moves the Appeal Value to the Final Value section.

Clicking on an Appeal allows the user to view the Modify Appeal dialog box.

19. MLS Listing

The MLS Listing is driven by the user selected parameters.

The MLS Listing displays a list of sales in the MLS data base if the county has this

functionality.

Clicking on the row allows the user to view the MLS Detail Information.

20. Transfer Information

The Transfer Information displays a list of the transfers that have occurred on the parcel.

The list includes the Transfer Sale Date, Sale Price, Validity code and Sales Ratio

When the transfer Sale Price is an Adjusted Sale Price, the text will display in Italic font.

Right clicking on the transfer Sale Price displays the option to ‘Select Sale Price as Final

Value’. Selecting this option moves the sale price to the Final Value section.

Note: This option is not available for an Adjusted Sale Price. When right clicking on an

Adjusted Sale Price, the Actual Sale Price will display in the Final Value Section. Users

must enter an Adjusted Sale Price on the Final Value Section as an Override Value.

Transfers that occurred in the year prior to the valuation year will be displayed in Red

Text.

Transfers that occurred in the second year prior to the valuation year will be displayed in

Blue Text.

A sound (scream) will alert the user a recent Transfer. The default setting for this alert is

6 months prior to the valuation date. This setting may be changed upon request.

Clicking on a Sale allows the user to view the Modify an Ownership Transfer dialog box.

21. Comparable Sales

If the subject and comparables have images, the designated primary image set for each

property for the tax year being reviewed will display in this section.

The information grid displays values from the subject’s comparable sales report. The

information includes the QRefID and Address, the comparable sale’s Sale Date, Sale

Price, Adjusted Sale Price and Distance Points and the Subject’s Weighted Estimate.

If a parcel does not have a comparable sale, the information grid will not display.

The comparable sales report can be viewed by clicking on the printer icon located on the

brown header.

A dialog box will appear and the user must select the Comparable Sales Sheet Format.

The comparable sales report can be viewed, printed or saved.

22. Sales History

The Sales History display is driven by the user selected parameters.

The Sales History List displays all sales for the subject neighborhood that meet the

criteria set in the parameter.

The user has the option to Sort the data fields.

The style of the parcel will display in the Style field. The user has the option of changing

the style using the dropdown arrow.

Statistics of the Sales History records includes a count of the selected Style, a count of

the total number of sales in the list, the average sale prices, minimum sale prices and

maximum sale prices.

If the subject parcel has a sale in the sales history list, the sale will be highlighted in blue.

The user has the option to right click on the sale price and ‘Select as the Final Value’

When hovering over the Quick Ref ID or the Property ID, the user can right click the

mouse for an option to Copy to Clipboard. This option allows the appraiser to paste the

number in the Find a Property page for easier access to the CAMA file.

23. Posting Values

After all properties in a session have been worked, a user with security rights can Post

values to the Final Value tab by clicking the Post button located at the top right side of

the screen.

A Save Session message appears “Would you like to save your session before posting?”

Click on the Yes button to save the session. A message will appear when the Final

Values are posted to the job queue.

The user can then Exit the session.

The Post Approved Final Values job will go to the Job Queue. In order to track multiple

jobs easier, it is suggested that the user selects the option to ‘Rename Job’ and name the

job according to the session name.

When complete, open the Job History – Job Detail and click on the View Output.

The user does not have the ability to view the output before saving the report. A ‘Save

As’ dialog box appears to allow the user to save the report to a file.

After the report is saved, the user can open the report to view the Final Value Review

Log which displays the Quick Ref numbers of the parcels successfully saved to the Final

Value tab and the total number of properties saved.

The posted values will now display on the Final Value tab.

The Final Value and Method will NOT move to the data base after posting until a CAMA

Calculation occurs. Running the Batch CAMA Calculation job must be completed after

posting values.

Go to Activities – Run/Schedule CAMA Calculations.

24. Sounds:

The Final Value Review program is designed to alert the user of a current sale, appeal or permit

by changing text colors and playing a short musical jingle or sound. A new change to the

program now allows the default sound settings to be overridden to a different time frame. Please

contact PVD to make these changes on your county site.

There are four unique sounds now included in this program:

1. Scream – any parcel with a Sale that occurred within the specified time frame will have

scream occur when the parcel is open to alert the user of the sale. The default setting for

this alert is 6 months prior to the valuation date. This may be changed upon request.

2. Car Horn – any parcel with an Appeal that occurred within the specified time frame will

have a car horn sound when the parcel is opened to alert the user of the appeal. The

default setting for this alert is 1 year prior to the valuation date. This may be changed

upon request.

3. Glass Breaking – any parcel with a Permit and the Issue date falls within the specified

time frame will have a sound of breaking glass when the parcel is opened to alert the user

of the permit. The default setting for this alert is 12 months. This may be changed upon

request.

4. Saw – any parcel with an Open status Permit and the Issue date falls within the specified

time frame will have a sound of a running saw. There currently is not a default setting so

the sound will always alert when a permit is open. This may be changed upon request.

If the sounds described above are not heard and instead, the user receives a short musical

jingle, the user may change this by going to the PC’s Start menu – Control Panel – Hardware

and Sounds – Sound – Change System Sound. Click the Sounds Tab. Go to Program Events

and scroll to Odyssey Assistant – find the Final Value Review Appeal Alert, Final Value

Review Open Permit Alert, Final Value Review Prior Year Permit Alert and the Final Value

Review Transfer Alert.

To set the Final Value Review Appeal Alert to a CarHorn sound- click the Browse button –

go to C drive – Program Files – Tyler Technologies – Odyssey Assistant – Media. Select the

CarHorn for File Name. Click OK.

To set the Final Value Review Transfer Alert to a Scream sound- click the Browse button –

go to C drive – Program Files – Tyler Technologies – Odyssey Assistant – Media. Select the

Scream for File Name. Click OK.

To set the Final Value Review Open Permit Alert to a Saw sound- click the Browse button –

25. Final Value Reason Codes

Codes for the Final Value Review will be setup by PVD staff.

Below are examples of the codes used in the program. Each county may vary slightly in

the codes names and descriptions.

The code for ‘Final Review’ will populate in the Change Reason field. This code was

added in the Supplement Change Reason code file if it did not already exist.

Codes to display in the Override Reason field were created in the Final Value Override

Reason code file, if they did not already exist.

The Override Reason codes include:

o Partial Completion - displays when the Partial Complete value is selected (see

section #13)

o Previous Year Hearing value – displays when a hearing value is selected(see

section #17)

o Prior Year Value – displays when a prior year value in the Calculated Value

Information grid is selected (see section #14)

o Sale Price - displays when a Transfer value or the subjects Sales History value

is selected (see section #21)
