SCIENTIFIC RESEARCH AT THE UNIVERSITY OF MARIBOR

SCIENTIFIC RESEARCH VISION (UM):A vision outlines the future image of an organization to be cultivated within the organization and outside. The vision of an organization leads to radical changes in ORGANIZATIONAL CULTURE (new behavioural patterns, a new value and belief system and habits creating new social norms in the organization).

By 2014, the University will become a recognized research institution achieving greater progress than other universities at home and abroad.

UM‘s SCIENTIFIC MISSION:The mission lays down the purpose, philosophy and beliefs of an organization. In addition, it defines what the organization aims to achieve and whom does it serve.

forming interdisciplinary research teams able to (1) produce outstanding scientific achievements, (2) manage research projects, (3) participate in international networks and centres of excellence, thus enabling the active participation of students in scientific research

In order to accomplish the University‘s mission, the following strategy with a definition of the PRIMARY GOAL has been formulated:Goals are measurable and of limited duration.

1. RESEARCH OBJECTIVES and strategies of UM MANAGEMENT AND BODIES:

• encouraging the participation of UM employees in bodies of the relevant

Ministry and the Slovenian Research Agency (ARRS)

• increasing the visibility of scientific views in Slovenia

• improving the flow of information between the Ministry and UM

• enhancing the efficiency of professional services (at various levels)

providing support for scientific research

• efficient operation of the Project Office (contents, legal aspects,

financial planning, consulting and management)

• efficient information flows (overview of researchers‘ participation in

projects, efficient monitoring of scientific achievements, improved access

to various databases …)

• funding of access to international scientific databases

• developing criteria for the remuneration of leading experts

• establishment and transparent operation of the University‘s project fund (in

order to address problems concerning late payments when participating in

major projects)

• promoting both the purchase and shared use of research equipment

2. GOALS and strategies of UM management and bodies for facilitating the transfer of scientific achievements into practice:

• encouraging and promoting the establishment of interdisciplinary teams for a

successful knowledge transfer between the academic community and the

industry (economics, law, natural sciences, engineering …)

• encouraging cooperation between labs and faculties

• formulating a legal basis for intellectual property management

• promoting spin-offs

• providing assistance and encouraging cooperation within the framework of

RAZ:UM, thus enabling the development of small innovative enterprises

• promoting networking with industrial partners and providing legal assistance in

establishing consortiums that may cooperate in the European area (7FP, Horizon

20)

ATTAINMENT OF RESEARCH OBJECTIVES OF TEACHING STAFFAND RESEARCHERS:

• enhancing the motivation of teaching staff and researchers for scientific research

• increasing the participation and motivation of postgraduate students for research work

• promoting participation in national and international calls for project proposals

• promoting the participation of interdisciplinary teams in national and international calls for project proposals

1) Reorganization of the Department• preparations for Horizon 2020 (legal, financial, administrative …)• preparations and project proposals for increased visibility of UM in the field

of scientific research• implementation of the project „UM Career Centre“ http://www.kc.uni-mb.si/• new mobility programmes, preparation of the pilot project entitled „Joint

degree“ – internationalization

2) Establishment of RAZ:UM• Articles of Association serving as the Statute• rules on intellectual property, copyright, establishment of spin-offs (to be

published soon)• coordinating the activities of RAZ:UM, TechnoCentre and CIMRS (Centre for

Interdisciplinary and Multidisciplinary Research and Studies) in order to attain shared objectives

3) Spatial plan for the infrastructural centre (ideas)

4) Adoption of a new appointment procedure• appointment fields in line with the ISCED classification (UNESCO)• less complicated• appointment procedure linked to the post (full and associate professors)• international meetings on European examples of good practice

1) REORGANIZATIO

N OF THE DEPARTMENT

RAZ:UM = lab of ideas (ad-hoc creative cores organized without superfluous formalities by researchers and students (or by students alone)+ translator of ideas + generator of start-ups + incubator (support within the framework of the UM Science Park)

• Current situation: • organization: Council, director, Statute (to be adopted), amended Articles of Association, protection of the RAZ:UM brand• activities: IKTIMED project (3 subsidiary occupations), RAZ:UM ECC 2012• establishment of a Science Park (RAZ:UM consortium, TECHNOCENTRE, CIMRS (Centre for Interdisciplinary Research and Studies, TP (Technology Park)• website, logo• RAZ:UM Club

• Important in 2012:• media coverage (also with the help of RAZ:UM ECC 2012)• obtaining financial resources (companies endeavouring to participate/support UM, members of RAZ:UM, new founders …) for the RAZ:UM Fund• RAZ:UM Fund will award start-up grants in order to support interdisciplinary high-risk/high-value research teams consisting of students and professors at UM – lab of ideas.

BASIC GUIDELINES OF THE NEW „RESEARCH PHILOSOPHY “ (RELATED TO THE APPOINTMENT PROCEDURE)

• ANALYSIS OF SCIENTIFIC EXCELLENCE (to be published soon); Slovenian Research Agency (ARRS), resources acquired in comparison with the University of Ljubljana and the University of Primorska, international comparison, trends, presentation during the first three months of 2012

• Employees are being encouraged to engage more actively in scientific research (increased income).

• eliminating the need for teaching overload – a criterion of job performance

• The term „contact hours“ must not be taken literally, but should rather be considered a „currency“ – How to ensure a flexible load? – eliminating the current limit of teaching load (three hours)

4) NEW RESEARCH PHILOSOPHY

• The appointment procedure for the faculty ranks „full professor“ and „associate professor“ must depend on the post.

• For faculty ranks „assistant professor“ and lower, the appointment procedure will be conducted in a similar manner as up to now.

• 2 types of appointment: scientific research vs. arts

• The proposal related to the new appointment criteria shall lay down a transitional period.

• The revised appointment procedure will be less complicated.
