Sewer Pipeline CCTV, Manhole Inspection and Related Cleaning

Addendum No. 1

March 19, 2018

This Addendum shall form an integral part of the project scope of Work and shall be read in conjunction therewith. This Addendum shall take precedence over related specifications as they relate to the information below, and of the previously issued scope of Work with which it may prove to be a variance, unless otherwise clarified by the City. Please note that all Proponents shall sign and include this Addendum with their submission. Failure to do so may result in a non-compliant submission and the bid may be rejected. Questions and Answers Q1. Page 26, Item 3.1 Sewer Cleaning. If after the 1.5 hours the Contractor finds the line is

not completely free of debris, what is the process for the Contractor? Is it possible to video at 1.5 hours?

A1. The Contractor is to contact the City (General Foreman/Contract Administrator) to authorize if extra time is required and to provide the appropriate billing code for any approved hours. Flush and video will be at the discretion of the City.

Q2. Page 27, Item 3.3 Water Supply. Water supply from hydrants, is there a protocol to

follow?

A2. The Fire Department must be made aware of any hydrant use. The Contractor is to call Fire Dispatch prior to use. The number will be made available at the start-up meeting for the project.

Q3. Is the City using WRC or PACP for this contract?

A3. The initial contract will be WRC. Any change will be discussed with the Contractor prior to implementation for any subsequent contract renewal.

Q4. Page 29, Item 1.5.5 if a second visit is required could the Contactor simply move to 1.5.6?

A4. The Contractor will inform the City (General Foreman/Contract Administrator) and each will be decided on a case by case basis.

Q5. Page 40, Item 3.12 Coding Accuracy Water Supply. Is this for the Contractor to create?

A5. The City will be relying on the accuracy of the information collected by the Contractor. Deficiencies will be noted upon the completion of Book One, the database and SD cards at a debrief meeting to prevent duplication through the balance of the Books. Contractors are to code with a critical view and are to capture Active, Inactive and No Flow lines.

Q6. Are there templates to further understand the City’s requirements?

A6. Templates are included in this Addendum and labelled Attachment A - Templates.

Q7. Page 38, is it possible to provide a project map with markup?

A7. The City recommends the use of Adobe Pro (or similar software) with notes on the City supplied scale drawings. See 3.8.k Map to be attached to final report.

Q8. Is it the City’s intent to start the naming convention with number 1?

A8. Yes

Q9. Can the City’s provide an example of Value Add they are looking for?

A9. It is the City’s expectation that Proponents will develop their own examples but one would be lateral insertion to identify infiltration.
