1 Objective

1.1 The purpose of this Request for Information (“RFI”) is to invite proposal(s)

for Project for Procurement cum Management, Operation and Maintenance

(“PMOM”) of a New Generation of Parking Meter System and Associated

Equipment for the Hong Kong Special Administrative Region Government

(“the Government”) to explore market technologies and capabilities for

providing the PMOM services.

1.2 This document serves to provide indicative project information and

requirements. Any information and requirement details & quantities as

referred in this document are for reference ONLY. It should not be

interpreted as the final arrangement, requirement or specification of the

tender document.

1.3 This document does not constitute any commitment by the Government to

any particular party in respect of any submission which may be submitted.

1.4 The Government shall not be responsible for any costs or liability incurred

by the respondent in the preparation of its submissions or subsequent

response or initiatives on the part of any respondent.

1.5 For the purpose of this RFI, respondent may at their own decision submit

partial or full proposal for the items listed in para. 10.

1.6 Any submission submitted for this RFI does not constitute any commitment

by the respondent to the Government including the budgetary estimation.

2 Submission

You are invited to submit a proposal or any other suggestions on the technical

requirements of the project on or before 13 April 2018 (Friday) by email or fax.

3 Briefing Session

A briefing session in English for the subject RFI will be arranged on 4 April 2018.

Interested parties shall complete and email or fax the form in Appendix VII to the

contact person to register the briefing. At most two representatives for each

interested party are allowed. Details are as follows:

6 Existing Parking Meter in Hong Kong

6.1 On-street parking spaces in Hong Kong are provided to cater for the short-

term parking needs of motorists. These parking spaces are normally

metered to discourage prolonged parking. As of January 2018, some 9,800

parking meters are installed across the territory to control about 18,000 on-

street parking spaces. These parking meters, which were put in use since

2003-04, have been approaching the end of their serviceable life and need to

be replaced. It is Government’s plan to procure a new generation of on-

street parking meters with a view to start the replacement of the existing

parking meters by the new ones from 2019-20.

6.2 The existing parking meter accepts payment of parking fee through Octopus

Card only. Octopus Card is a contactless stored value smart card for making

electronic payments in Hong Kong. Each parking meter controls maximum

two (2) parking spaces.

6.3 The existing parking meter is operated by battery packs. There is no mains

electricity supply available for the existing parking meter.

6.4 There are LED indicators on existing parking meter to indicate the meter

status such as low battery, abnormal, expired and active status with different

color in LED indicators. Enforcement party will make reference on the

information shown on the parking meter screen as well as the LED indicator

to facilitate the enforcement activities.

6.5 Photos illustrating the existing parking meter are given at Appendix I.

7 Brief Scope and Tentative Project Arrangement

7.1 To replace the existing parking meters, which have been operated for more

than ten (10) years, the Government plans to procure a New Generation of

Parking Meter System, hereinafter referred as “the System”, with the

following functions and features to enhance motorists’ on-street parking

experience and to facilitate traffic management.

(a) support payment of parking fees through multiple electronic payment

means at the meter;

(b) support remote payment of parking fees through mobile applications (i.e.

parking meter mobile applications); and

(c) be equipped with vehicle occupancy sensors to detect whether a parking

space is occupied, and provide (i) real-time information to assist

motorists in finding vacant parking spaces through parking meter mobile

applications and website, as well as (ii) real-time information on metered

parking spaces being occupied but without payment of parking fees to

the Police through another mobile applications exclusively use by the

Police for enforcement reference.

7.2 The new generation of parking meters will form a computer system where

all individual units, including on-street parking meters, card readers fitted

into the meters, parking meter mobile applications, vehicle occupancy

sensors and the backend central system, are integrated through wireless

networks. Making reference to the prevailing arrangements in some

overseas cities, the Government plans to adopt an one-stop approach for the

procurement so as to ensure sustainable and seamless integration, with proper

management and maintenance services upon the installation of the new

parking meter system. The items to be procured include the followings:

(i) hardware of the parking meter system;

(ii) throughout the whole serviceable life of the System, software licences

for the parking meter system;

(iii) engineering services for system implementation including design,

supply, delivery, installation, testing, commissioning, documentation,

training and other related services;

(iv) throughout the whole serviceable life of the System, management

services for the parking meter system, including collecting parking fees

from the “Clearing Service Providers” (please refer to para. 7.5 below)

on behalf of the Government, continuously updating the software to meet

the latest security requirements of different modes of electronic

payment, and developing and continuously updating the parking meter

mobile applications having regard to the latest market situation; and

(v) throughout the whole serviceable life of the System, maintenance service

for the parking meter system.

7.3 The scope of the project includes the provision of a total solution for the

design, supply, delivery, installation, testing, commissioning, documentation,

training, MOM and other related services for the System. To encourage

competition and have better risk management, the Government plans to

engage two (2) PMOM service providers to supply the System and carry

out the subsequent MOM services for urban area (i.e. Kowloon and Hong

Kong Island) and the New Territories respectively throughout the whole

serviceable life of the System. Each service provider would be

responsible for around 6,150 parking meters (tentative figure only). Key

obligations of the PMOM service providers include :

(a) provision of hardware of the parking meter system;

(b) provision of software licences for the parking meter system;

(c) management and operation of the parking meter system and the associated

equipment/ “parking meter mobile application”;

(d) retrieval, management and maintenance of the data from the parking

meters, the associated equipment and “parking meter mobile application”

through wireless communication network;

(e) uploading/ downloading and reconciliation of the parking transaction data

and information to/from the parking meters and the Clearing Service

Providers, and collecting parking revenue from the Clearing Service

Providers on behalf of the Government;

(f) updating the software to meet the latest security requirements of different

modes of electronic payment, and developing and continuously updating

the “parking meter mobile application” having regard to the latest market

situation;

(g) provision of maintenance service for the parking meter system;

(h) temporary suspension and resumption, cancellation and addition of

metered parking spaces; and

(i) routine inspection, repairing, maintenance and replacement of the

deformed traffic signs in relation to metered parking spaces.

7.4 In view of the relatively long service period for the MOM section, the PMOM

service providers may need to possess a Company Registration in Hong

Kong under the Companies Ordinance (Cap. 622) and set up a local office

for providing the services.

7.5 In order to support payment of parking fees through multiple means

commonly available in Hong Kong, the Government plans to engage at most

three (3) Clearing Service Providers through another service procurement

exercise for providing clearing services in respect of parking fees after the

commencement of the PMOM contracts. The payment means suggested by

the Clearing Service Providers will be adopted for the payment of parking

fees in respect of the new generation of parking meters. Each Clearing

Service Providers may propose multiple payment means. In other words, the

payment means to be offered by the System might only be available at

the system design stage (i.e. after commencement of the PMOM contracts).

7.6 Subject to the payment means offered by the engaged Clearing Service

Providers, the System provided by PMOM service providers need to accept

payment of parking fees by multiple means as follows:

(a) payment of parking fees through a common card reader which accepts

contactless payments, such as contactless stored value cards, contactless

credit cards or mobile electronic wallets; and / or

(b) payment of parking fees through merchant-presented dynamic QR

code displayed on the parking meter and the associated mobile

applications operated by the Clearing Service Providers; and

(c) to accept remote payment of parking fees via the parking meter mobile

application.

8 Key Project Requirement - Procurement Section

8.1 General Requirement

8.1.1 In the procurement section, in additional to the hardware and software

(including appropriate and sufficient licenses) of the System, system

design and development works, modification of the system to tailor-

made for Hong Kong environment and specific requirement,

coordination with other parties (such as another PMOM Service

Provider, Clearing Service Providers, other Government parties, etc.),

system integration with other platforms, all type approval application

and coordination for the accepting payment means, changeover,

installation and testing and commissioning carried out in phases shall

be provided.

8.1.2 All software of the New Generation of Parking Meter System,

including but not limited to, firmware of the Electronic Parking Meter

(“EPM”), management software of the Central Computer System

(“CCS”) and Remote Auditing Unit (“RAU”), shall support a wide

range of programmable features and allow high degree of

customization to meet the operation and normal practice in Hong Kong.

8.1.3 All hardware installed on-street, including but not limited to, the EPMs

and Vehicle Occupancy Sensors (VOSs), shall be designed and

customized to suit Hong Kong landscape and environmental condition.

The Government may request modification on the appearance and

housing of the equipment from time to time during the design stage.

8.1.4 Since the System would handle transaction involving sensitive

payment card (e.g. credit card) information, all System component

including all hardware, software and all communication networks shall

be set up to meet all compliance requirement and specification, which

may update from time to time, as required by corresponding authorities

(e.g. PCI Data Security Standard, EMV Certification, etc.). Type

approval, if any, shall be obtained. The PMOM Service Providers shall

ensure the supplied System meet all these compliance requirement and

specification throughout the whole service period.

8.2 Key Functional Requirement of the System

8.2.1 The System shall consists of the following sub-systems:

(i) Dual-bay Electronic Parking Meters (EPM);

(ii) Vehicle Occupancy Sensors (VOS);

(iii) Central Computer System (CCS);

(iv) Remote Auditing Unit (RAU);

(v) Parking Meter Mobile Application (PMMA);

(vi) Police Enforcement Mobile Application (PEMA); and

(vii) Wireless Communication Network (WCN).

8.2.2 Dual-bay Electronic Parking Meters

8.2.2.1 Each Dual-bay Electronic Parking Meter shall be designed for

controlling maximum two nearby parking space and accepting

cash-less electronic payment means under an unattended

environment.

8.2.2.2 Each Dual-bay Electronic Parking Meter shall consists of the

following:

(i) Housing and user interface;

(ii) Circuit board module with processor and memory;

(iii) Display panel;

(iv) Contactless reader;

(v) Wireless communication module; and

(vi) Battery and solar panel.

8.2.2.3 The EPM shall be able to accept multiple electronic payment

means including both online and offline transaction. While the

exact payment means to be adopted are subject to the

Government’s instruction during the system design stage, the

EPM shall be capable of accepting payment means including

but not limited to contactless payment card, Near Field

Communication (NFC) payment, payment means utilizing

QR code technology and payment from PMMA.

8.2.2.4 To accept payment means utilizing QR code technology, only

dynamic QR codes presented on the display panel of the EPM

is acceptable.

8.2.2.5 The EPM shall be equipped with one contactless reader

meeting the following specifications and requirements for

receiving contactless payment.

(i) ISO 14443 Identification Card – Contactless Integrated

Circuit Cards – Proximity Cards;

(ii) ISO 18092 Near Field Communication (NFC) Interface

and Protocol;

(iii) Certified with EMVCo;

(iv) Cerified with PCI Data Security Standard (PCI DSS);

(v) Certified with and full compatible with Octopus Card;

and

(vi) Support secure authentication for smart card and

contactless card payments by means of Secure Access

Module (SAM) Slots (ISO 7816) or integrated circuit

design of the contactless reader.

However, the housing of the EPM shall support installation of

maximum two contactless reader for future expansion.

8.2.2.6 All transaction records, whether successful or not, shall be

synchronized to CCS immediately after processing at the

meter through the build-in wireless communication module.

The vehicle presence data obtained from the VOS shall also

be transmitted through the wireless communication module of

the corresponding EPM.

8.2.2.7 The EPM shall be able to operation independently and possess

sufficient internal non-volatile memory to store at least seven

(7) days of transaction records in case there is communication

failure with the CCS.

8.2.2.8 The EPM shall be operated by rechargeable batteries as the

main power source with support from build-in solar panel.

8.2.2.9 The EPM shall have LED indicators of different colours to

report the meter status (i.e. out of order, low battery) and the

payment status of the corresponding parking spaces.

8.2.2.10 The EPM housing shall be designed to suit Hong Kong

landscape and shall have a footprint not more than 380mm x

300mm and to be installed on existing parking meter poles

without the need for installation of new parking meter poles.

However, the PMOM Service Providers may be required to

supply and install new meter pole (i) if the condition of the

existing pole is not suitable for meter installation and (ii) for

new parking spaces as assigned by the Government.

8.2.2.11 To enable payment by PMMA and remote top up of parking

time, the EPM shall provide a means for motorists to set up a

time-limited pairing between a specific parking meter and

their PMMA user account at the parking space. This time-

limited pairing shall allow the motorists to remote top up

his/her parking time and purchase up to a total of two sessions

of “longest parking period”.

8.2.2.12 The EPM shall support at least the following programmable

features:

(i) Standard Parking Rate:

(a) adjustable “Unit Time Increment Rate” (e.g. from 1

minute to 24 hours) with each increment of one

minute;

(b) adjustable “Unit Parking Rate” (e.g. from 10 cents

to 99 dollars) with each increment of 10 cents

(c) adjustable “Longest Parking Period” (e.g. from 15

minutes to 99 hours) with each increment of one

minute;

(ii) Progressive Rate which allows the EPM to change the

parking rate based on how much time has been purchased

(e.g. at least two progressive rates can be set within the

time limit)

(iii) Multiple “Time of Day” operation sessions (e.g. at least

four time segments with different standard rates)

(iv) “Day of Week” operation

(v) Adjustable “Mode of Operation” (e.g. dual-bay, single

bay operation)

(vi) Adjustable “Status of Parking Space” (e.g. no parking,

free parking, suspension and normal parking)

(vii) Adjustable “Grace Period” (e.g. from 0 to 30 minutes in

one minute increment)

(viii)Adjustable “Time out” between user operation steps (e.g.

from 0 to 30 seconds in one second interval)

(ix) Encryption key download/ selection (e.g. downloading

encryption key pairs from CCS for data encryption at

EPM)

(x) Application of encryption technology acceptable by

“Clearing Service Providers”

8.2.2.13 The EPM shall also support display of scrolling government

message which would be updated from time to time and varied

with the location of the EPM.

8.2.2.14 There shall be a “reset/cancel” button on the EPM to allow

motorists to immediately exit between operation steps in case

of incorrect entry.

8.2.2.15 The EPM shall also be equipped with built-in EPM condition

sensors, e.g. tilt, temperature, battery or buzzer alarm, to

facilitate remote monitoring of EPM conditions by CCS, and

prompt alert to maintenance staff.

8.2.3 Vehicle Occupancy Sensors

8.2.3.1 The VOS shall be installed to detect vehicle presence

information for all metered parking spaces. The VOS shall be

designed to detect variety types of vehicle commonly exist in

Hong Kong.

8.2.3.2 The VOS shall be able to detect the following three (3)

components for each parking space:

(i) arrival of vehicle;

(ii) duration of stay of vehicle; and

(iii) departure of vehicle.

8.2.3.3 The VOS shall have at least 95% accuracy with detection

delay time less than thirty (30) seconds for all three (3)

components specified in para. 8.2.3.2 above.

8.2.3.4 The VOS shall be either installed on the pole of the EPM,

inside EPM or in-ground at the parking space. It shall be

powered by the EPM or by internal battery. If the VOS is

powered by internal battery, the battery shall support the VOS

continuous operation for at least five (5) years without battery

replacement or charging.

8.2.3.5 All information from the VOS, including but not limited to,

vehicle presence information, health status of individual VOS,

shall be transmitted via the Wireless Communication Module

of the corresponding EPM at the concerned parking space to

the CCS immediately after an event is detected.

8.2.3.6 To ensure the proposed VOS could operate in Hong Kong

environment and meet the required accuracy, several rounds

of pre-test in control and on-street environment would be

conducted in design stage. The VOS shall first obtain type

approval from the Government in the pre-test before it could

be deployed for the System.

8.2.4 Central Computer System (CCS)

8.2.4.1 The CCS shall oversee the operation of the entire New

Generation of Parking Meter System. It shall mainly be

responsible for coordination of system daily activities,

modifying tariff setting, monitoring of health status of various

system components and all EPMs, generation of vital key(s)

for the System, identification of possible reconciliation

discrepancies from Clearing Service Providers) and data

collected from EPMs, detecting possible occurrence of invalid

transactions, comprehensive and efficient financial report

generation, comprehensive and efficient statistical report

generation, data logging, system fault monitoring, etc.

8.2.4.2 The CCS shall consists of the following:

(i) Central Processing Unit;

(ii) Central Database Unit;

(iii) EPM Data Communication Unit;

(iv) Clearing Institution Communication Unit;

(v) Printer;

(vi) Data Backup System; and

(vii) Uninterruptable Power Supply (UPS).

8.2.4.3 The EPM Data Communication Unit shall be responsible for

the data communication with the EPMs.

8.2.4.4 The Clearing Institution Communication Unit shall be

responsible for the data transfer between the Clearing Service

Providers and the CCS. It shall be designed to exchange

encrypted data with Clearing Service Providers in a secure

and accurate manner.

8.2.4.5 The CCS shall be designed to perform at least the following

functions with 7x24 operation hours:

(i) data exchange with EPMs;

(ii) data exchange with VOS via EPMs;

(iii) data exchange with Clearing Service Providers;

(iv) data exchange with PMMA and other 3rd party mobile

applications of TD;

(v) data exchange with PEMA;

(vi) transformation of collected revenue data from EPM to

uploading data format which is acceptable to the

Clearing Service Providers;

(vii) transformation of downloaded blacklist card data from

the Clearing Service Providers and operational data to

compatible downloading format of EPM when

required;

(viii) comparing revenue reports generated by the Clearing

Service Providers with the original revenue data

collected by the EPM, and generate necessary

exceptional report;

(ix) generation of revenue reports and necessary

exceptional report;

(x) verification of the truthfulness of any records received;

(xi) routine operation and management of the System;

(xii) remote auto-diagnosis and configuration of the proper

functioning of the EPMs and VOS (including auto-

resynchronise the clock of the EPMs, suspension of a

EPM, etc);

(xiii) instruction pushing to display scrolling government

message at individual EPMs;

(xiv) inventory control of EPMs;

(xv) financial control and audit of revenue;

(xvi) reprogramming of the programmable features of the

System;

(xvii) health status monitoring of the System;

(xviii) statistical analysis for strategic management;

(xix) fraud prevention, detection and containment;

(xx) data interrogation to answer queries;

(xxi) generation of comprehensive and efficient reports up

to the satisfaction of the Government for operation,

management, maintenance and auditing purposes as

required;

(xxii) remote auditing of system data, system activities plus

(xxiii) generation and safe keeping of vital key(s) as required;

and;

(xxiv) dissemination of vehicle presence information to

various external platforms.

8.2.4.6 The CCS shall allow the RAU connect remotely to the System

without restriction and access and download the stored data.

Usage of the System and all ancillary equipment shall be

password and key protected to prevent break in or abuse by

unauthorized users. The classification of the user levels will

be determined by the Government.

8.2.4.7 The CCS shall be installed at the office of PMOM Service

Providers located in Hong Kong.

8.2.4.8 The CCS shall be designed to handle the simultaneous request

and status update from all EPMs and other key components of

the System with minimal and acceptable delay.

8.2.4.9 The CCS shall be designed to support redundant configuration

and withstand cyber-attacks.

8.2.5 Remote Auditing Unit (RAU)

8.2.5.1 The RAU shall be installed at TD’s office and operated by

TD’s officer. It shall be designed to audit the truthfulness of a

record or a group of records obtained and stored in CCS.

8.2.5.2 The RAU shall be equipped with scheduled data download

facilities such that scheduled download of selected data could

be carried out automatically.

8.2.5.3 The RAU shall be able to operate independently and shall be

able to retain all its function and continue to perform the

required auditing function with the stored data independently

even there is any system breakdown in CCS or the

communication network.

8.2.5.4 The downloading process shall be performed via user friendly

interface such that the operator could select the required data

by configuring different parameter such as time period, type

of data, etc.

8.2.6 Parking Meter Mobile Application

8.2.6.1 The PMMA shall be designed to facilitate motorists to procure

parking time (offering multiple payment means) and settle

parking fee using their mobile devices and to disseminate

vehicle presence information to the motorists.

8.2.6.2 The vehicle presence information shall be displayed in a

geographic format with continuous zoom layers up to

individual parking spaces.

8.2.6.3 The PMMA shall be compatible in operation system including

at least iOS and Android. Continuous update to cater for the

updates in corresponding mobile operation system shall be

provided throughout the service period.

8.2.6.4 While there would be two PMOM Service Providers, the

Government plans to maintain only one mobile application to

align the user experience by providing a portal mobile

application to interface with the two (2) PMMA provided by

two(2) PMOM service providers. The PMOM service

providers may need to liaise with corresponding Government

Parties and the other PMOM service provider for the

integration.

8.2.6.5 Motorists shall first register a user account before using

PMMA. When a motorist parks his car at the on-street parking

space, he is required to set up a connection linking his PMMA

account with the associated parking meter on site first. First

(1st) parking payment can be either be physically payment on

site or by means of PMMA. The connection link will be

valid for maximum two sessions of “longest parking period”

specific to the individual EPM. During the valid period,

motorist can remotely top up the parking meter via the PMMA.

The procured parking time shall be reflected accurately at the

parking meter upon successful completion of the procurement

process. Upon expiry of the validity, the connection link will

become invalid and the user will be required to be physically

present at the EPM to reset the connection link with the

parking meter. Text message(s) shall be sent to notify the

user, at a pre-defined interval, as reminder to motorist before

the parking session expires. Text message shall be also sent to

notify user that the connection link has become invalid upon

expiry of the validity of the link.

8.2.7 Police Enforcement Mobile Application

8.2.7.1 The PEMA shall be solely used by HKPF for providing

information on metered parking spaces being occupied but

without payment of parking fees for enforcement reference.

8.2.7.2 The PEMA shall be compatible in operation system including

at least iOS and Android. Continuous update to cater for the

updates in corresponding mobile operation system shall be

provided throughout the service period.

8.2.7.3 The information provided to PEMA shall be displayed in a

geographic format with continuous zoom layers up to

individual parking spaces.

8.2.7.4 Payment record for each parking spaces and corresponding

vehicle presence information shall be correlated in CCS. This

correlated data shall be accessible by Police officers in real-

time to facilitate their enforcement activities on-site.

8.2.7.5 It is preferable if the PEMA could directly communicate with

individual EPM for capturing the EPM ID number with time

stamp to minimize manual recording for the police.

8.2.8 Wireless Communication Network

8.2.8.1 Since majority of the key components of the System shall be

linked and be able to communicate in real-time wirelessly. A

reliable, stable wireless communication network shall be

provided to cover all metered parking spaces across the

territory throughout the service period.

8.2.8.2 To ensure the coverage and stability of the wireless network,

site survey with field strength testing shall be conducted

during system design stage. Test records shall be provided

to ensure the network performance.

8.3 Other Requirements

8.3.1 Parking Meter Prototype – Prototype(s) of the proposed parking meter

shall be provided for the Government comment during implementation

period before manufacturing.

8.3.2 Testing and Commissioning – factory acceptance tests, user acceptance

tests and site acceptance test shall be carried out before system

acceptance during changeover or new installation on-site. All tests

shall be conducted by PMOM service providers and witnessed by the

representatives of TD and EMSD. Further, at least four weeks

reliability test after acceptance of the system shall be provided.

Detailed performance tests to verify the system performance shall be

proposed.

8.3.3 It is estimated that the changeover of the existing 9,800 EPMs would

be conducted by phases within a period of 18 to 24 months. Frontline

staff resources and equipment storage facilities shall be provided

during the changeover period as according to the changeover schedule

to be agreed by the Government.

8.3.4 Training – trainings for operators and trainings to enforcement parties

shall be provided in English and Chinese;

8.3.5 Detailed documentation including design proposal, equipment

submission, installation proposals, project programme, method

statements, safety plans, risk assessments, progress reports, operation

and maintenance manuals, as-built drawings, payment workflow, etc.

shall be provided in English.

8.3.6 Spare Parts – adequate spare parts should be kept throughout the whole

service period for proper maintenance of the system according to the

Minimum Performance Standards to be stipulated by the Government.

8.4 Implementation Schedule

8.4.1 It’s Government’s plan to engage two PMOM service providers by end

2018 with a view to start the replacement of the existing parking meters

by the new generation of parking meters by phases from 2019-20..

9 Key Project Requirement - MOM Section

9.1 Apart from providing the key obligations mentioned in para. 7.3 above, the

PMOM Service Providers shall comply with the Minimum Performance

Standards set out by the Government for MOM tasks, including but not

limited to the following key aspects:

(i) providing the EPM revenue collection service;

(ii) providing the EPM revenue clearing service with the Clearing Service

Providers appointed by the Government from time to time;

(iii) providing the EPM maintenance service;

(iv) providing local telephone hotline system for receiving and registering

telephone complaints/enquiries/suggestions on the System;

(v) carrying out suspension, resumption, cancellation, reinstatement as

well as addition of metered parking spaces in accordance with TD’s

instructions;

(vi) carrying out regular inspections on metered parking spaces and make

necessary referrals to relevant parties upon observing irregularities;

(vii) carrying out regular software/firmware enhancements/upgrade to

comply with security requirements in association with payment

means, and to meet enhanced or improved operation requirements;

(viii) providing mobile network service at its own cost to support the

operation of EPM system;

(ix) providing necessary support for meter changeover; and

(x) providing necessary support for no more than four changes of the

Clearing Service Providers and the associated payment means as per
