Allowing the Rectification
It provides administrative process of adoption for children whose birthrecords were simulated but treated by the adoptive parents as their ownchildren.
This law applies to children who have been living with or under the custodyof Prospective Adoptive Parents (PAPs) for at least 3 years before 29 March2019 and they have simulated the birth record of the said child prior to theeffectivity of the act
Its implementing Rules and Regulations (IRR) was approved on 7 October2019 and took effect on 10 December 2019 and will remain in effect until 29March 2029.
It provides for a simpler and less costly adoption proceeding and affordsopportunity for these PAPs to come out in an open and correct birth recordsof their child under their care without fear for being prosecuted criminally,civilly or administratively.
It was signed into law 21 February 2019 and took effect on 29 March 2019,fifteen days after its publication in the Official Gazette.
