This report provides results from the Fall 1999 Departmentof Criminal Justice Service Survey of Virginia School Resource Officer (SRO)Programs. Through this study, all Virginia police departments and sheriff'soffices with primary responsibility for patrol, crime prevention, andcommunity policing within their jurisdictions were contacted by telephone. Ifa department or office sponsored a SRO program, the survey staff asked tospeak to the person most knowledgeable about the program. This agency contactperson was then asked for the following: law enforcement agency's name;agency telephone number; SRO supervisor's name and telephone number; yearsthe agency SRO program has operated; and number of agency SRO positions. Thefollowing were asked about each SRO: rank, last name, first name;years/months as an SRO; years/months in law enforcement; level of formal SROtraining; and current school assignment. Findings show that there are 129local SRO programs in Virginia. Thirty-one of 40 Virginia cities have SROprograms; 76 of 95 Virginia counties have SRO programs; 22 of 192 Virginiatowns have SRO programs; and a total of 128 Virginia localities have SROprograms. Finally, grant guidelines were issued that encouraged the adoption of the "Virginia Model" of SROprogramming. The components of this model are as follows:
SRO programs must reflect "a community-oriented policing philosophy,"
All persons hired as SROs must be "certified, sworn, law enforcement officers,"
Officers hired must have community experience which "demonstrates their interest and ability towork with youth, school personnel, and the public to solve problems."
SROs must perform multiple roles including those of law enforcer, instructor of law-relatededucation classes, criminal justice liaison, role model, and crime prevention specialist,
SROs must complete a 40-hour, DCJS sponsored SRO Basic School, and
SROs must be assigned to a single, specified secondary school. Assignment to two schools ispermitted if the schools are in close physical proximity.
The model also incorporates the described resources and evaluation system and, in sum, constitutesa unique, state-level infrastructure for improving the operational effectiveness of locally based SROprograms.
Locality-Funded SRO ProgramsIt is important to note, however, that 48 of Virginia's 129 local SRO programs are not administeredor monitored by DCJS staff. These programs, some of which are the oldest programs, are funded bylocal revenues or federal monies from locally initiated grants. The number and size of these programswas unknown until the Governor's Office conducted a phone survey of Sheriff's Offices and PoliceDepartments in January 1999. The survey identified 351 SRO positions and provided information onSRO training and SRO school assignments. Data from the survey has not been published.
Rationale for the DCJS SurveyThe growth of SRO programming and continuance of school shootings stimulated citizen andgovernmental interest in SRO programming and increased the number of questions being askedabout it. To answer these questions and update the data collected by the Governor's Office, CPCmanagers authorized a second survey of Virginia SRO programs. The survey was conducted by CPCstaff during December 1999 and January 2000.

BACKGROUNDRecent Increase in Grant-Funded SRO ProgramsThe school shootings of 1998 and early 1999 made school violence a public concern and leadGovernor Jim Gilmore and the Virginia General Assembly to provide more grant money for thehiring of School Resource Officers (SRO). Consequently, between July 1, 1998, and July 1, 1999, thenumber of SRO grants administered by the Virginia Department of Criminal Justice Services (DCJS)increased from 24 to 111 and the number of SRO positions funded by these grants rose from 32 to122. Most of these positions helped establish new SRO programs or expand programs less thanthree years old. The value of the state and federal money underwriting these grants rose from$730,000 to $2,315,000.
The Virginia Model SRO ProgramAs more SRO programs were created, staff of the Virginia Governor's Office and the DCJS CrimePrevention Center (CPC) worked to develop model SRO policies and procedures and other programresources. Among the staffs initial products were the Juvenile Law Handbook (a synopsis of juvenile lawintended for school administrators) and the School Resource Officer Resource Handbook (information oncommunity policing in schools, SRO roles, the school environment, crime prevention throughenvironmental design (CPTED) principles, model policies and procedures, etc.).
Other staff work was directed at increasing the skills and abilities of SROs. A complete overhaul of the BasicSRO School curricula was undertaken, experienced SROs and special topic experts were recruited asinstructors, and the schedule of school and workshop offerings greatly expanded. Curricula were alsocreated and implemented for special workshops on school crisis planning, management of school incidents,drug awareness, and legal issues affecting law enforcement in schools. These initiatives are advancing theprofessional stature of Virginia's SROs and helping to institutionalize SRO programming across theCommonwealth.
Another significant contribution to SRO programming was the creation of a system of SRO programevaluation. Implemented in the spring of 1999, the system garners information about school-basedcrime, issues effecting program implementation and operation, and day-to-day activities of SROs. Thefirst analysis of system data is presented in Evaluation of Grant-Funded SRO Programs, DCJS CrimePrevention Center, March 2000. The data is also used to inform SROs and school administratorsabout the type, extent, and location of crime in the schools served by the SROs and about the levelof concern that students and staff have about school safety.

SURVEY METHODOLOGYAll Virginia police departments and sheriff's offices with primary responsibility for patrol, crimeprevention, and community policing within their jurisdictions were contacted by telephone. If adepartment or office sponsored a SRO program, CPC staff asked to speak to the person mostknowledgeable about the program. This "agency contact" person was then asked for the followinginformation:

Facts about SRO Programs
As of March 1, 2000, there were 129 local SRO programs in Virginia.
31 of 40 Virginia cities had SRO programs76 of 95 Virginia counties had SRO programs.22 of 192 Virginia towns had SRO programs.'

When the 22 town programs are counted as county programs, the total number of counties with SROprograms increases by S to 81.
