1.0 Introduction
A site survey of the redevelopment by the City Hall of Kuala Lumpur at Pantai Dalam,
Kuala Lumpur was conducted during the period of 12th
and 14th
March 2013. The location is at
Kampong Pantai Dalam, a squatter area mostly settled by illegal immigrants from Indonesia and
some lot of houses by local residents.
There are nine sectorial studies that need to be analyzed. Which are existing policies
and chronological development of the site,land use and physical
characteristic,transportation and accessibility,surrounding development,infrastructure and
amenities,socio-economy,building status and category,community facilities, and lastly,
vegetation and landscapes.
So, in this report. It will give explanations about the surrounding development. Surrounding
development refers to the external circumstances, conditions and objects that affect the existence and
development the environment. This sector is important so that the proposed redevelopment does not
give negative impact to its surrounding and affected by it.
1.1 Aim and Objective
The main aim of this report is to make sure that the objectives of this report are achieved and
to know well the site. For the objectives of observing the surrounding development are:
To study the relationship between the site and surrounding development.
To identify the strengths and weaknesses relating to the surrounding development
To examine issues and problems relating to the surrounding development
To investigate the surrounding development that could influence to the proposed redevelopment
1.2 Methodology
Methodology is the steps taken with specific components such as phases, tasks,
methods, techniques and tools to achieve particular aims. There are two types of
methodology used. Which are methods of data collection and method of data analysis.
For method of data collection, it is being used by observation at the site. Through this
process, photo and sketches are important. Then, internet and literature search which are
been used to find the definition of surrounding development. Lastly is look into the document
given. For example, a visit to the City Hall of Kuala Lumpur (DBKL) and Department of
Survey and Mapping (JUPEM). More details regarding the information and plans of the site
and its surrounding is provided from DBKL and JUPEM to give more accurate information
about the dimensions, areas, and permitted the development of the site and its surrounding.
For method of data analysis, SWOT analysis is being used. This method is used to
identify the characteristics on the site. From the information obtained on the site survey, students are
required to determine the strength (S), weakness (W), opportunity (O) and threats (T) on the site. The
figure below shows the SWOT analysis framework. (Refer to figure 1.2: SWOT analysis framework)

2.0 PROJECT BACKGROUND
Kampong Pantai Dalam is a squatter area located on the south-west of Kuala Lumpur,
5.5km to the east of the Petaling Jaya district and 4.2km to the south of Bangsar.
The site is accessible from two main roads which is the New Pantai Expressway
(NPE) highway and Jalan Kerinchi. These roads can easily be accessed from the nearby
cities including:
Petaling Jaya which approximately 4.2km to the west of the site
Bangsar which approximately 3.7km to the north of the site
Puchong which approximately 4.2km to the south of the site
Subang which approximately 12km to the north-west of the site
The key plan on the next page can be refer to know the route to the site and the roads that
can be accessed.
With an area of 29.01 acres, the site is located on the east of the Bukit Gasing Reserve Forest.
It is a strategic place to be redeveloped as the squatter is located near some of the famous landmarks
such as the famous architectural building of Telekom Tower, Mid Valley shopping complex and one
of the oldest buildings in Kuala Lumpur which is the Angkasapuri.
The site is surrounded mostly by residential area such as PPR Pantai Ria, Kampung Pasir and
Pantai Hillpark with a few existing buildings.These buildings and landmarks will potentially make the
site easy to be identified by the layman and potentially bring more development surround it, thus help
Malaysia to achieve the 2020’s vision.
The next page shows the key plan,location plan, and site plan. It can refer to understand what is the
report explaining about. Basically, the purposes of the key plan want to show the accessibility and the
nearest route to the site. Location plan is to explain the existing building that nears to sites which can
be the landmark. It is easy to reach the site when there is the landmark. For site plan,it shows the
boundary of the site and adjacent building to the site.

3.0 Site Analysis: Surrounding Development
Surrounding development is the all the development that present surround the site.
The site is at Kampong Pantai Dalam. The radius of the analysis is 3km to 10km from the
site. Ten component that considered that is a recreational area, college or institution,
industry, landmarks, residential, commercial area, facilities and amenities, watercourses,
future development and topography.
3.1 Existing Development / Land use
In this section,it will explain about the existing development surround the site and also
the land use within the radius.
3.1.1 Recreational area
There are numerous developments constructed surrounding the site. From the west
of the site, it has recreational area which is Hutan Pendidikan Bukit Gasing. Recreational
area is the use of land and water resources for rest, relaxation, and recuperation including a
variety of sport and other activities. This recreational area is situated in the Bukit Gasing
reserve forest. This recreational area is really near to the site, that is just about 500 meters
from the site. There are many people from the site and other place come to the recreational
area for hiking, jungle tracking and release tension.
This recreational area is covered with many types of flora that make the recreational
area more cozy. In this recreational area also has natural Klang’s river along the
recreational area. It is made this place more peaceful. The water from this river also flows
into retention ponds, that is really near to the site, it is just about 200 meters from the site.
On the other hand, this recreational area is quite dangerous to the visitor, because
landslide occurs at the hill. One quarter of the recreation area is already closed to all visitors
because of landslide occurs. In figure 3.1.1, it shows the location of Bukit Gasing

3.1.2 Institution
Surrounding the site area that has many existing college or institution. College is an
educational institution or a constituent part one, the college also is the place for student to
gain knowledge. The existing college or institution is the Sekolah Menengah Kebangsaan
Seri Pantai, Sekolah Rendah Agama Al-Khawarizmi, Sekolah Menengah Kebangsaan
Taman Desa, Sekolah Jenis Kebangsaan Cina Choong Wen, Sekolah Jenis Kebangsaan
Jenis Tamil Sarawathy and University of Malaya.
Usually, students from Kampong Pantai Dalam that is site area, they study at
Sekolah Rendah Al-Khawarizmi for primary school and for secondary school is SMK Seri
Pantai. That is because these two schools are closer to their house. The distance from
Sekolah Rendah Al- Khawarizmi to the site is about 3km, and from SMK Seri Pantai are
about 3.2km from the site. Students that live at Kampong Pantai Dalam usually use bicycle,
motorcycle bus and also accompany by their parents. Another school is quite far from this
site.
Another college or institution that has surrounded the site is SMK Taman Desa, this
school is really far from the site that is about 9km from the site. Next, SJK (C) Choong Wen
that is about 7km from the site, this school is providing for Chinese race and for Indians
student is SJK (T) Sarawathy, this is about 5km from the site. But it has school bus that can
carry student to school every day, so the journey is more safety.
In addition, there have had some students from the University of Malaya that rent
house or room surround the site. The distance from the University of Malaya to the site is
about 6.2km respectively. Usually, all the University of Malaya student’s that rent house
Surround the site has their own vehicles, that is used to go to college.But public
transportation also available to at this area for example, taxi, rapid KL bus and Keretapi
Tanah Melayu(KTM). So, students can use it to go to class. The location of the institutions
can be refered to Figure 3.1.2.
3.1.3 Industry
Industry area also present surround the site. Industry is the production of an
economic good or service within an economy.. The Syrian Industrial Park is one of the
industrial company that gives effect to the site. It is located about 7.9km from the site.
Another industry building is Solar Voltaic Sdn Bhd, it is about 8km from the site. This
industry gives a big impact to the site. A means for people that live on the site, this industry
provide job opportunity to the residents of the Kampong Pantai Dalam. In Figure 3.13
illustrate the Surian Industrial Park and location of Solar Voltaic Sdn Bhd.
3.1.4 Landmark
As for landmarks, there are four main landmarks surrounding the site. Landmarks
include anything that is made easy to recognize the place. Landmarks for Kampong Pantai
Dalam is Mid Valley City, Menara Telekom, Menara MBPJ and Angkasapuri. Angkasapuri is
the nearest to the site that is about 2.7km from the site. All the landmarks facilitate ways to
find Kampong Pantai Dalam. Figure 3.1.4 shows the location of the landmark.

3.1.5 Residential
In the residential area, there are many apartments and flats located near to the site which
is 3km in radius. That is a few blocks of PPR houses near to the site. It is PPR Kg Limau, PPR Pantai
Ria, and Apartment Pantai Indah. For apartment Pantai Indah, it is divided into two phases. It is
located 0.72km,0.52km, and 0.25km respectively from the site. This PPR house is basically a low-
cost house. When PPR already built, the resident from Kampung Pantai Dalam move there.
Moreover, Kampung Pasir also located near to the site. It is located about 1km from the site. For add-
on information, Kondominium Rakyat, Pantai Hillpark, Pantai Permai, and Taman Desa Kerinchi also
located a few kilometers from the site. This can be shown in Figure 3.1.5
3.1.6 Commercial
Other than that, there are commercial area located in a radius of 3km from the site.
Surrounding the site also has a few commercial activities. Actually, there are many commercial areas.
But it is in small amount. They're a little grocery shop in front of the site. This shop is the places for
the resident to buy their daily consumption. If they want to buy convenient goods, they usually go to
Carrefour at Pantai Hillpark. Plus, when they go here. It is provided more choices and types of goods.
For digital goods, they may also go to Midvalley which is located 3km away from the site. They're
also other places but it is quite far. The figure that shows the commercial are being shown in Figure
3.1.6
3.1.7 Infrastructure, Facilities and Amenities
Surrounding the site, there are many facilities that already existed. About 0.6km from the site,
there is Tanah Perkuburan Islam Pantai Dalam (Kawasan C). There also another cemetery. It is
located about 1km which is Tanah Perkuburan Islam Pantai Dalam (Kawasan B) at Jalan Pantai
Murni. On the site,there are also a mosque which is Masjid Jamek Al-Khadijah. There a few
mosques surrounding the site. The most near to the site is Masjid Al-Ikhlasiah which is located at
Jalan Pantai Permai 7. For non-Muslims, there is an existing temple. It is a Sri Selva Kaliamman
Temple. Besides, there is Pantai Indah Wasted Water Treatment area. It is located about 0.4km away
from the site. Basically, all the wastewater from the surrounding area is being flowed to that place.

3.2 Topography
Topography is defined as detailed, precise description of a place or a graphic representation of
the surface features of a land. According to the observation, the topography surrounded the site are
majorly flat land. However there is some slope area mostly on the east of the site which is on the
hillside of the Bukit Gasing Reserve Forest. As the area received a high amount of rainfall all-year
round, plus with a low drainage system and bumpy areas, there are certain surrounding area that
experiencing small floods each time when it rains. Figure 3.2 shows the location of the Bukit Gasing
Reserve Forest.
3.3 Permitted Development / Land use
Within 1km radius from the site, the Kuala Lumpur City Hall (DBKL) has permitted and
reserved some of the Bukit Gasing Reserve Forest areas to be developed in the future. The list of the
future development is shown in the Table 3.3 and illustrated in Figure 3.3.

3.4 Water Sources
Water sources are one of the main elements in a site survey analysis. According to the
observation, there are two categories of water bodies which is natural watercourses and man-made
watercourses located in the surroundings of the site.
For natural water sources there are Klang River and ponds which are located approximately
about 450m onwards to the east of the site. The Klang River has been chosen by the Ministry of Federal
Territories and Urban Wellbeing of Kuala Lumpur to implement a future project called “River of Life
(ROL)”. This project has been proposed with the aims to transform the Klang River into a
vibrant and livable waterfront with high economic value. This transformation is divided into
three components and processes which are river cleaning, river master planning and
beautification, and river development. Each component has different aims and directions. For river
cleaning component, this project aims at cleaning and improving the 110km stretch along the Klang River
basin from current Class III-V to class IIB by 2020. For the second component, the master planning and
beautification works will be carried out along a 10.7km stretch along the Klang and Gombak river
corridor which significant landmarks in the area include Dataran Merdeka, Banggunan Sultan Abdul
Samad and Masjid Jamek. These first and second component works will spur economic investments into
the area immediately surrounding the river corridor and thus the third component which is river
development can be completed.
The second category of water sources is man-made water source. These include water tanks,
ditch and water retention pond. The water retention pond is mostly located on the east view of the site
which is where that area received a high amount of rainfall. The water from the water retention pond will
be filtered and used by residents around it. In figure 3.4, it shows the water source location and to where
did it flow.

3.5 S.W.O.T Analysis
SWOT analysis means, (S) strength, (W) weakness, (O) opportunity and (T) threat. SWOT
analysis will help to summarize the understanding of the major issues identified in strategic analysis. This
analysis is divided into 4 sectors that are existing development and land use, topography, future
development and watercourses and water bodies. Under existing development sector it is a landmark,
residential, commercial, infrastructure, facilities and amenities, industry, recreation and institution.
Landmark is one of the sub-sector under existing development. The strength of the landmark is it
could facilitate the way finding, that makes easier for the visitor to find the site. The next sub - sector is
the residential area. It provides a satisfactory supply of housing surround the site, but it has lack of
parking space and it is located near to the highway. It has many types of residential surrounding the site,
but there is no medium-cost housing, so this gives an opportunity to develop medium-cost housing. The
bad impact that might be happening to the site because of these residencies is crime cases and vandalisms
are increasing, this is the threat of the residential area to the community.
Commercial area is the important thing for the community, from this commercial area they can get
their life needed and also it will give more choice to the community. From this activity it will increase the
economy and vacancies. In addition, it has many infrastructures, facilities and amenities are available
surrounding the site, it is easy to access and from these facilities it will increase the quality of life of the
community in this area. It also can strength the relationship among the community.
Industrial area also available surrounding the site, it has provided the job opportunity for the
community of the site but this industrial area is too far from the site and it releases air pollution and leads
to health problem to the workers that lives on the site. Next sub-sector for existing development is
recreational area. The area gives the community a chance to enjoy the nature beauty, sports activities and
spend their weekend with their family. But too many visitors will disturb the resident of the site and also
can make environmental pressure on this area. The threat that might be happening to the site is landslide.
The last sub-sector of existing development is institutional area, the institution is the place
for student from this site to study and also bus is available in this area, students can use the bus to go to
school, this institution area is not really a strategic area and the area is dangerous for students to walk to
school. The institution will produce intellectual generation and also it gives income to the people from
this site, because they provide rent house for IPT students.
The second sector to take into consideration is topography. In topography, the physical character
that has been analyzed is slop area and flat land area. The slope area gives a negative impact to the site as
the slope area makes the resident on the site hard to access in and out of the site. The slope area also
threatened the residents on the site from flash flood and landslide. The only positive impact between the
site and the slope area is, it could provide recreation and hiking activities for the residents on the site. As
for flat land area, it gives a positive impact to the site as it will make the site easy to access and suitable
for new social infrastructure development that could provide quality of life to the resident of the site. The
bad impact that could happen to the site is flooded.
The next sector is future development and land use. Future development that has been permitted
mainly located at the Bukit Gasing Reserve Forest. The future development gives a positive impact to the
site as it will provide many social infrastructures to the residents of the site and improve their quality of
life. As there are some housing area and commercial area permitted by the City Hall of Kuala Lumpur at
the Bukit Gasing, this will help to expand the community and provide work opportunity to the residents
on the site. The only consequences that might be happening to the site due to this future development is
increasing in the number of social problems and over population that will lead to crowded community.
The last sector that needs to be analyzed is water sources. Water source surrounds the area
gives a positive impact to the site as it will provide more clean water supply to the residents on the site.
The upcoming project on Klang River which is ROL “River Of Life” will potentially become a recreation
area and become a strategic place for tourisms and weekend activities. The only bad impact that could be
happening is flooding due to high water level of the river during raining season.

4.0 Issues and Problems
According to the summary of the SWOT analysis in Table 3.5, most of the components from
the surrounding development sectorial study show positive impact. The strategic location of the site
which is surrounded by rapid development in Kuala Lumpur, plus the future development of facilities and
social infrastructure would help to increase the quality of life of the residents on the site.
However there are some issues and problem has been identified that will give serious
negative impact to the site. Some of the main issues that have been determined and might give a big
impact in the future are air pollution, safety of the residents as the site is located near the busy road,
landslide and flash floods . These problems could be reduced with the help of high construction
technologies and strategic planning.
5.0 Conclusion
From the observation and analysis conduction surround the site, the site has a high potential
to be redeveloped as a new housing area as the resident and the existing development are highly
interdependent with each other. The surrounding development could give both positive and negative
impacts to the site. The development on the surrounding could provide a high quality of life for the future
resident on the site as it helps to achieve community needs and wants.
It is essential to build a neighborhood area with complete facilities and social infrastructure in
order to provide a safe community for the future residents and provide quality of life. Therefore the
government has been permitted some of the development to upgrade and adding more social

not have been worried if the site is to be redeveloped. This is because the City Hall of Kuala Lumpur has
been committed some residential area surround the site which is flats and Pantai Hijau apartment. There
are also some committed shop lots which could provide job opportunities and meet the community
demands. In short, Kampong Pantai Dalam squatter area is suitable and able to be redeveloped.
