    INTRODUCTION

    Building refurbishment is still a new phenomenon in Malaysia. However, in

    overseas country like European Union and United Kingdom was being widely used

    building refurbishment. This is because there are many old building which can be

    repair and maintenance. Building refurbishment and adaptation like maintenance,

    repair, restoration and extension is known as repair and maintenance.

    There are few factors that make the refurbishment project will be need. For

    example, deterioration of the building, Obsolescence of building and the economic

    cycle like inflation, interest rates, rates of economic growth and change in customersrequirement. It is also help to retain buildings of architecture value and it may be less

    expensive than new building. For every building which has been change in use

    through refurbishment, the extraction of raw materials and the manufacturing

    process and energy involved in converting these into a completed replacement

    building are voided to the undoubted benefit of the environment.

    When doing the refurbishment we must consider special planning, design and

    construction needs. This is important to make sure the refurbishment work go on

    track and know the cost to do it. Usually, work required to refurbish of existing

    building need less time than the alternative of demolition, site clearance and the

    construction of new building.

    Administrative offices of faculty law are a building which has been

    refurbishment from food court to office space. The internal bodies in UiTM involve

    help to make this project become efficiently. However, the effectiveness of

    implementing the process is still in question which each organization has set up the

    process in different ways.

    OBJECTIVE OF THE STUDY

    The objectives of assignment are to skills in:

    Preparing as-built drawing

    Carrying out survey/investigation on the case study building

    Evaluating & appraising the performance of the case study building.

    METHODOLOGY

    In these studies, there are two method of methodology, primary and secondary

    method:

    Primary method

    Primary method is the methods that have been taught by our lecturer. Our lecturer

    gave a input in all fact about this course without any reference. In this method,

    lecturer have taught about what is refurbishment of building and how the process to

    do it

    Secondary method

    Secondary method is the method where the entire lecturer taught can be applied in

    our case study. One group has formed to go to the site and do the investigation

    about refurbishment in building. One group is about 2 student is form and do their

    work in the site. In the site, we all use viewed method, snap some picture and

    interview to this owner to collect some information. All information that got by each

    students is combine and bring back to the class and make a research. We used

    information from interview for reference. Some information has been given by

    lecturer. By using all this method, we have explored about the process of

    refurbishment and learn it at the same time.

    CASE STUDY - ADMINISTRATIVE OFFICES OF FACULTY LAW, UITM SHAH

    2.0 BUILDING BACKGROUND

    University Technology MARA (UiTM) is a coeducational public university with

    its main campus located in Shah Alam, Selangor. It is largest university in Malaysia

    in terms of size and student enrolment and the only public university carrying out

    intakes twice a year.

    The whole university area occupies an entire section on the western hills of

    the city known as Seksyen 1. Shah Alam is the state capital of Selangor, Malaysia

    situated within the Petaling District and a small portion of the neighbouring KlangDistrict.

    For this assignment we had choose administrative office of faculty law, UiTM

    Shah Alam. This building was being refurbishment from college Cempaka food court

    to administrative office area. This building was being started constructed on 1969

    and was be used since 1972. It age was 40 years old. It located near to College

    Perindu and college Kenanga. The building was be refurbishment on 2007, and was

    be operation as administrative office on 2008. It cost to make the refurbishment

    about RM 1.5 million.

    2.1 OBJECTIVE AND REASON WHY OF REFURBISHMENT

    The objective of the refurbishment is to provide office space for faculty law to

    do administrative works. This is because the faculty law dont get enough space to

    allocate its office. The refurbishment also intends to improve the function and safety

    of the building. The building was being repair and renovate by contractor and sub-

    contractor. According to unit facility UiTM Shah Alam the refurbishment was is made

    by according to request of end user to them.

    2.2 PROCESS OF REFURBISHMENT WORKS

    Refurbishments works only will be done when application from end user or by

    the university itself. Usually end user will sent application to manager of facilities

    management to upgrade or to make refurbishments of the building. The manager

    facilities management will send the application to project department. This

    department will decided which officer will be conducted to the application. The

    selected of officer is depend on knowledge and have courses must be attend. The

    officers are selected by head of project department.

    After this stage, officer, head of project department and other people who

    responsible with the project will go on site to check the real condition of the building.

    Sometimes, they will give the project immediately to contractor. The cost to be

    estimate is difficult to get because we must refer to Jawatan Kuasa Ubahsuai

    Dalaman (JKUDL). JKUDL will make a meeting to determine the budget was being

    approved. After all process was be agreed the next process will be conducted until

    the contractor will be choose. This budget is depending on budget of Kementerian

    Pengajian Tinggi (KPT). If no budget, the faculty also can use their fund to construct

    the refurbishment project. For refurbishment in the UiTM which just internal only, no

    need to make application to local authority.

    2.3 PROBLEM OCCURS AFTER REFURBISHMENT

    There are some problem occur after refurbishment of the college Cempaka to

    be change to administrative of faculty law, UiTM Shah Alam. According to the

    building user in the past 2 years, the ceiling at first floor was being collapse and

    there was appear a leakage in the toilet at down stair. However, the facilities unit

    was repair this failure. From our research we also see some crack at the wall of the

    building. This happens maybe from installation of electrical appliances.

    PRESENT OF AIR AND WATER.

    FIGURE 7 SHOW CRACK AT WALL. THIS DEFECT HAPPENS DUE THE RATIO

    OF CONCRETE. BESIDES THAT, THE MATERIAL FOR EXAMPLE BRICKS

    THAT HAVE BEEN USING ARE NOT IN GOOD QUALITY. MOREOVER, THE

    WALL CRACKS DUE TO THE WALL DOES NOT SUPPORT THE LOAD.

    2.4 COMMENTS

    STRENGTH

    The building appearance and performance was improve when make refurbishment.

    There space of food court which before appear not attractive, now it was be divided

    into partition which consist of administrative office, gallery, seminar room, meeting

    room, library, department deans room, store room, pantry and also record room.

    The space area of building now is not like a food court anymore and looks like a

    office place.

    WEAKNESS

    For fire safety requirement this building is less provided of fire safety device. This is

    because there is less of equipment for fire protection for example fire extinguisher,

    fire alarm, fire hydrant, hose reel system and emergency lighting.

    OPPORTUNITY

    This building is located near to faculty of law and cafeteria on the second floor of the

    building. It also consists of surau for the staff and student to pray.

    THREAT

    If appear any fire spread in the building, the occupant will hard to extinguisher the

    fire. This is because there is less provided of fire protection equipment.

    CONCLUSION

    As a conclusion we found that refurbishment for this building as to prolong maintain

    of the building. Refurbishment happens in this building due the lack of space.

    Besides that, the budget must have to do the refurbishment works. At the case study

    is a very strategic location and very convenience for the occupants in the building.

    RECOMMENDATION

    For the recommendation, we think that, for this building must have a landscape for

    the attraction to the people that entering this building. Moreover, to maintain this

    building must have the schedule for preventive maintenance. For the fire safety at

    this building must be improve due the safety does not fully carried out.
