Day 1

Delegates from international ATTCs visited Hanoi Medical University, where North Vietnam ATTC is

located. We were introduced to Vietnam ATTC team and got information about their organizational

structure, principles of work and main activities. We were impressed by their broad range of activities

and by those results they achieved.

While presenting, Dr. Hoang Vu showed important background information which influenced the local

ATTC goas and focus during first years of work. He showed the importance of connecting PEPFAR

goals and local needs for developing activities. The red line of all operating efforts should be reducing

the epidemy and achievement of 90-90-90 goals. And for today Vietnam succeed to achieve 70-67-93

indicators.

Another important issue is having national champions – to promote the ATTC activities and advocate

among stakeholders and policymakers.

It seemed very helpful in ATTC work the support from government due to existing vice president

lobby of drug related policy.

Interesting, that Vietnam ATTC came to idea to get social university as a partner, which supports our

idea tha main ATTC goals cant be achieved only with medical universities efforts.

Pilot project of Drug courts seemed quite interesting and applicable to Ukraine but before this, as Dr

Hoang Vu mentioned, effective community-based treatment should be organized.

Operating only in frames of technical assistance Vietnam ATTC showed the variety of activities that

can be implemented: pre-service and postgraduate training, trainings for trainers, clinical mentoring,

clinical practical training sites, technical support of research and pilot projects, evaluation.

Visit to Sexual Health Promotion Clinic showed on practice the importance of cooperation with local

stakeholders and benefits for both sides. We got acknowledged with clinic structure, operating mode,

ideology and approach to managing problems in MSM.

Also we received information about research of Suboxone in patients with HIV, which helped us to

understand how ATTC can be linked to research practice and how in this case ATTC can support the

research.

Output for Ukraine:

- Leaders & partners. 1. We should pay attention on local opinion-makers in order to draw them

to ATTC (local champions). 2. We realized the importance of close education basis and due to

this, it is necessary to think about university-partners in Kiev.

- We should consider the possibility to find a local partner with possibility to develop local clinical

practical training site.

- We payed attention on AB operating, incl. number of participants and regular meetings. It

seems reasonable to think how to manage extensive Ukrainian AB.

- In Ukraine there is a need of support of penitentiary system in order to deal with SUD related

issues.

Day 2

Visit to Nam Tu Liem District health center (MMT and OPC) showed the importance of close

location and collaboration of MMT and HIV clinic, which helps to keep clients in the program.

Location in the general hospital helps to reduce the stigma. Open methadone dispersion site

impressed by its easy accessibility.

home” Alliance office. They told about their experience, outreach work, counseling.

Output for Ukraine:

- We recognized the importance of connection ART and MMT and in relation to this –

multidisciplinary trainings and trainings of FD, who can prescribe methadone and ART in

Ukraine.

- Training to those who provide peer support, harm reduction and primary counseling.

Day 3

Visiting the community-based drug treatment at Thu Duc sowed us the possibility of connection

MMT and recovery program under Ministry of Social Policy jurisdiction.

Connection of medical and social care shows good results in terms of increasing the quality of

services and quality of life of clients.

Showing the example of good practice such center can become practical training center for other

specialists.

We gained the information about structure, legislation aspects, funding, linkages with medical

structures, staffing and operating procedures, including aftercare and follow up procedures.

Visit to Psychiatrist hospital was very helpful in order to see the variety of training programs that can

be supported by ATTC - Pre-service training for students and postgraduate training for specialists of

general practice working in methadone clinics. Also we were impressed by real patients story which

made the theme more alive and emotional.

Patients opinion about open methadone site showed the different perspective – open sites help to

seem ‘reformed’ person in the eyes of community and police.

Output for Ukraine:

- In order to increase number of MMT patients to reach 90-90-90 goal it is necessary to consider

the possibility to open methadone clinics not only in MOH facilities but in social facilities also

located in the community.

- Cooperation with Ministry of Social Policy looks perspective in the direction of education

specialists.

- We should consider the possibility of methodological support of such pilot project in Kiev with

support of regional Department of Social Policy.

- The need of advocacy for MMT among specialists and patients in Ukraine

Day 4

Visiting South Vietnam ATTC and meeting with site PI, Dr. Do Van Dung. We recognized the

structure and main activities of ATTC and discussed many organizational issues starting from GPRA

forms collecting to invoicing and web-site development. We learned about invoicing procedures and

staffing.

Also we were introduced to N team and got possibility to know more about distance learning through

ECHO system and Zoom, organization of trainings, technical support, evaluation and developing

programs.

Output for Ukraine:

- It is necessary to consider ECHO training model based either in ATTC or in collaborative

university. Maybe pilot project with partners.

Summary Visiting Vietnam ATTC gave us opportunity to see the organizational structure, functions, activities and operating modes of ATTC which resulted in better understanding of our field of work and in inspiration to conduct it. Additionally we had an opportunity to meet our colleagues from South Africa, who are also at the beginning of ATTC way and to discuss challenges and goals.

Ukrainian ATTC (Addiction Transfer Technology Center) had pleasant and fruitful meeting with

colleagues from Vietnam ATTC and South Africa ATTC in Vietnam. The meeting was organized with

SAMHSA and PEPFAR support in order to gain knowledge about international ATTC activities and

operating mode, and to exchange experience with colleagues. The Ukrainian ATTC is based in

structure of Ukrainian Research institute of Social and Forensic Psychiatry and Drug Abuse Ministry

of Health of Ukraine. By this project Ukraine received the opportunity to know about and implement

the unified standards in the field of addiction treatment and to broadly discuss this topic with

international colleagues and experts.

Vietnam is amazing country with interesting culture and folklore, kind and open people, delicious food

and enormous traffic. We hope that our colleagues will visit Ukraine soon and we will have the

opportunity to introduce them our activities and national traditions.
