REPORT OF THE PROGRAMME

Title of the Programme:

Try-out of the manual among school librarians/In-charge Librarians of KVS/NVS/APS/ AEES/CTSA

/Railway Board Schools (20.02).

Date and Venue:

06th

-10th

February, 2017 at Room No. 207, CIET, NCERT, Sri Aurobindo Marg, New Delhi -110016

Objectives of the Programme:

Testing of the manual entitled “Library management: A manual for SCERT/SIE, DIET and

school librarians”.

Face-to-face training programme.

Methodology:

Nominations were invited from Cadre Controlling Authorities of KVS/NVS/APS/ AEES/CTSA

/Railway Board Schools.

The Cadre Controlling Authorities of these organisations nominated 29 Librarians.

Out of these 29 Librarians, 23 attended the training programme.

Justification of the Programme:

NCERT assists and advises the central and state governments on academic matters related to school

education. It also provides technical support for improvement of school education through its various

constituents. Professional development of teachers has a vital role in improving the teaching learning

process. NCERT provides a link between the state governments by organizing in-service training

programmes for the teachers/teacher educators in different fields of education. Such programs help in

producing better teachers by improving their knowledge, providing ways to help them in developing

their competencies, empowering them to undertake innovative practices to bring reforms in their jobs.

Realising the importance of KVS/NVS/APS/CTSA/AEES Schools/ Railway Board schools, a training

programme was proposed for the Librarians/In-charge Librarians of KVS/NVS/APS/AERC Schools/

Railway Board schools. LDD developed a manual entitled - “Library management: A manual for

SCERT/SIE, DIET and school librarians”. The training programme will also provide a scope to test

the usefulness of the manual.

Activity No. 10 (a) 3:

The Inaugural session on School library: as a learning resource centre, role and responsibilities of

the School librarians and implications of laws of Library Science was taken by Mrs. Madhu

Bhargava, Dean of Libraries, G.D. Goenka World School, Gurgaon followed by the session on Policies

and Infrastructure Planning Library Authority, Committee and Organisational Structure; Rules and

Regulations; Library Budget Library Statistics and Records by Dr. N.K. Bar, Sr. Consultant, Prasar

Bharti (Archives and Library) New Delhi.

Mrs. Roma Roy Director, Library Services, Bureau of Indian Standards, New Delhi delivered her

lecture on Types of Information sources and their dissemination through different housekeeping

operations, Role of standards; Need of standards with special reference to Library standards. She

emphasised on importance of Standards in providing quality library services. Dr. Anil Singh from

LDD, NCERT the Assistant Co-ordinator of the programme narrated different activities and services

of LDD through website presentation Library and Documentation Division - An overview

(http://ncert.nic.in/ncert/index.html). Three different Sessions on Automate your Library; SWOT

Analysis with Reference to Library Collection, Resource Sharing & Consortia and Issues pertaining

to IPR, Copyright & DRM were discussed by Dr. (Mrs.) Moorttimatee Samantaray, Head LDD,

NCERT.

Dr. Gayas Makhdumi, Former University Librarian, Jamia Milia Islamia, New Delhi, took the session

on Traditional Library Services; Need of Information Literacy (IL) programme to enhance use of

libraries. He stressed upon the marketing of library products and services for wider dissemination of

information. Integrated Library Management System; Digitisation: Tools and Techniques delivered

by Dr. Usha Mujoo Munshi, Librarian, Indian Institute of Public Administration, New Delhi. She

explained how to create institutional repository in schools.

Dr. Aerum Khan and Mr. Mohd Mamur Ali, Assistant Professors of CIET, NCERT made the

participants aware about various initiatives taken up by CIET in developing e-resources for school

education. They described about Web Searching Techniques; E-Pathshala, Digital Archiving of

Open Access Information Resources; NROER and SWAYAM Portal.

The valedictory session Promotion of Reading Habits; Outreach Services and Best Practice was

taken up by Prof. Sandhya Sahoo Department of Education in Languages, NCERT. She explained

about the importance of reading habit and showed the best practices adopted by different organisations.

The programme was highly beneficial to the participants. The best part of the programme was

networking among school librarians of different types of schools. While knowing each other, it was

explored that all the school librarians are meeting the recommendations given in NCF (National

Curriculum Framework), 2005 for school libraries and now moving towards designing their websites.
