Committee Overview ThepurposeoftheLibertarianPartyHistoricalPreservationCommittee(hereinafter“Committee”or“LPHPC”)aspertheLNC-creationmandate is to oversee the preservation and publication of Libertarian Party historical documents and tomanagetheLPediasite. TheCommitteewascreatedonJanuary23,2017andthemembersappointedonFebruary20,2017.

Thescopeofthisworkwilllastwellintoseveralyears(theestimateiffiveyears)andLPediawillneedtobemaintainedforthetimeofitsexistence.

Meetings and Communications

TheCommitteeiscommittedtotransparencyandconductsopenmeetingseverytwoweeks(orascloseaspracticable)viaGoToMeeting. Committeediscussion is also conducted via emailwith a read-only subscriptionoption available to allPartymembersbysendingamessagetolphpc-request@lists.dehnbase.netwith“subscribe”inthesubjectline. Regularnews updates are also sent to potential volunteers and history enthusiasts. Motions Considered JoeDehnmovedthatwespendupto$150plusshippingtotestoutdigitizationwithtwodifferent[video]vendors.Thispassedwithoutobjection.CarynAnnHarlosmovedthatanadditionalshortquadraplextapeandseveralU-Maticstapesbesentforanadditional$70plusshipping.Thispassedwithoutobjection.EdFochlermovedthatwespendthe$500for12monthsofLyrasismembership.

Request for Policy Manual Amendment

Thisalonger-termproject,andLPediaisaPartyassetthatneedstobemaintainedindefinitely.Themaintenanceincludescontrollingspam,patrollingedits,back-ups,upgrades,andgeneraladministration. Asthisprojectwasstartedonanadhocbasis,theCommitteehasrequestedthisPolicyManualchangeinordertoaccomplishthesetasks:

The HPC shall be responsible for directing the preservation and publication of Party historical documents and theadministrationofLPedia.org.AreportofitsdecisionsandactivitiesshallbedeliveredateachLNCmeeting.

Volunteers and Interns

Volunteers

InadditiontotheCommittee,therearemultiplededicatedvolunteerswhohaveworkedonthisprojectaswellasregulareditorswhohavetakenaninterestinmaintainingtheirstatepagesandupdatingcandidatepages.Therehavebeenatleast500hoursofvolunteertimeinvestedasaconservativeestimate,includingCommitteemeetings.OneofthevolunteersspendsnearlyeverySaturdayforafulldayorganizingandcataloguingwithmeattheParker,Coloradostoragefacility.

Interns

ArequestforinternswasputoutontheNationalwebsiteandmultipleapplicationswerereceived.Oneapplicationwasforanactualinternshipforschoolextracredit(highschoolstudent);anotherwasanestablishedprofessionalseekingtovolunteer;andafewmorewereyoungpersonsseekingtohavesomeexperiencetoputonaresume.IconductedaLPediatrainingprogramwiththemandwillcontinuetomonitorandmentortheirprogress.Wewilllikelyputoutanotherrequestforinterns/volunteersinthefirstquarterof2018.

Status of Document Preservation

Storage Unit

Iandavolunteer(SarahEllsworth-Colorado)havecommittednearlyeverySaturdaytosortingandorganizingtherecordsinthestorageunit.Thishasbeenamonumentaltask.Somerecordswereveryneatlyorganizedandotherswerebasicallythrownintotheboxesastheequivalentof“junkdrawers.”Alsoduetoage,somelabels,rubberbands,andothermaterialshadcrumbledwhichneedtobere-done.

The“firstpass”ofdocumentshasbeencompletedwithsortingthe information intobroadaccessiblecategoriessuchas“LNCMinutes,” “Conventions,” “TrainingGuides,”and the like. Wehavenowbegun thenext stepoforganizingwithinthosecategories. Thiswillbethemostlengthy(multi-year)partoftheproject. Ihavestartedontheaffiliaterecordsasinquirieshavebeenmadebymembersastotheavailabilityofoldnewsletters,governingdocuments,andsimilaritems.Asconventionseasoniscoming,SarahwillbetakingoverthestorageorganizationontheweekendsthatIamaway.

Lyrasis

Lyrasis is a digitization collaborative which coordinates discounted services for libraries and other cultural heritageprojects. The first batch ofLPNews was done through Lyrasis with themember discount so that we could test theirservices.Theworkwasexcellent,andtheCommitteejoinedLyrasisthroughJuly2018.

Digitization

DOCUMENTS AND PAPERS

Asreportedpreviously,thefirstpriorityfortheCommitteewasitemsofmostgeneralPartymembershipinterestwhichhavebeendeterminedtocomprisenewsletterssuchasLibertyPledgeandLPNews.Allofthese have been scanned and are being inventoried, electronically sorted with a standard namingconvention,anduploadedtoLPedia.

Thenextphaseofdigitizationhasbegunwithsegregatingoutotherlargeformatdocumentsthatneedtobe done professionally and other high-interest items such as brochures. These documents have beeninventoriedandsenttoLyrasisforapricequote.

Sometrainingmanualsandofficialrecordssuchasminutesandgoverningdocumentshavebeendigitizedanduploaded.

AUDIO/VIDEO/ELECTRONIC DATA MATERIALS

Therearevoluminousaudio/video/electronicdatamaterialsonmultipleformatsspanningthegamutoftechnologyfromthe1970sforwardincluding:2-inchquadraplexbroadcastreels;audiocassettes;audioreels;Betacamtapes;VHStapes;U-maticcartridges;5¼inchdiscs;3½inchdiscs;andZIPdrivedisks.Agreatdealoftheseitemscanbedigitized/convertedbyvolunteersandarrangementsarebeingmadefortheaudiocassettes,Betacamtapes,audioreels,and3½inchdiscs.

Extensiveresearchwasdoneonvendorsavailabletodigitizetheobscureformatswithtestsamplesbeingsenttoseveralvendors.Atthistimeitwasdiscoveredthatsomeofthe2-inchquadraplextapeswerein“helical”formatwhichisevenrarerwithonlyoneknowndigitizationvendor(theMuseumofBroadcastHistory). Onevendor spentmultiplehourspreparing thehelical tape (bakingandcleaning)whichwassenttotheMuseum(withnochargeforthoseservices).Thefirstdiagnosiswasthatthetapewastoofargone and sticky but that there was a slight chance of recovery when the humidity went down. The

Museumwas instructed towait, and the Committee just receivedword that the tapewas able to berecovered though this was likely the very last chance to be able to do so. Now the other similarlyformatted and aged tapes are highonour priority as they are also likely to be in the same condition.OthertapessuchasBetacam,U-matic,andstandardquadraplexhavebeenconverted,andsomeofthecontentisalreadyuploaded.VolunteerKeithThompson(Louisiana),whoconvertedtheBetacamtapes,.IsworkingonsomeVHStapes.

YOUTUBE CHANNEL

InordertotakeadvantageoffreestoragespaceandtoprovideanattractiveembeddingoptiononLPedia,aYouTubeaccount(lphistoricalpreservation)wascreatedtohostthedigitizedaudioandvideotapes.Thechannelwillbedividedintovideosandaudioswhenthecontentgrows.

Update on Acquisitions

Aswordof this project spreads, opportunities have arisen to supplement theParty’s institutionalmemory andacquire importantearlydocuments. Severalprolific editorshave joinedLPedia to supplement the informationfoundthere.

This item is in the hands of the original purchaser who is arranging for its framing and donation fordisplayattheNationalHeadquarters.

These tapeswereobtained fromDanKarlananddigitizedbyDr.Buchmanandarebeinguploaded toLPedia.

OTHER ARCHIVES

TheonlinecataloguefortheUniversityofVirginiaholdingsprovedtobeincorrect.Itwasdecidedthatitwouldbeusefulforvolunteersintheareasofthevariousarchivestogoandtakealook.JoeDehnrelatedthat when he last visited the UVA archives there were about eighty boxes of items that were notinventoriedorcatalogued.HewillbevisitingtheHooverarchivesinCalifornia.

Status of LPedia

Background

LPediaisacollaborativehistorywikioftheLibertarianPartystartedinFebruary2005byShaneCoryasareplacementfortheolderarchive.lp.org.SinceJune2013,thesitehadfallenintotechnicaldisrepairastheMediaWikienginewentthroughversionupgradeswhichwerenotinstalledonLPediaprimarilyduetothefactthattheresimplywasnotenoughstafftimetokeepthesiteupdated;andnewaccountcreationwasleadingtopotentialsecurityrisksasitwasinstalledonthesameserverasthemainLP.orgwebsiteandthushadtobedisabled.DuringtheITinfrastructurecleanup,LPediawasmovedtoa fullyhostedwiki-farmhost; however, thedatabasewasbloatedwithover2ogigabytesof spamand required seriouscleaning in addition to thedesperately neededupdates to theMediaWiki software. VolunteerBonnieScott (Vermont)spentdozensofhoursoverthecourseofoveramonthdoingthiscleanupworkwhichwassuccessfullytransferredtothenew host. LPedia was re-opened for general account creation and restoration to its purpose as a crowd-sourcedcollaborativeeffortonMarch31,2017.

In order to keep LPedia functional and useful (as well as easier tomaintain for successive custodians) a great deal ofinfrastructureworkhasbeendonewithmuchmoretocome.Followingisabullet-listofprojectwithexplanatorynotesasneeded.

Inventory and Management

Asboxesaresorted,basicinventoriesarebeingcreated.ThefinalinventorywillidentifywhatitemsarepreservedonLPediawithalocationcodingsystemsothattheycanbeeasilyretrievedfromthephysicalarchives.Standardnamingconventionswillalsomakethemeasilyretrievableintheelectronicarchives.Duplicatesarebeingnotedandcullingrecommendationsmade.

Data Back-Ups

The expanding e-archive of documents is backed up when it hits LPedia and is also backed up at my home.Periodicallyacopyofthearchiveistakentoanoff-sitesafedepositboxasalast-ditchfailsafe.

Budget LNC funding for Committee projects came from two separate motions, the first for the records preservation portion($5,000)andthesecondfortherecordsrelocation($5,000)foratotalof$10,000.00thatpotentiallywouldhavecomefromthegeneralbudget.However,fundraisingeffortswereundertakentovoluntarilyfundallexpenses.FundraisingexceededthatamountFollowingarethecurrentexpendituresandrevenue(andthetabulatedexpenditures):

Hehasaddedtemplatestomany“people”articles, and this is an ongoing project. Over 200 people now have the “people”infobox.PolicyUpdates:JoeD.isstillworkingontheupdatestothepolicies.Scanning: TheLPNews is still about thirty to fortydaysbefore completion. JoeBuchmanisstillworkingonthelargesizeLibertarianVanguards.Other Archives: JoeDehn has been looking into other archives and this is still aworkinprogressandisdependentupondecisionstobemadeattheLNCmeeting.PerPageLicensingNotation:EdFochleriscontinuingtoresearchtheseitems.Media Player Extension: JoeDehn looked into themostpopular and supportedextension: https://www.mediawiki.org/wiki/Extension:EmbedVideo. Thecommitteediscussedtheneedforpoliciesonembeddingvideosandthepossibilityofclutter(suchasLNCmeetingswithtwentyvideos).ThequestionwasraisedaboutthepossibilityofusingYouTubeasourdeliveryand/or storageutility.CarynAnnbrought up how we would still have our archive copies of YouTube videos ifsomething happened to them. We could use YouTube opportunistically and havethe offline back-up as a fallback and to conserve our own auxiliary server. EdFochlerpointedoutthatwecouldcraftrulesaswestarttouse.LNC Meeting, Report, and Recommendations: The draft reportwas reviewed,andJoeDehnaskedabouttheitemsforwhichLNCauthorizationisbeingrequested.Caryn Ann discussed the LNC concern about “hoarding” andmaking a good faithefforttoshowthattheCommitteeiswillingtomakecullingrecommendations.Theauthority to dispose is not a requirement to destroy; the goal is to remove themfrom the LNC official storage. It is not a great deal of items at this point butcomprises utility receipts and the like. The date was chosen conservatively andsomewhatarbitrarilyatfifteenyears.

Regardinglegacysoftwaremanualsanddisks,thereisdigibarn.comwhopreservestheseitems.“Disposeof”languagewillbeusedinsteadof“destroy.”Search Issues: Caryn Ann brought up an issue that Michael Chastain (a Partysupporter)hadwiththeLPediasearchandawayitcanberefined.Thedifferencesbetweentheseissuesanddisambiguationwerediscussed.TheCommitteeneedstokeepinmindthatwehavetogearthesitetobefriendlytothecasualuserandhowthey would expect to be able to search for items. Joe Dehn is adding additionalclarificationtothehomepage.EdFochlerislookingintothedefaultbehaviortoseeifthiscanbechangedandsimplified.Puttingthesearchfunctionalityinthesidebarwouldalsobeuseful.Unnecessary Namespaces: Ed Fochler will research into this issue and deletenamespacesthatarenotnecessaryandnotused.Disambiguation: There are some county party names that may occur in severalstates. AndrewKolsteehasbeenmaking thedisambiguationpagesas thesecomeup.OriginalJohnHospersStatementofPrinciples:Thiswaspurchasedbyafriendinthe Ebay auction who is planning on donating this to the Party for display atHeadquarters. Oranevent?Itwasdecidedtokeeptheseundereventswithsubcategoriesofspeeches,interviews,lectures,paneldiscussionsetc.DatesneedstobemovedoutofHistory(upalevel),andinfact,thatwholeHistorysectionneedstobesorteddifferentlyandthatcategorydeleted.CarynAnnwillbeworking on this. “Libertarian Party Milestones” should be a category and“FormationoftheLibertarianParty”wouldbefoundunderthat.Aparallelcategorywouldbe“WorldEvents.”Templates:Andrewbuiltaconventiontemplateandhadnoticedaninconsistencythatneededtobeclearedup.WewillwanttouseastandardizedformatwithState-Convention-Year. If therewere anypeculiarities anddifferences inhow the state

parties named their conventions we will do a re-direct for those names to keepthings consistent andnot have toworry about how state parties did not follow aconsistent pattern. This will also make it easy for users to scan a list.Disambiguationswould be handled the samewaywe didwith the common localpartynameswithcountiesinmultiplestates.Theonlyadditionalwordsthatwouldbeneededwouldbeifitwerea“specialconvention”–theassumptionwouldbetheannualconventionsothatwouldnotneedtobestated.If there are discrete time periods in a continuing institution (such as the LNC inwhichthetermspansareindividualperiods)thoseshouldbeplacedinparenthesisbutnotforaone-timeeventsuchasaconvention. Theparenthesiswouldthenbeconsideredorbeamarkerforpiecesofawhole.TheissueofthevariousiterationsoftheRadicalCaucuswasdiscussedasadisambiguationwillneedtobecreated.TheNationalPlatformCommittee thoughwouldnothaveparenthesis since it is anewinstitutionformedforeachconvention,andtheyearreferencewouldbefortheyearoftheconventionatwhichtheirproposalswillbeconsidered.Userboxes:ThiswillbecontinuednextmeetingafterJamesgivessomeadditionalinformation over email. James explained that these are intended to be colourfulbadges forusersto jazzuptheirpages.
