    Montana was conducted during the i r r i g a t i o n season of 1963 by representa-

    t i v e s of the United S t a t e s Geological Survey and the Water Resources Branch

    ( ~ a n a d a ) . D r . L. 8. hopold , Chief Hydraulic Engineer, United States Geological

    The waters of the two r i v e r s were. divided between the two countries

    i n accordance with the Order of the In te rna t iona l J o i n t Commission dated

    a t Ottawa, Canada, on the 4 th day of October, 1921.

    The h y d r o m t ~ i c data upon which t h i s repor t is based were col lected

    and compiled j o in t l y fo r 50 in te rna t iona l s ta t ions . Data fo r another 12

    s t a t i o n s i n Canada and 6 s t a t i o n s i n the United S t n t e s were col lected

    independently by the same engineers i n t h e i r respective countries. The

    United States Bureau of Reclamation furnished da ta for 8 cana l and 2 res-

    e rvo i r s t a t i ons and the United States Bureau of Indian Affairs furnished

    da ta f o r one other c a m 1 s t a t i o n i n Montana.

    St . k y River

    The t o t a l natural flow of the S t . Mary River a t the in te rna t iona l

    boundary f o r the year 1 November 1962 to 31 October 1963 was 610,200

    acre-feet. O f t h i s t o t a l , 510,700 acre-feet occux-red during the i r r i ga t ion

    season 1 A p r i l t o 31 October. The natural flow during the i r r i ga t ion seaeon

    was 87 per cent of 586,400 acre-feet, the average of the previous 60 pars

    of record. 393#300 acre-feet was delivered t o Canada during the ye= w i t h

    316,900 being delivered during the i r r i ga t ion season. (see Table 1)

    The forty-second annual in ternat ional survey of snow conditiona i n

    the St. M y River drainage basin was conducted on 30 Apr i l and 1 May, 1963.

    The survey provided advance information on the probable run-off during tke

    i r r i ga t ion season. The tabulated results of the foreaasts and measured

    discharge a t three locations are shown below.

    The estimated natural flow of Milk River a t its eastern crossing of

    the in ternat ional boundary, during the period 1 March t o 31 October 1963,

    was 28,000 acre-feet or 25 per cerh of 1l3,000 acre-feet , the average of estimated natural flows of the previous 51 years of recard.

  • Eastern Tributaries of Milk River

    The t o t a l quanti ty of water delivered to the United S ta tes by the

    eastern t r i bu t a r i e s of Milk River during the period, 1 March to 31 October

    1963, was 66,'D.O acre-feet o r 47 per cent of 140,900 acre-feet, the average

    of the previous 36 years. The quant i t ies delivered t o the United S ta t e s

    by the various t r i b u t a r i e s a r e l i s t e d i n Table 4.

    During the season, water was diverted from the eastern t r i bu t a r i e s

    o r stored i n reservoirs i n Canada a s l i s t e d i n Tables 9, 10 and ll.

    Measured diversions i n Montana were 11,070 acre-feet a s l i s t e d i n Table 3,

    The eleventh annual snow survey i n the basins of the eastern tr ibu-

    t a r i e s of Milk River was conducted by the Water Resources Branch, Canada

    on I, and 5 March, 1963, The average snow c w e r fo r 1963 was 4.8 inches

    compared to t h e eleven-year average of 7.9 inches. The average water

    content for 1963 was 1.5 inches compared t o the eleven-year average

    of 2.1 inches,

  • DIVISION OF WATER

    St. W.v Wmr

    The d iv i s ion of the waters of the St . Mary River was car r ied out

    i n accordance with the Order of the In te rna t iona l J o i n t Commission dated

    . , October 4, 1921. The d a i l y na tu r a l flow of the St . Mary Rimr was determined i n

    the following mamqer. Daily records were obtained a t St. M j r Canal at

    St . Mary Crossing near Babb, S t . Mary River a t Internat ional Boundary,

    Iake Sherburne a t Sherburne and an evaporation and prec ip i ta t ion s t a t i o n

    near Babb, Montana.

    The na tura l flow of the St . Paary River a t the international boundary

    wne considered t o be the sum of the quan t i t i e s masured a t St. Mary Canal

    at St. Mary Crossing near Eabb, St. Mary River a t In te rna t iona l Boundary

    and addi t ion o f storage or subtraction of release corrected f o r evaporation

    a t Lake Sherburne . A one-day time l ag was applfed t o atored and released quan t i t i es

    from Iake Sherbunre t o synchronim the flow with flow quan t i t i e s a t the

    in te rna t iona l boundary.

    The na tu ra l flow of the St. &y River having been determined,

    the d iv i s ion of its waters was car r ied out i n accordance with the above

    Order, as shown i n Tables 5 t o 8 inclusive,

    During the i r r i g a t i o n season, 1 April t o 31 Ootober, f i e l d

    eng imer s of both countr ies made frequent computations of the da i ly

    natural flow of the r i v e r and each country 's share thereof , i n order

    t h a t any appropriat ion by the United S t a t e s i n excess of t h e i r share

    oould be adjusted by a subsequent de l ivery t o Can& of an equivalent

    amount a t the e a r l i e s t opportunity.

  • Regular interim reports on the progress of the division of the

    natural flow a t the international boundary w e d made t o interested agencies

    throughout the i r r iga t ion mason.

    During the non-irrigation season, 1 November 1962 t o 31 PlIarch 1963,

    no interim reports were made as the only United S t a b s use during t h i s

    period was etorage i n Lab Sherburne, where the contributing drainage area

    is about %percen t of the t o t a l area of the St. Mary River drainage basin

    i n the United States.

    Storage i n Lake Sherburne was 15,500'acre-feet on 31 October 1962

    and had increased t o 38,470 acre-feet by 31 March 1963 and t o 66,130 aom-

    f ee t by 15 July 1963. On 31 October 1963 tla, storage was 6,400 . . . acre-feet. . .. ...

    The St. Mary Canal was operated between 3 A p r i l and 23 September

    and water was delivered t o the [Jorth Milk River f'rom 4 April t o 1 October.

    Seepage From the canal between the point of diversion and the crossing

    of the St. Mary River is assumed t o return to the r i v e r and eventually be-

    come available t o Canada. The discharge of 224,200 acre-feet which passed

    the gauging s ta t ion on the St. Pllary Canal a t St. Mary Crossing near Babb .

    between 3 Apri l and 23 September was considered t o be the quantity diverted

    k o m the St. Mary Rimr by the United States. A t o t a l of 219,200 acre-feet

    was delivered t o the North Milk River a t Hhdaon Bay Divide during the season,

    fkom where, it was conveyed to i r r iga t ion projects i n Montana v i a the Milk

    Canada diverted 805,000 acre-feet of water from the St. Mary River I

    Re~errvoir i n 1963 as measured at the Canadian St. Ptnry Canal and k g r a t h

    I r r iga t ion Die t r ie t Canal gauging s ta t ions near Spring Coulee. (See Table 1)

  • W River

    No divis ion of the flow of Milk River a t 'Eastern Crossing was made

    i n 1963. Except f o r a few s d l unmeasured diversions above the eastern

    crossing of the internat ional boundarg, the en t i r e natural flow of the

    Milk River a t t h a t point was delivered t o the United Statee,

    The United S ta tes Geological Survey began streamflow record col lect ion

    i n 1961 on the South Fork Milk River near Babb to a s s i s t i n studying the

    u t i l i z a t i o n of waters i n the K l k River Basin within the Blackfeet 1ndian

    Reservation. This s t a t i on was designated a s in te rna t iona l i n 1963.

    Some concern has been expressed i n Canada as the result of prolonged

    periods of inadequate supply f o r stockwatering along the Milk River above

    the mouth of the North Milk River.

    No flow was recorded from the 7 August t o 31 October, with the

    exception of small flows on the 25 and 26 August, i n the Milk River a t

    the western crossing of the in te rna t iona l boundarg.

    A report t o the Internat ional Jo in t Commission has been prepared

    by the United S ta t e s Geological Survey on the Ut i l i za t ion of Water8 i n

    the Milk River Basin within t h e Blackfeet Reservation, Montana.

    Stream gauging s ta t ions within the area were operated joint ly by

    the United S ta t e s and Canada during the 1963 season,

  • Gastern Tributaries of Milk River

    Minor Diversions: l&timates for a number of small diversions from

    the eastern t r ibutar ies of PIZiUr River i n Saskatchewan were provided by

    the Water Rights Division of the Province of Saskatchewan and are based

    on reports from the individual licensed i r r iga tors . These estimates are

    not used i n the Indge Creek division computations i n Table 2, except as

    an adjustment t o the t o t a l s fo r tile season. The estimated quant i t ies

    reported t o date for 1963 are detailed i n the Appendix t o t h i s report.

    M m Creek8 The computed natural flow of Lodge Creek a t the inter-

    national boundary f o r the period 1 k c h t o 31 Octobar 1963 was 11,560

    acre-feet of whioh each country was en t i t l ed t o f i f t y percent (5,780).

    A t o t a l of 6,080 asre-feet was recorded a t the international boundary,

    which is 105 per cent of the United Sta tes share.

    Battle Creek: The computed natural flow of Batth Creek a t the

    Snternational boundary f o r the period 1 March t o 31 October 1963 was

    8,040 acre-feet of which each country was en t i t l ed t o f i f t y p e r cent

    (4,020). The details of t h i s division are3 summarilred i n Table 2, and

    shown i n Table 10.

    A t o t a l of 4,700 acre-feet was recorded a t the internat ional

    boundary, whieh is 117 per cent of the United Sta tes share.

    Miecellaasous meaemments were made on Battle Creek during the

    season. It is hoped t h a t a fur ther and more comprehensive se r i e s of

    measurements in future years mag provide some def in i te figures fo r

    computing channel lossea and return flow.

  • Frenchnan River: The computed natural flow of the Frenchman River a t

    the international boundary fo r the period 1 March t o 31 October 1963 was

    46,800 ncre-feet of which each country was ent i t led t o f i f t y per cent

    (23,400). The d e t a i l s of t h i s division are summarized i n Tnbb 2 And

    shown i n Table 11,

    A t o t a l of 33,880 acre-feet.was recorded a t the internat ional boundary

    which i s 145 per cent of the United States share,

    The natural f l o w of the Frenchman River a t the internat ional boundary

    was computed using a nine-day time l a g f o r Cypress Lake storage and diver-

    sion, sevenday time lag fo r Eastend Reservoir storage and diversion, and

    a th reeday time l a g fo r Val Marie storage and diversion, to synchronize

    the flow wi th flow quanti t ies a t the international boundary,

    During 1963 a channel lo s s study was implemented on the Frenchman River,

    Measurements were taken a t a p p r a b a t e l y t h i r t y a f f e r e n t s ta t ions on the

    Frenchman River and i t s t r ibu ta r i e s during June, September and October,

    Due t o web weather the resu l t s of the three ser ies of measurements carried

    out t h i s year were inconclusive, but it w a s f e l t t ha t several more s e r i e s

    during 1964 and i n future years may help i n computing channel losses a t

    low flows,

    An Appendix, submitted with t h i s report under separate cover,

    contains the resul t of discharge measurements, summary of monthly dis-

    charge and the da i ly gauge height and discharge data for 60 gauging

    stat ions operated during 1963 i n the S t , Mary and filk River drainage

    basins. Details of the Canadian minor diversions, a s grouped i n Table 2

    of the report, a re included,
