‘What is relocation?’ The relocation program is a legal and safe way to travel in Europe. It concerns a transfer of applicants for international protection, who are in clear need of international protection, from Italy to another European State. Their application will only be examined once the relocation has taken place by the European State of relocation.

‘Does it apply to me?’ You will be eligible for relocation if you are in clear need of international protection and a citizen or a stateless former resident of Syria, Eritrea, Iraq and all other countries, which have had an international protection recognition rate of over or equal to 75% in EU countries for the last three months. The list of eligible nationalities is updated on a quarterly basis. Please ask competent authorities or EASO if your nationality is eligible for relocation. Moreover, in order to benefit from relocation you have to apply for international protection in Italy and you must go through the identification, registration and fingerprinting procedure carried out by the Italian authorities. Relocation applies to persons who arrived in Italy after 24 March 2015.

‘Why will I be fingerprinted?’ Whether or not you apply for international protection, if you are 14 years of age or older, your fingerprints will be taken and stored in an EU-wide database called Eurodac. You must cooperate with this procedure; you are obliged by law to have your fingerprints taken. You will not be eligible for relocation unless you are fingerprinted.

‘I have family links, language skills, cultural or social ties with an European country. Will they be taken into consideration? Yes, all those elements will be taken into consideration. You should mention all relevant elements when filling in your application.

‘I have special needs. Will I be given priority?’Yes, vulnerable persons are given priority in the process and the best interest of the child will be a primary consideration for the authorities. Vulnerable persons include in particular: children, unaccompanied children, disabled people, elderly people, pregnant women, single parents with minor children, victims of human trafficking, persons with serious illnesses, persons with mental disorders and persons who have been subjected to torture, rape or other serious forms of psychological, physical or sexual violence, such as victims of female genital mutilation.
