rKW architects are to celebrate their 60th anniversary. For the past 20 years, the company has left its mark in central germany. outstanding expertise for architectural developments of tomorrow.

A Source of inspiration for the region

The development of present-day working and living environments has always presented a special challenge to architects. The ever-changing starting conditions and the varying human needs require innovative approaches and the ability to completely re-define well-established ways of thinking. The architects of RKW Rhode Keller-mann Wawrowsky Architektur + Städtebau have for more than 60 years played a principal role in this sector and have built major skyline-shaping projects all over Germany. Established in Düsseldorf in 1950, they have also left their unmistakable trace in the Halle-Leipzig region.

Currently, their most impressive project is the authentic restoration and reconstruction of the former Tschernyschewskij House for the German Academy of Sciences Leopoldina – National Academy of Sciences, which is presently unoccupied. In order to meet future increases in personnel, the object is to be revitalised as an admini-stration and function building. “Thanks to the Economic Improve-ment Package II, completion is slated for the end of 2011. Then, the new Leopoldina headquarters can also be used as a conference venue”, says Norbert Hippler, manager of the Leipzig branch of RKW architects.

A particular challenge in the renovation of the classicist building from the 19th century, says Hippler, are the many conversions from former decades which now need to be harmonised with each other. Given the changing requirements and its various inhabitants' desire for representation, the building has, in the course of its history, under-gone a number of structural changes which are distinctive features still discernible today. In dealing with historical documents and resto-

ration investigations related to the preservation of the building, it becomes clear that the design of the rooms is intrinsically linked to the intellectual and political motifs of the respective epoch. “The project is highly challenging because of the international attention it has received. We are happy to take on this task”, says Hippler.

The challenge of the project has to do with the prestige of the Aca-demy of Sciences. The time-honoured university town of Halle received a considerable boost of attention when the Leopoldina, in the autumn of 2008, was declared the National Academy of Sci-ences. The oldest continuously existing academy of natural sciences and medicine in the world, it numbers over 30 Nobel Prize winners among its elected members. Its task is to operate as a consulting body for the government, to discuss focal issues in society and to provide recommendations.

Another Leipzig project of RKW architects which has just been completed is definitely worth a recommendation, too. For, the new gym complex for the Werner-Heisenberg-Gymnasium and for 39th Primary School had to fit perfectly into the site at Georg-Schumann-Straße. The western main road, which is characterised by the Grün-derzeit structure typical of Leipzig, widens in front of the Werner-Heisenberg-Gymnasium. “We have designed a floating two-field gym whose bright, friendly appearance opens up the space and whose glass and polycarbonate panels will make the street look a lot lighter”, Norbert Hippler explains.

This gives impetus to the sector and provides a stimulus for the entire quarter: “The whole complex consists of three elements which

form an ensemble. Two solid bodies support a third one that is lighter. Next to the school canteen, the building houses a one- and a two-field gym and changing rooms. The new arcaded passageway serves as a new attractive entrance to all facilities”, the Leipzig branch manager adds. RKW archi-tects are not only treading new paths in terms of optics but have also devised modern utilisation concepts for the future operator of the building, the City of Leipzig. To red-uce operating costs, for instance, the suc-tion of air is secured by a floor duct, and water heating, realised by solar collectors. The collectors have been incorporated into the southern façade and are well visible, so that pupils' awareness of energy issues is increased.

Incorporated exceptionally well, yet far from uniform – this could also be said of RKW's concepts for the supermarkets of Konsumgenossenschaft Leipzig. The super-market operator has for many years success-fully maintained its sales concept of provi-ding local shopping facilities within residential areas against other stores and has for the first time expressed its concept of difference also in terms of architecture.

The new building in Coppistraße (Leipzig-Gohlis) confidently presents itself at the busy crossroads of the Gründerzeit quarter in a modern, clear-cut design and structure. It consists of two structural elements: the supermarket with its storage and office areas and the main building with two external shops, a chemist's and a baker's. Both ele-ments are accessed via a roofed passageway which serves as a connecting element. “The Konsum shopping markets presented two challenges: first, their incorporation in terms of urban development and architecture into the block-like Gründerzeit structure, second, the material of the façade needed to be cho-sen with respect to maintenance and dura-bility”, says architect Hippler and adds: “Because of its excellent qualities, we have used a bright multi-layer plastic plate for this object, which won us the Architecture Award of the City of Leipzig.”

It is little wonder that RKW architects ela-borate this concept. The successful continu-ation of the architecture of the Coppistraße

market can be examined at the supermarket in Könneritzstraße. Located at the busy road in Leipzig-Schleußig, the building fills the war-time gap in the Gründerzeit block of houses and confidently complements exi-sting shops and restaurants in the centre of this quarter. The Konsum supermarket is on the ground floor of the two-storey building, whereas spaces for a bank, a café and ser-vices (hearing-aid centre, beauty parlour) are at the head of the building. Hippler explains: “In view of the lack of parking spaces, we have designed the top floor as a parking deck. The glass façades extending around the corner open up the supermarket and the café and provide transparency and communication between the interior and the exterior. Thus, the building is not merely a part of, but also a public meeting place in, the quarter. This characterisation makes it clear that RKW architects are capable of reflecting the spirit of our times. Its excep-tional expertise in the sector of department stores and business houses enables the com-pany to find the right answers to present-

day challenges. “The market”, as Hippler puts it, “is constantly changing. More and more frequently, commercial real estate is turned into residential lofts. Current issues are the ongoing demographic change, the increasing demand for the revitalisation and conversion of existing buildings and rising requirements regarding the function and architecture of inner-city department stores.”

RKW Architektur + Städtebau has years of expert experience and currently employs a staff of more than 250 at three German and three international locations (Moscow, War-saw and Gdansk). When the company cele-brates its 60th anniversary this year, the question of its future does not need to be addressed. For one thing is sure: objects designed by RKW architects will continue to shape the character of cities in the 21st century.

Offices in the Best of CompanyFacing the lively Postplatz in Dresden, the Zwinger-Forum is being constructed by TLg Immobilien at a well exposed site. Between Motel one, stores and restaurants, individually arrangable offices will be offering splendid working conditions.

Why not meet at the cheese-bell? Or at the butterfly? With a high degree of certainty, you'd be sure to receive questioning gazes from non-locals: Cheese-bell? Butterfly? Something sounding so bizarre to those not from Dresden, only provokes a knowing smile from its inhabitants. The cheese-bell (German for cheese-cover) and the butterfly are two of the many characteristic points of ori-entation at the Postplatz in Dresden. One might could also name the Zwinger, theatre, castle or Taschenberg Palace. Ask someone from Dresden where their city is at its most lively, you'll soon end up at the Postplatz. Here, where almost all the streets – and, what is more, almost all the tram lines cross, Dresden shows itself at its most dynamic. Here, the often sedate Dresden becomes a true city. With its daily business activities surrounding the historic cheese cover (the former public transportation system’s central station) and the futuristic butterfly (the recently constructed new central station), the romantically dreamy “Florence on the Elbe” strikes one as a real metropolis. The Postplatz is the hinge between the famous historical city centre and the shopping malls alongside Wilsdruffer Strasse and beyond. On one side, there’s high culture, many green areas and tourists. On the other, there’s shopping, big city life and also tourists. And right in the middle: the Postplatz and the people of Dresden.

Workplaces in a prime locationDirectly at the Postplatz, TLG IMMOBILIEN is constructing the Zwinger-Forum. Named after the Zwinger of Dresden, one of the most attractive baroque building ensembles in Saxony’s capital, the modern building will be comprised of a hotel, stores and restaurants as well as approximately 4,500 m2 of office space. These are offices not only in the best, but in the very best location. Offices offering all sorts of comforts and a remarkable infrastruc-ture set within a neighbourhood which would be the envy of anyone. The Zwinger, Residential Palace, Semper Opera-house, Court Church, Taschenberg Palace, Schauspielhaus (theatre) and Altmarkt-Galerie are simply the best companions in Dresden. In addition to that, the best stores, restaurants and cafés in town are close by. “Everything Dresden has to offer in terms of sightseeing, shopping possibilities, traffic infrastructure and culinary supply is near at hand. The Zwinger-Forum is a top address for enterprises, customers, guests and colleagues,” says Klaus-Dieter Schwensen, head of TLG IMMOBILIEN’s southern branch.

The planning application for the Zwinger-Forum has already been submitted and construction is expected to begin within this year. TLG IMMOBILIEN is investing 35 million Euros into the project. The six-story main building will reach 23 metres height. The subter-ranean parking lot will offer 163 spaces. A tram stop close by con-nects it with the public transportation system. The Zwinger-Forum shows the handwriting of the Dresden-based architect firm Knerer & Lang as well as that of the see architekten office, also located in Dresden. The design is marked by an architecture that does not dominate the historic environment, and by a facade forming a bridge to the modern era. The layout of the quarter is relatively tri-angular. An arm reaching into the Postplatz, supported by columns forming an almost ten meter high arcade, is a striking feature.

The Zwinger Forum is located in the best neighbourhood of Dresden, being closely surrounded by the Zwinger, Court Church, castle and Taschenberg Palace.

With the project, TLG IMMOBILIEN is revitalising an inner city area while adding life to the city centre. With the completion of the Willsdruff cube in 2008, the estate company marked the begin-ning of constructions in the centre area, and is also involved in the Altmarkt-Galerie which is currently being expanded towards the Postplatz.

When Peter Bergmann looks out of the window of his fifth storey office, he has a view of a wide field of activity. Commercial property, undeveloped land, the central terminal with its vacation market, the airport's apron - and in between, a transport infrastructure which is virtually unparalleled in Europe. The Leipzig/Halle Airport has not only direct connections to the A9 and A14 highways but also a train station with intercity-express service virtually at its door. "We not only have the space, but also the conditions for plenty of growth", said Peter Bergmann.

The university educated real estate agent has been the Head of Non Aviation/ Real Estate at the Leipzig/Halle Airport since August 2009. In this capacity he is responsible for developing the marketing and use concepts for the rental of land, properties and commercial sites and for the acquisition of investors.

With a size of 2.35 hectares of land including development areas, the airport is one of the largest in Germany in terms of surface area - and has a corresponding potential for development. "Today the airport is primarily a major infrastructure facility, which is extre-mely important for the region because it has made many key invest-ments possible", says Bergmann. Porsche, BMW, DHL and Aero-Logic are among the major investors. Later this year construction will begin on a logistics security centre in the south cargo area, for which DH Beteiligung AG will invest 100 million Euro. The advan-tage to investors in using this local site for the logistics centre is the higher level of security precautions present at the airport and its

surrounding area in comparison to a normal trade area. "This is just one aspect of the pull of aviation", says Bergmann. With the optimal local infrastructure, the airport also offers ideal conditions for the siting of commercial establishments which rely on trimo-dality, i.e. the availability of the three transport modes road, rail and plane.

The term "Development Prospects 2030 +" was developed as a usage concept for the airport area, which will be aimed for in the future and which relies on these benefits. Peter Bergmann sees two air-travel related areas which may play an important role in the future of the Leipzig/Halle Airport: "The processing of goods which fit into the category of relatively small, but very expensive, so for example in medical technology, microelectronics and mechatronics, could be a great thing for us - when the reputation of "Made in Germany" is maintained. Then the final assembly of products that are manuf-actured in China or India is possible." A link to Asia is already present through AeroLogic. Overall cargo is currently being flown from Leipzig/Halle to some 50 destinations in 30 countries. The second area of development could be a Europe-wide central spare parts depot for the high tech field. The central warehouse for high quality hospital equipment from Siemens near the Frankfurt Airport exists as a model for this concept.

Bergmann see a potential for growth at the airport for the next 30 to 40 years. "If you commit yourself to growth, you must keep the area open", he said, referring to airports such as Cologne/Bonn which are already at their capacity limits. The problem of space is not one which Leipzig/Halle must fight. "We are the largest airport in Germany and at the same time have unlimited investment oppor-tunities", says the manager with a view to the future.

The central German airport already features numerous special facilities: "We have an air freight train terminal and a noise protection hall for engine test runs for all types of air-craft - even the A380 fits in there", says Bergmann. In addition the airport has a petrol depot and a veterinary border inspec-tion post. Just put into operation is one of the most modern airport fire service training facilities in Europe. A segment of a Boeing 747-100 fuselage was installed in Leipzig/Halle. In this and other fire training facilities, almost all types of fires can be simulated and fire-fighters trained.

With the expected future use of the fire department training facility, the construc-tion of an airport hotel could also be consi-dered, the land for which is already being held. "A location market analysis last year revealed that the site is very well suited - if the economic and regional framework are correct", says the department head.

Another project is to create an office and business park at the airport. Peter Bergmann is aware that he must be extremely sensitive to proceed here; given the vacancy rates of around 20 percent in the region, there are many reservations about another business location. "We are competing with other air-

ports rather than with other commercial areas in the region" says Bergmann. Here it was necessary to position themselves and to address aviation-affiliated service firms which are connected to the airport site. The central location of the Leipzig/Halle airport within Europe offers the chance to act as the "East Gate". "Just as the trade fairs acted as a gate to the east, in the future the airport could similarly bring the East and West toge-ther." Bergmann outlined his idea. It is con-ceivable that Russian companies could open their first branch at the airport and from there conquer the European market.

But in the long term, it is not only new busi-ness that are to be fostered at the central German airport. The goal is to attract people from the region and beyond not only as pas-sengers to the airport and to increase the number of visitors which currently stands at 200,000 annually. For this project the ori-ginal idea is to set up a number of historical aircraft at Leipzig/Halle. Under the working title "Airport-Eventpark" is a concept that knowledge should be imparted in an enter-taining way. "We want to bring mobility and sustainability to life in different theme areas, including all aspects of transport - road, rail, air and sea", Bergmann says. The starting point for this so-called edutainment project

is a historical machine that already stands in front of the central terminal - an IL-18 propeller plane with the historic original paint and the words "Deutsche Lufthansa DDR" ("German Lufthansa GDR"). The pro-ject Airport-Eventpark will also be at the centre of the real estate fair Expo Real in Munich October 4-6, represented by the airport Leipzig / Halle GmbH at the joint stand of the region Leipzig/Halle (A2.430). Visitors will be informed of the potential of the event park with a high-end model. "We want to use the fair to stir first-time emo-tions - for or against such a project", natu-rally Bergmann is hoping that the positive impressions prevail. Finally, it could result in a further beacon for the region that uses the already existing excellent infrastructure. "Today's serious calculations assume that the Eventpark would bring an additional 330 000 visitors per year to the airport."

The event park represents another miles-tone in the growth of the airport. "If we assume that each year one or two construc-tion projects are implemented, then that is quite realistic", says Bergmann. What this means concretely for the coming year, is already clear: the new apron and the hangar in the north area of the airport will come into existence.

A federal State in motion

For the 13th Expo Real International Trade Fair for Commercial Property and Investment, which will be held in Munich from 4 to 6 October 2010, the federal state of Saxony-Anhalt will be once again present with a joint exhibition stand. Among the exhibitors in the Bavarian capital are the cities of Magdeburg, Dessau-Rosslau, Haldensleben, Schönebeck and the IGZ BIC Altmark as representa-tive for the Stendal region. Other companies and institutions that will present their offers and services for the international commer-cial property sector include the Magdeburg Housing Association, Vision Displays, GSA Property Fund Saxony-Anhalt, EWG Associa-tion for the Promotion of Economic Development Anhalt-Bitterfeld, the Association for Economic Promotion in the Wittenberg District and the Virtual Development Training Center IFF Fraunhofer.

As recently as at the beginning of this year, the fair management had supplemented the subtitle of the event with the word “invest-ments”. The extended Expo Real exhibition concept hits the range of offers presented by Saxony-Anhalt on the head. “For the property sector, our federal state is not simply one of the most interesting sites; with its exceptional infrastructure, efficient administration and the distinctive funding environment, it also offers numerous incentives for investors”, says Dr Carlhans Uhle, Manager of the Association for the Promotion of Commerce and Industry in Saxo-ny-Anhalt (IMG) . As the federal state's recruitment and marketing agency, IMG takes responsibility for all services related to the esta-blishment of new businesses, from the canvassing to the start of production, and ensures the targeted PR for the region, on both a national and international scale.

A particular focus of this year's trade-fair appearance is the logistics sector. “Over the next years, Saxony-Anhalt will be developed into a national and European logistic hub. We can boast an excellent location in Europe and are determined to make the most of this advantage”, says Dr Karl-Heinz Daehre, Minister for Regional Deve-

lopment and Transport in Saxony-Anhalt. Only recently, the Saxo-ny-Anhalt logistics initiative was established for this purpose with the support of IMG.

Numerous projects for the revitalisation of historic buildings are in pole position, too. At the Expo Real, IMG Saxony-Anhalt will be looking for investors interested in these buildings. The old Magde-burg railway building, for instance, could in future be used as a conference and congress hotel. The old administration building of the former Thale Iron Works has what it takes to make a luxury boutique hotel. And Schloss Ilsenburg, the historic hotel complex “Zum Mutigen Ritter” (The Doughty Knight) in Bad Kösen or the Reichskrone Theatre in Naumburg have enormous potential for development as successful tourist attractions. Saxony-Anhalt offers numerous opportunities for innovative ideas. At the Expo Real in Munich, you can get a first glimpse.

Estate agents are familiar with this kind of thing from everyday practice: the customer takes the property brochure, casts a glance at the pictures, runs over the text. It is within ten seconds that he or she decides whether they are interested in the object and want to carry on negotiating, or whether they will need to continue looking for the right pro-perty. It is the first impression that counts, and it should be a first-time fit.

It is against a background such as this that Buchholz Software, a company from Tan-germünde in Saxony-Anhalt, presents its ImmoDisplay software at the Expo Real, Europe's biggest trade fair for commercial property: “Using the interactive screens from Vision Displays GmbH, we are offering a package that gives the on-looker the chance to turn pages over, enlarge pictures, marvel at 3D views and to take a virtual walk through their future dream object”, Haiko Buchholz explains. The manager of Buch-holz-Software is confident: “You just cannot make a better first impression.”

ImmoDisplay benefits from the important advantage of an almost infinite scope of vari-ation and design possibilities. Whether in shop windows, in shopping malls or imme-diately at the object, the representations can always be adapted to the proprietary corpo-rate design and to individual preferences. As Buchholz puts it: “It is the estate agent who decides what happens on the displays.

They can either display their property in a predetermined manner or enable customers to navigate by themselves with the integra-ted touch control.”

Quite apart from how the decision eventu-ally turns out, the advantages of the new system, compared to printed estate bro-chures, are obvious. “The new medium is far more exciting. Moving images are more fascinating than stiff paper. Moreover, there is no need for the estate agent to print and attach brochures any more. It's all done automatically by the PC”, Haiko Buchholz explains. And in the unlikely event that mistakes should occur in the property details, they can be quickly corrected or

deleted with minimum effort. For instance, the ImmoDisplays can be supplied with information via W-LAN and use data recor-ded by the estate agent's software or inter-net portals.

But it is not only the estate agent who bene-fits from the easy use. Customers learn to operate the ImmoDisplays intuitively. Thus, it is possible to search according to specific criteria and to print property details or send them via email. Buchholz comments: “Infor-mation on property which you have disco-vered in an estate agent's shop window can be sent home to you, so that you can take your time in making a decision. It just couldn't be more convenient.”

Flexibility in the division of space, short processing times and numerous economic development schemes are further assets in view of which a decision in favour of Saxony-Anhalt is facilitated. One of the federal state's latest recruitment successes is Innotech Solar. The Norwegian company is investing EUR 41 million for the construction of a production site in the Hal-le-Saalekreis industrial area along the A 41, where solar cells from various manufactu-rers will be examined and optimised in high-technology processes.

In the initial phase, this will create up to 80 new jobs. Among the decisive factors in choosing the location were not only the immediate vicinity of the A9 and A14 motorways and of Leipzig-Halle airport but also cooperation opportunities in the R&D sector. What was of particular importance to the company was the contact to the Fraunhofer Center for Silicon and Photo-voltaics (CSP). Because of its optimal loca-tion factors, the site in Halle with the Halle-Saalekreis industrial area on the A 14 made it through the entire decision-making pro-cess. “A further 230 ha is available for large-scale industrial and technological projects”, says Dr Heinz Friedrich Franke of the Halle Trade and Industrial Promotion team, and he adds: “The technical development of electricity, gas, water, waste water and tele-communications meets the highest demands of industrial and technological manufac-ture. The vicinity of motorways and of the DHL hub in Schkeuditz, the even-surface topography and the general logistic condi-tions provide maximum flexibility in the division and layout of spaces.”

Similar site conditions are offered by the industrial area of Osterweddingen, which is considered an economic beacon in Saxony-Anhalt. The vast area on the outskirts of Magdeburg accommodates about 50 com-panies which currently employ approxima-tely 7.000 people. A wide range of industries creates additional synergies. The industrial area measures 300 ha and is almost com-pletely occupied. Site development works for another 130 ha are currently being undertaken. “With investment costs of more than EUR 18 million, this is presently one the biggest infrastructural projects in Saxo-

ny-Anhalt“, Klaus-Dieter Theise, Manager of the GSA Property Fund, explains. The company develops and markets industrial and commercial areas on behalf of the federal state of Saxony-Anhalt and is also responsible for the Cochstedt industrial estate, immediately north of the airport of the same name. Several aircraft construc-tion companies have already set up shop on the 68-ha site near Magdeburg. “Here, too, potential investors benefit from the excel-lent infrastructure, which is one the cha-racteristic assets of Saxony-Anhalt”, says Klaus-Dieter Theise.

AWImmoware's immoware24 program is an innovative solution for real estate management. The tool makes it convenient for home and property owners to manage their properties online. In the inter-view, managers Alexander Wolff and Ralf Winter discussed immo-ware24, the "software as a service" technology, and their young IT company.

Question: What's behind immoware24?Ralf Winter: Immoware24go is a recently developed online program for managing rental properties, residences, common property, and commercial property. Besides the technological characteristic, immoware24go was developed above all with the optimization of all of the business processes involved in real estate management as the focus. The intelligent connection of all of the agents involved with the management of the property involved is the essential idea behind the system.

Immoware24 is completely Internet-based; it doesn't need to be installed on a local computer. What advantages does the model "software as a service" offer in particular?Alexander Wolff: This software is available online as a service. The user doesn't need to worry about maintenance or administration of the IT infrastructure. Security updates, new functions, and the implementation of the newest legal practices are included automa-tically. The data is saved in a German computing center, where it may be accessed from anywhere in the world, from any computer. The costs are transparent because the software is rented and the amounts are calculated according to the units managed. Overall, the user saves time and money. How is data protected in this scenario?Wolff: The connection to the program, i.e. to our cluster in the computing center, takes place via certified SSL encryption. This provides our customers with the level of data security ensured by a large computing center starting with the first management unit. Who are the creative minds behind the development of immoware24 at AWImmoware?Wolff: During my studies at the HTWK in Leipzig, I developed this real estate software as a standalone version. We ran with the idea together and expanded it for the future trend "software as a service", which enabled us to win numerous awards, for example Financial Times' "founder of the month". Winter: Now AWImmoware is a young entrepreneurial venture that currently employs eleven per-manent employees in addition to its two founders. For the mid term, we're planning for between 30 and 50 employees. We'll be strengthe-ning our team in the development, sales, and support departments.

Was the search for investors difficult for you?Wolff: The collaboration between the economic grants received from Halle, the entrepreneur's network "Univations", and Saxony-Anhalt's Ministry of Economics provided us with a stable foundation to found AWImmoware. We received the country's first ego.Plus loan, which was developed to foster the founding of innovative, technology-based companies, and we were able to win Michael Brehm as an investor, the founder of StudiVZ. on the 26th of August your company will launch with immoware24go. This program is only part of a larger family of products.Wolff: We want to be accessible to different target groups. Smaller-scale building managers and owners have different needs than lar-ger apartment companies that possess over 5,000 living units. Addi-tional modules, automated processes, and other service levels are required in this case. The technical requirements are different, and these need to match with the individual needs of the customer. What phase of development have your other products reached?Wolff: immoware24go, which is primarily directed at private renters and small-scale building managers, provides the basis of the func-tions for the future versions immoware24plus and pro, which are being developed parallel to immoware24go and which will be relea-sed to the market over the course of next year.

"Visions make you sexy." With this statement speaker Herrmann Scherer brought the entire afternoon to a point. The September 10th event "Beyond mediocrity", attended by some 300 invited guests of the Deutsche Bank Leipzig, enabled a visionary look at new possibilities for entrepreneurial activities.

Together with the host Markus Wägner of Deutsche Bank Private and Business Custo-mers AG Saxony / Central Germany, Detlef Bischoff, Managing Director of Connex Tax Consultancy and Auditing GmbH as well as Frank Donner and Hagen Lehmann, Mana-ging Director of Immoscoring GmbH had sent out the invitations to the casual after-noon event.

Among the guests who streamed into the historic client hall of Deutsche Bank, were decision makers, executives and experts from various fields of business and social life: From the University Hospital of Leipzig top pediatric surgeon Prof. Dr. Holger Till, and the internationally known oncology specialist Prof. Dr. Dietger Niederwieser were present. Dr. Georg Prinz zur Lippe from the Proschwitz Winery and Dr. Andreas Lassmann, Managing Director of itCapus were also present as was Dr. Ulrich Rieske of the law firm Braun & Rieske. The real

estate industry was represented by Steffen Göpel, CEO of GRK Holding AG and Patrik Fahrenkamp, CEO of the Leipzig Stadtbau AG. A first rate event.

Dr. Carl Naughton, Germany's most lingu-istically fit moderator opened the event, together with the Konrad Kater Kapelle with its enchanting singer Jane Maturell who guided the audience through a varied and at the same time thrilling program.

Far away from their own successful business areas the organizers were able to let the two keynote speakers of the afternoon convey their company's success through informa-tion, inspiration and enthusiasm. How to prevent people and companies, in spite of daily routines, not to be deflected from their goals and visions – and thus to sink in medi-ocrity? These challenges are mainly a que-stion of your own thinking and your own will. Hermann Scherer and Monika Matsch-nig, two excellent speakers who are well known in the German-speaking Europe, provided valuable suggestions and advice on this complex issue.

Accordingly, the enthusiasm of the guests was great: "I liked the event very much, I really enjoyed 'Beyond the mediocre' extra-

ordinarily", said Dr. Georg Prinz zur Lippe, owner of the Vineyard Castle Proschwitz. "Much of what I have learned through the two speakers Monika Matschnig and Her-mann Scherer, has inspired me to think about and imitate". Monika Boden, Mana-ging Director of Subway Leipzig praises the wonderful mix of guests: "The audience was interesting, the organizers have created enough recesses for communication – both spatially and gastronomically". Matthias Köhler, Managing Director of the Leipzig-based consultancy Compedic, felt honoured to participate: "Great guests, great speakers – this event was an absolute asset to me! I'm very happy for the invitation, and that the leaders and decision makers presented such a successful event". Michael Dorn, chief executive of Primacom AG finds that the contents were "excellent", and further "This event was significantly different than the usual monotony."

within a harmonious overall image. Due to their responsibility as project developers, Sächsisches Seebad Zwenkau (SSZ) espe-cially stresses architectural and urban deve-lopmental quality as well as extensive coun-selling of the future private and corporate clients. As part of this advisory service, and as a platform for principals and architects, SSZ organised the Architectural Fair “Kap Zwenkau – Building by the lake”, supervised by Drees & Sommer. The participating archi-tecture bureaus and firms were offered the possibility to develop exemplary solutions for the constructions at Cape Zwenkau, based on the land-use plan and the quality manual and incorporating in particular the unique location on the shore as well as the topography.

A total of 37 planners participated in the architectural fair and busied themselves intensely over five weeks with the land-use plan, the quality manual, the topography and the special situation by the lakeside. The results are thrilling designs dealing not only with the planning parameters and the loca-tion, but also with the different life situa-tions and flexible usage concepts of the fic-titious building contractors.

A few kilometres south of Leipzig, the lar-gest lake of the region spanning 970 hec-tares is in the process of being created. Fea-turing astounding nature- and shore-areas, an approximately 22 km long bicycle route encompassing the lake, sailing harbours, beaches and water sports areas, as well as the planned channel connection between Lake Cospuden and Lake Zwenkau and naturally Cape Zwenkau, located at the southern shore, the lake is sure to become a high-point for water sports activists, cyclists and holidaymakers, and especially for the future residents.

The city of Zwenkau is about to grow with the addition of this 20 hectacre parcel of attractive urban addresses directly at the lake. Immediately on the lakeshore, a new part of town with a variety of possible uses is coming into being. Markranstädt received a special nation-wide "Community of the year 2010" prize in the Großen Preis des Mittelstands, a competition with the motto "Health medium-sized busi-ness - Strong economy - More workplaces". On September 11, 2010 the city on the lake was assessed for outstanding performance and success in establishing and developing a medi-um-sized economic structures. The city beat out 82 applicants. Markranstädt is the first prize winner in Saxony. The numbers speak for themselves: with 90.2 percent the share of small and micro enterprises is high and the unemployment rate far below the average of the district with eight percent. The city leader-ship has a strategy under Mayor Carina Radon: Between 2002 and 2009 the Business and Pro-perty Tax Rate B remained unchanged and was below the national average and that of neighbouring communities. The PISA study results have shown that, on a national scale, the Free State of Saxony is the most attractive place of study and education in Germany with regard to state schools. The PISA study 2010 corro-borates this trend in the sectors reading and German. festival of Lightson 9th october, the Leipzig Festival of Lights will be celebrated on the Augustusplatz.

In autumn 1989, when the peaceful demons-trations of ten thousands of people from Leipzig paved the way for the fall of the Ber-lin Wall. The City of Leipzig commemorates the historic events as part of the celebrations of “20 years of German Unity”. Following the Prayer for Peace in the Nikolaikirche and a speech on democracy by the President of the German Parliament, everybody on 9 October is invited to take part in the Festival of Lights on the Augustusplatz. As from 8pm, a programme with a densely woven drama-turgy provides the adequate framework for the evening's celebrations: once again, the guests are asked to gather, with lit candles in hand, to form the illuminated shape of a giant “89”. Improvisations on well-known themes by Bach, played simultaneously on organs in the Nikolaikirche and in Berlin, will create a bridge between the two main venues of the events in 1989. For the festival’s grand finale, the sounds of the organs are fused with a pop performance by Rolf Stahl-hofen and a laser show to form a synthesis of acoustic and visual arts.

There are many factors which make a city liveable and loveable. In addition to economic performance and excellent infrastructure factors such as adequate and architecturally diverse housing, leisure facilities and last but not least future-oriented educational possibilities are increasingly coming into focus. Above all families place a high value on the perfect symbiosis of work, life and home. Increasingly they are settling in Leipzig because the trade fair city now offers young people excellent training opportunities and therefore a decisive edge in their future careers.

"For years, Leipzig's population has continued to grow. In just the past ten years, we recorded an increase of five percent. In addition to the influx from rural regions of Saxony, we register an increasing demand by families from the former West Germany", says Heike Ebersbach. The head official of the Local Authority Real Estate Office of the City of Leipzig knows what she is talking about. Together with her team, she pays close attention to the population movements in the region and is also responsible for over 4,600 pieces of property. 23 residential properties are currently changing hands at Expo Real, Europe's biggest commercial property show in Munich.

Interested parties are currently finding a very good situation. More and more inquiries come in at the Local Authority Real Estate Office asking where to find urban properties for sale. "National and inter-national investors have recognised that there are certain dynamics

in Leipzig. Here they profit from a portfolio of high value property offerings, which above all in comparison to most West German cities offers stable yield potential", says Ebersbach.

Forecasts through 2020 predict a rising population in Leipzig to over 520,000 inhabitants. Next to Munich and Dresden, this metropolis is one of the fastest growing cities in Germany. This is no accident. Especially in the field of education, the state of Saxony is one of the model regions in Germany. In addition to a wide range of educatio-nal paths and enough seats in its kindergartens, Leipzig scores as a university location. More than 35,000 students and over 700 pro-fessors build the foundation for a highly skilled future work force. Here there are such renowned institutes of higher learning such as the University of Leipzig, the University of Applied Sciences, Eco-nomics and Culture, the School of Visual and Book Arts, the Gra-duate School and the University for Telecommunications Leipzig.

This commitment is bearing fruit. Saxony and therewith also Leipzig are placed within the top group of current national school rankings. With the 2010 educational monitor from the Institute for New Social Market Economy, Saxony has even secured the top placement. Heike Ebersbach: "A quality education provides good opportunities for development in later professional life. Therefore this is a priority for Saxony and of course also for Leipzig. But the city on the Pleiße River has additional advantages to throw into the balance including the perfectly developed infrastructure, short distances and very low cost of living".

The level of rent and the purchase prices for land and houses are in a particularly well balanced price-performance ratio. "In hardly any other city can one get such well-preserved Gründerzeit properties in exposed locations with such customary returns. We definitely expect an increase in prices in the coming years. Now is the time to speak with the Local Authority Real Estate Office of the City to talk", advertises the office manager.

Therefore the 13th Expo Real in Munich is just the right place. On the current edition, the Munich trade fair expands its subtitle with the word "Investment" and thus recognises the general market eco-nomy developments. Leipzig's population grows. As one of the few true cities in eastern Germany, the city attracts people not only to visit, but even to permanently make their home here. Two months ago the Hartrampf family came to Leipzig, and leaving their former home in Koenig-stein, near Frankfurt am Main behind. For work reasons, the cou-ple Michaela and Klaus with their children Belinda (16), Nastassja (12) and Ron Niklas (2). They have now become genuine Leipzig fans. In the interview, they describe the beginning of a growing love.

What were the reasons for your move to Leipzig?Klaus Hartrampf: I'm in the real estate industry and have been active in Leipzig for over 15 years. Initially, there was no real mar-ket in the city, primarily for sale only to investors in West Germany. That has now changed. The industry is very much alive and the demand for home ownership has increased significantly also in Leipzig. With such a development one simply must be on-site.

How were you welcomed in Leipzig?Belinda Hartrampf: I immediately noticed that people are less arrogant and less superficial here. Above all, at school there were no problems with meeting people. Michaela Hartrampf: We were welcomed in a very friendly manner. The people here are very open and in the shops there is a strong service orientation. In Leipzig you can very quickly feel at home.

Is Leipzig truely a big city and if yes, how would you characterise it?

Klaus Hartrampf: According to population alone, Leipzig is in fact a city. With its short distances and the almost Mediterranean style I would call Leipzig an intimate metropolis. Here people know each other, appointments are relaxed and time is not a stress factor. This I find very appealing. Belinda Hartrampf: That's right. Behaviour very relaxed. Much is happening in the city although in much more relaxed manner, things are resolved in direct talks.

Have you remained some time here to get used to the city and its surroundings a bit?Michaela Hartrampf: Yes, this year we didn't go away on holiday, but explored Leipzig with all of its beautiful destinations. We took a sailing trip on the lake Cospudener and enjoyed the very well deve-loped bike paths. Nastassja Hartrampf: I noticed above the amount of culture. Everywhere there are events and the people of Leipzig are really put their hearts into it. Klaus Hartrampf: That is correct: at noontime you can listen to the rehearsal in St. Thomas Church and on Monday evening people meet at the Bach monument to attend the concerts. There is a great atmosphere which is really unique.

Do you miss something in Leipzig?Klaus Hartrampf: We miss nothing. The only thing Leipzig as a city can not offer is anonymity. And that is what makes the city so lovable.

The model project "koopstadt – Urban Development Bremen, Leipzig, Nuremberg" is a platform for three city partners to exchange experiences concerning different projects to generate public interest in urban development.

Urban Development for everyone

Within the scope of the Federal Office of Transportation, Construc-tion, and Urban Development's initiative "National Urban Develop-ment Policy (Nationale Stadtentwicklungspolitik)“, these three cities of half a million convened in 2007 to develop a common plan: "koop-stadt – Urban Development Bremen, Leipzig, Nuremberg" is one of the projects selected for funding. These three cities will practice a special form of cooperation until 2015: for nine years, they'll exchange experiences concerning innovative urban development projects with a focus on "economic innovation and creative milieus", "urban qua-lity of life", and "regional cooperation". Since the beginning of the process, these three cities and their respective project participants have met together for the third time to exchange experiences in Bremen, Leipzig, and Nuremberg. The added value of koopstadt for local project partners lies in the special external impulses and from the special quality transmitted by the selected projects as examples. Not only great ideas are exchanged, which are attractive as a basis for imitation, but errors and failures are also reported to ensure that other cities can learn from these experiences as well. One of these projects was the "Leipzig Passages and Courtyards System“. The goal of the project is to highlight the quality and unique character of these passages and courtyards, to enhance the public awareness of them, and to make them more of an experience for the citizens of Leipzig and its visitors. Over the coming years, this is intended to strengthen retail stores and appreciate the value of the dense network of 30 passages and courtyards. In order to work towards this common goal, all passageway owners and managers, downtown players, city administration, the chamber of industry and commerce, the City Leipzig Marketing e.V., and Leipzig Tourismus Marketing GmbH were brought together at a round table. A mutual

network, a unified navigation system for these passages (passageway stelas), and a map of passageways was developed. This work has already produced several points to improve marketing of Leipzig's Passages and Courtyard System. The first "Leipzig Passageway Festi-val" was held on the 3rd of September 2010. This extraordinary event enticed 60,000 visitors to the city. From 6:00 p.m. to midnight, seve-ral passages transform into a very special kind of promenade. This special event is intended to take place annually, every autumn. A very important component of koopstadt is the question about how the topic of urban development can be made more accessible to citi-zens. Different approaches are being examined. For example, in Bre-men, a special streetcar with information about the newest urban development mission statement travels the city, the Nuremberg team is utilizing a mobile bicycle station to open up dialog, and in Leipzig, unconventional excursions are led by a walking route researcher. Walks along paths and places that would otherwise remain hidden attract a broad audience and provide access to these projects. Processes of change are placed at the focus, discussion is encouraged, and urban development becomes an interesting conversation topic. koopstadt resonated very well at the 4th Federal Congress for Nati-onal Urban Development Policy in Nuremberg on the 27th/28th of September, 2010. The "urban coaching" of the three cities of Bremen, Leipzig, and Nuremberg was very well supported, since not only administrators are present, but also local players, and projects are qualified at the event.

“Old post Office” Breaks new ground Leipzig’s historic Post office by the city centre ring road has been revitalised – and it is just one of several important development incentives launched by Leipziger Stadtbau Ag.

As the scaffolds were taken down, the historic buildings of sandstone and unplastered brickwork re-emerged. Today, the place where around the year 1890 mail coaches used to stop, letters and parcels changed hands and postal cheques went into circulation is once again as busy as ever.

The site is close to the Gewandhaus concert hall, the Opera House and the spectacular Paulinum wing of the university, which is cur-rently being reconstructed. One of the most important aims of Leip-ziger Stadtbau AG when renovating and reconstructing the Old Post Office was to preserve the historic structures while breaking new

ground. The project was begun in 2008 and included an entire ensem-ble of four buildings, which had originally been constructed between 1876 and 1880 according to plans of Karl Zopf, Building Officer of the Reichspost. Now, a municipal IT company, the regional transport authority and the archive of the University of Leipzig have found a new home behind its neo-classicist façades, in rooms that were spe-cifically adapted to the tenants’ individual needs.

Patrik Fahrenkamp, chairman of the board of Leipziger Stadtbau AG, says about the beginning of the project in Prager Straße 4–8: “We wanted to give back to Leipzig a distinguished ensemble of listed buildings. But at the same time, we were faced with the task of developing about 11,800 square metres of floor space. The first construction phase focused on the main building in Prager Straße. It was the first building we renovated and we developed it according to the special technical requirements of an IT company.”

Over the course of about a year of construction work, modern office spaces were integrated into the historic building, along with a ser-ver farm with a security cell and a computer centre with a printing line. The top floor was built completely new. Work on the former mounted carrier and coach station was begun at the same time: The place that once provided shelter to horses, where fodder was stored and where coaches were repaired, today has become the new and appropriately air-conditioned home of more than 600 years of Leip-zig University history. To accommodate the archive, the building’s ceiling load bearing capacity had to be increased to 1,000 kilos per square metre.

The organisation of the local infrastructure proved similarly challenging. “We had to accommodate deliveries of rolls of spe-ciality paper weighing several tons for the computer centre while at the same time providing for proper public access to a den-tistry centre, which we had recently gained as a tenant”, says Fahrenkamp. In the end, the spacious courtyard afforded both. Sepa-rate access routes ensure a smooth flow of traffic and there is room for attractive green spaces too.

Yet, the development of the quarter is far from exhausted. There is ample space for additional new buildings in the surrounding streets. “We are currently planning a plot of about 3,360 square metres here”, says Fah-renkamp. “In this way, we’ll be able to offer some additional 9,900 square metres of commercial space in the immediate vicinity of Leipzig’s city centre, and we will, again, develop it according to the demands of its future users.”

Preserving heritage while creating new opportunity and, above all, contemporary

architecture has been the aim of Stadtbau group for the past two decades. Based on its experience with high quality renovation projects, the group keeps implementing sustainable revitalisation and construction concepts. District development schemes such as “Brunnenviertel” on the border bet-ween the districts Leutzsch and Lindenau, or the project to rebuild Leipzig’s Old Market Hall in its former location are important incentives for the city.

Just recently, Leipziger Stadtbau AG revita-lized a jewel of architectural heritage – today’s Hôtel de Pologne. When you visit its unique neo-baroque ballrooms, you can get a first-hand experience of how the upper middle-class liked to meet and celebrate in lavish, representative settings, right in the heart of the city. The rooms were designed by Ludwig Heim at the end of the 19th cen-tury – a star architect of his time who had made his name with buildings such as the Palasthotel and the Grand-Hotel Bellevue in Potsdamer Platz, both located in Berlin. The ballrooms in Leipzig can easily bear compa-rison to the famous Kaisersaal in Berlin – the

highlight of the historic Grand Hotel Espla-nade in Potsdamer Platz, which was integra-ted with great effort into the Sony Center.

At present, Leipzig and its guests eagerly await the opening of the Steigenberger Grand Hotel in Handelshof in early April 2011. After three years of construction, the city’s second-oldest exhibition hall next to the Old City Hall already proudly presents its reconstructed façade, complete with faithfully restored turrets. Once finished, the building will offer a successful mix of commercial spaces.

“Both buildings will become places of encounters and successful business transac-tions”, predicts Fahrenkamp, “and we are convinced that Leipzig can accommodate even more such places.”

Meanwhile, Stadtbau AG already has new projects in the drawer, such as the develop-ment of a commercial building in Brühl bou-levard. The company plans to develop the 8,800 square metres into commercial and office space.

the path to Becoming a City of Science

In total, 13 million euros have been invested by companies such as the Magdeburg Housing Association (Wobau) to revitalize historical buildings like the "Haus der Lehrer". This high rise was an irritation for the city of Mag-deburg for over 20 years, but now it acts as a catalyst as a landmark of the northern inner city's skyline. "What was once a mono-func-tional building is now multi-functional, including offices, apartments, commercial zones on the ground floor, and diverse restau-rants," remarks Wobau's director, Heinrich Sonsalla. "The absolute highlight is the roof area, which features a 360 degree view of Magdeburg."

During the renovation work, a great deal of value was placed not only on modernity, but a connection to the past was also preserved. "Das Haus der Lehrer" is closely connected with the civic history of the city of Magde-burg, since it is located exactly at the location where the GDR regime tore down the former Katharinenkirche church in 1966 to remove

it forever. To do this historical aspect justice, the former floor plan and surviving pieces of the church are intended to be a part of the design. The close interconnection between history and modernity is also presented by Magdeburg's port area. This former trading port is being developed as a center for inno-vation and knowledge transfer. This new "science port" will provide a diverse, lively neighborhood for science and commerce, living and services, recreation and tourism. Projects like "Elbe Office", an office and research facility, or the "Denkfabrik", the residence of numerous research institutes, have already been completed with success. Magdeburg is transforming from a city of heavy machine production into a city of sci-ence. Institutions such as Otto von Guericke University, the Fraunhofer Institute for Fac-tory Operation and Automation, or the Max Planck Institute Magdeburg provide Otto-stadt in Magdeburg not only with the brigh-

test minds of tomorrow, but also with lively, continuing development.

The city of Halle (Saale) along with its sister city of Leipzig in Saxony form the urban poles of a region that is developing as a preferred investment location because of the size of the market area of appro-ximately 1.7 million people within a 50-km-radius and the existing potentialities. Still, experts acknowledge the good to very good economic development opportunities in the Central German eco-nomy.

The traditional industrial center Halle has changed its economic profile since the early 90s.

Some industries such as machine and plant construction (KSB, AG, ABB) or the food industry (Halloren chocolate factory, Kathi Rainer Thiele GmbH, Coca-Cola) have been able to establish new and old businesses of traditional industries. In other industries new to Halle, the new establishments which have succeeded in the last few years – including the establishment of a large Swiss pharmaceutical mail-order company (Zur Rose) and the business center of one of the major PC manufacturers (Dell) – have demonstrated the quality and competitive factors of Halle's location in comparison to other cities at a national and international level. The reasons for this are

ideal location factors, such as the wide range of available properties and areas with outstanding infrastructure, needs oriented features and equipment, the availability of a skilled and highly motivated workforce, the presence of an excellent research and scientific infra-structure and appropriate EU, federal, and state (Saxony-Anhalt) funding. All of these factors are in accord with investors’ demands for a modern business location.

A good example is the development of the Halle-Saalekreis Indus-trial Zone on the A14, which shows all of the characteristics of a modern industrial area, where technological or industrial projects can be realised.

Of particular advantage to investors here is the infrastructural con-nection of the site, which sits directly on the A14 highway and rail-lines, only 12 km away from the Leipzig-Halle Intercontinental Air-port and a short distance to the city of Halle on excellent terrain (topographically flat and free of contamination). Above all is the fact that the investors may flexibly define their own technical require-ments (technical media supply and disposal) and thus develop accor-ding to their own technological, logistical and production needs.

The property is owned by the city of Halle, in particular by the Developers Association of the Halle-Saalekreis Industrial Zone GmbH & co KG (a 100% owned subsidiary of the city of Halle) and thus the land can be acquired from one source.The area is primarily intended for industrial projects with large space requirements and particular structural character and the-refore exclusivity is ensured.The development of public electricity, gas, water, sewage and telecommunications, and roads is so far advanced that construc-tion is immediately possible. Some 100 companies work in the immediate vicinity of more than

twelve high-level natural and technical science facilities such as the Martin Luther University of Halle-Wittenberg, the Max Planck Insti-tute, the Fraunhofer, the von Helmholtz Society and the Leibnitz Society.

That the offer of this combination of exclusive industrial areas and an excellent research environment exists is an advantage in the competition between cities for investors, which is proven by the location of the Norwegian company Innotech Solar in Halle. Cur-rently the company is renting office space close to the city. It plans to build a production facility in the Halle-Saalekreis Industrial Zone on the A14 where inefficient and faulty solar cells will be renewed through high-tech methods. The establishment is expected to create about 80 jobs in its first phase.

The location of Halle could prevail in the competition of 26 inspected and approved investment sites. It offers excellent opportunities for cooperation in research and development, notably the proximity to the Fraunhofer Center for Silicon Photovoltaics (CSP), the very well-developed infrastructure, the quality of the surface area available and the project support from players at both federal and local levels.

Overall, a great success for the industry in Halle. "The site factors are excellent. Across Europe there are hardly any similar building sites so well-connected to transportation infrastructure. Airport, railway and motorway connections are direct. The excellent location factors, first business establishments and the ongoing testing methods of investors provide hope for further successes in settling the industrial area", says the Deputy for Economic Affairs and Labour, Mr Wolfram Neumann.

To the left of its main train station Leipzig shows some height as a few hundred meters further, the 95 meter tall Winter Garden Tower makes a conspicuous impression on the city sky-line. Since its 2004/2005 renovation the 32 storey building topped with the dou-ble M of the Leipzig Messe is once again an attractive and inciden-tally a fully rented landmark of the city.

But there is still something missing. Between monument-protected adjacent buildings in Gründerzeit style and the solitary high-rise looms a gulf dominated by a parking lot which pleases neither the city of Leipzig nor the property owner, LWB. It stands to reason to develop ideas for the area surrounding the Winter Garden Tower. Therefore the LWB put forth an urban planning competition which resulted in the collection of many interesting solutions for spatial urban development and architectural realignment of the area. Out of a total of 161 applicants, 18 participants were selected and an additional seven firms were invited to participate.

Martin zur Nedden, Leipzig's Senior Planning Officer and a member of the jury, praised the initiative of the LWB to implement the urban design competition: "This is an important area on the inner ring of the

city. As the gateway to the East, this area binds the city to the Graphic Quarter and eastern residential area". He was delighted with the solu-tions, even though a detailed implementation of these designs will not necessarily be achieved. Still after the competition whoever wants to build in the future near the Winter Garden Tower, may look to the plans which already have the blessing of experts and the city

For Peter Stubbe, Managing Director of the LWB, the winning con-cepts with their crystalline polygonal building designs were created to enliven the area with its architectural complexity. It is no easy task to bring the adjoining historically protected buildings into har-mony with the high-rise. "The successful designs are truly impres-sive", says the pleased managing director. The municipal housing company plans to continue well into next year with preparatory work and then to begin talks with potential investors. "We are confident that together with an investor we can achieve a great success for the city", explains Stubbe. "With these attractive con-cepts, we are searching for investors".

The general area is in fact quite heterogeneous: within sight of the main railway station, which was constructed between 1902 and 1915, and the head-like designed buildings of the Victor's Residence Hotel, built in 1911 as the first reinforced concrete framed building in the city, as well as protected historical Gründerzeit apartment and retail buildings. To the south of the Winter Garden Tower are the six storey pre-fabricated apartment buildings from the early 1960s. It is precisely this conflicting relationship which is notable.

With the implementation of one of these designs, one the wastelands on the inner city ring would finally be eliminated. The once densely populated city of Leipzig lost buildings particularly through the bombing during World War II as well as through demolition or failure to renovate valuable buildings during GDR times. Gaps, wastelands and ruins still dominate major parts of downtown and adjacent neighbourhoods, including the area just east of the main station. At the beginning of the 19th century a gardener for the Weimar court operated a winter garden here, which gave the street its name. The later dense residential development of the area was stopped completely in the 1970s. Until 2004 the base area of the octagonal high-rise which was constructed between 1970 and 1972 contained a shopping centre and restaurants. These were eliminated through the renovation. Since then the multi-storeyed historically protected building rises up alone.

Hopes for the entire quarter and a gateway to the eastThe urban planning competition also brings hope to the adjoining eastern area of Querstrasse / Schützenstrasse. Partially vacant mixed use buildings in the Gründerzeit style would be significantly upgraded through the development of the high-rise area. In the last 20 years there have already been concepts for a cinema complex or a fitness and recreational centre to be built on the approximately 7.200 m2 property, although these plans were not realised. With the new plans the opportunity arises to develop a gateway to the eastern part of the city and thus connect this area back to the city centre.

Once again the Communal Leipzig Association for Apartments and Building (LWB) displays with the urban design competition that it is handling or initiating urban planning even beyond its primary pur-pose. In addition to providing living space for the wider strata of the city populace, it supports the development of general city develop-ment. And not without reason. "We have hundreds of satisfied resi-dents in our high-rise. Therefore it stands to reason that we have a interest in what happens around the building we extensively reno-vated a few years ago at a cost of 12.5 million Euros. The competition involving the Wintergartenstrasse / Querstrasse offers the chance to upgrade the whole area and is an interesting challenge for the project developer. Not the least because the area is divisible", explains LWB managing director Peter Stubbe. www.lwb.de

rKW rhode Kellermann Wawrowski received the fourth prize for a new building comprised of three separate parts and a central atrium which allows pathways between the buildings. Because of its architecture, this design will be developed as a particularly attractive place to live. The location name "Winter garden" was the urban and architectural theme. The atrium as a green heart and climate buffer, green roofing system and further interior garden spaces add a distinctive feel. www.rkw-as.de

The third prize recognises a draft from KSV Krueger Schuberth Vandreike. It presents a convincing ensemble between the gründerzeit structures and the modern post-war buildings. Three "prismatic Solitaires" of varying dimensions gather around a pleasantly proportioned open area. The design is respectful of the Winter garden Tower. www.ksv-network.de

What particular architectural and town planning aspects did you have to consider in your plans?The site is situated in a very heterogeneous environment. The challenge for us was to respect the contrasting architectural presences and ver-sions of the city, instead of choosing one of the existing strata and developing that to the detriment of the others. The Wintergartenhoch-haus is a remnant of an incomplete planning approach of urban domi-nance, the Wilhelminian peripheral blocks and also a projection from the first phase of socialist urban planning of the 1950s along the Ring. But the east of Leipzig also plays a role, where the focus of planning has shifted to open spaces and green sites. The contextualisation of the plan ultimately places it in this area, which is an exciting one from an urban planning viewpoint.

What ideas for subsequent use are your plans subject to?With their cubature and floor plan conception the buildings are desi-gned in a way to offer a high degree of flexibility for future user requi-rements. The building depth of 12 metres easily permits a range of different scenarios, from residential to service and commercial use. A blend of functions would certainly be desirable. The central square in our design has the potential to enable a vibrant quarter to arise, coll-ected around this urban space. The division of the site into three blocks also enables the independent development of the sub-sections.

Why do you personally consider this site, at the heart of the city centre, near the main railway station, to be a good place to invest?The location in the direct vicinity of the main railway station and Leipzig city centre appears to be an excellent argument in favour of the site. The further development of the adjoining Ring with numerous prominent buildings such as the Gewandhaus, the City-Hochhaus and the courtyard complex currently under construction on the Brühl is

also a good indicator of the significance of the site in the city. The area around the main railway station is an exciting terrain in many towns and cities. As places in which to spend time, but primarily places of passage, these are characterised by the coming together of many peo-ple, who linger there and encounter one another for many different reasons. This is the nucleus of urban life. In contrast to established residential and commercial districts, these areas are frequently home to shops and establishments that are special or extravagant. Therefore, the existing heterogeneity of the site means that its potential lies in openness towards very disparate and specialised uses.

1st prize Kuehn Malvezzi Architects, Berlin | The idea of Kuehn Malvezzi Architects is to create a "Wintergarten Quarter" as a plinth around the base of the tower. The square is framed by well-proportioned block structures of various sizes, as well as a green ring of tree-strewn greenery. The adjacent streets are to be formulated in keeping with their cross-sections. Three building blocks will be created, with an appropriate distance to the tower. Which distinctive features did you have to consider in terms of architectural and urban planning peculiarities?The area occupied by the Winter Garden Tower enjoys a prominent location in the city of Leipzig. Its proximity to the train station, but also the proximity to the urban areas of Augustus Place and the opera-house is an apparent quality. On the other hand, the area is the entrance to the Graphic Quarter, with its history of important publishing houses such as Brockhaus or Insel – today, after the depar-ture of many publishers, this is an attractive potential for the city.The ground floor recesses create thrilling perspectives. The basic shape of the design is the block, which again makes clear street spaces. A city lives from people – the people that move in the city. This is our unique approach – the movement from the central station to the Graphic Quarter is represented in the draft.

Which ideas pertaining to later use are underpinning your design?The idea for use lies in the clear establishment of four building blocks. After the completion of the shared subterranean garage they can be developed separately from one another. This flexibility allows future owners to respond to current needs, whether an expanding Internet company with 1.000 jobs, or a budget hotel with 250 rooms. A large

part of Block 2 is provided for flats – inner city residences as a prere-quisite for the small ground floor commercial spaces. We have already implemented the concept of the four building blocks in Leipzig's neighbouring city Halle. There the Händel House-Square is now enli-vened by the Martin-Luther University of Halle, housing for seniors, homes and many commercial tenants.

Why do you personally think of this site right in the city centre near the main station as a good place to invest in?The area around the Winter Garden Tower provides ample space for medium and long-term investment. Companies can still grow without having to leave the attractive site. The area is made attractive through the presence of the Winter Garden Building, which next to the MDR-tower at the Augustus Place, is the only distinctive domain of the city. The exhibition emblem on the tower bears further witness to an immediate authenticity.

new Splendour: the Leipzig public BathThe new, shining red roof beams into the distance and shows: something is going on at the Leipzig Public Bath! The renovation is a great example of civic engagement and coordinated by the Foundation for the Preservation of the Leipzig Public Baths.

The goal is ambitious: In six years, for its 100th anniversary, the Leipzig Public Bath should be reopened. In order to see this pro-ject through, various building blocks are nee-ded on which to build a solid foundation: the engagement of both private citizens and com-mercial concerns, the reliable support of the city of Leipzig and appropriate funding. "We are pleased that the work of our foundation rests precisely on these three pillars", said Foundation Director Dirk Thärichen. When the first renovation work began last spring, Mayor of Economics Uwe Albrecht named the project as a prime example: It would show how far we’d get when citizens, busi-nesses and politics all pull together.

Leipzig Public Bath enthusiasts have some models: There's the Zwickau Johannisbad, a masterpiece of Gründerzeit architecture reopened in 2000, or the Art Nouveau-style swimming hall in Dessau. They are treasures of architecture indeed, but none of these buildings fascinates with so many architec-tural features such as the Leipzig Public Bath: for example, the strict symmetrical arrangement of the rooms, which appa-rently has its architectural model in the famous baths of Caracalla in Rome, or the first class sauna, which exhibits direct par-allels to the Löwenhof, the famous Alham-bra in Granada. It is a splendid mix of gold, bright colours, oriental patterns and monu-mental architecture, which weaves a spell even today.

After its complete closure in 2004, the bath-house has been in a transitional phase since 2008 as a venue for readings, concerts, info-evenings or for charity events, always with the focus: Re-opening 2016. For this howe-ver, broad support is still needed. In the most recent fund-raising action, Leipzigers who donate can be named as "Bath Friends" or even "Lifeguards". The city of Leipzig is also actively engaged: it has just commissioned

an economic study about the future use of the public bath. The paper will examine business management and how the public bath as a general institution may be used most effectively.

Lots going on at Lake geiseltalThe first season of one of the largest artificial lakes in europe is coming to an end. The successful reclamation of the former lignite mine geiseltal serves as a role model.

Not a joke, but rather a good start: On April 1, 2010 the Geiseltal Express made its first rounds. With great weather and well-filled rows of seats, the train started rolling along at 25 kilometres per hour for the premiere round of the season at the lake. While riding in the 28-seat vehicle visitors to the recrea-tion area could experience firsthand how the work around the lake proceeded. According to the operators, the Geiseltal Entwicklungs und Tourism Company (Geiseltal Develop-ment and Tourism Company or GET), the flooded pit should be the "largest artificial lake" of the Central German lake district.

High expectations are already linked with the development of the site around Lake Geiseltal. The guests could see this already from the ride along the water . All sides of the lake were worked to perfection. In Braunsbedra another port took form, an additional jetty on the peninsula has been installed and the first house at the Marina Mucheln has been built. The GET, which created the Geiseltal Express, the nucleus of a tourist-oriented infrastructure by the lake, is developing itself just as quickly. The Com-pany will offer regional tourist destinations on land and in in the future also on the water .

Due to the large demand in Braunsbedra a rental shop opened in June 2010, which has since offered in addition to conventional bicycle rentals also tread-mobiles, electric scooters and electric skateboards. The offer

was well received: and no wonder, the beach promenade of about 30 kilometres is ideal for walking, hiking or biking. Those who don't wish to go more than half way was can be picked up along with their bikes by the Geiseltal Express. The bikes can then also be brought to the rental station which has found a home in a bungalow in the village of Neumark.

"The important thing for us is to create a variety of offerings that give our visitors a unique experience on Lake Geiseltal," said managing director Uwe Eldau. For this rea-son, co-operation began with the Halle artist Kathy Kokott, who along with GET organi-sed a painting course at the lake. With the in-house vintage bus a dozen participants went for the first time on July 25 to the vineyard, in order to use the magnificent scenery on the waterfront as inspiration for their art.

That there is a considerable interest in Lake Geiseltal was especially notable during the Children's Holiday Activities. This was orga-nised in co-operation with the Mitteldeut-schen Zeitung (Central German Newspaper) and took place on July 29. More than 700 young and young at heart visitors flocked to Braunsbedra and took to busses, trains and bicycles. Director Uwe Eldau is very satisfied with this result. The GET team looks to the future positively and with great zest for action and are already honing on the next projects. Until then, the yellow train conti-

nues its rounds about Lake Geiseltal, which is just now ready for an autumn visit. Already this summer 5000 visitors have been convinced by the beauty of Lake Gei-seltal .

the Vertical Voyageelevators in hotels: efficient planning and operation.

Lifts are essential in hotels. Just as good motion picture soundtracks, which are not consciously perceived by the viewer, eleva-tors remain almost invisible for hotel guests – in two ways. First, users expect the wait for a free cabin to be as short as possible and to be able to take the elevators smoothly and safely. Second, the elevator should seamlessly integrate into the ambiance and the architecture of the building. The proper selection, sizing and arrangement of pas-senger and freight elevators are already given great importance in planning hotel facilities. The equipment is used signifi-cantly to determine the value of the pro-perty. Thus, successful architects and plan-ners set the foundations for efficient hand-ling of personal transportation early on.

reliability, capacity and access

Regular and preventive maintenance, remote diagnostic systems with which potential problems can be detected on the run, and a tight network of service techni-cians – those are important factors for mini-mal downtime of the plant in case of issues. But before the lifts are in operation at all, architects and planners work together in cooperation with the manufacturer to cal-culate traffic and choose the right elevator

control and configuration. So the choices are made for traffic flow. After all, in larger buildings with several hundred rooms, there can be far more than 15,000 trips per day to cope with. Traffic flow in existing plants can be improved upon even in hind-sight, by modernizing the capacity further when the old control system is replaced with a new, intelligent solution. If certain floors are used only by a certain group of people (such as the staff), access control systems are used. Whether smart card, code or key number: the possibilities are numerous. Also, many manufacturers offer the possibility combining their system with building management systems in order to monitor and control it.

elevators in the spotlight

From time to time elevators move directly into the spotlight, such as at the tourist magnet Marriott Marquis in New York. The hotel is located directly in Times Square and offers 2,000 rooms and suites, a 9500m2 banquet and conference area, a Broadway theatre and the restaurant "The View". In the 37-storey atrium the 16 pano-ramic elevators arranged in a ring have been modernized recently by the Swiss lift manufacturer Schindler. By incorporating

its destination control Miconic 10 the capa-city of the lifts was increased by about 30%. In addition, intelligent allocation decreased cab waiting and travel time. Different inputs from the guests are sorted in a split second by the computer, and passengers with the same or similar destination are assigned a shared cabin on a display. The modernisa-tion during operation also ensured that the interference to the guests was very low.

There are also examples of remarkable lifts on this side of the pond. In the Radisson Blu Hotel Frankfurt the architect John Sei-fert (John Seifert Architects, London) had the idea of having cloud motifs appear on the cabin wall glazing. Thus, the architec-tural vision of a transparent matrix encased in a bright blue disk is also continued with the elevators: the passenger is surrounded by white clouds and blue sky even in the closed cabin. In addition, monitors are set into the cabin doors and a destination con-trol is installed. The eight Schindler instal-lations – including a group of five with two elevators offering a glazed cabin wall – have a maximum delivery height of 75 meters and a speed of up to three meters per second.

Mr van den Akker, what is it that personally fascinates you about Leipzig?There is so much substance here and lots of opportunities – fantas-tic buildings, lots of green and water and, moreover, the background of great German history. Leipzig is a vibrant city with open-minded people who enjoy putting things into shape, that's what I like about it. In contrast to other places, the city hasn't come to a standstill and its development is in constant flux. And at the same time, it's a compactly beautiful metropolis. Taken together, these are good conditions indeed.

Is this why you chose Leipzig as Floreijn's german head office?Yes, of course, amongst other things. Next to the Northern German area and Berlin, Leipzig has so far been the focus of our engagement in Germany, and that's the way it should be. But the main reason was that we recognised that, with our limited time horizon and our Dutch mentality, we wouldn't be able to operate adequately from Holland. You must remember that, although I speak German, I'm not German, after all, nor am I familiar with the local conditions. So we built our own staff in Leipzig last year, who are ideally com-plemented by an external team of consultants which is also Leipzig-based.

Many investors have stopped going to eastern germany because returns are not high enough. What makes you as a foreign investor put your focus on Leipzig?First of all, the returns must be sufficiently high in the end, of course. I myself was captivated by the city and its unique substance of

marvellous, if to a large extent run-down, buildings. Then, the location must be right – which is the case especially in Plagwitz where you have short ways to the city centre, attractive surroun-dings, cycle paths and water. Finally, every engagement that is sup-posed to be successful and sustainable (which is even more impor-tant) needs a history. And this is something of which Leipzig has plenty! There's Gründerzeit architecture around every corner here. Leipzig City Council has created a good starting position and very good conditions in terms of urban development and infrastructure. Leipzig is growing and we are convinced that it will produce the required returns in the long run! The Leipzigers have always been merchants and money has always been made here – and this will not change in the future.

Next to real estate such as the Blüthner Carrée and the Südcenter you have purchased more than 170,000m² of industrial space in Plagwitz – what is your situation five years after the acquisition? I have to admit that we had made different assumptions when we started. We thought we'd be able to make this engagement a success sooner. But then we realised that we had actually purchased a whole quarter of the city. What we saw was the great historical significance but not the necessity to go about carefully with regard to the deve-lopment.

How do you mean? To what extent have your objectives and con-tent changed?We used to be a marketer and have become a developer. Of course, we will remain the investor who keeps his portfolio holdings.

But we also enhance holdings through income property and have purchased a first portfolio with a volume of EUR 20 million in Berlin. Further transactions are in preparation.

As for Plagwitz, we have learned that our development here is a question of give and take in cooperation with the City of Leipzig, which over the past 20 years has poured an infinite amount of power, ideas and money into this quarter. So we have imposed a modified master planning on ourselves and made contractual arrangements on medium-

and long-term objectives with representa-tives of the City. This has cost us a lot of time and money, and we had to adjust, if not shelve altogether, some ambitious settle-ment projects which we were not able to harmonise with the urban development objectives. After dogged struggles and modi-fications, we have finally worked things out with the City and are now in an optimal position.

How – and to whom – do you want to rent the “Kunst- und gewerbehöfe”? Do you wish to enter into competition with the nearby Baumwollspinnerei and the artistic and cultural scene gathering there?No, this is exactly what we want to avoid, which is why we are only using “Kunst- und Gewerbehöfe” as a working title. On the basis of the modified master planning, we are working on a new word-figurative mark that combines historical references to old founders such as the Sack family with the creativity of commercial and productive company founders. Of course, the art scene will be offered space, too. There should be added value in Plagwitz, from the idea to the finished product. Our plan is to systemati-

cally develop one quarter after the other and to offer synergies in terms of tenant mix, concept and quality. Quality will be tailored to the tenants' requirements. Together with our tenants, e.g. with the founders of the Leipzig School of Design, we are working on precisely such a concept. It's people of action like these who are supposed to be attracted by the brand and the quality.

How do you tackle the bad energy efficiency in the old buildings?Here, too, we are in close negotiations with the City and with public utilities. We are working on a pilot project for the energy efficiency of a historical inner-city commer-cial area that has become a protected site. Let us surprise you, you're definitely going to hear from us!

Any desire you wish to direct to the local authorities?Leipzig has a very good infrastructure, but, please, do open the airport for your investors, if you do not want them to sidestep to Frank-furt or Berlin. And, do allow us investors to advertise you more! I see myself as Leipzig's ambassador in Holland.
